Section XVIII.
Track, Boys and Girls (Revised 07/2022)
1. Game Rules
The rules are established by the current National Alliance Edition of Track and Field Rules,
published by the National Federation of State High School Athletic Association, shall prevail except
as modified herein.
2. League Format
A. Electronic Starting Gun or starter pistol using blanks to be used for Championship meets.
B. Girls will run first. Boys will follow.
C. OIA Championship meets (JV and Varsity): Each school will be allowed three entries
provided they meet qualifying standards.
D. Trials and finals for OIA Varsity Championship meets will run boys and girls together.
E. Varsity championship meets will have one-day trials with the trial day being two days prior
to the finals.
F. No meets will be held on Good Friday.
G. OIA Championship meets will be scheduled on Saturday when possible.
H. Time Schedule
1) All qualifying meets will start no earlier than 3:30 p.m. on weekdays.
2) Coaches meeting will start at least forty-five minutes before the first field event.
3) See attached Championship Time Schedule.
4) Field events will begin one-and-a-half hours before the first running event.
I. All rescheduling of OIA Championship meets must be cleared with the Track Advisor with
the approval of the OIA Executive Director.
3. Participation
A. The OIA will follow the HHSAA rules of participation. Presently athletes may participate in
any six track and field events including relays. Participation shall be subject to the
qualifying standards.
B. Entry constitutes participation, except in the relays. The coach is responsible to turn in six
names to the Clerk-of-Course upon checking in for relay events. The names of the four
participants will be clearly indicated, and their remaining names will be alternates for that
event. Full names from the eligibility lists/rosters will be the only accepted entries.
C. Participants must be attired in their school uniform (as defined in the book of rules) in both
the trials and finals at time of check-in or face disqualification. Athletes competing in the
throwing events are allowed to use an alternate and matching school-issued uniform.
D. 1/4" or less pyramid spikes are the only spikes approved for use on most all-weather tracks.
This includes running and field events. Other spikes are illegal. Upon notification the
athlete must change his/her spikes before the start of the event or the athlete will be
disqualified from the event.
E. When an athlete is disqualified from further participation in a track meet, the Games
Committee shall determine if the rule infraction is serious enough to warrant the athlete
being suspended from the next contest.
4. Rules of Entry
A. Each school may enter only one team in each relay event. Alternates are allowed
according to the book of rules. Each school may enter only three participants per event in
Championship meets. Athletes are subject to qualifying standards.
B. JV Divisional 1st-6th place finishers will qualify for participation in that event for the OIA JV
championship, regardless of minimum standards. Varsity Divisional 1st-6th place finishers
will qualify for participation in that event for the OIA Varsity Championship, regardless of
minimum standards.

C. Entry deadlines for OIA JV and Varsity Championship meets are due 2 days prior to the
event at 8:00 p.m. on Athletic.net. No post-entries. Divisional hosts must set their entry
deadlines by the track advisory meeting.
D. Entries will be rejected if performances cannot be verified. Athletes must meet qualifying
standards in order to participate.
Entry Deadline: 8:00 p.m. Monday before the race.
1. No post-entries will be accepted.
2. No Seeding meeting will be held. Performance list will be posted on OIA Track
101 website after 8:00pm on Tuesday.
3. The Official Entry: 1. Team Manager Export Entry File. 2. Team Manager Export
Roster File. PLEASE UPDATE YOUR TEAM’S ROSTER. 3. A PDF hard copy of
your team entries with proof of mark.
4. Roster file must include Full Legal Name, grade and squad (JV or Varsity). Any
athlete not in the database will be disqualified.
5. Early entries will be accepted. Send entries to Earl Kishimoto:

E. Entry marks are necessary for all Championship meets.
F. For all OIA Divisional, JV and Varsity championship meets, only certified implements will
be allowed for throwing events. Certification will be available to any athlete up to one-half
hour prior to the start of the event. All certified throwing implements are obligated to be
shared.
G. Spike certification will be available to any athlete up to one-half hour prior to the start of the
first running event. (06/2018)
5. Meet Format
A. Trials will be held in all individual events, except the long jump, triple jump, shot put,
discuss, pole vault and high jump which will be one-day events. All field events will
alternate year-to-year according to the HHSAA Championship Trials/Finals time schedule.
B. All field events to follow HHSAA format of single day finals. (See Tournament Schedule).
C. Trials will be held for the 800m run. The 800 meter run will be run in lanes with the slower
competitors stacked behind the faster competitors with each heat having 12 competitors.
Heats will be held to qualify 8 competitors to the finals.
D. At any time the 1500 meter run has 16 competitors or less no trials will be held. When
trials are held in the 1500 meter run, it is to qualify 12 competitors for the finals. Eliminate
Trials for the 3000 M Run for the OIA Varsity Track and Field Championship. Run the event as finals
only on the night of finals. (06/2018)
E. A minimum of one trial in the distance events must be run when possible.
F. The international curve will be used for all 1500m and 3000m runs.
G. Trials will be held in the relays when necessary to qualify not more than eight teams for the
finals. All relays will qualify best time.
H. When there are two heats, the top three runners from each heat plus the next two fastest
times will qualify for the finals except for the 1500m and 3000m. 1500m and 3000m will
qualify four from each heat plus the next four fastest times. When there are three heats,
the top two runners of each heat plus the next two fastest times will qualify into the finals.
When there are four heats the top runner in each heat plus the next four best times will
qualify into the finals. Ninth and tenth place alternates will be selected according to the
fastest time in the event.
I. The best two throws in the discus, of the top eight contestants, must be measured in the
OIA Championships.
J. Warm-up for field events.
1) 15 minutes before events (only the participants may warm up).
2) 10 minutes warm-up between flights.

