3.6. Dune Sand

Dune Sand is wind‐deposited sand consisting of relatively single‐sized particles


generally passing the No. 16 sieve (1.18 mm) and usually containing less than
10% soil particles passing the No. 200 sieve (0.074 mm).

3.7. Marl

Marl is a wide variety of calcareous soil materials found in Saudi Arabia which may
vary from clay to gravel sizes and often include cobble and boulder sized pieces.

3.8. Rocks

Rocks have various hardness and engineering properties. "Rock" may refer to
anything from boulder‐size individual pieces to hard, intact bedrock. See
section
7.5 for classification of rock by excavation method.

3.9. SABKHA

SABKHA is a saline (generally coastal) deposit generally consisting of saturated,


loose silty sand and possibly clay.

4. RESPONSIBLITIES

4.1. Construction Manager [CM]

The Construction Manager will oversee construction activities assisted by Project


Engineers, Site engineers, Assn. Engineers, Junior Engineers and Supervisors,
who will execute and supervise each work. The basic functions of the
Construction Manager and his team of engineers and support staff include:

- Supporting the Site Manager in Project Management activities


- Construction Management
- Coordination and supervision of Subcontractors ‐
Entire Construction Activities assigned to them. –
Implementationof environmental protection
measures

4.2. Quality Control Manager[QCM]

Establish, maintain, and implement the approved Project Quality Plan and Overall
responsible in quality for all construction activities including materials
receiving as to the applicable codes and standards and control the quality
control personnel’s inspection activities to ensure compliance with the quality
requirement.

4.3. Quality Control Supervisor[QCS]

Implement the Project Quality Plan to the project and direct responsible in quality and
establish the ITP, manage the inspection of the work, and review the activity of the Quality Control
Inspector. All field quality control document and inspection records as to the requirement of Quality
shall be prepared, maintained, and submit to QCM

4.4. Quality Control Inspector [QCI]

Responsible in quality control of the work providing that physical inspection in


routine for every stage of the activities as to the codes and standards and

procedures and deliver the technical advice to the construction team to keeping
the quality requirement. All the inspection activity shall record as per the
designated checklist submit to QCS and raise the RFI as upon satisfaction of the
inspection result guided by QCS/QCM

4.5. Safety Officer

Ensure all work permits are available prior to commencement of any work
as per (CLIENT) Work Permit System. Check personnel’s compliance
with safety requirements, such as wearing Personnel Protection
Equipment (PPE). Check work areas for any unsafe conditions. Liaise
with Field Supervisors and Foremen that work is carried out in
accordance with Project Safety Plan / Procedure.

5. EXECUTION ORGANIZATION

5.1. Equipment and Manpower

The capacity of the below mentioned equipment and manpower shall be mobilized
in accordance with site conditions and requirements. Below listed equipment
will be the principal.

6. WORK PROCEDURE

6.1. Site Preparation Works

6.1.1 SURVEY AND SETTINGOUT

The surveying coordinates system, horizontal and vertical datum, Datum


Transformation to the work shall be in accordance (CLIENT) standard.
The referenced peg or temporary benchmarks shall report the data to the Company
for approval and all Setting out of the Site Preparation area shall be approved
before the work may commence.

The applicable tolerances of Earthwork shall be.

a) Earthworks: ±2.5cm
b) Formation Level: ±2.5cm
c) Subgrade Material: ±2.5cm

6.1.2 Cleaning &Grubbing


Clearing and grubbing shall consist of the removal and disposal of all trees, stumps,
roots, logs, shrubs, grass, weeds, fallen timber and other surface litter,
wherever they occur within the right‐of‐way and within such other areas as
directed and staked out by (CLIENT) .

- Clearing and grubbing inclusive of backfilling holes and trenches

6.1.3 Excavation / Temporary Works

All excavations or trench works require a Temporary Works solution to ensure


stability and will be designed by a competent individual. The Temporary Works
solution must take into account the Site Investigation report and any supplementary
ground condition reports.

Excavations and trenches where there are no surcharge loadings (from vehicles or spoil
etc.) or adjacent buildings.

