MODALITY (F2FL)

I. SAFE SCHOOL OPERATION

A. Shared Responsibility
1. Isulan National High School has requested a letter of support from barangay
of Kalawag II and in the Local Government Unit of Isulan andexpressed
their positive support by crafting a resolution for limited Face to face classes
in favor of INHS.
2. Written consentis on file to those parents/guardians that wanted their
children to participate in the limited face-to-face classes.
3. Local Government Unit of Isulan, some barangays,LGU health officials
Parents-Teachers and Community Associations have expressed their
willingness and commitment hence extended their support and resources to
meet standards of the health and safety protocols.
4. Protocols and Routines has extensively discussed and planned by the
administration together with the faculty and staff in preparation for the
face-to-face classes.
5. The following IATF regulations that should be strictly observed in school
during face-to-face classes are:
a. Strict compliance with minimum health standards.
b. Safety protocols:
1. Wear appropriate facemask
2. Frequent sanitation and handwashing
3. Avoid touching your face and other surfaces
c. Safe distancing
1. At least 1-meter apart
2. Reconfigured work spaces
3. Markers in public spaces
d. No work if showing symptoms
e. Consultation with LGUs
f. No activities that involves mass gatherings
6. The following guidelines on the nationwide implementation of alert level
system for COVID-19 response shall be observed.

B. Role of Stakeholders
1. Administrators
a. Form committee to oversee the implementation plan of limited face-to-
face classes
b. Conduct orientation/training to the faculty members/students/staff on
the requirements of delivering limited face-to-face classes
c. Ensure safety of all members of the community on the delivery of limited
face-to-face learning

2. Faculty Members
a. Assist the administration on the implementation of the delivery of the
limited face-to-face learning

b. Guide the students executing the safety measures inside and outside the
campus

a. Follow the IATF regulations on health sanitation and safety protocols at
all times
b. Cooperate in following hygiene protocols to be observed inside the
campus
c. Submit to the teachers concerned the signed Parent’s Consent as proof
that they are allowed/permitted to attend limited face-to-face classes

4. Parents/Guardians
a. Ensure the health condition of their children before allowing them to go
to school
b. Consistently remind their children to practice safe health protocols and
observe social distancing at all times
c. Ensure that their children bring health kitswith them when coming to
school (i.e alcohol/sanitizer, mask, etc.)
d. If possible, prepare snack/lunch foods for their children to bring to
school to avoid buying outside and using other’s utensils
e. Signed the Parent’s Consent letter as proof that they are allowing their
sons/daughters to attend limited face-to-face classes

C. Campus and Classroom Physical Layout and Structure


1. Signages and markings are posted in visible places at the gates, hallways,
inside the classrooms, offices and sanitation facilities (toilets) for cueing
purposes.
2. Safety distancing guides are provided in the form of colored duct tapes or
stickers on the floors, sidewalks to ensure that the physical social
distancing is observed at least 1-meter apart at all times.
3. Established 1-way circulation in hallways, classroom and school facilities.
Separate entrance-exit points are designated accordingly.
4. Classroom Arrangement
a. Number of seats per classroom shall be equivalent to the exact required
number of maximum learners with at least 1-meter apart aided by a
sticker.

a.1 Grade 7-10 – maximum 0f 16 learners in a class


a.2. Grade 11-12 – maximum of 16 learners in a class
a.3.TVL workshops (Computer, Automotive, and TLE) and science labs –
maximum of 12 learners in a worklab

on 1-side of the table facing the front.
c. All teachers are to monitor their learners to ensure physical distancing
guidelines are followed.
5. Cleaning and disinfecting.
Cleaning and disinfecting of classrooms and other frequently used areas
in the campus will be done daily after and in-between classes.

a.Each teacher will monitor the safety protocols on the movements of
their students inside the campus making sure that safe spacing is
observed during school arrival and departure and among students

students who will enter the campus following the health protocols.

I. TEACHING AND LEARNING

A.Learning Resources
1.Each learner has been supplied with Self-Learning Modules (SLM) in
all subject areas that can be used both for face-to-face classes and
distance learning classes.

B.Limited Face-to-Face Classes


1.Schedule of Classes (pls.see attached class schedules)
a. Number of hours for Face-to-Face classes as stated in the
standards and guidelines will be carefully implemented.
b.Assigned number of hours for lecture-discussion session will be
done in Synchronous Learning (SL) mode
c.Implementation of the maximum hours of stay of the learners in
school (8 hours) for Junior High School and Senior High School

2.Class Program (pls. see attached class schedules)


a. The class programs per grade level indicate specific/breakdown
of hours for the face-to-face classes as well as distance learning classes.
b.Large gathering of learners like convocation is strictly prohibited.

