Sub : Updation of Rates of Standard Bill of Quantities for estimate and

BOQs.
Ref : Letter No. C/RVNL/065/2006 pt.1 dated 04.06.2012

1. In terms of the policy letter under reference, the updation of rates was circulated
vide this office letter #C/Policy/Estimate and BOQ/2011/24 Part III dated
31.10.2018.

2. The exercise for updation of rates of Standard Bill of Quantities of RVNL was taken
up duly taking all contracts above 100 crore accepted by March 2021 and adopting
the standard deviation to improve the degree of accuracy. As a result of this
exercise, the following % age above/below/at pars over SBOQ of Dec 2018 are to
be applicable till the next updated rates are issued. These rates are updated up to
31.03.2021.

3. This % updation is not applicable for the following items as rates of these items
were analysed or new items were introduced after the last updation of SBOQ.
Applicable dates of rates of these items were different than the SBOQ issued in
2018. Rates of these items are updated up to 31.03.2021 to bring them at par with
other SBOQ items as % updation according to preceding Para shall not be
applicable on them. The rates to be adopted are as under:

4. In addition to SBOQ updation, the Item No.3001a from Schedule 3.2 has been
shifted to Schedule 5A.1 as Item No.5001.
5. The rates for site specific and non-scheduled items are to be analysed for each
project separately. On such items SBOQ rates and above updation shall not apply.
6. The item no. 3001(a) of Schedule 3.2 has been shifted to Schedule 5A.1 as item
no. 5001(a).
7. As already informed vide letter No. C/Policy/2007/Pt.II dated 23rd May 2011, in
evaluation of bids, Bid evaluation Committee should also consider comparison of
rates obtained with updated rates circulated yearly in addition to other
comparisons considered necessary by BEC to certify reasonability of rates.
8. The rates of individual items are being updated as above in SBOQ and is being
uploaded in IREPS website.