Depth of up to 1 meter:

 Consideration given by a Competent Person to ground conditions and weather. As


a minimum the design will be a hand drawn sketch on the Daily Task Brief or
Method Statement and explained to the workers undertaking the work.

Depth of between 1 and 2 meters

 Consideration given by a Competent Person to the ground conditions, weather.

The edges will be supported by either;

 Proprietary trench box (which the manufacturers guidance book will form the
design
 Designed trench supports (with calculations and a drawing showing how this will
support the excavation or trench and the position of the props)
 Edges of the excavation angled and battered to the correct angle for the depth of
the excavation (the record of design can be a sketch by a competent person with
the angle ratio detailed)

 Stepped and benched, this is the least preferred option and is not permitted in clay
soil areas (the height of each step must be documented in the daily task brief).

Beyond 2 meters, surcharged excavations or adjacent buildings.

 Assessed and designed by a competent Temporary Works Engineer. (Design will


be submitted to WSP two weeks in advance of works for review)

6.2 Embankment

The embankment usually refers to an earthen structure that is used to raise up


above the elevation of the surrounding area where to be received Road
Structure or Structure Foundation.

(a) Embankment

All debris, unsuitable material and vegetable matter shall be removed


from the surface upon which the embankment is to be placed and the
clearedsurface shall be completely broken up by plugging, scarifying, or
stepping to a minimum depth of 30cm.

(b) Fill material shall be placed in lifts not exceeding 600 mm in loose
depth. Fill materials shall be placed in lifts not exceeding 100 mm in
loose depth for hand‐ operated compaction. Other lift thicknesses may
be approved by the (Client) based on the proposal of ‘Field Trial’ using
the intended compaction equipment.

(c) For foundation for asphalt and concrete pavement subgrades, fill shall
be compacted to 95% relative density for cohesion‐less soils or 95%
of the maximum density as determined by ASTM D1557 for cohesive
materials.

(d) The moisture content of the material being compacted shall be within
± 2% of the optimum moisture content for subgrades and backfill materials. as
determined by ASTM D1557. However, for cohesion‐less free draining soils
when ASTM D4253/ASTM D4254 is the appropriate test procedures, there is no
applicable optimum moisture content

6.3 Excavation

 Mechanically or manually finalize the excavation and soil removal.


 Properly barricade the excavation area to keep vehicles, equipment,machinery
and workforce away from the excavation

 Make appropriate arrangements for lighting.


 Examine and observe the arrangements with a skilled person prior startof excavation
activity
 Carryout the manual excavation activity until exposure to underground services
and installations.
 Allow mechanical excavation only after exposure to undergroundservices and
installations.
 Make appropriate safe and secure access & egress arrangements for workers,
equipment, tools and machinery at least from two sides
 Excavation and its closed surrounding areas should be kept free from water. Water
in an excavation can weaken the surfaces of the excavation. Use the dewatering
system whenever water accumulates. If needed, put necessary shoring to protect
workforce working.
 Conduct the balance excavation with machinery, for example,excavators.

6.3.1 General Excavation Safety Hazards

 Soil muddy condition

 Becoming sidewalls unstable due to water content excessive rainfall

 Vibrations from nearby heavy machinery such as railroad and blasting

 The overload force by adjacent buildings

6.3.2 Excavation Safety Checklists

7. QUALITYREQUIREMENT

7.1 Quality Control Management

The quality control of the Work shall be implemented as per the approved Project
Quality Control Plan and the quality control personnel shall be assigned satisfy
to the Industry/(Client) standard.

7.2 Inspection & Testing Plan (ITP) (to be submitted separately)

The QC Inspectors of (Contractor and Client) Representative shall carry out the
necessary tests and inspections in various stages of the earthworks. Inspection
shallbe based on approved ITP or as stated on the latest IFC drawing. Daily
Inspections must be carried out and recorded.

Acceptance testing of in‐place density and moisture content (Nuclear Gauge to be


used for FDT) on compacted fill will be performed at the following minimum
rates: Morefrequent tests may be conducted at the discretion of the (Client) /
PMC representative.

