1 INTENT
 The intent of this standard operating procedure is to define the minimum standards for the management
of PPE at Klipspruit Colliery. Included into this is the issuing, replacement, renewal of all PPE, including
task specific specialised equipment.
 This SOP is consistent with the FLD _HSEC_STA_019 Personal protective equipment, and essentially
expands on this standard through documenting operations-specific requirements.

2 APPLICATION – WHO THIS APPLIES TO


This document applies to all KPS employees, visitors and contractors working at Klipspruit Colliery.

3 ABBREVIATIONS

4 DEFINITIONS
 Employee For the purpose of this standard, “employee” refers to a full time or fixed
term CSA employee, working at Klipspruit Colliery.
 PPE This can be defined as protective clothing, footwear, headgear and other
ancillary items. PPE should only be issued and used if all other strategies
outlined in the “Hierarchy of Controls”, have not removed or sufficiently
mitigated the residual risk. PPE can also be used as an interim control,
whilst more permanent controls are being investigated and / or
implemented
This standard excludes corporate clothing as worn in corporate offices, or
given as corporate gifts. The use of emergency PPE (breathing
apparatus etc.) is also excluded.

6 RESPONSIBILITIES

6.1 Heads of Departments

 Accountable for budgeting for PPE.


 Recommend any changes to the PPE standards
 Recommend any other non – standard or task specific PPE

6.2 Manager HSEC Execution.

 Provide the resources including operational and capital in support of Health, Safety and Hygiene systems
and programs.
 Provides technical input and advice on PPE management strategies.
 Reviews and endorses any motivations for changes to existing PPE stock items, or for the addition of new
PPE items.
 Ensure that these motivations are passed on to the Manger HSE for review.
 Approve the use of non – standard or specialised PPE.

6.3 Specialist: Health and Hygiene, Execution.

 Periodically review standard stock items for the purposes of quality control.
 Review, test and make recommendations on any new proposed PPE items.
 Provide guidance and implements awareness programs on the correct use of PPE.
 Ensure compliance to all legal aspects regarding PPE strategies.

6.4 PPE Store Manager

 Ensure that sufficient stock is available of all standardised PPE.

6.5 Production \ Maintenance Superintendents

 Authorises initial and periodic PPE issues to employees.


 Authorises replacement as well ad hoc issues (at his \ her discretion) of PPE to employees.
 Take appropriate action where misuse \ abuse of PPE by employees is suspected.

6.6 A Production \ Maintenance Supervisors

 Keep accurate records (PPE registers) of all PPE issued.


 Ensure compliance on the use of PPE where required.

6.7 All Employees

 Use approved PPE in a responsible manner.


 Only use fit for purpose PPE appropriate to the task.
 Take reasonable care of their PPE, and ensure that it is kept in a clean and hygienic condition.
 Request re – issues at the appropriate times as per the SOP.
 Understand that if PPE is unreasonably damaged, or loss between planned issue dates, they are liable to
disciplinary action.

7 PPE REQUIREMENTS

7.1 General PPE:

 On engagement, all employees will be issued with the following:


 1 Pair of safety boots.
 3 Pairs of jeans, 3 pairs of HV shirts and 1 overall
OR
3 pairs of overalls (2 Piece) and 1 pair of jeans and 1 HV shirt
 3 Pairs of overalls for blasting personnel (Yellow) and 1 pair of jeans and 1 HV shirt.
 3 Pairs of socks
 1 Hard hat (Yellow for blasting personnel, gold for safety personnel, and white for all other
personnel.)
 1 Pair of safety goggles.
 1 Pair of safety gloves.
 1 Set of Sonomax (personalised moulded) hearing protection (risk based), ear muffs or disposable
hearing protection that is available at the change houses, and at strategic positions in the main work
shop areas.
 Notwithstanding the above, the following PPE may also be issued at the Production \ Maintenance
Superintendent’s discretion.
 1 Pair of gumboots, in addition to the already issued safety boots.
 The following winter PPE will also be issued
 3 in 1 Winter jacket (which will also act as a raincoat)
 Thermal underwear (3 long sleeved vests, 3 long legged underpants)
 Gender specific clothing is available with respect to:
 Reflective high visibility shirts
 Jeans
 Thermal underwear
 Only long sleeved shirts and overalls may be worn.
 The PPE listed above is for general use and is applicable to all personnel required to enter high risk
areas.
 All of the above PPE will be issued on an annual basis, apart from the winter jacket which will be issued
on a 2 yearly basis.