3. All learners who are given parents’ consent and voted yes in the
conducted survey to attend the face-to-face classeshas attendance
monitoring and tracing topurposely secured each grade level
teacher/adviser.
C. Parents will be assisted by the teachers by giving feedback for home learning
tasks given to their children.

II. WELL -BEING AND PROTECTION

A. Safety of Faculty /Staff and Students


1. All students who will enter the campus should be fit for limited face-to-face
learning.
2. All school personnel and students must follow the health standards and
safety protocols at all times.

3. Each learner must practice at least 1meter social distancing, wearing of


facemask and encourage to bring with them their personal alcohol to often
sanitize their hands.
4. Faculty/staff should practice safe distancing in dealing with the students
who will be asking for assistance.
5. Both faculty/staff and students are prohibited from borrowing materials like
ballpen,pencil,etc. from each other.
6. Students are not allowed to roam around or stay longer in the campus
before and after their classes.Students should only go to school for their
schedule and will go home once their classes are done.
7. Subject teachers should not give collaborative activities inside and outside
the campus.
8. Anyone in the campus who is observed with symptoms like coughing,
vomiting,shortness of breath, and fever should be reported immediately to
the assigned personnel for immediate actionin this case. Health protocols
should be applied to those who have been in contact with that the
symptomatic person.

B. Use of other students’ facilities


1. The use of other students’ facilities such as library,activity center and
students’ lounges are reduced to 50% of the capacity of the area and ensure
safe distancing is being observed.
2. Students are encouraged to bring their own snacks, packed lunch (as
necessary) bring and use their own utensils when eating
3. Schedule of students who wish to use the computer facilities were carefully
crafted and laboratories will only accommodate up to 12 students at a time.

C. Identification of COVID-19 Positive Students and Personnel


1. In case that the student or personnel is identified positive in COVID-19,”
Guidelines on Prevention, Detection,Isolation Treatment and Reintegration
Strategies for COVID-19 will be followed.

III. COMMUNICATION STRATEGY


A. The school has developed communication plan
1. Identification of platform of communication for coordination purposes
among the learners, parents/guardians, and teachers.
2. Database of contact details including contact number and address of
parents/guardians of the learners are kept to inform them in case their
child shows flu-like symptoms while in school premises
3. Development of child- friendly information,Education and Communication
(IEC) materials on hygiene practices and respiratory etiquette including
hand hygiene (hand disinfection thru hand washing and/or use of 70%
isopropyl alcohol), respiratory hygiene and cough etiquette (coughing or
sneezing into tissues or one’s elbow), protective measures(proper use of
facemask, physical distancing), among others that are posted in common
areas.

B. The school has prepared an orientation session for learners, parents, guardians,
teaching and non-teaching personnel, external stakeholders, and LGU of the
eligibility criteria for participation, existing protocols, mechanisms, and
procedures needed in the conduct of the limited face-to-face classes.

parents,LGU,DRRM team members, and persons-in-charge in ensuring

BACKGROUND/RATIONALE:

Education is one of the most affected government agencies and it affects learners’
academic performance due to pandemic. As teachers we wanted our students to hone their
skills and potentials to the fullest. In order to address this low performance of our learners
the Isulan National High School would like to apply for the opening of limited face to face
classes particularly in the Senior High School Department -TVL strand. This is to hold
classes in Senior High School on April 4, 2022.This was based on the assessment of the
DepEd and the DOH for those areas they considered as low risk.

At present, the school is preparing all the documents needed to support the opening
especially the physical structure, safety among students and teachers who are coming to
school. All areas of concern are being considered to include all the supports of
stakeholders, the LGU, Local Government Unit of Isulan and the Province as well so that
the implementation becomes successful. Rest assured that the school will be following the
minimum health protocols.

METHOD OF IMPLEMENTATION:

The target opening is on April 4, 2022 up to July 2, 2022. In line with this, the school
is preparing a scheme following the national guidelines stated herein attach Joint Circular
and Memorandum by the Department of Education and the DOH. All actions related to
learners and parents are considered voluntary in nature thus consent is given to them as
form conformity.