3) Before beginning warm-ups and competition, in both the Girls and Boys Triple
Jump, both of the long jump boards, girls and boys, will be turned over, board-
side down, to match the runway surface, when possible. (06/2016)
4) In the Shot Put, all competitors’ coaches must be present on the infield near the
ring/circle while competitors take warm-ups until the event official is present. IN
the Discus, all competitors’ coaches must be present on the infield, behind and in
close proximity to the throwing cage while competitors take warm-ups until the
event official is present. (06/2016)
K. Allow for 10 minutes check-out time for field events, except for the high jump and pole
vault, where National Federation Rules apply.
L. Scoring
1) Scoring in all individual events shall be 10-8-6-4-2-1.
2) Scoring in all relays shall be 10-8-6-4-2-1.
3) Awards will be limited to the top 6 finishers.
M. Order of events for Timed Finals
1. The order of all field events shall be worst to best.
2. The order of running events shall be the top eight in the last heat.
Order of field events for OIA Varsity Championships.
1. The order of all field events in the trials shall be best to worst.
2. The order of all field events in the finals shall be worst to best.

6. Reporting
Trials
A. There will be two calls first and last. First call for all events will be 20 minutes prior to start
of the event; last call will be 10 minutes prior to start of the event. All participants may check
in at first or last call, but must report promptly on last call or be scratched from the event.
B. Participants in the running events will report to the Clerk-of-Course who will be at an
area designated by the host school. Relay teams will submit their cards at this
time with all relay participants present.
C. Participants in the field events will report to their respective area in person or by a
representative if participating in another event on last call.
Finals
A. All qualifiers must report to the Clerk-of-Course promptly at last call or be scratched.
Qualifiers will be dispersed to their respective starting areas immediately and will be
introduced to the spectators.
B. After check-in is complete any competitor who does not report to the starting line will be
ineligible for any further events.
C. Record marks in the trials will stand as a new record.
D. Alternates will be selected to fill scratches in the finals of all running events. The 9th and
10th best times shall be listed as alternates. Alternates should report on last call. No
alternates are allowed for field events.
E. Lane selection during trials will be by Preferred Lanes. Lane selection in the finals will be
done at check-in based on place and time.

10. Officials
A. Each member school shall be held responsible to assist in officiating the OIA track meets,
including the OIA Championship meet.
B. The OIA Track and Field Commissioner and/or his/her appointee shall be the meet referee
at all divisional, JV and Varsity Championship meets.
11. Seeding Procedures

A. Host school of meet does the seeding according to best times, distances and heights.
B. Seed no more than 32 participants in both Track and Field. Qualified entries over 32 entry
maximum may be listed as event alternates and placed in the event(s) at the replace
scratched entries.
C. When a tie results in the 32 nd place, the more recent results will have preference. All
athletes tied for 32nd place will be listed.
D. In the divisional and OIA JV Championships, the field events competitors’ order of rank
shall be listed from worst to best.
E. In the OIA Championships the field events should go in order of rank from best to worst in
the trials, and reverse the order from worst to best in the OIA Championship finals.

A. There shall be a coaches’ meeting called by the host school forty-five minutes before the
first event for the purpose of distributing all meet information and materials. A roll call will
be taken and no coach or adult representative present, no participation.
B. Results of all meets will be submitted to Earl Kishimoto within three days of the completion
of the meet.
15. The Finish Lynx System will be the official timer for all OIA track meets. If Finish Lynx system is not
operational, use of Lynx manual start will be acceptable for the OIA meets.
16. Standards
A standards committee shall be chosen with representatives from three East schools and three
West schools at the advisory meeting. The committee will meet after the third qualifying track meet
to adjust the standards for the championship meets.