1) Under all foundation‐one test every 90m2 or less of each lift


2) Under area paving‐one test every 180m2 or less of each lift
3) Road base and sub‐base‐one test every 180m2 or less of each lift
4) General fill‐one test every 460m2 or less of each lift
5) Sampling of fill materials shall be taken one (1) every 3000m3
stockpile and send to Third Party Testing laboratory for test.

6) Fill Material graduation requirements shall comply with


(CLIENT) standard

7.3 Quality Requirement

8. SAFETY, HEALTH ANDENVIRONMENTAL PROTECTION

8.1 Safety Plan

Accordingly, this Method Statement is applicable to all divisions which include


in project organization performing safety/environment‐related works at the
business‐ performing stages, such as construction execution in relation to plant
projects (Steel plants, industrial plants, and environmental and energy
facilities), civil and environmental projects (Highway, tunnels, bridges, ports,
site preparation.

8.1.1. Safety Staff and Workmen


To reduce the risks to the health and safety of staff and workmen during the
construction works, the following are some of, but not limited to, the methods
by which the health and safety of staff and workmen can be protected:

(a) All access routes in and around the site should be properly
constructed and carefully planned with route identifiers and traffic
control measures such as speed limit, speed humps, flagman and
safety signage to guide drivers.
(b) All personnel shall receive and wear appropriate clothing and
Personal Protective Equipment to protect them at site.
(c) All personnel shall receive Induction, Job Specific Training,
Competencyand Refresher trainings before he is deployed at site to
do work.
(d) All personnel shall be properly and regularly briefed on all emergency
procedures, with particular emphasis placed on those procedures
applicable to their area of work.
(e) All working platforms, especially those used in work at heights of more than
1.8 meters (6ft.) shall be regularly inspected and scaffolding with
scaffolding tags.
(f) The sides of excavations more than 1.2 m (4ft.) shall have a valid
excavation and confined space entry permit with protective measures
such as but not limited to shoring, timbering and benching whichever
maybe applicable.
(g) All areas involving hazardous work shall be isolated by barricade and
adequate signage to warn workers of the presence of hazard/s. (h) All
operatives using plant, tools
(h) and equipment shall be properly trained and certified by 3rd party
certification body to ensure working safely.
(i) Access to areas of hazardous work will be strictly controlled by means of

a “Permit to Work” system and all operatives required to work in these


areas shall be proficient in their respective trades, healthy and cognizant
on all safety aspects of work.
(j) The requirements for working at confined space shall all be meet as
per the CSE Permit such as proper illumination, emergency
equipment’s, trained standby man, gas test etc.,
(k) All collective basins where water accumulates shall be treated with
appropriate means to prevent mosquitoes from co‐habiting and
breeding.
(l) Welfare facilities such as drinking water, eating, resting, and toilet
facilities shall be provided at site for personnel.
(m) Trained First Aiders and First Aid kits will be provided at site in cases
of Emergency. Vehicle dedicated for such purpose will be kept on
standby atsite to bring to hospital.

8.1.2 Traffic Management Plan

A Traffic Management Plan (TMP) provides for the allocation of


traffic control and information measures in response to a specific, pre‐
defined traffic scenario – such as the management of peak holiday traffic or
the closure of strategic route because of bad weather, maintenance, or a
serious road accident. The objective is to anticipate the arrangements for
controlling and guiding traffic flows in real‐time and for informing road‐
users about the traffic situation in a consistent and timely way

8.1.3 Maintenance
Planned preventative maintenance will be undertaken on all plant and equipment
as per the (Contractor) Maintenance Schedule. Any defective plant and equipment
identified during the operators pre use inspection shall be isolated in the plant
quarantine area and repaired or removed from site.
8.1.4 Public Safety

This procedure outlined the site‐specific Public Safety Management wherein


(CONTRACTOR) and all its Subcontractors and Visitors must follow/and or
adhere accordingly to prevent incident for the entire project as stipulated in
this procedure.

1. Transporting of Workers from Camps to Site area.

- Worker’s transportation

Workers are to be transported from camp to workplace using


scheduled and coordinated bus services and routings, which will be
arranged to facilitate personnel travel to and from work. A nominal
start time is 07:00to 18:00 allowing for 1‐hour lunch break and the
10‐hour working day.

