BWC was activated. | assisted other Officers with directing traffic to allow for an abullance to transport victims to the hospital. After a short period of time directing traffic | heard a numerous amount of gunfire coming from the area west of my location. | proceeded in the direction of that gunfire with other Officers and again heard numerous gunfire, from the parking lot area. | saw numerous individuals running and a flash coming from the direction of the center of the parking lot. | refocused my attention in that area and began running into the opposite side of oncoming traffic toward the gunfire. Trounded the comer of the guard shack, a vehicle, white in color sedan sped from the ‘opposite lane of oncoming traffic and struck me head on. | attempted to dodge the vehicle. The vehicle subsequently struck me and I began to tumble over the hood of the vehicle. | am not aware of the exact speed of the vehicle, but from my training and expertise it may have been approximately 25 to 30 mph. The driver continued to drive away, and was eventually stopped by other responding Officers. Officers that were on scene with me and witnessed the incident aided me to check for injuries. | then got up after few moments and continued to ald in the search for potential suspects and victims. Iwas asked to stay with a detained person and did so until | was relieved and escorted to the hospital where | was evaluated for my injuries. Brandt SUBJECT: Oceanfront Multiple Shooting — March 26, 2021 into March 27, 2021 On March 26, 2021 | was the evening shift Lieutenant covering all the Precincts, city wide. While at the Fourth Precinct, | was listening to my radio on scan at the beginnings of the activity along the Atlantic Avenue corridor specifically near 20" Street at the ‘oceanfront. A fight broke out nearing 23:35 hours (estimated time) with reported shots being fired. Hearing this, | began to head towards the oceanfront. ‘Once | arrived at the oceanfront at 23:47 hours, | navigated down 19" Street, once | passed Arctic Avenue, | noticed numerous police vehicles stacked up along the 200 block of 19% Street just east of Pacific Avenue. Listening to the radio, hearing gun shots off in the distance and seeing traffic grind locked on Pacific Avenue, | decided to block off 19” Street slightly west of Pacific Avenue to force traffic away from the 19% Street lots and force traffic out of the area. Once | stepped from my vehicle, a black vehicle and mustang collided at a high speed. It was not clear to me at the time whether the crash was intentional, or the two vehicles were just trying to get out of the area quickly as shots in the area could be heard. Immediately after the crash, | observed several subjects outside the vehicle who began to start shooting at one another. | immediately focused to the far-left black male who appeared to be shooting at a faster rate than what was fired at him. While getting ready to draw my service weapon and find cover, this black male suspect was backing up as he fired, at the same time | observed a white vehicle at a high rate of speed exiting the 19" Street lot. During the fire fight, this vehicle traveled south and tum left to go east bound on 19" Street towards Pacific ‘Avenue. This vehicle was blocked by this crash which caused the driver to jump the sidewalk on the south side of 19" Street and travel around the crash but in between the black male shooter as he was shooting and the crash scene. | then saw Sergeant Price come through in his Crash Team Police truck after this white vehicle. They exited the area southbound on Pacific Avenue. | re-focused on the same black male, who was wearing a white t-shirt or tank top white shirt. He had begun to run southbound across the parking lot towards 18" Street. | began to run however he had so much distance on me, | stopped. There were several groups of citizens walking around as this suspect mixed in until | saw him disappear by the waffles and things restaurant at 18 Street and Pacific Avenue. S. Buckham SUBJECT: OIS 2021009316 On March 26", 2021 at approximately 23:44 hours, Officer Astin and | responded to the ocean front for a mass casualty shooting. We arrived on scene at 19" and pacific where we parked our unmarked patrol car #376 and went towards the scene on Atlantic Ave. Officer Astin and | met with Sgt. Fogarty and were stationed at 20" St. and Atlantic Ave. to contro! traffic in and out of the initial scene, At 23:48 hours, | heard a volley of, ‘gunfire coming from the North lot located between 19" St. and 20" St. just past Pacific