Modernization efforts
Like the PLAAF, the IAF is also undergoing
a major modernization program to
replace and upgrade its aging fleet. This
effort began in the late 1990s with the
primary aim of maintaining ‘mission-

conflicts. This includes the procurement

weapons and systems, but also the
upgrading of aircraft already in service.

Sims and ‘tubs’

Like all modern training units, the 114th
FS makes good use of simulators. Effective
employment of a modern simulator
goes hand-in-hand with modern training
methods. ‘We have four simulators here
with 360-degree visuals’, says Jensen.
‘We also have two additional sims with
180-degree field-of-views, which we use
more for the transition and instrument
work. The others we use more to teach the
actual fighting part. We also place a high
reliance on our D-model two-seaters.’
There have been various rumors over
recent years suggesting that the USAF may
park its D-models (also known as ‘tubs’) in
the boneyard, rather than upgrade them.
The D-models have been largely untouched
since they entered service and they all
retain their original APG-63(V)0 radar. ‘We
heard rumors of reduced availability or even
the end of the D-models’, says Jensen. ‘We
have looked at a syllabus without D-models
48 and what we would have to do if we didn’t
have them. I can tell you that it would make
us less efficient. The A-10, F-22 and F-35
communities don’t have two-seat trainers

pilots have completed the first course,
they can fly with operational squadrons
looking after the in-house training needs
of each particular unit. The B-course
instructor course teaches the IPs to teach
young pilots how to employ the Eagle —
they are the FTU instructors. ‘The forward
visibility from the back seat isn’t that great,
so their training basically ensures that they
can in-flight refuel from the back seat,
land from the back seat — things like that.
Then they watch an IP teach a student
ride and then they go and repeat that
themselves. Only our most experienced
FTU instructors are allowed to teach new
instructors how to fly with the students.’

Looking to the future

No-one expects the F-15C to go away any
time soon. There’s a new buzz around the
USAF Eagle community, a feeling of being
needed and valued for a long time into the
future. For the Oregon FTU it means that its

latest ‘kit’, it isn’t a huge hindrance to the 49
training mission. ‘We do a lot of our fourth/
fifth-gen integration and our (V)3 radar
training in the simulator’, notes Jensen.
‘We can link up with F-22 simulators off
station and plan, brief and fly missions with
those guys. JHMCS is now standard here
for our live flying, and in the next two to
four years I expect that we’ll start receiving
the AESA radars, but for now we are easily
able to make do with the old mechanically-
scanned (V)0. There’s even talk of the
F-15Ds getting upgraded radars now, too.
We will also likely get a couple of Sniper
targeting pods to enable the students to
get some SA [situational awareness] of
that capability for the ‘Noble Eagle’ visual
identification of targets.
‘Our biggest challenge is getting
students out the door in the numbers to
make the USAF happy’, Jensen concludes.
‘It looks like the active-duty force will
remain at its current level and I think we’ll
be close to producing the maximum
number of students right up to the date
that they retire the Eagle from the CAF
[Combat Air Force]. We focus on one job,
and that’s air-to-air, so we don’t have
anything to pull us away from that. It
means that the F-15C and its pilots are
the preserve of the air superiority brains
of the USAF.’

With its ‘barn-door’ speed brake extended, a wonderful 149 Squadron ‘Shikras’ F-15SG rolls out on landing at Korat during ‘Cope Tiger’.
This aircraft carries the serial 05-0006/8308 and is one of the initial 24 jets Singapore received from Boeing. It remains unconfirmed regarding
how many F-15SGs Singapore has actually received. A further batch of eight aircraft is thought to have followed and in March the RSAF
established a second operational F-15SG unit; 142 Squadron. Reports suggest that a further eight to 12 jets may be in production.

‘Cope Tiger’ is a
large-scale trilateral
combined air exercise
that involves the forces
of Singapore, Thailand, and the United
States. Since its inception in 1994, the
exercise has evolved into two distinct
phases. This year’s event started with
a command post exercise held at the
Multi-national Operations and Exercise
Centre at Changi Naval Base, Singapore,
in December 2015, while the second
phase was a far more dynamic flying
period at Korat Royal Thai Air Force Base
(RTAFB) from March 7-18.
‘Cope Tiger 2016’ involved a combined
total of 87 aircraft, 48 ground-based
air defense systems and around 2,000
personnel from the participating
nations. Perhaps the most newsworthy