SCHOOL ACTION:

1. School will prepare the physical structure of the school (rooms, traffic lines, hand
washing facility, receiving areas, waiting areas, clinic, isolation rooms, entrance
and exit points, PPEs)
2. Ensuring all teachers are fully vaccinated
3. No students with comorbidities will participate for the limited face to face classes.
SLMs are readily available for those who cannot attend face to face classes.
4. The classes are scheduled in weekly basis (Grade 11 students are divided into four
sets having four session every week for ABM, STEM, HUMSS and TVL and Grade
12 students are divided into two sets having two sessions for HUMSS, ABM, and
TVL; three session for STEM ensuring 50 percent present of the total population
in a day/week). Learning Activity sheets and modules are given for the grade levels
that stay at home in a particular grade level.
5. There will be a maximum of 16 learners in a classroom who only stays in a class
for a maximum of 8 hours from 7:30 AM to 12:10AM and in the afternoon class
will start at 1:20-4:30 for Grade 11 and for grade 12 classes will start from 7:30
AM to 11:50 and 1:00-4:30 in the afternoon.
6. Other specific guidelines/actions are stated in the flow chart for guidance.
7. Guidelines on the nationwide implementation of alert level system for COVID-19
response shall be observed in accordance to areas under alert level 5, 4, 3, 2, & 1.

4. Contact authorities, other school personnel and families


Isulan National High School shall conduct orientation/information dissemination
to all concerned stakeholders prior to face to face classes so all are well-informed to
avoid the possible transmission of the virus, and to guide the school community in
the necessary actions in case there will be a need to transition to distance learning
modality.
a. Contact the identified health authority to cooperate regarding the appropriate
measures such as tracing and quarantine, or referral to a hospital if needed.
b. Contact the school principal in case there will be a problem in school particularly
with teaching personnel (e.g. showing symptoms of Covid-19)
c. Contact the families of the individuals who are identified to be a close contact of a
confirmed case of COVID-19.The family must also be informed regarding the
actions that will be undertaken by the school and the protocols that must be
observed.
d. Contact families from other classes from the set of classes in the same as the
person who showed symptoms of COVID-19, as well as those from the set of
classes in the other week to inform them of the current school situation

Strategies to Transition Back to Face-To-Face Learning Modality

During a school lockdown, it is important to continue engaging learners in


meaningful activities to ensure the continuality of learning. However, some learners or
school personnel may need additional support in transitioning back to distance learning
and managing their emotions after learning about the situation in the school or in the
community. During this period, the support from the family and other school personnel
shall play a critical role in adapting to the change in environment and cope with the
resurgence of Covid-19 cases.

1. The school help desk shall remain open for parents/guardians in need of assistance
in the distance learning of their children. Teachers may utilize this platform to
encourage parents/guardians in their role as learning facilitators at home and to
provide additional support to learners in their independent study.
2. The school shall establish a cleaning and maintenance routine to ensure that all
school facilities are organized and functional until the resumption of face-to-face
classes.
3. The school may perform critical administrative task on-site provided that they are
given permission by the LGU.
4. The guidance office shall remain operational to ensure the psychosocial support and
services shall be made available for all the members of the school community.
5. The school shall provide appropriate support needed by the non-teaching personnel
while they are unable to physically report to school on a daily basis.
6. After the school lockdown, the school shall seek the consent of the
parents/guardians through written form for the participation of their children in the
resumption of face-to-face classes.
7. For the first five school days, the first hour shall be devoted to discussion/facilitation

Disinfection Operation Procedures of Isulan National High School

Purpose:

To provide instructions for the cleaning staff on disinfection for epidemic prevention and
control.

The content scope:

Offices, toilets, classrooms, gymnasium, public areas ,and all the areas demanding
disinfection and cleanings.

I. Indoor Disinfection Operation Procedures

1. Carry out both wipe disinfection and spray disinfection. Exact methods, disinfectant
solution ratio and operation methods should strictly align with the standard disinfection
operation procedures by DOH.

2. All disinfection work should follow the rule of ‘top to bottom, inside to outside’.

3. Well-proportioned disinfectant should be evenly sprayed on the fresh towels for making
them completely moist (or use towels fully soaked in disinfectant) first, then use towels to
disinfect the surfaces of objects.

4. Disinfect high usage facilities frequently, such as elevators, elevator buttons, and

handrails in the staircase, and door handles.

5. Disinfect other areas regularly, such as ceilings, walls, skirting boards and garbage bins
in accordance with the standard disinfection operation procedures.

6. After disinfecting, wipe metal parts or corrosion-prone objects with clean water once
more. Wash towels regularly to keep them clean.

7. Use a mop soaked with disinfectant to mop the carpet and floor. Replace or wash the
mop frequently to keep it clean, and place “Caution Wet Floor” warning boards on the floor.