Ave. | began to run towards the North parking lot when | called to Officer Astin to draw his service pistol as we passed an individual who verbalized he was going to grab his gun. | crossed the street with Officer Astin and made my way past a green electrical box on 20" St. and Pacific Ave. A few civilians were hiding behind the box and | went through the opening between the hedges facing Pacific Ave. Once | was through the opening | tumed lef to begin looking for casualties and suspects down the lines of parked vehicles. Officer Astin and I came upon a vehicle that a few other officers identified as being involved somehow. | had my weapon at the low ready when a white sedan that looked like a BMW began to speed out of the parking lot going through the entrance side of the lot. The white sedan appeared to be bearing Virginia tags with the first three letters being UFF. | was unable to see the last digits due to the vehicle speeding away. | attempted to get on the radio to call out the vehicle when the white sedan struck an officer standing at the entrance of the North lot. The white sedan contacted the officer with its front right passenger side. The mirror also struck the officer causing him to fall to the ground. The white sedan then exited the parking lot and made a left onto 19" St. | saw a police car follow after the vehicle and went to ask the officer if he was okay. The officer stated that he was fine, and | went back to help Officer Astin with the vehicle they had detained. CE Bertram FROM: MPO JM Crawford ‘SUBJECT: 2021-009305, ‘On 3/26/21 | responded to the Oceanfront reference the shooting at 200 19" street in which there were mulfiple victims. | arrived on scene where | was advised by SGT Fogarty to work on crowd management from 19" street, 20" street, and 21* street. An Officer advised me that he needed me to watch his detained subject so he can run the subject. He advised me that he was involved in some type of obstruction with the original shooting and that was why he was detained. MPO Tingle was with me and we watched over the subject while the officer ran the individual. While doing so, shots rang out from the area of the 19" street north lot. | had MPO Tingle stay with that subject. | immediately took off towards that lot and ran towards the south lot. On the way | saw At this point, MPO Blumling came and removed me from the 18" Street lot to 18" Street to help him the individuals who were detained form the White Hyundai that had hit ie fied. | observed two B/M sitting on the curb that were handcuffed behind the vehicle. One male subject started asking me questions about what was going to happen now regarding them where | advised, on a detective to come and talk with them. He was identified alia, tated that he was drunk, it was birthday, and that he was at a birthday party. He Tellerated that he was drunk. Both individuals stated that they just wanted to go home and started asking about 711's and if any would be open. They asked again why they needed to be talked to. | told them that it was about that car where they responded that it was just the shooting, that they were trying to get away. | advised them that was the reason why they wanted to talk to them. The 2%! male identified as stated that, “they didn't have nothing to do with that shit then just trying to get the hell out of there. | continued to listen as both! to talk. They mentioned about coming fro and that they weren't driving. =“ stated that he is but not driving. te that he wasn't drunk but that he did have ntioned getting sick from the lights and having to use the restroom. joned having a pho was dead. It was a black phone that was sitting under his legs on the street gut mentioned not being with the crowd and that he wasn't from here. He stated that he was trying to get a couple of drinks and leave. | stated that it looked busy tonight and asked if it was busy tonight where they responded that it was busy, that they got out, were going to the car, where people starting shooting. JMNM stated that they were there for an hour, go to the car and people were shoo! , shooting. He stated that they got around the comer and got pulled over. mentioned doing his time, doing what he was supposed to do so that he was doing anything. iiiistated that he has his code, he wasn't about it, that he doesn't believe that it is a sin if he shoots his gun, that his shit was registered, that if he had to protect himsetf or shoot in the air, that he usually had his gun] ted that we could take it with us. At the time, | was thinkigg anything of those