INFORMATION:

Tpr. and I were on patrol west bound on Webber Street near Julius Street. Troopers observed the
below listed individual walking west bound on Webber Street on the north side of the roadway where sidewalks
were provided.

I activated the emergency lights on my patrol vehicle and attempted to contact the male individual (later
identified as . ignored Troopers verbal commands to stop.
subsequently refused to place his hands behind his back and continued to resist Troopers.

was subsequently arrested for Resisting and Obstructing. was then transported to the
Saginaw County Jail where he was lodged without further incident.

RESIST AND OBSTRUCT

USE OF FORCE:

While on patrol, Trooper and I responded to Webber Ave near Julius Ave to assist Tpr. Arrowood and
Tpr. with a resistant subject. Once on scene, we observed Tpr. Arrowood and Tpr. struggling
with an unknown subject in the roadway. Troopers assisted with securing the subject in handcuffs.

Immediately upon securing the resistant subject, a vehicle was observed leaving the scene at a high rate of
speed. Troopers on scene believed the vehicle to be the suspect vehicle from the resistant subject. Troopers
did not know if the vehicle was being stolen by a passerby or if there was another subject from Tpr. Arrowood
and Tpr. incident.

Troopers were able to catch up to the suspect vehicle at Webber Ave and Washington Ave where it stopped in
the roadway. I (Tpr. approached the vehicle with my department issued firearm drawn due to the
felonious and assaultive nature of the incident at the time. My firearm was pointed in the direction of the
vehicle, however due to window tint I could not see who was in the vehicle. My firearm was not pointed at any
individual specifically just in the direction of the vehicle at the high ready.

The driver was removed from the vehicle by Trooper without incident. The driver was identified as,
by his Michigan Driver’s License. Subsequent investigation found the driver believed his
dad was the subject resisting Troopers at Webber Ave and Julius. had stopped to help his father before
realizing he did not know the subject. was released from the scene and Troopers returned to the venue
to assist Tpr. Arrowood and Tpr.

SUMMARY:

On 9/30/22 Inspector Nemecek forwarded MSP Professional Standards complaint (PSS-589-22) for criminal
investigation assignment within 6th District SIS. The complaint alleges that on 9/4/22 Trooper Paul Arrowood of
the Tri-City Post, while on-duty and working within the Saginaw SCP assaulted while
attempting to detain him for walking in the roadway. This complaint will document the investigation and
eventual review by the Saginaw County Prosecutors Office.

intentional and that looking into his eyes in booking felt like Trooper Arrowood was happy he did it and wasn’t
worried that he was going to get into trouble. When asked stated he hadn’t heard of the recent case
where Troopers were charged with assaulting a person in handcuffs. He also stated he hadn’t watched the
video on the news.
At this point in the interview, I left the room with the recorder to allow to speak with his attorney. A short
time later I returned. At this point stated he did wish to participate in the criminal investigation and
would testify if necessary if charges were filed against Arrowood. I gave Mr. Albosta a copy of crime
victims’ rights and verbally explained them to . agreed to sign authorization for release of
information forms for MMR Ambulance and the Saginaw County Jail. I explained how the process works for
the prosecutor submission and approximately when I’d be contacting him with additional information. The
interview was ended at approximately 2:45pm

stated he was evaluating the potential conflict of representing both Troopers in the case. Mr. Tylenda stated
he was going to have contact with Trooper and said he would contact me on Monday October 31
before 4:00pm and make notification on whether Trooper would be willing to sit for an interview on
November 1, 2022.

CONTACT WITH ATTORNEY PAULT TYLENDA (10/31/22):

I had telephone contact with Tylenda on this date. Tylenda stated that Attorney Tim Dinan would be
representing Tpr. and he would be representing Trooper Arrowood. Tylenda advised that Paul
Arrowood would not be be accepting an interview request or providing a written statement in addition to his
police report. Tylenda requested that he be contacted if a warrant for Arrowood’s arrest was issued so
arrangements could be made to turn himself in.

On 10/31/22 F/Lt Parsons sent a completed notice of criminal interview for Trooper On
10/31/22 at 3:30 indicated he was declining to be interviewed.

On 10/27/22 Lt. Gettel sent me a signed copy of the notice of criminal interview for Trooper Arrowood.
Arrowood signed indicating that he was declining to be interviewed.

CONTACT WITH ATTORNEY TIM DINAN (11/1/22):

On 11/1/22 I contacted Attorney Tim Dinan by phone Dinan stated he was representing
Trooper and confirmed that he was declining a criminal interview. I advised Dinan I would have
additional contact with him after the complaint was presented to the Saginaw County Prosecutors Office.

Upon arrival, pt found handcuffed sitting in state police vehicle surrounded by State PD. Pt stated that had been beaten by police while he
was walking down the street and had been hit in the face, shoulder, and head. Pt stated most of his pain and injury was to his face. Pt
Obviously upset but not combative. Pt stated he wanted to go to the hospital to be checked out so that his injuries could be documented
down. Police stated pt was in their custody due to resisting arrest and obstruction but pt stated he didn’t do anything. Pt wearing several
layers of clothing and had his arms handcuffed around his back. PD was asked by crew to remove pts handcuffs but the arresting officer
stated they refused to take off his cuffs for further assessment because they believed that he would fight them. Pt stated he would not
fight them. Pt stated Pts pulse
