SPECIFICATION FOR PAINTING OF A/G TANKS

1. GENERAL

These technical specifications shall be applicable for the work covered by this
contract, over and above and without prejudice to the various codes of practice,
standard specifications etc. The contractor shall carry out the work in all
respects with the best quality of materials and workmanship and in accordance
with the best engineering practice and instructions of Site-in -charge. Whenever
it is stated in the specification that a specific material is to be supplied or a
specific work is to be done, it shall be deemed that the same shall be supplied or
carried out by the contractor at his own cost.

In respect of labour and other personnel directly or indirectly employed in the


work, the contractor shall arrange for all safety provisions as stipulated by
company from time to time. Should there be any injury resulting in death or not
or loss/or damage due to fire to any property thereof occurred as a result of
failure to comply with such safety regulations, the contractor shall be held
responsible for the consequences thereof and shall keep the company harmless
and indemnified.

2. SCOPE

Scope of work covered in the specification shall include, without being limited to
the following: -

 surface preparation

 Supply of all primers, paints and all other materials/equipments required for
painting and proper application as per specifications and as specified by
paint manufactures.

 Ensure all safety precautions as stipulated by Company from time to time.

3. DOCUMENTS

The contractor shall perform the work in accordance with the following
documents issued to him for execution of work.

 Schedule of quantities

 Painting specifications including special civil defence requirements for


camouflaging.
4. CODES AND STANDARDS

4.1 Surface preparation

Swedish standard Institution - SIS 05 5900-1967 shall be followed for surface


preparation.

This standard contains photographs of the various standards on four different


degrees of rusted steel and as such is preferable for inspection purpose by
Site-in-charge. The contractor shall arrange at his own cost to keep the latest
edition of above standard at site.

4.2 Paint Manufacturer’s Instructions

The paint manufacturer’s instructions shall be followed as far as practicable at


all times. Particular attention shall be paid to the following: -

 Proper storage to avoid exposure as well as extremes of temperature.

 Surface preparation prior to painting

 Mixing and thinning

 Application of paints and recommended limit on time intervals between coats

5. EQUIPMENTS

All tools, brushes, rollers, spray guns, blast material, hand tools and equpments,
scaffolding materials, blasting equipments and air compressors etc. required to
be used shall be suitable for the work and all in good order and shall be
arranged by the contractor in sufficient quantity.

Mechanical mixing shall be used for paint mixing operation in case of two pack
systems except that the site-in-charge may allow the hand mixing of small
quantities at his discretion.

6. SURFACE PREPARATION

Surface preparation shall commence only after the removal of water used for
testing/calibration has been completed. The internal surface of the tank shall be
thoroughly dried after withdrawal of water and sprayed with fresh sweet water if
seawater has been used for testing.
Adhesion of the paint film to the surface depends largely on the degree of
cleanliness of the metal surface. Proper surface preparation is essential for the
success of any protective coating system. THE PERFORMANCE OF THE
PAINT SYSTEM IS DIRECTLY RELATED TO THE LEVEL OF SURFACE
PREPARATION ADOPTED PRIOR TO PAINTING.

Rust left on the surface will loosen the coating whereas millscale, if not
completely removed, will accelerate corrosion. The most expensive and
technologically advanced coating system will fail if the surface is not prepared
properly. In order to achieve maximum durability, one or more of the following
methods of surface preparation as specified shall be followed: -

 Manual or hand tool cleaning


 Mechanical or power tool cleaning
 Blast cleaning

Oil, grease and all other contaminants etc. shall be removed by use aromatic
solvents or degreasing solutions prior to surface cleaning. Mill scale, rust and
foreign matters shall be removed fully to ensure that a clean and dry surface is
obtained. Contaminants are to be removed by wiping the surface with rags
soaked in the solvent followed by wiping dry with clean rags.

The minimum acceptable standard for surface preparation shall be us under: -

Manual or hand tool cleaning - St 2 of Swedish standard SIS 05-5900:1967


Mechanical or power tool cleaning – ST2/St 3 of Swedish standard SIS 05-
5900:1967
Blast cleaning - SA2.5 of Swedish standard SIS 05-5900:1967,Blast profile not
to exceed 65 microns.

