Scope of Work for Electrical Balance of Plant Infrastructure for 300MW Kallam

Project

Date: 15.10.2020
The Scope shall comprise, but not limited to the design, engineering, manufacture,
testing and inspection at manufacturers works, packing supply ,transportation,
transit insurance, delivery to site, unloading, storage and equipment erection
including associated civil works, fire detection & prevention system, structural works,
cabling, lighting, earthing, any other electrical, mechanical auxiliary
equipment/system, supervision of erection, site testing and commissioning of the
Substation, training of ReNew personnel’s and also meeting ReNew’s or CEA Technical
Standard whichever is superior. It may be noted that those specifications &
requirements, which are not explicitly specified herein, CEA Technical Standards
of construction will have precedence. The entire substation should also meet the
requirements of CEIG/other statutory agencies. The works related to tariff metering
and communication systems should be carried out as per CEA /LDC specifications
only.
The CONTRACTOR shall make his own estimate of quantities for all items, systems such
as equipment, power & control cables/cabling system, lighting system, earthing,
lightning protection, auxiliary power distribution, civil works etc. It should be clearly
understood that the contract will be on turnkey basis and no(+) variation will be
allowed for items of works not foreseen or omitted by the CONTRACTOR at the
proposal stage. Meaning that, the contractor shall be responsible for providing all
material, equipment and services specified or otherwise which are required to
fulfil the intent of ensuring operability, maintainability and the reliability of the
complete work. All consumables, wastages and damages shall be in the scope of
contractor. BOQ, Technical Specification and other documents attached elsewhere
shall form the guidelines only for the entire scope of activities.
It is presumed that the contractor already has, or has access to the technical
knowledge/approvals necessary to undertake the design, and has carried out similar
projects for ReNew’s /State Utility/PGCIL. Details with respect to the substation
location, its approach, geography has been provided to the level possible. The
contractor shall make necessary visit to the substation site and should fully appraise
himself before bidding and shall be fully responsible for complete design and
engineering of the substation.
Contractor shall be responsible obtaining the necessary approval from the concerned
statutory agencies on behalf of ReNew Power and payment of necessary fees
thereof.

C) Line Bays & Metering Arrangement at PGCIL’s SS: 220kV Line bays hall be
constructed as per PGCIL specification & requirements.
a.Interface Energy Metering arrangement complete with CT, PT, ABT Meters etc.,
shall be as per latest CEA's metering regulation (latest) & respective Regional
Load Dispatch center requirements.
b. Space provision for Standby metering in 33kV feeder panel
c. The necessary bus bar extension and any augmentation etc. required for the
completion of the scope within the Substation.

D) EHV Transmission Line:


i) 220kV Multi-Circuit Transmission Line ~ 2kms (starting from PGCIL end)
ii) 220kV Double Circuit Transmission Line on Double Circuit Tower ~ 35Kms
a. Double circuit tower with necessary extensions as per State utility norms,
as required for the type of conductor.
b. Conductor; Material AL59 (61/3.52 mm).
c. Insulators, Composite polymer, CD >25 mm/kV or suitable for class
III‐ heavy polluted environment, or whichever is superior.
d. All Structure shall be HDG (double dip) with Min. Zn coating thickness as
610 gm/sqm.
e. Construction as per ReNew’s, CEA specifications whichever is superior.
Necessary right of way for construction.
E) Pooling Substation: Gas Insulated Substation (GIS) on 220KV side and indoor VCB
Switchgear panels on 33KV side.
PSS - 220/33kV, 2*128/160 MVA
(Indicative, sizing to be finalized as an outcome of power system studies)
Pooling Substation Configuration (Refer SLD):
a. 1# 220kV Line Feeder Bays
b. 2# 220kV Transformer Bays
c. 1# Bus Coupler Bay
d. 33kV Indoor VCB switchgear unit- Indoor VCB 2# incomer Feeder Bay of
33KV 3150A,1# bus coupler bay of 33kV, 3150A, 10# 33kV Feeder Bays
for WTG, 2# Aux transformer feeder panel, 2# feeder for capacitor bank
in 33KV Indoor Switchgear, 2# BPT panel, and necessary Metering
arrangement as per latest CEA's metering regulation, respective Regional
Load Dispatch center requirements, PPA requirements.
e. Bus Configuration‐Main & Transfer Bus for 220kV side and Single bus o n 33kV
side.
f. Reactive power compensation as required.
g. Supply, Installation, Civil Works, Erection and Commissioning of above Bays.
h. Insulators; Composite polymer & Porcelain, CD >25mm/kV or suitable for
Class III‐ heavy polluted environment. CD>25 mm/kV shall even be applicable
for all equipment’s (CB, CT, PT, CVT, LA, ISO, Transformer Bushing etc.)
i. Al Tube for Bus & Equipment connection.
j. Tubular type Structures for Equipment’s.
k. C&R panel with SAS System.
l. Communication system (Real time data transfer system to LDC from the wind/
solar farm, installation of SATEC PM180 MFM or equivalent, FOTE etc.)
m. Others systems (fire detection &protection, surveillance system, etc.)
which shall form critical for the operation of the substation.
n. All Structures shall be HDG(double dip) with Min. Zn coating thickness as
610 gm/sqm.
o. Surface protection of steel substrate like in Panels & other equipment’s
installed Outdoors should meet environmental conditions‐ C4 degree, and
those installed Indoor C3 degree, in accordance with corrosive conditions
as specified in ISO 12944 or equivalent in Indian standards.
F) HV Sub‐transmission lines: 33kV voltage level with brief details as follows.
Preferred Type of Line configuration: ‐
• With Al‐59 Panther‐ 353TW Conductor:
• DCOH ‐ Suspension type | double poles tension points| double poles
intermediate points | 152*152mm, 37.1kg/m| Minimum 13 mtr | Span
length </=60m.
• SCOH ‐ Suspension type| single pole intermediate points| double
poles tension points| ISSC‐ 152*152mm, 37.1kg/m
▪ Minimum 11 mtr | Span length </=55m
▪ Minimum 13 mtr | Span length</=60m.
• With AL‐59 Dog‐19/3.26 Conductor:
• SCOH ‐ Pin type| single pole intermediate points | Single pole
tension points ISSC‐ 152*152mm, 37.1kg/m| Minimum 11
mtr |Span length </=70 m
It should also meet the following: ‐
• All MS structural parts like Poles, channels, accessories etc. should be
galvanized with minimum Zn coating of >610g/m2. Design base calculations for
the usage of the particular type/ arrangement of joist in transmission lines to be
provided.
• Insulators, Composite polymer, CD >25mm/kV.

• Max conductor loading 30 MW for Panther & 16.8 MW for Dog conductor.
• All conductor shall be Al‐59 type with details as below:
▪ AL59 Panther: TW/353sqmm
▪ AL59 Dog: 19 strands/3.26 mm
G) Unit Substation / DP Yard: DP Pole Structure with Isolator, HG fuse, LA &
other accessories as required.

• All Structures shall be HDG (double dip) with Min. Zn coating thickness as 610
gm/sqm.
• All insulators (even for Isolator, LA etc.); Composite Polymer, CD> 25mm/kV

Important: The above are the broad requirements for establishing eBoP
infrastructure. This needs to be read in conjunction with ReNew’s Minimum
Requirement List and other specifications shared.
