INTRODUCTION
The Drawings and Specifications are complementary to each other. Drawings are graphic means
of showing work to be done. They are particularly suited to showing where materials are
located. Thus, drawings exist essentially to show dimension, location, and placement. Not all
works however, can be presented in the Drawings. Generalized works are usually in statement
form; hence the contractor is required to read the Specifications carefully.
Specifications, on the other hand, are used to describe the materials, construction techniques,
samples, shop drawings, guarantees and other contract requirements. Together, the Drawings
and the Specifications are used to inform the Builder/Contractor. In cases where the specified
brand carries with it the manufacturer’s specifications, the manufacturer’s specifications shall
hold precedence over the Specifications.
The specifications are of the abbreviated type and include incomplete sentences. The selection
of sentence structure depends on the underlying principles of specifications:
a. That the Technical Specifications are only one part of the Contract Documents;
b. That the contract is between the Owner and the General Contractor; and
c. That the General Contractor is the only partly responsible for completing the work in
accordance with the Contract Documents.
Therefore:
a. Only the General Contractor is referred to in the Specifications so as not to violate the
intent of the Contract and so as not to undermine the proper chain of command.
b. Any reference to Specialty Trade Contractor in the Technical Specifications is made
only in so far as selection of Specialty Trade Contractors is made through bidding. Once
the Specialty Trade Contractors are selected and assigned to the General Contractor, the
General Contractor assumes all responsibilities for the execution of the whole Project in
accordance with the Contract Documents. Therefore, in the Contract between the
Owner and General Contractor, the Specialty Contractor is not referred to. In all the
Contract Documents, the word “Contractor” is meant the General Contractor.
c. The omission of the phrase “The Contractor shall” is intentional because the whole
Specification is directed to the Contractor. Omitted words or phrases shall be supplied
by inference in the same manner as they are when a “note” occurs in the Drawings.
d. Where “as shown”, “as indicated”, “as detailed”, or words of similar import are used,
it shall be understood that reference to the drawings accompanying the specifications is
made unless otherwise stated.
e. Where “as directed”, “as required”, as “permitted”, “as authorized”, “as approved”,
“as accepted”, or words of similar import are used, it shall be understood that the
direction, requirement, permission, authorization, approval, or acceptance of the
Architect is intended unless otherwise stated.
f. As used herein, “provide” shall be understood to mean “provided complete in place”,
that is “furnished and installed”. g. Most sentences are in the imperative mood. This
style is especially suited for instructions covering installation of products and
equipment.
DIVISION 1:
GENERAL REQUIREMENTS
1.1 All applicable provisions of the different divisions of the specifications for each work
trade shall apply for all items cited in these Specifications.
1.2 Materials and workmanship deemed necessary to complete the works but not
specifically mentioned in the Specifications, Working Drawings, or other parts of the
Contract Documents, shall be supplied and installed by the Contractor without extra
cost to the Owner. Such materials shall be of the highest quality available and installed
or applied in a workmanlike manner at prescribed or appropriate locations.
1.3 Materials specifically mentioned in the Specifications shall be installed following
efficient, sound engineering and construction practice and specifically as per
manufacturer’s application for installation instructions that shall govern all works
alluded to in these specifications.
1.4 The Contractor shall carefully examine, compare, and verify the data furnished by
the Drawings and Specifications. Any doubt as to the meaning of the Drawings (including
notes thereon) or of the Specifications, or any obscurity as to the wording of the
specifications will be explained, and all directions and explanations necessary and
proper to make more definite and certain any requirements of the Drawings and
Specifications to give them due effect, will be given by the Architect.
1.5 Should a conflict in or between the Drawings and Specifications arises, the
Contractor shall be deemed to have estimated on a more expensive way of doing the
work unless he shall have asked the Architect and/or Owner before submission of
proposals as to which method or materials to use. If, after award, the less expensive
work is done, the Contractor shall credit the Owner an amount equivalent to the
difference between the more expensive and the less.
