EXECUTIVE ORDER NO. 52 SERIES 2020

RE-ORGANIZING THE MULTI-STAKEHOLDER INSPECTORATE TEAM (MSIT) FOR


THE SUSTAINABILITY EVALUATION TESTING AND SUSTAINABILITY
PERFORMANCE AND ACTUAL UTILIZATION OF COMPLETED SUBPROJECT OF
KALAHI-CIDSS NCDDP IN THE MUNICIPALITY OF CONCEPCION

WHEREAS, under World Bank and Asian Development Bank executed by and
between the Republic of the Philippines, the latter extended a grant to the former
through the Department of Social Welfare and Development, to finance the
implementation of Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated
Delivery of Social Services: National Community Development Program (DSWD
KALAHI-CIDSS: NCDDP) Project;

WHEREAS, DSWD envisions a society where the poor, vulnerable and


disadvantaged individuals, families and communities are empowered for an improved
quality of life;

WHEREAS, KALAHI-CIDSS Program aims to empower local communities


through improve participation in local governance and involvement in the preparation
and implementation of poverty reduction projects and consists, among others, the
provision of grants to support prioritized barangay sub-projects in the participating
municipalities;

WHEREAS, the Municipality of Concepcion and all its barangays have selected
as one of the sites for the implementation of KALAHI-CIDSS: NCDDP Sub Projects;

WHEREAS, the Municipality of Concepcion expresses its interest, willingness


and commitment to participate in the KALAHI-CIDSS Projects and apply the principles
of participatory, transparent and accountable governance to improve the living
conditions of its poor constituents;

WHEREAS, the DSWD commits to support the Municipality of Concepcion in the


implementation of the KALAHI-CIDSS Project by providing appropriate technical
assistance and other support as stipulated in the Memorandum of Agreement;

WHEREAS, the KALAHI-CIDSS: NCDDP implementation requires the formation


of Multi-Stakeholder Inspectorate Team (MSIT) necessary for Sustainability Evaluation
Testing (SET) of the Sub Projects;

NOW THEREFORE, I MEDRITO F. FABREAG JR., Municipal Mayor of


Concepcion Province of Romblon, by virtue of the powers vested in me by the same
law, do hereby order the formation of the Multi-Stakeholder Inspectorate Team (MSIT),
to wit;

Section 1. COMPOSITION. The Multi-Stakeholder Inspectorate Team shall be


composed of the following:

Section 2. FUNCTION AND RESPONSIBILITIES

The Municipal Inspectorate Team shall perform the following functions:

1. Lead in the conduct of sustainability Testing that will assess sustainability


performance and actual utilization of completed subproject (planned vs.
actual) and Evaluate quality of community sustainability program along impact
and benefits, organizational effectiveness, Institutional Linkage, Financial
Management, and the Physical-Technical condition of subproject Provide
technical assistance to the barangays in the preparation of barangay
development plans;

2. Provide Joint analysis and necessary technical assistance to community


Operation and Maintenance Groups on observed gaps to ensure functioning
of subprojects.

Section 3. EFFECTIVITY. This Order shall take effect immediately.

DONE at Concepcion, Romblon this 5th day of November, 2020.