7.2 Other PPE:

This section is applicable to all employees, and the PPE noted below will be issued as and when required as
dictated by the risk and exposure.
 Hearing protection.
 Hearing protection devices must adhere to the applicable standard as listed in SABS 1451.
 Personalised moulded hearing protection is available to employees (if required) working in areas
where the LAeq equals or exceeds 85 dB(A). The specialist health and hygiene execution is to
advise and approve the issuing of these types hearing protection devices. Employees must be made
aware of the limitations and maintenance requirements of these types of devices.
 Where, ear muffs are preferred, these devices must be of the integrating type, and must not interfere
with other mandatory PPE items such as safety glasses etc.
 Gloves.
 All employees will be issued with either pigskin gloves or general use rubber gloves (personal
choice). These gloves are for general use and do not replace task specific gloves (e.g. rigging,
welding, hazardous material management etc.)
 Task specific gloves includes but is not limited to:
- Leather gauntlets (Welding) – as per EN 12477 standard
- Chemical gloves (Hazardous material handling) – as per SABS 416 standard
- Leather gloves (general use) – as per SANS 316 standard.
- Insulated Gloves (Live working) – as per SABS – IEC 60903 standard.
 Safety Glasses
 Safety glasses must adhere to the EN 166 or ANSI Z87 standards.
 Clear glasses or tinted shades will be made available.
 Sealed safety glasses, designed to seal against the face to prevent the ingress of dust is also
available to personnel exposed to airborne dust.
 Where prescription safety glasses are required, approval must be obtained from the HSEC manager
as well as the applicable HOD. Once approval is obtained, prescription safety glasses can be
procured from the CSA approved optometrist.
 Disposable FFP2 respirators
 Only respirators bearing a SABS homologation mark may be used.
 These respirators are available with or without exhalation valves.
 Further details on the choice and selection of specialised respirators are described in
OLD_KPS_SOP_HSE_006 Respiratory protection program.
 Respiratory fit test is conducted at the clinic during medicals and is risk based.
 Reflective Vests
 Lime green, Day-Glo reflective vests are available and maybe used in cases where reflective shirts
are not worn.
 These vests must be worn over long-sleeved shirts or jackets.
 Safety Harnesses
 As a minimum, safety harnesses will:
- Be a full body harness
- Have two lanyards
- Have foot straps to prevent suspension trauma.
 Safety harnesses will be issued to single users and may not be shared. These harnesses will remain
in the care of that user.

 Electrical Flash Suits


 All electricians will be issued with Arc Thermal Performance (ATPV) of 12 for normal day to day
work.
 If medium or heavy current switching is to be performed, only flash suits with an Arc Thermal
Performance (ATPV) of 90 or higher may be used.
 Life Jackets.
 All persons required to work near open water bodies are required to wear life jackets that conforms
to SANS 12402 – 4: personal flotation devices part 4: Lifejackets for inland/close to shore conditions
(level 100) – Safety requirements.

7.3 Specialised PPE

 If specialised PPE is required, to perform a specific task safely the following shall apply.
 The equipment required will be requested by the user and motivated by the HSEC manager.
 This motivation will then be passed on to Manager HSEC Improvement, who will take advise from
the relevant FRC guru, or other subject matter experts as appropriate, to determine the effectiveness
of the proposed PPE.
 Once approved, the detail of this equipment will then be forwarded to supply, who will source and
procure the equipment.

7.4 Branding and colour schemes

 The following standard colours must be used:


 Branding:
o Only South 32 branding maybe used. This required the South32 logo.
o Branding must only be in black lettering.
o This branding must be above the left breast pocket.
 Names:
o Personal names must be embroidered above the right breast pocket.
o Only black embroidery may be used.
 Reflective Stripes
o All field shirts and overalls must have reflective stripes as per the following detail.
- On the back, crossed from either shoulder and meeting the stitching mid – way down the
trunk
- On the front, a single horizontal strip across the front, below the breast pocket and a
vertical strip from there to top of the breast pocket flap.
- A horizontal band around each arm at the bicep.
– In the case of overalls, a horizontal band around each leg pipe, just above the knee roll)

7.5 Klipspruit Life Saving Rules:

DO NOT:

 Work or instruct anyone to work under unsafe conditions or against the standards or rules
 Tamper with safety devices
 Violate any lock out rules
 Operate equipment that you are not licensed to operate
 Enter the workplace when under the influence of alcohol or drugs
 Enter any barricaded area e.g. working at height, lifting material mining areas and construction

 Operate any vehicle unless a proper pre-use inspection has been completed and NO-GO items are
present

7.6 Always follow the four steps to safety:

 What am I going to do – is this a safe working environment?


 What tools and equipment will we be using and are these safe?
 What can go wrong and are we safe?
 What am I going to do now to ensure that we do the job safely?
