SUMMARY SUSPENSION OF CHIROPRACTIC LICENSE
Thomas Sowa ("Respondent") has been licensed as a Doctor of Chiropractic with Physiotherapy pursuant
to R. |. Gen. Laws §§ 5-30-1 et seq, since April 14, 1988. This Surnmary Suspension is issued pursuant to
R. I. Gen. Laws § 42-35-14(c) and § 5-30-13.
FINDINGS OF FACT AND CONCLUSIONS OF LAW
1. That Respondent is a Doctor of Chiropractic with Physiotherapy licensed to practice in the
State of Rhode Island under License Number DCP00285 (the “License”
2. That, atall times during which the incident described in the Paragraph below took place,
Respondent was employed at his own practice at 175 Nate Whipple Highway, Suite 205,
‘Cumberland, Rhode Island 02864.
3. That on or about August 24, 2022, the Rhode Island Department of Health (RIDOH) received
notice that Respondent allegedly touched Patient A in areas which were not clinically
appropriate, to wit:
a. On or about June 11, 2022 and June 18, 2022 and June 21, 2022, during three
visits providing chiropractic services, Respondent required Patient A to fully
undress with no covering and engaged in a full body massage encompassing
Patient A’s breasts, nipples, buttocks, and between the legs.
4. On August 25, 2022, Respondent was arrested by the Cumberland Police Department
(Arvest #22-350-AR). Arrest Report states that Respondent was charged with Sexual
Assault —2n Degree on June 11, 2022, June 18, 2022 and June 21, 2022 resulting in a
felony charge on all 3 counts. Respondent was also charged with simple assault or battery
on June 21, 2022 resulting in a misdemeanor.
State of Rhode Island5. That the incident described in the Paragraph 3-4 above is “gross unprofessional conduct”
pursuant to § 5-30-13(b).
6. That after considering the contents contained in the received and reviewed documents, the
Rhode Island Director of Health finds that public health, safety, or welfare imperatively requires
‘emergency action.
ORDER
7. Based on the foregoing and pursuant to R. |. Gen. Laws § 42-35-14(c) and § 5-30-13, the License
is hereby SUSPENDED until further Order of RIDOH,
Pursuant to R.L. Gen, Laws § 42-35-14(c), a hearing has been scheduled on this matter for 11:00
AM, on Friday, September 2, 2022, at the Rhode Island Department of Health, Room 205, before
an Administrative Hearing Officer for the State of Rhode Island,
