Rules and Procedure
Dear delegate,
This document will provide you with information regarding the rules of procedure of this conference.
Please read through it, in order to be aware about how the conference will follow.
Data Protection
When signing up for the MUN@HOME conference on the google form provided, it is needed that you
submit some personal data, which is needed for organizational purposes, such as allocation of
committees and contact purposes.

The MUN@Home team ensures that all personal data will not be divulged, following the European Union
General Data Protection Regulation (GDPR). By signing up for the MUN@HOME conference you give
permission for this data to be collected.
Behaviour
Taking into consideration that this is the first time that we are organizing a virtual conference. It is
extremely important that we behave as if it was an actual conference, to keep professionalism,
organization and a flow when debating.
● Cameras must be on all the time: in order to maintain an active participation and discussion. If
you wish to have a break or go to the bathroom please make use of your point of personal
privilege.

● During the conference ‘screenshots’ will only be taken with your consent and will not be
published to social media or our website.
● Delegates need to refrain from taking screenshots of other delegates or mute each others'
microphones.
● The chat function must only be used for MUN purposes such as but not limited to: Points of
inquiry, point of personal privilege, etc.
● The delegates must not have their microphones on unless called upon.
● If one wishes to speak, one should state their point in the chat and wait for the chairs to call
upon them.
● Due to the fact that no note passing paper can be used, we recommend you to communicate
with other delegates by sending an email to your chairs and then letting them pass this on to the
desired delegate.
● Delegates should not offend another nation in any way possible.
By any misuse of the chat function, interruptions etc., the chair will warn you. If it occurs more than
three times, you will be dismissed from the conference.
Language
As all other MUN conferences, MUN@HOME is a formal conference and therefore delegates should use
appropriate and formal language. The official language of this conference is English.
● Do not make the use of personal pronouns, please refer to yourself and the county you are
representing in the third person. If you make the use of personal pronouns, the chair will correct
you and will simply ask you to take this point into consideration. In your copy of the delegate
handbook, you will be able to find a list which provides you with sample sentences of how to
address someone.
Motions
Accepted motions and their definitions, including examples of when to use it, can be found in the
delegate handbook.
Speeches
● No Delegate may address a session without previously having obtained the permission from the
Chair.

● When speaking on a substantial matter, a Delegate may yield using the ways included in the
delegate handbook after having concluded a speech.
Resolutions
A draft resolution must follow the UN standard template and include name of committee, topic,
submitting Member State and Operative Clauses. At least one Preambulatory Clause must be included.
Draft resolutions can have only one main-submitter but may have several co- submitters and signatories.
The requirements needed in order for a draft resolution to be introduced can be found in the delegate
handbook.
Amendments
Amendments to operative clauses can be introduced when the floor is open. The Member State
introducing the amendment will automatically be put by the chair on the speakers list.
● No second-degree amendments.
● Only one clause can be amended at a time
Voting
● Procedural votes are any votes which are not on draft resolutions or amendments. Delegates
should not abstain these votes. If no objections to procedural matters are risen, a procedural
motion will automatically pass.
● Substantial votes are on amendments or on draft resolutions. All delegates must vote ‘against’,
‘in favour’ or they have the possibility of ‘abstain from voting’.
● A majority of votes ‘in favour’ are required for a motion to pass. If the votes are equal, the
discussed motion fails.
Other
● MUN@HOME is an online conference, therefore the use of a computer, laptop, phone or iPad is
necessary.
● Dress code is casual (business) as in all MUN conferences.

● All delegates will be given a code to join a google classroom, which will be specifically for their
committee, where resolutions etc. will be published.
● Delegates that attend the conference, will receive a MUN@HOME certificate from the
organizational team. Furthermore, the delegate has also the possibility to receive the best
delegate award within his/her committee.
