The PNP Command Group is headed by the Chief PNP who is
vested with the power to command and direct the PNP. He is also
assisted by two Deputies assigned to the administration of the PNP
and one for operations side. The Chief of the Directorial Staff serves
as the Chief Operations Officer of the PNP.
2. The Deputy Chief of Administration is responsible for the
administrative functions of the department. The Deputy Chief
analyzes and evaluates the performance of the police department
and individual officers, maintaining professional developments in
police administration.
3. Deputy Chief, PNP for Operations
4. The Chief of the Directorial Staff serves as the Chief Operations
Officer of the PNP. He coordinates, supervises, and directs the
Directorial Staff and the PNP units in the performance of their
respective functions.
5. The Internal Affairs Service (IAS) is headed by a Inspector General
who assists the Chief PNP in ensuring operational readiness and
investigates infractions of the regulations committed by the members
of the PNP.
6. The Human Rights Affairs Office (HRAO) is headed by a senior police
commissioned officer who serves as a manager of the facility that will
supervise the implementation of the guidelines and policies on human
rights laws.
7. The Center for Police Strategy Management (CPSM) serves as the
Central facility of the PNP in coordinating and integrating all strategy
management processes, sustaining its strategy execution and
management, and instilling in the organization a culture of strategy
focus.
8. Peace Process and Development Center. - Headed by a Chief, with
the rank of Police Brigadier General, the Peace Process and
Development Center shall be the office primarily responsible in the
monitoring of the development and implementation of peace
agreements and pertinent laws.
The Directorate for Personnel and Records Management
(DPRM). The director optimizes the utilization of personnel resources
both from the PNP- uniformed and non- uniformed personnel.
The Directorate for Intelligence (DI) . The director manages the
gathering/collating of intelligence objectives through effective
management of all intelligence and counter-intelligence activities of
the PNP. He also serves as the linkage of all foreigners with official
transactions with the chief PNP.
The Directorate for Operations (DO). The director exercises the
command, the control, the direction, the coordination and the
supervision of all activities on PNP operations such as deployment
and employment of personnel.
The Directorate for Logistics (DL). The director administers and
manages material resources needed for the PNP operations .
The Directorate for Plans (DPL) . The director plans and programs
strategic PNP operations. He also represents the PNP in the inter-
agency and international affairs on peace and order.
The Directorate for Comptrollership (DC). The director administers
and manages the fiscal financial resources.
The Directorate for Police-Community Relations (DPCR) . The
director formulates and implements community –related activities,
programs and projects. He also supervises the PNP Salaam Police
Center to undertake close monitoring, networking and liaisoning
activities with the Muslim communities in addressing terrorism and
lawless violence in their respective areas to guarantee that the
Muslims are not discriminated, oppressed or singled-out.
The Directorate for Investigation and Detective Management
(DIDM). The director coordinates. Controls and supervises all
investigation activities.
The Directorate for Human Resource and Doctrine Development
(DHRDD). The director formulates policies on matters pertaining to
human resources and doctrine development.
The Directorate for Research and Development (DRD) . The
director engages in research and development and does testing and
evaluation of self-reliant projects.
The Directorate for Information and Communications
Technology Management (DICTM). The director integrates and
standardizes all the PNP information systems and resources to
further improve the frontline services.
Five (5) Directorates for Integrated Police Operations (DIPOs) .
The Directors of the clustered areas for Integrated Police Operations,
namely: Eastern Mindanao, Western Mindanao, Visayas, Southern
and Northern Luzon are given the responsibility to direct and to
supervise the conduct of integrated anti-criminality, internal security,
counter- terrorism operations, to promote inter-operability with the
Armed Forces of the Philippines, and to provide a system to promote
regional socio-economic development.
There are 23 National Support Units of the PNP. Eleven (11) of which
are administrative while twelve (12) are operational in nature. The
eleven Administrative Units are as follows:
1. Logistics Support Service (LSS). – Provides Logistics support
services to all PNP units.
