Sub: External Surface Cleaning of Different Coolers Installed at Various Process Complexes of MH-Asset
1. Cleaning of Coolers:
There are different types of coolers installed at various offshore process platform for cooling of process
gas, lube oil, seal oil, water etc. The dimension of these coolers varies as per their application. The total
list of coolers are as per attached annexure-1. The cooler gets dirty with prolonged usages and hence
there efficiency reduces due to fouling on the outer surface of cooler. The most common type of fouling
are dirt, dust oil etc. Hence to increase the efficiency the cooler, it needs to be cleaned every six months.
The external surface cleaning of the cooler is to be done for improving the efficiency of its cooling:
There are three types of external surface cleaning to be used for cleaning of these cooler
1. Air Jet cleaning: compressor air jet should be used for the cleaning of the cooler area. The air
pressure used for the cleaning should be 3-4 Kg/cm2.
2. Water jet cleaning: water jet should be used for the cleaning of the cooler area. The water pressure
used for the cleaning should be 2-3 Kg/cm2.
3. Hot water cleaning: Hot water should be used for the cleaning of the cooler area. The Hot water
used for the cleaning should be 2-3 Kg/cm2.
Methodology of cleaning:
1. The coolers should be first taken out of service and cleaning with air jet for removing the loose dirt
,dust and insects
2. After the coolers are clean with the air, water jets should be applied for the cleaning of the cooler
area.
3. Even after the cooling with air and water jet if the cooler area is not cleaned properly then the hot
water are to be used for the cleaning.
Instruction of cleaning:
Contractor are supposed to follow the instruction of site Process Manager /Maintenance Manager
available on site. Following are the general steps to be followed while cleaning of the coolers.
2. The cooler which is to be cleaned need to be isolated and process fluid should be stopped.
5. The plane jet stream used for cleaning should always be parallel to the fins so that bending of fins
can be avoided.

7. Jetting machine is in the scope of bidder
8. While cleaning with water jet and Hot water jet the motor needs to be covered with the tarpaulin
/protective covering to avoid any water ingress.
9. The cleaning of the near by working area after the cleaning cooler which gets dirty during the job
need to cleaned after completion of job.
10. Any type of scaffolding /temporary structure required for execution of cleaning of coolers is in the
scope of contractor.

Note:
1. Bidder to offer rates taking into account eligibility of credit, wherever available, under GST to
them.
2. An undertaking is to be submitted that while working out the rates provisions of Anti-profiteering
law have been adhered to and benefits have been passed on to ONGC.
3. The above prices are inclusive of all applicable taxes, duties, levies, packing & transportation
charges etc. for completion of services as per scope.
4. The taxes/duties included in the quoted price should be clearly indicated in Annexure-IV-A for
operating change in law clause.
5. Bidder to quote uniform rates.

Annexure-IV-A
RATES OF TAXES & DUTIES CONSIDERED AND INCLUDED IN THE LUMPSUM PRICE FOR THE
PURPOSE OF CHANGE IN LAW
Bidder must include all the applicable taxes, levies and duties while quoting the lump-sum price. Laws,
Acts, Rules, Regulations etc. and the tariffs thereof considered by the bidder while estimating the
incidence of taxes, duties, fees, levies etc. considered and included in the bidder’s Lump sum price as
per relevant provisions of Terms & Conditions of Contract to be used for the purpose of adjustment to the
Work Order value in the event of change in law in terms of Clause 21.0 of General Contract Conditions at
Annexure-II:
