Awareness on and the Implementation of the National

Environmental Awareness and Education Act of 2008 (RA 9512):


Perceptions of Asian Development Foundation College, Inc., UEP
Campus Students

CHAPTER I

INTRODUCTION

Background of the Study.

National Environmental Awareness and Education Act of


2008, Public Law 9512 states that the government must raise
public awareness of the contribution of natural resources to
economic expansion as well as the value of ecological balance
and environmental preservation for long-term national
development. It teaches youth on how to protect our
environment and enable us to develop a sustainable growth in
regards to Environmental education fosters critical and
creative thinking abilities in children and encourages them to
become more involved in their communities. It teaches children
about the importance of the environment and gives them with
the tools they need to live eco-friendly and sustainable
lifestyles. This act shows and provides the promotion of
environmental concepts and focuses on environmental education
which shows best local environment best practices, lessen
threats of environmental and their impact.

Due to the big threats of the environment this act has

been polished to receive positive feedbacks. One of the many

urgent environmental challenges of the day is that the nation,

which has one of the greatest waste disposal rates in


Southeast Asia, has been identified as the third-largest

source of plastic entering the ocean in the world. This is

undoubtedly a reason for concern, mostly because the general

people are not aware of how their choices and activities

affect our environment. Essentially due to super typhoons and

unstable weather conditions, our plantations and environment

has been less focused on considering that we are not the ones

in control of the weather impact.

As an example, environmental disruption occurs in a state-

owned, centrally planned country like Czechoslovakia, and what

attempts have been made to solve its implications. Mismanagement

of the environment on a national scale serves as an introduction

to a closer examination of how and where the Czechs have misused

three of their major resources, namely air, water and

soil/vegetation.

The Philippines is frequently identified as a hotspot for

natural catastrophes. The geographical and geological qualities

of the nation contribute significantly to the archipelago's

vulnerability to catastrophes. As part of the Pacific Ring of

Fire, it is commonly regarded as one of the world's most

vulnerable countries to "natural" disasters.

TACLOBAN CITY – Several public hearings have been lined


up for the proposed ordinance seeking to protect the Catarman
River in Northern Samar and its tributaries, an official
announced on Wednesday. Authored by Councilors Nerissa Daclag,
Fernando Carpio, Lito Custorio, and Karl Andre Balajadia, the
proposed measure is called "Catarman River Protection and
Conservation Ordinance of 2021.” The ordinance primarily seeks
to rehabilitate the tributaries such as the twin Maroyondoyon
and Caglangkoy creeks in Molave village as well as the
Taguibian River in Cawayan village.”

  The reason why the researchers decided to continue with


this topic is because we wanted to further conceptualize our
dear beloved environment and how would it change drastically
in a sense where we would be finding the impact of the study
not just to the researchers but as well as the respondents. We
found out that not many people focus on environment
preservation especially with alongside an Act or Law. They
have thought that this can add a huge significance on what we
are handling now as well as how students grow in terms of how
they understand the study.

Statement of the Problem

The study shall assess the level of awareness on and


implementation of the National Environmental Awareness and

Education Act of 2008 (RA 9512) in the Asian Development
Foundation College, Incorporated, University of Eastern
Philippines – Campus, Catarman, Northern Samar.

Specifically, it will answer the following questions:

1. What is the profile of the student-respondents in ADFC


– UEP Campus in terms of:

1.1. sex;

1.2. grade level;

1.3. scholastic performance in Science; and

1.4 exposure to media on environmental-related


issues.

2. What is the level of awareness on RA 9512 of the


student-respondents in ADFC-UEP Campus in terms of:

2.1. policy and scope of environmental education;

2.2. environmental awareness month celebration and


activities;

2.3. interagency and multi-sectoral efforts for RA


9512 implementation;

2.4. capacity-building for teachers; and

2.5. implementation of YES-O programs, projects and


activities?

3. What is the level of implementation of RA 9512 in ADFC


– UEP Campus as perceived by the student-respondents in terms
of:

3.1. school management and support policy;

3.2. instructional integration;

3.3. student/ school activities;

3.4. financial subsidy; and

3.5. monitoring and evaluation?

4. What are the problems encountered by the student-


respondents in the implementation of RA 9512 in ADFC, UEP
Campus?

Objectives of the Study

The study will center on the levels of awareness on and


implementation of the National Environmental Awareness and
Education Act of 2008 (RA 9512) in the Asian Development
Foundation College, Incorporated, University of Eastern
Philippines – Campus, Catarman, Northern Samar.

Specifically, it will aim to:

1. document the profile of the student-respondents in


ADFC – UEP Campus in terms of:

1.1. sex;

1.2. grade level;

1.3. scholastic performance in Science; and

1.4. exposure to media on environmental-related


issues;

2. determine the level of awareness on RA 9512 of the


student-respondents in ADFC-UEP Campus in terms of:

2.1. policy and scope of environmental education;

2.2. environmental awareness month celebration and


activities;

2.3. interagency and multi-sectoral efforts for RA


9512 implementation;

2.4. capacity-building for teachers; and

2.5. implementation of YES-O programs, projects and


activities;

3. determine the level of implementation of RA 9512 in


ADFC – UEP Campus as perceived by the student-respondents in
terms of:

3.1. school management and support policy;

3.2. instructional integration;

3.3. student/ school activities;

3.4. financial subsidy; and

3.5. monitoring and evaluation; and

4. identify the problems encountered by the student-


respondents in the implementation of RA 9512 in ADFC, UEP
Campus.

Significance of the Study

The study is made to aim to be aware in the


implementation of the National Environmental Awareness and
Education Act of 2008 (RA 9512) showcases the learnings and
understandings of one’s idea. Also will be discussing the
problems being encountered for the back. Where we will be

determining how big the impact is in clarifying the act and
expecting the importance in promoting environmental awareness
to each and every one.

The results of this study will be beneficial to the


following:

Learners. - It teaches learners initially learn more


about environmental awareness and will make them aware of what
out situation is regarding the environment.

Teachers/ Educators. – They will be able to promote to


the youth the benefits of learning about the environment which
can further encourage them to carry on.

School Administrators. – Create a station wherein school


Administrators are well informed about environment issues in
which once they are aware they will be able to take actions in
some cases they can.

Asian Development Foundation College, Incorporated (ADFC)


– UEP Campus. – Be more active in planning organization which
may benefit the school and spread awareness not just to
students but as well as faculties.

Environmentalists. - They will further examine this Act


more and be able to tell citizens the latest update with our
environment and plan in accordance to how we will live our
sustainable lifestyle.

Curriculum Planners. - Global awareness and efforts to


reverse and eliminate pollution continue to influence
curricular development.

Department of Education (DepEd). - It would focus more
on the improvement of our environment and how will we be able
to showcase it to all specially the youth.

Department of Environment and Natural Resources (DENR). –


They will be the main source of information and is responsible
for guidelines and standards for ecological balance.

Future Researchers. This will serve as a lead or guide


for future researchers to and spread awareness for
environmental protection and conservation and show how big of
an effect it will be to the future.