2. Information Technology Management Service (ITMS) . – Provides
Information Technology services for the PNP.
3. Finance Service (FS). – Responsible for the disbursement of funds,
the accounting of the same and other fiscal duties.
4. Health Service (HS). – Provides medical and dental services to PNP
personnel and their direct dependents.
5. Communications and Electronics Service (CES) . – Provides
communications electronics services and support to PNP units.
6. Chaplain Service (CHS). – Provides spiritual and other counseling
services for the PNP personnel and dependents.
7. Legal Service (LS). – Serves as the legal arm of the PNP.
8. Headquarters Support Service (HSS). – Provides administrative
and technical support to NHQ.
9. Engineering Service( ES). – In charge of the implementation of all
PNP engineering programs, land utilization and housing activities.
10. Training Service (TS). – Conducts training courses geared towards
skills enhancement, intellectual advancement and moral transformation
of PNP personnel.
11. PNP Retirement and Benefits Administration Service (PRBS). –
Administer the retirement, separation and death benefits of PNP
personnel.
The twelve (12) operational support units and their
respective functions are as follows:
1. Maritime Group (MG). - Performs all police functions over Philippine
Territorial waters.
2. Intelligence Group (IG). - Serves as the intelligence and counter-
intelligence operating unit of the PNP.
3. Police Security and Protection Group (PSPG). - Provides security
to government vital installations, government officials, visiting
dignitaries and private individuals authorized to be given protection.
4. Criminal Investigation and Detection Group (CIDG). – Undertakes
the Management, investigation and prosecution of all crimes involving
highly placed or professional criminal syndicates and organizations.
5. Special Action Force (SAF). – Functions as a mobile strike force or
a reaction unit to augment regional, provincial, municipal and city
police forces.
6. Aviation Security Group (AVEGROUP). - This group provides
security to all airports throughout the country.
7. Highway Patrol Group (HPG). - Enforces the traffic laws and
regulations.
8. Police-Community Relations Group (PCRG). – Undertakes and
orchestrates Police Community Relations Programs and activities in
partnership with the community.
9. Civil Security Group (CSG). - Regulates business operations and
activities of all organized private detectives, watchmen, security
guards/agencies and company guard forces. It also supervises the
licensing and registration of firearms and explosives.
10. Crime Laboratory (CL). - This group provides scientific and
technical, investigative aide and support to the PNP and other
investigative agencies. It also provides crime laboratory examination,
evaluation and identification of physical evidence gathered at the
crime scene with primary emphasis on medical, biological and
physical nature.
11. PNP Anti-Kidnapping Group (PNP-AKG). - Primary unit of the
PNP in addressing kidnapping menace in the country and in handling
hostage situations.
12. PNP Anti-Cybercrime Group (PNP- ACG). – Primary unit of
the PNP responsible for the implementation of pertinent laws on
cybercrimes and anti-cybercrime campaigns of the PNP.
13. PNP ANTI-ILLEGAL DRUGS GROUP. – Primary unit of the
PNP responsible for the implementation of anti-illegal drug strategy of
the PNP, in support to PDEA.
14. PNP EXPLOSIVES ORDINANCE DISPOSAL AND CANINE
GROUP. – Primary Office of the PNP responsible for the
management, deployment, utilization and development of EOD and
Canine units.

9. The CITY POLICE OFFICE (CPO) of highly urbanized cities outside of
NCR which shall be under the command and director of the Regional
Director (RD) and equivalent to Provincial Police Office (PPO), headed by
a City Director (CD) and assisted by a Deputy City Director (DCD) and
the City Internal Affairs Service.
10. The CITY/PROVINCIAL PUBLIC SAFETY COMPANY (C/PPSC),
headed by the Group Director (GD) to enhance the Police Internal
Security operations in the province, and to assist the AFP in Counter –
Insurgency.