8. Apply spray disinfectant with frequency as directed.

III. Disinfection Procedures of Toilets

1. Wipe and spray disinfection shall be used, in accordance with the standard disinfection
operating procedures by DOH.

2. Spray the mixed disinfectant on a clean blue towel to make it fully wet or soak the blue
towel in the disinfectant. Then, use the towel to wipe the surfaces of the objects.

3. Clean the surfaces of counters, arm chairs, sinks and faucets, by wiping them with the
towel.

4. Clean the toilet bowls and urinals inside and outside first. Use the yellow towels

to disinfect, and pour some disinfectant into the bowls to ensure continuous disinfection
effect.

5. Use a clean blue towel to wipe and disinfect partitions, doors, door handles, etc.

6. Wipe and disinfect surfaces of other objects. Clean and wipe metal parts or corrosion-
prone objects with clean water one more time. Change or wash the towels regularly to keep
them clean.

7. Clean and disinfect the floor drains. Leave 1 or 2 pieces of disinfection tablets or pour
disinfectant into the drains to ensure continuous disinfection effect.

8. Use a mop soaked with disinfectant to mop the floor. Replace and wash the mop
frequently to keep it clean, and put up a “Caution Wet Floor” warning board.

9. After finishing all the above steps, cleaners shall carry out the spray disinfection. Matters

 Infectious Waste Disposal in-charge of the classroom and offices will do the collection

 Dispose the disinfected PPE from general waste to the final disposal facility is

Psychological support

Rationale: to address the emotional, social, work, school and physical health concerns
people may have at different stages in their lives, focusing on typical life stresses and more
severe issues with which people may struggle as individuals and as a part of families,
groups and organizations.Mental health and psychosocial support services have been
severely impacted by the COVID-19 pandemic. Innovative solutions such as crisis hotlines,
teleconsultations, digital self-help platforms, novel approaches to ensure supply of
psychotropic medicines, and task sharing/shifting for basic psychosocial support, are being
used in many countries to overcome service disruptions and maintain care for those with
mental conditions.

Support for individuals and groups:

As a peer, there are multiple ways you can support your colleagues cope with stress, stay
mentally healthy, or manage their mental health conditions at work. This is especially
important during the COVID-19 pandemic. Not only is supporting colleagues beneficial to
the collective performance and relationships at work but can also promote your own well-
being and job satisfaction. This document outlines some actions that peers can take to
support their peers cope with stress during this COVID-19 pandemic.

Lockdown Plan in case a specific classroom is contaminated or with a student/s
confirmed with COVID 19;

 The classroom must be disinfected and it will be closed for 24 hours.


 The student/s must undergo a 7-day self-quarantine and a 3 day home quarantine
for teacher/s.

GUIDELINES ON THE NATIONWIDE IMPLEMENTATION OF ALERT LEVEL SYSTEM


FOR COVID-19 RESPONSE

GUIDELINES FOR AREAS UNDER ALERT LEVEL 5. Under Granular Lockdown.


Face-to-face or in-person classes at all grade levels shall be suspended. The education
sector shall operate in accordance with the guidelines of the Department of Education
(DepEd) for basic education.
GUIDELINES FOR AREAS UNDER ALERT LEVEL 4. High Risk.
The following establishments and/or activities characterized as high-risk for transmission
shall not be allowed to operate, or be undertaken in areas classified under Alert Level 4:
Face-to-face or in-person classes at all levels shall be suspended. Except those approved by
the IATF and/or the Office of the President; Online classes shall be continued.
Alternative work arrangement for personnel is applied with 1day physical reporting, and 4
days of work from home.
GUIDELINES FOR AREAS UNDER ALERT LEVEL 3.
The following establishments and/or activities characterized as high-risk for transmission
shall not be allowed to operate, or be undertaken in areas classified under Alert Level 3:
Face-to-face or in-person classes at all levels shall be suspended. except those previously
approved by the IATF and/or the Office of the President. Blended learning is applied;
Online classes and Modular Distance Learning.
Alternative work arrangement for personnel is applied with 3 days physical reporting, and 2
days of work from home.
GUIDELINES FOR AREAS UNDER ALERT LEVEL 2
The following establishments, or activities, shall be allowed to operate, or be undertaken at
a maximum of 50% indoor venue capacity for fully vaccinated individuals and those below
18 years of age, even if unvaccinated, and 70% outdoor venue capacity. Provided, that all
on-site workers/employees of these establishments, or organizers of activities are fully
vaccinated against COVID-19 and MPHS shall be strictly maintained. Provided further, that
there is no objection from the LGU where these activities may take place.
Limited face-to-face or in-person classes for basic education subject to prior approval of the
Office of the President
Alternative work arrangement for personnel is applied with 4 days physical reporting, and 1
days of work from home.

