CHEMICAL SECURITY IN SOMALIA
Chemicals used in academic teaching
laboratories, research institutions, and industrial
facilities are mostly dual-use chemicals.
They provide many desired benefits but at the
same time may cause adverse effects to human
health and environments, or deliberately
misused.
In the case of Somali, Chemical security
education practices in our postsecondary
institutions were poorly understood.
Developing safety and security curriculum
To raise awareness of the importance of chemical
security education, a chemistry curriculum which
embraces this topic was developed at Hargeisa
University as pre- lab sessions notes.
The curriculum goal is to create qualified and
trained generations in chemical safety and
security risk management skills.
They will be able to deal with various chemicals
and keep them from being misused.
Chemical security training
This progress was established after university
lecturers participated several workshops related
to the topic of chemical security education
implemented by Sandia National Laboratory and
Chemical Security Program (CSP).
The most beneficial trainings include:
1) Laboratory Risk Reduction
2) Chemical Risk Management Curriculum
Development
3) Material Control & Accountability and CRM
software
The trained lectures conducted Chemical
Security training for other lectures , laboratory
masters as well as the university students.
Our students are now fully aware of how to
secure chemicals from threats and how to control,
and track chemicals using CMS soft ware.
The students are also trained to comprehend the
issues which reflect the interconnection of
chemistry, technology, society and environment.
However, there are risks associated with the
production, transportation, storage and usage of
chemicals.
There are many examples of
More efforts are needed by the chemistry
community to raise awareness the global misuse
of chemistry and technology over the past several
years and therefore for it is essential to carefully
assess the risk and the benefits to society and the
environments of the importance of chemical
security education so that more institutions
commit to training their faculties and students
on the topic.
CSS Targets and CSS managements
Where are the chemical safety and security
reacquired?
A. academic teaching laboratories
B. research institutions
C. industries
In academia and in industries are places where
scientists ,labours and others can work safely
and securely.
However, in the absence of an effective safety and
security system, it can also become a dangerous
place to human and the environment.
Chemical Risk Management
Chemical Risk Management is a system or
process to control safety and security risks
associated with hazardous chemicals.
Risk must be managed in every aspect of the
chemical life cycle
The safety and security management system
plays an important role in minimizing incidents
and the intentionality that happen in the labs ,
industries and other places.
It depends on how technicians, students, and
other workers who run the lab or industry are
trained and equipped with knowledge about
safety and security courses to prevent accidents
and the intentional misuse of chemicals.
Most of the risks associates in labs or industries
can be avoided when well-planned SOP and
research tasks are carried out smoothly
The concept of chemical safety and security
Chemical safety
preventing and protecting
chemical laboratory accidents
Chemical security
preventing and protecting against
the intentional misuse of chemicals
or equipment for non-peaceful
purposes.
Our Goal: To promote the safe and peaceful
use of chemistry.
CHEMICALS OF CONCERN (COCS)
Chemicals of Concerns
COCs are highly hazardous chemicals or
chemicals that are precursors of highly
hazardous materials.
Typically the list will include chemicals listed by
chemical weapon convention, chemicals that have
mass destruction, explosives and precursors of
improvised explosive devises, and chemicals of
highly acute toxicity ( rated as category 1 in the
globally Harmonized System of classifications
and labeling of chemicals
Conclusion
Since the terror global misuse of chemistry over
the past decades increased dramatically, our aim
is to empower faculty members with skills, tools,
and confidence to establish a sustainable
chemical risk management education
in existing curricula at their universities or
institutes.