11. The POLICE STATION (PS) headed by a Chief of Police (COP)
which is established in every component city and municipality under the
command and direction of the Provincial Director (PD), and with
subordinate Police Community Precincts (PCP) and Community Police
Assistance Centers (COMPAC) classified as follows:
Meaning Levels: On the average nationwide, the meaning levels of the
PNP shall be approximately in accordance with a police to population ratio
of one (1) Policeman for every five hundred (500) persons. The actual
strengths by cities and municipalities shall depend on the state of peace
and order, Population density and actual demands of the service in the
particular area. However the minimum police to population ratio shall not be
less than one (1) Policemen for every one thousand (1000) persons. Urban
areas shall have a higher minimum police to population ratio as maybe
prescribed by regulations promulgated by the NAPOLCOM.

Recruitment And Selection: Whereas section 14 of RA 8551
Amending Section 30 of RA NO. 6975, prescribes the minimum
qualifications for appointment of uniformed personnel in the Philippine
National Police (PNP)
RA 9708 – An Act extending for five years the reglementary period
for complying with the minimum educational qualification for
appointment to the PNP and adjusting the promotion system
thereof is amending for the purpose pertinent provisions of RA
6975 and RA 8551 and for other purposes.
General Qualifications: Hereunder are the general qualifications and
standards in the recruitment and selection of police personnel, as
follows:
1. A citizen of the Philippines
2. A person of good moral character
3. Must have passed the psychiatric and psychological, physical,
mental, dental, and drug tests to be administered by the PNP health
Service and Crime Laboratory Service or by any NAPOLCOM
accredited government hospital for the purpose of determining
physical and mental health;
4. Must possess a formal baccalaureate degree from a recognized
learning institution;
5. Must be eligible in accordance with the standards set by the
Commision;
6. Must not have been convicted by final judgement of an offense
or crime involving moral turpitude;
7. Must not have been dishonorably discharged from military
employment or on AWOL or Dropped form Rolls from the PNP
service or dismissed for cause from any civilian position in the
government;
8. Must have no pending criminal case in any court, including the
Office of the Ombudsman or any administrative case if already an
employee of the government;
9. Must be atleast one meter and sixty – two centimeters (1.62m) in
height for male and one meter and fifty – seven centimeters (1.57m)
in height for female;
10. Must weigh not more or less than five kilograms (5kgs) from the
standard weight corresponding to his/her height, age, and sex; and
11. Must not be less than twenty – one (21) nor more than thirty (30)
years of age.

Distribution Criteria of Police Officer 1
1. Police to population ratio as herein provided: highly urbanized cities
1:500 to 700; component cities 1:650 to 800; and municipalities 1:750 to
1000.
2. Peace and order conditions, actual demand of the service, and class
of city and municipality.
Regular Recruitment Quota
The recruitment quota given to any of the National Support Units (NSU)
shall be based on the actual demands of the functional are covered.
Within five (5) working days from receipt of the proposed annual
recruitment quota, the Commission shall grant the Chief, PNP with the
authority to recruit through a Resolution which shall contain the
approved quota distribution and supplemental guidelines peculiar to the
particular recruitment.
Attrition Recruitment Quota
Upon receipt of the recruitment quota, the Mayor as Chairperson of the
Local Peace and Order Council (LPOC) shall create an Ad Hoc Body
composed of four (4) members, namely: Vice Mayor, DILG –
CLGOO/MLGOO, POC Member, and City Director/Chief of Police.
The City Director/Chief of Police (CD/COP) shall serve as the
Secretariat for this activity. He shall publish the list of applicants in
public places and through the local media, if any, to encourage the
public to report anu information relative to the worthiness of the
applicant to become law enforcer in their community.
Final Evaluation of Applicant
The final evaluation of applicant to the position of Police Officer 1
includes the sequential conduct of the following examinations, Physical
Agility Test (PAT), Psychiatric or Psychological Examination (PPE),
Complete Physical, Medical and Dental Examination (PMDE), and
Final Screening Committee Interview (FSCI).