jents and missed him saying that we could have his gun. jentions that people were talking about people saying there was a shooting in e club, two drive by cars, and that they got in the car there was shooting again. [stated that they were just in the wrong place at the wrong time. Iwas advised by MPO Blumiing that Homicide Detective Andre Jerry wanted me to do a preliminary questioning of the two guys and if they didn’t have anything to say to cut them loose. He also stated that | could call Jerry and find out exactly what he wanted me to do. I gathered both of their ID's and wrote them down. je was wearing a white ‘shirt, washed blue jeans and white and black jordans. He short hair and had a thin beard and goatee. a SE Isa thicker build than Jam Miranda was read to 0056 hours on 3/27/21 at the scene of the stop. When asked if he unde se rights he stated “yes”. He stated that there was shotting at the club. They started walking to the car and that he was “kinda a litle drunk” when they got to the car and there was another shooting. He stated that they got around the corner and that is when they got pulled over. He stated that he was in the backseat when shots rang out from the parking lot. He stated that they were in the parking lot right around the comer. He stated they made one right, two rights, and then the police were right there pulling them over. He stated that he was sitting the backseat when the shooting and he just jumped into the back seat. He stated that he didn't see anything regarding what they hit or how the damage got on the car. He stated he saw a group of girls running ‘and didn’t know if a girl hit the window or whatever. He stated that he got in the car and told the driver to take off. He stated they came from a bar but didn't know which one. He described it as a bar not a club and that there was hookah, He stated that it was 2 blocks, a block or two up from their car. He stated that he thought it was girl that did the damage to the car. Miranda was read _™ 0059 hours on 3/27/21 at the scene of the stop. When asked if he understood tose rights he stated "yes". When asked where street they were ‘coming from, he didn’t know because he wasn't from here. He stated that he took some cover and got on the ground. He stated that he was in the passenger seat of the car. He stated that he had no control of the steering wheel and that he had no idea what happened fo the car or how the damage got there. He thought that the driver must have hita pole or something. He stated that everyone was running and ducting, he was trying to get into the car, and that there was too much going on. He again stated that they were at the wrong place at the wrong time. I got with MPO Dolida who was on scene with the car and had him run both subjects for warrants. Neither had warrants out for their arrest. | called Homicide Detective Jerry and he advised me to make sure | got their correct information and contact numbers and to release them. | did just that. Homicide Detective Jennjohn asked me to transport the male sbi jo street North lot to the bureau. | got his ID and Identified him as I searched and placed him into interview room 126 | believe. ‘That was the extent of my involvement. Iwas wearing my body wom camera and it captured my involvement. BWC has been shared with the Homicide Unit and the Commonwealth Attomey. City of Virginia Beach sr mores WRONABEACK VA 2S INTER-OFFICE MEMORANDUM DATE: 4/1/2021 TO: Homicide Unit FROM: MPO J.P. Dolida ‘SUBJECT: 3/26/2021 Oceanfront GNWD / ACHR 0n 3/26/2021, at approximately 2358 hours, | arrived in the Oceanfront area to assist with a call for multiple gunshot wound victims and a pedestrian accident involving an Officer. My BWC had been activated from a prior traffic stop with a possible intoxicated driver and was running continuously until | arrived at the Oceanfront. When | first arrived, | stopped in the 300 block of 21* Street to assist with flushing traffic and blocking the road to contain the crime scene. | moved my vehicle to the intersection of 22 Street and Pacific Avenue to block south bound traffic on Pacific Avenue. After moving my vehicle there, another Officer alerted me that a KS Officer needed assistance near 22” Street and Arctic Avenue. | quickly made my way to the area and was not able to locate the K9 officer. After hearing that the K9 officer had the situation under control, | went back to my vehicle. Sgt. Price called me and asked for me to respond to the 300 block of 18" Street to investigate the Officer involved pedestrian crash. Once | found an