Blast cleaning shall not be performed where dust can contaminate the surfaces
undergoing such cleaning or during humid weather conditions having humidity
exceeding 85%.

After surface preparation the first coat of primer shall be applied within 4 hours
of cleaning the surface.

Proper application of protective coatings is an important criterion in giving the


paint system its required life. In general during unfavourable weather conditions,
blasting and painting operation shall be avoided as far as practicable.

6.1 Blast cleaning

The surfaces shall be blast cleaned using abrasives such as chilled iron grits
under high pressure, say at a pressure of 7 kg/cm2 at appropriate distance and
angle depending on nozzle size maintaining constant velocity and pressure. The
abrasives shall be in the form of grit of size 1 to 1.5 mm. The compressed air
shall be free from moisture and oil. On completion of blasting operation, the
surface shall be clean and free from any scale or rust and must show a grey
white metallic lustre. Surface profile shall be uniform not exceeding 65 microns
to provide good key to paint .

In case of existing paint, compatibility between finishing coats and new selected
paints should be ascertained before application.

7. PAINTING SCHEME

Painting scheme shall be as given in Annexure I. BPCL Emblem/Product


identification band etc. shall be done as per standards. Orientation of emblem
may be decided keeping in mind maximum visibility.

8. PAINT MATERIALS

Contractor shall obtain from the paint manufacturer the characteristics of all
paints indicating the suitability for the required service conditions and furnish the
same to the owner. Primer and finish paints shall be of first class quality as given
below and shall be procured from the recommended paint manufacturers as
given in Annexure II.

8.1 PRIMER

10. STORAGE

All paints and painting materials shall be stored only in rooms to be provided by
contractor and approved by site-in-charge for this purpose. All necessary
precautions shall be taken to prevent fire. A signboard bearing the words ‘PAINT
STORAGE-NO NAKED LIGHT-HIGHLY INFLAMMABLE’ shall be displayed
outside. Paint is a perishable material and therefore should be stored in a well-
ventilated room, free from excessive heat or direct rays of the sun.

Open-air storage should be avoided as direct heat from the sun causes serious
deterioration, particularly of heavy paints such as primers and undercoats. Paint
should never be stored in open containers, even for a short time.

Paint manufacturer’s instructions on maximum storage life shall be strictly


adhered to. No attempt should be made to use paint in which the pigment has
set to a hard mass that cannot be re-incorporated by correct mixing.

11. PREPARATION FOR USE

A good paint may be completely spoilt by incorrect preparation before use. The
paints shall be sufficiently stirred before use as recommended by the
manufacturer.

Thinner used shall be as specified by the paint manufacturer. Excessive thinning


of paints results in early failure and poor appearance and therefore shall be
avoided. Maximum thinner quantity to be used under normal circumstances
should be restricted to 10%.

12. APPLICATION

Surfaces to which paint is applied should be clean and dry. The coating should
not be exposed to rain or frost before it is dry. In general, paint should not be
applied if the prevailing temperature is below 5o C nor should there be any
moisture or frost on the surface to be painted. Irrespective of the method of
surface preparation, the first coat of primer must be applied immediately and in
any case within 4 hours of cleaning the surface. However, at times of
unfavourable weather conditions, the site-in-charge shall have liberty to control
the time period, at his discretion and/or to insist on recleaning as may be
required before primer application is taken up.

The paint shall be applied by spray (Conventional / Airless), roller or brush as


specified by the Manufacturer. The paint should be applied evenly to produce a
smooth film of the required uniform coating thickness. The primer should be
worked by brush application to cover effectively the crevices, corners, sharp
edges, welds etc. as these are the first points of failure. If the primer paint is
applied by brush, the avoidance of brush marks is very essential. While applying
paint by conventional/airless spray the atmospheric pressure,tip size and tip
spray etc should be as per standard specifications of paint suppliers.

The shades of successive coats shall be slightly different in colour to ensure


application of individual coats. The thickness of each coat and complete
coverage should be checked as per provisions of this specification. This should
be approved by site-in-charge before application of successive coats.

The contractor shall provide comparators and standard thickness measurement


instruments like elcometer etc. with appropriate ranges for measuring dry film
thickness of each coat.