GUIDELINES FOR AREAS UNDER ALERT LEVEL 1. The following protocols shall be
observed in areas placed under Alert Level 1, and without prejudice to the minimum public
health standards and health and safety protocols issued by national government agencies
specific to the Department of Education:
PREVENT
A. All health facilities shall implement the necessary and appropriate engineering
and administrative controls, and use appropriate personal protective equipment in
accordance with the latest Infection Prevention & Control (IPC) guidelines for
health facilities.
B. All public and private establishments, organizers of events, and local
governments shall implement the following protocols:

Administrative controls.
o Agencies and instrumentalities of the government shall adhere to 100% on-site
workforce. Off-site work shall be under such work arrangements subject to
relevant rules and regulations issued by the Civil Service Commission and the
Office of the President.
o Designate a Safety and Health Officer/s who shall ensure, monitor, and
evaluate proper implementation and strict observance of the minimum public
health standards.
o Prepare a contingency plan for the establishment which shall include
coordination with the local government and health care provider networks,
management of staff and visitors with COVID-19 symptoms, processes for
establishment lockdown and disinfection, and alternative processes in case of
escalation of Alert Level status.
o Regularly disinfect high-risk areas such as but not limited to areas for
gatherings, highly touched surfaces, and frequently visited areas such as
entrance and exit points, restrooms, hallways, elevators using Food and Drug
Administration (FDA)- approved disinfectants.
o National government agencies and local government units endeavor to include
health and safety in routine assessments to be conducted regularly.
Engineering controls.
o Ensure adequate air exchange and ventilation, consistent with Department of Labor
and Employment (DOLE) Department Order No. 224-21 Guidelines on Ventilation for
Classroom and offices to Prevent and Control the Spread of COVID-19, viz: i. Ensure
adequate air quality and ventilation, to wit:
o If possible, windows shall be open; ● Ensure that nearby spaces of open
windows are free from toxic gases and pollutants; Whether windows may or
may not be opened, supply-only ventilation fans (i.e, floor, table top, pedestal

fans) are provided and should be placed where air flow from these fans shall
not be from person to person; 2. Exhaust fans should be continuously
operating while there are occupants in the area; 3. Additional exhaust fans
may be added to improve air exchange to achieve at least 6 air changes per
hour; increasing the number of exhaust fans can increase the number of air
changes per hour;
o Support mental, and psychosocial needs, especially of the students.
o Make available context-specific and localized health and safety education
materials.
o Set up a mechanism for provision of care and referral for patients with
symptoms or other emergency health conditions.
o Install/maintain hand hygiene and sanitation facilities with the following: i.
Adequate and safe water supply ii. Hand washing station or sink iii. Soap and
water or 70% Isopropyl (or Ethyl) Alcohol iv. Hands-free trash receptacles
o Install visual cues or signages on mask wearing, hand hygiene, DOH hotlines,
and other health and safety reminders (resources downloadable from
www.healthypilipinas.ph).
o The use of foot baths, disinfection tents, misting chambers, or sanitation
booths for preventing and controlling COVID-19 transmission are not
recommended. Temperature checking prior to the entry in any establishment
may be dispensed with.

Wearing of Face Masks


o At all times, well-fitted masks shall be worn properly, whether outdoors or in
indoor private or public establishments, including in public transportation by
land, except eating and drinking;

o All establishments shall ensure implementation of national protocols on the


proper use, handling, and disposing of appropriate personal protective equipment.
DETECT
o Contact Tracing
 Individuals, who have tested positive for COVID-19, shall inform their close
contacts to trigger quarantine for unvaccinated close contacts and symptom
monitoring for vaccinated close contacts.
 Use of health declaration forms / paper-based contact tracing shall not be
required for all the agencies and establishments.
 Use of digital contact tracing such as the StaySafe.PH application is optional
for all the agencies and establishments.

 For the purpose of claiming sick leave, health benefits, or other relevant processes
wherein the proofs of COVID-19 management are necessary, a medical certification
may suffice provided it should include the following minimum information: name of
patient, severity of symptoms, diagnosis as probable or confirmed COVID-19, and
date of end of quarantine and/or isolation period.
 To ensure promotion of their psychosocial well-being, individuals in quarantine and
isolation are recommended to maintain and continue lines of communication to
family and friends. They may also download the DOH Lusog-Isip Mobile Application
for free (available in both Apple store or Google play store) or access the National
Center for Mental Health (NCMH) Crisis Hotline or the DOH Regional Helplines for
mental health and psychosocial support concerns.