Officer to replace me ‘at my position at 22" and Pacific Ave, | drove to the 300 block of 18" Street. As | arrived at that location, | deactivated my BWC, since the scene was controlled and merely investigative in nature. When | arrived in the 300 block of 18" Street, at approximately 0015 hours, | was tasked with handling the FR-300 for the crash involving the Officer. The vehicle involved with the crash was stopped on the side of the roadway, and there were two males sitting on the curb near the vehicle, in handcuffs. The vehicle was a white 2010 Hyundai Genesis, VIN: KMHGC4DE 1AU087299, VA Tag: UFF5905. The registered ‘owner of this vehicle is Malik Keamey, and | was advised by Officer Bertram that he was restrained in the back of a police car. | made the decision to have the vehicle towed to the city lot, due to the ongoing investigation and the fact that the vehicle was evidence in the hit and run. ‘Sgt. Price walked me to the North Lot and showed me tht struck. | called fy that the involved witness was iden} | was advised| a... transported to the hospital for treatment of his injuries, which were suspected to be minor. When releasing the two suspects detained near the vehicle, | activated my BWC when removing the handcuffs from one of the individuals. Just prior to the arrival of the City Wrecker, | entered the vehicle from the passenger side, to tum the vehicle off and roll the windows up to secure it. While reaching in the vehicle, | observed a shell casing on the driver's side floorboard. | did not touch the shell casing and secured the vehicle. | did not search the vehicle prior to having it towed. After observing the shell casing in the vehicle, | advised Officer Bertram and Detective Jerry of my finding. After the City Wrecker loaded the vehicle onto the tow truck, | escorted to City Lot 4 at Special Operations. The vehicle was secured in the lot at 0225 hours. | viewed the City camera at the intersection of 19" Street and Pacific Avenue, along with the city camera in the 19" Street parking lot, for investigation into the hit and run. ‘On 3/31/2021, MPO Worthing, MPO Kera, and | entered the vehicle per owner consent, to attempt and image the event data recorder. After learning our software did not, support the download, | secured the vehicle and gave the keys to property and evidence. FR-300 is pending completion. This concludes my actions and investigation for this case. Fogarty SUBJECT: Malicious Wounding 2000 Atlantic Avenue On 3/26/2021 at approximately 2320 hours | heard Officer Cheng (Bike One) call over the radio “shooting” then | heard him go in foot pursult. | immediately started to head in that direction from the 1000 Block of Norfolk Avenue. | continued towards Officer Cheng and | could hear him putting out updates of the suspects directions of travel. As | pulled into the area, | heard Officer Cheng say that he had one at gun point at 19" and Pacific. | saw multiple units converge into area but no could was able to locate Cheng. | then heard a unit state that they located him closer to the 200 Block of 20" Street in the parking lot. ‘When | pulled on scene there was a lot of people screaming and yelling. There were still hundreds of people running around in a chaotic manner. | saw several uits with Officer ed my a down Atlantic Avenue, and someone pointed out several shell casings at the comer of 20". | began to coordinate several officers to clear Atlantic Avenue and get crime scene tape up. As | did this, | could hear what sounded to be several more victims of gunshot wounds. While getting the crime scene secured, | could see that there was another shooting victim further west on 20th near Officer Crandall. Once the scene in the 200 block of 20" was secure Officers coordinated rescue to take the victims. | then asked dispatch to notify the hospitals that there was going to be multiple victims coming that way. Officer Herring approached me and explained Officer Cheng had a separate crime scene in the parking lot ne: foot. For the next 20 minutes or so | coordinated with Car 10 to manage the scene and the precinct. The scene appeared to be moving into the investigations phase. At approximately 2350 hours | heard what sounded like 15 or more gunshots coming from the 19" street North Parking lot. | along with several officers ran towards the shot. As | entered the lot from the north side, | advised the officers to spread out. | was intentionally looking for people fleeing the scene. At one point | saw what appeared to be several people fleeing and coached officers towards that vehicle. As