The paint manufacturer must provide the expert technical service at site as and
when required to check the quality of work, DFT etc. at various stages of
painting. The service should be free of cost and without any obligation to the
owner, as it would be in the interest of the manufacturer to ensure that both
surface preparation and application are carried out as per their
recommendations.

13. INSPECTION AND TESTING

All painting materials including primers and thinners brought to site by contractor
for application shall be procured directly from manufacturers as per
specifications from reputed recommended brands and shall be accompanied by
manufacturer’s test certificates. Paint formulations without certificates are not
acceptable.

Site-in-charge at his discretion, may call for tests for quality and composition of
paint. Contractors shall arrange to carry out such tests including batchwise tests
of wet paints for physical and chemical analysis. All costs for it shall be borne by
the contractor.

The painting work shall be subject to inspection by site-in-charge at all times. In


particular, following stagewise inspection will be performed and contractor shall
offer the work for inspection and approval of every stage before proceeding with
the next stage. The record of inspection shall be maintained in registers. Stages
of inspection are as follows: -

 Surface preparation
 Each coat of primer application
 Each coat of paint.

All defects noticed during various stages of inspection shall be rectified by the
contractor to the entire satisfaction of site-in-charge before proceeding further.
Irrespective of the inspection, repair and approval at intermediate stages of
work, contractor shall be responsible for making good any defects found during
final inspection/guarantee period/defect liability period. DFT shall be checked
and recorded after application of each coat of paint and extra coat of paint shall
be applied to make up the DFT specified without any extra cost to owner.

Final inspection shall include measurement of Dry film thickness, check of finish
and workmanship. The thickness should be measured at as many
points/locations as decided by the Site-in-charge and shall be within + 10% of
the total DFT specified.

14. GUARANTEE

The contractor shall guarantee that the chemical and physical properties of paint
materials used are in accordance with specifications contained herein.

Any defects that occur during the expected life for the paint system either due to
improper paint materials used or due to faulty application shall be rectified by the
contractor at no extra cost to the owner.

The guarantee for 72 months in the required format (enclosed) for the tank
painting system for coastal/corrosive/industrial locations shall be submitted by
the contractor either prior to taking up the painting job or after the completion of
painting job subject to release of payment only after the submission of this
guarantee.

15. PAYMENT TERMS

Payment terms shall be as given under.

1. After surface cleaning and application of one

MAINTENANCE PAINTING FOR POLYURETHANE SYSTEM FOR COASTAL/
CORROSIVE INDUSTRIAL LOCATIONS

1. SURFACE PREPARATION

Use mechanical tools, wire brushes, emery, chipping tools to remove loose rust,
loosely bound old/aged coatings and dust off. Firmly adherent coatings need not
be removed but only be roughened.

2. PRIMER

Apply one coat of self-priming surface tolerant High Build Epoxy (Berger
Protectomastic or equivalent) at 100 microns by brush or spray.

3. FINISH PAINT

 Apply one coat of High Build polyamide cured Epoxy (Epilux 89 of Berger
Paints or equivalent) at 75 microns (This is optional depending on the
requirement)

 Apply two coats of acrylic, aliphatic Polyurethane (Bergerthane of Berger


Paints or equivalent) by brush or spray at 30 microns each.

the “Guarantors” (which expression shall mean and include, if the context so
admits, the partners or partner for time being of the firms & their or their

M/s. BHARAT PETROLEUM CORPORATION LTD, having its registered office


at Bharat Bhavan, 4&6,Currimbhoy Road, Ballard Estate, Mumbai-400001,
hereafter called the “OWNER”(which expression shall include its administrators,
successors and assigns in Law).

Whereas the “OWNER” desirous of having executed painting works specified in


the Agreement No.------dated---- issued by the “OWNER” on the successful
tenderer who had participated in the tender No-----invited by the “OWNER” and
opened on---- has caused drawings specifications and bill of quantities showing
and describing the work to be done and the same have been signed on behalf of
the successful tenderer.

WHEREAS the successful tenderer have agreed with the “OWNER” to execute
and perform the said work specified in the work order upon terms and conditions
provided in the Agreement executed.