1.6 If, in the Contractor’s opinion, any work indicated in the Drawings, is specified in
such a manner as will make it impossible to produce a first-class work, he shall refer the
same to the Architect for interpretation before proceeding with the work.
1.7 In case of discrepancy in figures or drawings, the matter shall be submitted
immediately to the Architect before the Contractor makes any adjustment. The decision
of the Architect on the adjustment of discrepancies so as to conform to the real intent
of the Drawings and Specifications shall govern and followed by the Contractor.
1.8 Substitution of materials or equipment other than those specified in the Contract
Documents shall be approved by the Architect only for the following reasons: that the
materials or equipment proposed for the substitution is equal or superior to the
materials or equipment specified in terms of construction, efficiency, utility, and
aesthetics; or, that the materials or equipment specified cannot be delivered to the
jobsite in time to complete the work of other trades due to conditions beyond the
control of the Contractor. In case of differences in price, the Owner shall receive all
benefits of the difference in cost involved in any substitution and the Contract shall be
altered by Change Order to credit the Owner with any savings so obtained.
1.9 Only documents with “FOR CONSTRUCTION” mark and signature of the Architect or
his representative shall be used for construction.
1.10 Temporary Facilities: The Contractor shall provide, construct and maintain for the
duration of the Contract all temporary facilities necessary to complete the Project. or
site work. The Contractor shall be responsible for evaluating soil borings and data shown
on the drawings and shall include in his tender rock excavation as required.
DIVISION 2:
PLUMBING
DIVISION 2: PLUMBING
Section 1: Scope
1.1 The work to be undertaken under this section shall consist of the furnishing of all
materials, labor tools, equipment and other facilities and the satisfactory performance
of all work necessary for the complete installation, testing and operation of the
plumbing system accordance with the applicable drawing and this section of that
specifications consisting of, but not necessarily limited to the following:
a. Soil, waste, and vents pipe system, within the building up to sewer line.
b. Interior fire protection system consisting of combination standpipes, valves,
fire hose cabinets, inlets, connectors, and portable fire extinguishers.
c. Water service connection from main building distribution system.
d. Furnishing, installation and testing of water closets, lavatories, accessories
including controls & piping works.
e. Furnishing and installation of all plumbing fixtures, fittings, trims, and
accessories.
f. All work shall be performed in accordance with the requirements of all
applicable laws of the Republic of the Philippines and all local codes and
ordinances.
1.2 The contractor is required to refer to all mechanical, electrical, structural, and
architectural plans and specifications all shall investigate all possible interference and
conditions affecting his work in this section and that of the other sections.
1.3 All plumbing works to be done and sizes of pipe to be used shall be of the sizes,
which are required and in accordance with the NATIONAL PLUMBING CODE OF THE
PHILIPPINES.
Section 2: General
2.1 DRAWING AND SPECIFICATIONS:
a) The contract drawings and the specifications are complimentary to each
other, and any labor or materials called for by both, if necessary, for the
successful operation of any other types of equipment shall be furnished and
installed without additional cost of Procuring Entity.
b) All dimensional locations of fixtures, equipment, floors and roof drains risers
and pipe. Chases shall be verified on the architectural drawings and
manufacturer’s catalogs.
c) Upon completion of the work as described herein, the Contractor shall at his
own expense furnish the Procuring Entity originals and three (3) sets of “AS
BUILT” Plans for future reference and maintenance purposes.
2.2 PROTECTION
The contractor shall protect all his work and materials loss, injury, or
defacement. Protection of fixtures and materials shall be provided by boards,
papers and/or cloth as required and any loss, damaged or deface material shall
be replaced by the Contractor at his own expense.
Section 5: Execution
5.1 GENERAL INSTALLATION PIPES
A. Install pipes approximately as shown on the drawings, as straight and direct as
possible forming right angles parallel lines with walls and other pipes, and neatly
spaced unless otherwise indicated. Care shall be taken not to weaken the
structural portions of the building.
B. Maintain minimum slope of 3mm (1/8 inch fall per foot) on all soil, waste and
drain lines 100mm in diameter.
C. Do not install pipes or other apparatus in a manner which will interfere with
full swing of the doors and windows.