multiple cars tried to leave | heard someone yell to block off the lot. At nearly the same time a white sedan raced at ta high rate of speed towards the entrance. | could see the car was occupied 4 times. It appeared to be all black males. (I cannot identify the driver). As the white sedan race towards the front | saw in to block the entrance. The radio had a lot traffic, but | heard someone say there was an officer involved shooting, | ran out onto Pacific Avenue and saw Officer Muraweki. asked him “Whe “i While standing next to my city vehicle | observed what appeared to be the suspect from the first shooting. | recognized him from a photo that Officer Herring showed me earlier. The suspect was a black male dressed distinctly in red shorts, a white shirt and white “boonie” hat. | approached Homicide Detective B. Kreltzman and asked him to confirm my observation. Detective B. Kreitzman agreed and | made my way towards him at the comer of 20" and Pacific Ave. | approached the suspect from behind and grabbed both of his arms. | pushed him towards the curb and yelled for him to get to the ground. The suspect did not immediately go to the ground. I put my right leg in front of him and threw him across my hip to the ground. Once on the ground several officers assisted getting him into handcuffs. (I did not review my BWC on this due to use of force) ‘The remainder of the scene | remained with Officer Simmons until he was transported to the Detective Bureau. Once Officer was transported to the Bureau, | facilitated scene ‘security for forensics. | was cleared from the scene at approximately 0500 hours. foot. Officer Simmons then began to make a spontaneous statement. Officer Simmons stated *..he cocked his gun back, he’s up here at the bushes.....cocks his gun back (makes a pointing motion)... tell him to tum around”. advised Simmons that we would go sit in my car and walked him back to the city vehicle 193, As | was walking to the truck | asked “Is your camera on"? Officer Simmons said “No”. | asked ‘Was it on for the shooting"? Officer Simmons stated "No*. | then asked "So as far as you know there was only one suspect’? Officer Simmons nodded yes. | asked “Do you know how many rounds you fired"? Officer Simmons stated “3”. | then placed Officer Simmons in my city vehicle and tumed off my body worn camera. While standing next to my city vehicle | observed what appeared to be the suspect from the first shooting. | recognized him from a photo that Officer Herring showed me earlier. The suspect was a black male dressed distinctly in red shorts, a white shirt and white *boonie” hat. | approached Homicide Detective B. Kreitzman and asked him to confirm my observation. Detective B. Guamieri ‘SUBJECT: Officer Involved Hit and Run On March 26, 2021 | was in the 200 block of 19" Street after responding to the sound of numerous gunshots coming from the 19" Street North Lot. Multiple officers, including myself were standing near the entrance of the lot stopping traffic from exiting to prevent any suspects from loaving the scene MAUMEE and I had several cars stopped at the entrance. The entrance to the lot is divided with one lane used as an entrance and one lane used as an exit divided by a median with a ticket booth in the median. Several more gunshots were heard coming from the NE corner of th stopping the vehicle traffic from exiting the lot, After hearing those shots, iil and | began to run in the direction of the gunfire on foot. Shortly after beginning our run over to the area I heard an engine rev in the lot somewhere near the exit. I saw and heard a ‘sedan approaching rapidly toward the entrance of the lot. I yelled out to to stop. The waming was too late and almost simultaneously the vehicle recklessly drove out of the lot at a high ratg of entrance lane as an exit. The passenger side of the vehicle struct causing him to roll along the side of the vehicle, fall to the ground and causing minor injury. The vehicle continued to flee away from the lot eastbound on 19 Street. | gave a single verbal command for the vehicle to stop. The driver of the vehicle did not comply. The windows of the vehicle were open so there is a possibility that the driver would have been able to hear me. A supervisor command vehicle was at the entrance of the lot and followed the suspect vehicle. I checked on [ENE no stated _he was okay but remained on the ground on his hands and knees. During the collisior le to hold onto his duty pistol and it was thrown from his hat firmed he was okay, | continued toward where we initially heard the