‘AND WHERE AS the paint manufacturer has fully acquainted himself and
understood all the terms and conditions attaching to the agreement entered into
between the ‘OWNER’ and successful tenderer regarding execution and
performance of the works specified in the Agreement aforementioned”.
IT IS, THEREFORE, THE INTENT OF THIS INDEMNITY BOND BY THE
“GUARANTORS” jointly and severally to indemnify and keep indemnified the
“owner” as stated hereinafter:

1.0 Frame work and purpose of this contract

This contract defines what constitutes a defect in the coating system and what
are the rights, obligations and liabilities of the parties in case of defect.

2.0 The Guarantee

a) The “GUARANTORS” hereby confirm having carefully examined the coating


system supplied by the “OWNER” in the tender document. Considering all
technical aspects & climatic conditions prevailing at the location, the
“GUARANTORS” confirm that specified coating system are fully suitable for
the desired services on mild steel vertical oil storage tanks, steel structures
and steel pipelines etc. at the location.

b) The “CONTRACTOR” hereby confirms that they will ensure thorough


surface preparation as per specified Swedish Standards so as to have
desired surface profile before application of paint system on the steel
surface.

c) The “GUARANTORS” hereby agree to provide all latest codes, SSPC


guidelines for painting, providing surface profile comparators, wet & dry film
thickness measuring gadgets and other painting inspection kits for
inspection by “OWNER” conforming to latest SSPC guidelines for painting
inspection.

d) The “CONTRACTOR” hereby confirm to provide Dry Film Thickness (DFT)


of paint specified for every coat .If, actual DFT of a particular coat is beyond
the permissible limits of acceptance of variation in DFT, the
“CONTRACTOR” undertake to blast the painted surface again and apply
paint system so as to achieve the specified DFT for every coat.

e) The “GUARANTORS” hereby confirm that the coating system will be free
from the defects i.e. chalking, cracking, alligatoring, flaking, peeling
delamination, rusting, blistering, wrinkling, edge failure and failure around
welds etc. during the Guarantee period of the coating system.The
Guarantors guarantee the performance of the coating system during the
Guarantee period.
f) “Performance” means that there will be no defective areas of the coating
system during the Guarantee period.

g) The “GUARANTORS” hereby agree that guarantee period of coating


system will commence on the completion of work as detailed in the
Agreement No.-------dated ----. It expires 72(SEVENTY-TWO) months after
commencement of guarantee period. However, the “OWNER’ agrees that
guarantee period shall not be extended by any repairs or repainting made
during this guarantee period.
h) “Defective Areas” mean an area or areas where spontaneous visible
corrosion has broken the paint film to a degree exceeding Rust grade
No.6(1% or more of the area painted) of SSPC Visual Standard No.2 (Guide
to Standard method of evaluating Degree of rusting on painted steel
surfaces), within the Guarantee period and or where softening of paint and
or peeling of paint is noticed. Irrespective of the paint in other respects,
such as but not limited to staining, loss of gloss on an area is not
considered defective when corrosion activity is rust grade No.6 or less
during the said Guarantee period :

i) The contractor hereby confirms that in case of premature paint failure


attributable to the quality of the paint, this Guarantee covers that the
Guarantor(2) will supply paint free of cost and Guarantor(1) will
repaint/rectify free of cost for those areas (defective) where premature
paint failure has been accepted and is attributable to the quality of paint
and or workmanship.

3.0 EXCLUSIONS/Force Majure

The “GUARANTORS” shall have no liability under this contract for the following:

a) Deterioration and damage to the painting system not caused by wear and
tear but by Welding or other heating, Mechanical action, Fire, Explosion,
unusual action of the elements or any other occurrence outside the
Guarantors control, and loss or damage which is a consequence of the
aforementioned excluded causes and occurrences.

b) Coating areas on which repair or other works have been performed by the
“owner” after commencement of painting.

c) Deterioration of coating system caused by physical abuse such as on


walkways, handrails, ladders etc.
d) The contractor’s obligations are automatically waived off and void if coating
system are affected as consequences of strike, war, invasion, acts of
terrorism, or foreign enemies, hostilities, civil war, rebellion, insurrection,
military or usurped power, confiscation or Nationalisation or requisition or
destruction of or damage to property by or under the order of any Govt or
authority and to the extent that loss or damage is directly or indirectly
caused by such circumstances or natural catastrophe.