D. The arrangement, position and connection of pipe fixtures, drains, valves and
the like indicated on the drawings shall be followed as closely as possible, the
right is reserved by the Procuring Entity to change location and elevations to
accommodate conditions which may arise during the progress of the work prior
to installation, without additional cost of the Procuring Entity for such changes.
The responsibility for accurately laying out of the work rests with this Contractor.
Should be found that any work if laid out caused interference, the matter shall
be reported to the Engineer before connecting the work.
E. Ream all screwed pipes smooth before installation. Do not bend, flatten, split
or injure pipes in any way.
F. Use reducing fittings, in making reduction in size of pipe. Bushing will not be
allowed unless specifically approved.
G. Where chrome plated piping is installed, cut and thread pipe. Bushing will not
be allowed unless specifically approved.
H. Carry fixture connections, concealed in building constructions, to points above
floor, break out close to underside of fixture and rise exposed to fixture.
I. No piping shall be installed which will provide a cross or interconnection
between a distribution supply of drinking water of Domestic use and pollution or
waste pipe, the water line shall be placed above the waste pipe in ground
installation.
Section 4: Guarantee
a. The Contractor shall guarantee that the electrical system is free from all grounds
and from all defective workmanship and materials and will remain so for a period of
one (1) year from date of acceptance of the work. Any defects appearing within the
aforementioned period shall be remedied by the Contractor at his expense.
b. The Contractor shall indemnify and save harmless the Owner, the Architect and
Engineers from all liability for damages arising from injuries or disabilities to persons
or damage to property occasioned by any act or omissions of the Contractor or any
of his sub-contractors, including any and all expenses, legal or otherwise which may
be incurred by the Owner, Project Manager or the Engineers, in the defense of any
claim, action or suit.
Section 5: Workmanship
The work throughout shall be executed in the best and most thorough manner to the
satisfaction of Project Manager and Engineers, who will jointly interpret the meaning of
the drawings and specifications and shall have the power to reject any work and
materials which in their judgment, are not in full accordance therewith. The Contractor
shall assume responsibility and shall provide the service of a qualified engineer to
supervise the complete installation of equipment and systems and who shall be
available for conducting the final acceptance test.
Section 6: Materials
6.1 Conduits:
a. Intermediate Metallic Conduit (IMC): NEMA Standard trade sizes.
b. Polyvinyl-chloride (PVC)
Conduit: Standard trade sizes, heavy wall, Emerald.
6.3 Molded Case Circuit Breakers: Plastic Enclosure Type with transparent plastic covers by
GALCO. Voltages and full load amperes shall be UL and NEMA rated. Project requirements shall
be as shown in the Plans. Breakers shall be thermal-magnetic, quick-make, quick-break, trip-
free from handle, trip-indicating, number as shown in the Plans.
7.1 Conduits
a. Install in accordance with applicable codes and recognized standards of good practice.
b. Locate approximately as shown on drawings; actual routing subject to approval.
c. Embedded conduits shall be set before pouring begins. Route in as direct a line and with a
long radius bend as possible.
d. Joints: make with approved couplings and unions to provide electrically continuous and
moisture tight system.
e. Drainage: Avoid pockets in conduit runs as much as possible; provide suitable fittings at low
spots in exposed conduit where pocket cannot be avoided. Weep holes not permitted.
f. Conduit connections at panels and boxes: double locknuts and insulating bushings.
7.2 Conductors
a. Place all wiring, in raceway of type or types indicated. Provide all required and indicated
accessories for proper installation of all wiring.
b. Bending radii: not less than permitted by PEC.
c. Splicing is permissible only in junction boxes or similar accessible locations. Number of splices
held to absolute minimum.
d. Marking: mark each end of every power or control cable with a plastic tag securely fastened
to it bearing circuit use identification. Also mark cables in pull or junction boxes.
7.5 Fixtures:
- Install fixtures according to specified locations in the plans and as directed by Project
Manager. Fixtures shall be installed according to manufacturer’s specifications and in as fine
and workmanlike manner.