gunfire. ‘Atsome point | had made my way back to the North Lot where | met wi Sgt. Price and Officer Nash. I gave my contact information to Sgt. Price as | was witness to the collision. This incident was captured on my BWC, which has been marked with a time stamp of the incident. Nash SUBJECT: 19" Street North Lot Shooting On March 26, 2020 at approximately 2335 hours I responded to the 200 block of 20" Street to assist the Oceanfront Units with a shooting scene that occurred at approximately 2322 hours. | made contact with Sergeant J. Vitale who instructed me to attempt to locate any possible witnesses. As | walked back towards the crowd, Sergeant D. Fogarty handed me small cones and instructed me to use the cones to mark empty shell casings from the shooting left on the north sidewalk at the intersection of 20" Street and Atlantic Avenue. Officer B. Morgan and | quickly ran out of cones as more and more casings were located. | remained on scene in the 200 block of 20" Street holding perimeter and assisted a VBEMS ambulance out of the area until | heard the gunshots from the 19° ‘Street North Lot at approximately 2348 hours. Officer A. Crandall and | stepped behind a marked police Tahoe and identified that the gunshots were coming from the 19° Street North Lot. We both used the power box to bound across the street as distant shots were still heard. As | approached the lot, | could tell the shots were from the south side of the lot. | looked into the lot as the sound of gunshots stopped and entered the lot through the northeast pedestrian entrance. | began using vehicles as cover to make my way across the parking lot. | reached the area of the vehicle entrance/exit near the small toll booth. A white four door Hyundai bearing Virginia tag UFF5905 exited out of the entrance as | heard hin ne to stop. The vehicle did not stop or yield and instead struck with the front right side of the vehicle, causing him to be thrown off his feet and onto the ground. The vehicle fled out of the lot and tumed left, driving on the sidewalk around a crash between a black Audi SUV and a white Mustang with a camo wrap on it. These vehicles were both disabled in the 300 block of 19% ‘Street where the crash occurred. | notified units by radio that the vehicle needed to be stopped after striking an officer and fleeing. | saw Serge cial” pursuit of the vehicle in his marked Crash Team truck. | retumed to check on him jim remain seated as he was clearly disoriented. Sergeant Fogarty foun: yun in the street and retumed it to his holster. | briefly checked him for an} leformities and forced him to remain seated while | kept cover and three more gunshots were heard towards the intersection of 20" Street and Pacific Ave. After a few minutes stood up and insisted on finding work to do. Lieutens iit and another officer were directing cars out of the lot West onto 19" Street. and | walked towards where Officers Taylor, Cordingley, and Bushman had maltple males detained. (IMMIERIEEMsined with them and stood by with one of the detained males. | swept the lot to check for and injured persons, guns in vehicles, or bullet holes in vehicles. | did not locate anything of interest in the East side of the lot and returned to the front entrance where Lieutenant C. Brandt was directing cars out of the lot West onto 19" Street. A male walked towards me and pointed out a vehicle with two bullet holes in the passenger side of the vehicle as it was leaving the lot. He showed me where the vehicle was parked and | located another vehicle with multiple bullet holes, a dark older model Honda bearing Virginia tag UMR2089. Upon inspection of the vehicle and the area surrounding it, | located multiple empty shell casings of mainly a smaller caliber and a couple that were slightly larger. Looking at the location of the casings and the bullet holes in the vehicle, it appeared the shots were aimed towards the southeast, where the crashed vehicles remained in the road. | notified dispatch of what I could as a K8 unit was calling for units to assist them with detaining a potential suspect. The male that drove the black Honda into the lot showed up attempting to leave. | notified him the vehicle was shot causing him to be unhappy and a He called his girifriend, the own, " told me her name was with a cell phone number of I spoke to Sergeant Price about the vehicle that struck [III While 1 was walking back to the casings | located earlier, | also noted an orange sedan with a bullet hole in a window. I stood by with my casings until relieved by another officer. This was