COMPETENT TEACHERS, KEY TO BETTER PHILIPPINE EDUCATION: BELMONTE

Speaker Feliciano Belmonte, Jr. on Saturday concretized his commitment to push Philippine education to higher levels through a capacity-building program for 5,400 teachers and 625 senior level education officials and master trainers. We in Congress are committed to pursue all possible options to upgrade Philippine education to best prepare our youth in managing our countrys future, Belmonte said as he presented a P9.5-million seed contribution to the program being managed by the Temasek Foundation CLG Limited. The Temasek Foundation, with the assistance of the Office of the Speaker, the Ateneo de Manila University (ADMU) and Local Government Units (LGUs), recently launched the three-and-a-half-year Policy, Governance and Capacity-Building Programme for Philippine Leaders and Educators from March 2011 to June 2014. Speaker Belmonte has committed to help Temasek Foundation provide financial support and oversee the release of Funds to the ADMU which implements the programme with added technical and financial support from LGUs. The Temasek Foundation had earlier launched the Leaders and Educators in Asia Programme (LEAP) where Principals and teachers trained under LEAP introduced changes and innovations at the school level upon their return to the Philippines. However, guidance and support at a higher level within the DepEd is crucial in allowing change to take place and to sustain the culture of innovation within the division or district. The Foundation pointed out that given the size of the teaching force, a Train the Trainers programme will be useful to reach all the teachers in the ten participating divisions and districts. Part 1A will be a development programme for Department of Education officials composed of 75 superintendents and supervisors, while Part 1B will cater to some 400 school principals. Part 2A aims to train some 150 Master trainers and Lead Master Trainers in a Content and Pedagogy Programme for Elementary and Secondary Math, English and Science Teachers. Part 2B will see Lead Master Trainers train some 5,400 elementary and Secondary Teachers in Content and Pedagogy in Math, English and Science. The Programmes expected output and outcomes include the improvement of the

ability of participants to promote good planning and execution of educational reforms, innovations and practices, and align development plans for schools, divisions and districts, as well as training guides for subsequent training programmes. Likewise, to ensure optimum results, participants must undergo a stringent selection process which includes age, years of experience, and a two-year bond with the division/district or school, among others. The initial participating divisions and districts come from: Quezon City; Paranaque City; Valenzuela City; Gerona, Tarlac; San Jose; Jaen, Nueva Ecija; San Isidro, Nueva Ecija; Valencia, Negros Oriental; Dauin, Negros-Oriental; Leyte; Ormoc; and Bacnotan, La Union.
