Key Elements for Marijuana Legalization Scorecard
Scorecard Purposes
This scorecard has two major purposes.
The first purpose is to identify the key elements that must be addressed in any legislation that would le-
galize marijuana use. Minnesotans will not be safer if marijuana is legalized. There will be more impaired
people on the roads, in the workplace and dealing with the impacts of drug use. The safety, social services,
regulatory oversight and public safety measures listed here will only reduce the impacts of marijuana legal-
ization on the safety of Minnesotans, not remove them.
The second purpose is to provide a way to evaluate legislative and other efforts to make marijuana use
legal in Minnesota. Legalization efforts that do not sufficiently address the key elements would place every
Minnesotan in harms way and should not be considered or adopted.

Minnesotans Against Marijuana Legalization (MAML) is a coalition to limit the expansion of recreational marijuana in Minnesota.
We believe recreational marijuana should not be expanded in Minnesota without considering the negative impacts that such a
policy will have on our roads, workplaces, communities, and homes, and without providing the statutory, technical and financial
resources needed to address the negative impacts.