all captured on my BWC attached to IBR 2021-009312. | deactivated my BWC as | located a restroom to use. | reactivated my BWC as | re-entered the marked off crime scene area. Sergeant Filippone had me walk with an employee from Nightmare Mansion to retrieve a key from one of the parking attendants in the lot behind the business. He pointed out where he had cameras around the building and said he was working on getting all the footage we needed. | then deactivated my BWC as | remained on scene. | did not receive any further instructions within the scene and only remained on perimeter in the 19" Street South Lot untl instructed otherwise. Price SUBJECT: Oceanfront Incident March 26, 2021 At approximately midnight | was traveling east on 17 at Artic Ave when I heard a lot of gunfire from the 19" St parking lots. | responded to the area, stopping in the 300 block of 19" St, just west of two vehicles crashed in the roadway. was exiting my vehicle when | heard an officer shout “Those are the shooting suspects’. | then observed a white Hyundai 4 door (VA tag # UFF5905) exiting the north 19" St lot through the entrance. It was traveling at a high rate of speed and hit a pole on the way out (I was informed by Officer Rachel Nash that it also hit a pedestrian police officer, but | did not see that). The vehicle traveled out of the lot and tumed eastbound on 19" St. The roadway was blocked by the wrecked vehicle's, but it drove over the south roadway curb and continued eastbound. | pursued the vehicle with lights and sirens as it traveled east on 19", south ‘on Pacific Ave and then west on 18" St. It was clear to me that the driver was attempted to elude me, due to his speed and abrupt lane changes as he was attempting to get around other traffic. The driver (later identified as Malik Kearney of 110 Hamlet La #101, Hampton, VA, DOB 02-21-96) accelerated westbound but halfway down the block came to a sudden stop. I conducted a felony stop on the vehicle along with Officer Bertram and 2 other (unknown) officers. They were taken into custody without incident. We detained 3 people from the Vehicle. | do not know the identity of the 2 passengers, but they were field interviewed by another officer at the direction of Detective Jerry. The driver was arrested for DUI, eluding and felony hit and run by Officer Bertram. | assigned MPO Dolida to work the hit and run crash involving the pedestrian police officer. He seized the vehicle and had it towed to the city impound lot. Later | was informed that while MPO Dolida conducted an inventory search of the vehicle he located a shell casing inside the vehicle. Officer Bertram also informed me that Mr. Kearmey ‘admitted fo shooting a gun during this incident. When | arrived on ee RE 21! parked on 19" street j and Atlantic. We were asked by officers on scene to help direct traffic. ind myself took post at 19" and Pacific. We began to flush traffic south. Shortly after, we heard numerous gunshots coming for the parking lot behind us at the northwest comer. Immediately, | ran towards the parking lot at 19 and Pacific. As soon as | tumed around, | saw two vehicles that had crashed into each other. One was a black SUV and the second was a white and black sports car. It did not look like the SUV had anyone in the vehicle and there was a white male sitting in the driver seat of the sports car. 1 took cover behind a vehicle parked on 19" street and continued to make my approach to made my way to the line of bushes on the east side of the parking lo to approach the guard shack at the entrance of the parking lot. then saw a venicle try to exit the parking lot very quickly. Officers stopped the vehicle and a white car sped around the vehicle. The white car went out the entrance side of the parking lot and, attempted to stop the vehicle. The vehicle then impacted fand he rolled off the front of the car. The white car then tumed left out of the parking lot towards me. The vehicle had to swerve around the two vehicles that were in the crash. The vehicle went up on the side walk and around the. vehicles. | attempted to get close enough to get a tag off the vehicle and call out a description but | was unable to. Immediately after, a Police Crash Team Truck pulled behind the vehicle. | pointed the vehicle out to them and they followed in line behind the car. The car then tumed ci headed south. | then tumed back towards the guard shack and sa to stand up and immediately sat back down on the curb. There were numerous officers around him at this time and someone was able to call out that he was hit.