Note: Timing to change subject on site situation:

- Daily Inspection of Vehicles from Camp to Site and Vice Versa

➢ Random (Contractor) Checking:


Target volume/number of service vehicles/buses to be (Contractor)
checkedranging from 5%‐10%.
System of Random (Contractor) checking will be the discretion of
(Contractor)Management depending on the actual situation.
➢ Ocular (Contractor) Checking:
This shall be conducted to all service vehicles/buses.

- Dispatch timing service vehicles/buses. (Contractor) will establish a


system to smoothly organize the manner ofdispatching service
vehicles/buses leaving the camps

2. Security Plan

Security procedures shall be observed to control all Visitors/Deliveries


coming in and out of Site premises. Visitors/Deliveries shall follow/and
or adhere accordingly to security (Contractor) check procedures to
prevent breachof security procedures.

‐ Transporting of Construction

Material/Machines/Equipment‐ outside

Worksite Site to Laydown Area

(Contractor) will strictly comply with the Saudi Ministry of Transport


(MOT) trafficrules & regulations and applicable/relevant
regulations on transporting of construction
materials/machines/equipment.

Note: (Contractor) will communicate the road pattern and circulation to


the operation for proper utilization of assigned roads to
prevent trafficIncident.

 Material and Personnel Security

The main means of providing security to personnel and materials during the
construction works is by way of, but not limited, the following methods:
1. Providing fence around the site office, storage, and fabrication, with
each area having a controlled access by means of gates (barriers) and
security guards.
2. Provide suitable lockable site office accommodation for site
staff withinappropriate manned reception area.
3. Provide suitable storage areas and lockable stores with the
implementation of an adequate storekeeping system.
4. Materials not placed in stores will be placed on suitable hard
standings and properly stacked.
5. Firefighting equipment will be placed in the vicinity of storage areas.
6. All areas at site will be properly and adequately illuminated
to preventany security related incidents concerning personnel
at site.

7. Personnel and Material log‐in log‐out system will be implemented


focusingon the real time wherein exact timings will be logged to
monitor movement

 Access Management Systems

Access to and around the site will be controlled by way of, but not limited to, the
following methods:

1. All site Personnel will have a Contractor Identification Card to be issuedto


them prior to their deployment at site.
2. Personnel who do not have a Contractor Identification Card is notallowed to
report for work at site or will be ejected out of site when (Contractor) checked
and lacking.
3. All personnel will pass by the security house for plain view (CONTRACTOR)
checking while their ID card posted in conspicuous spot of their body.
4. Security personnel shall patrol the site regularly for any intruders.

5. All personnel at site are expected to cooperate when being asked by the
Security personnel for security issues that are to be addressed at site.
6. Vehicles entering the site area must have a (CONTRACTOR) sticker for
easy Identification. All vehicles without a sticker will be discarded of entry
andwill stay outside the jobsite.

8.2 Safety Organization

While Health, Safety and Environment issue is a responsibility by everyone,


especially those who are performing the work at site it is the HSE
Department who will administer and advise the Site Management of the
Hazards and proper control measures to be implemented to eliminate or
reduce these hazards as lowas practicable.

SAFETY ORGANIZATION CHART

8.2.1 Safety Responsibilities

(a) Site Manager


Responsible for providing a safe and smooth operation and to give support to
implement an effective safety program.
- To implement all the company’s safety policies and procedures.
- Communicating to subordinates the HSE values of the project.
- Ensuring the HSE performance and accountability of subordinates.
- Visibly demonstrating to the organization that personal commitment
to HSE is a number one priority.
- Review and respond to HSE reports, i.e. incident
investigation, areaobservation / discrepancy, safety
statistical, etc.
- Issue memo of recognition when goals are achieved and memo of
concernwhen goals are missed.
- Visibly participate in HSE
- Programs and Company HSE Committee. Include HSE as part of each
project meeting.
- Include HSE performance when conducting subordinates and staff
performance reviews.
- He must ensure that the logistics at the store is sufficient while project is
ongoing like PPE, safe working tools, welfare facilities, vehicles and other
things that may arise from the operation.

- Provide trainings either from third party or in‐house to do competency


training for the worker to be well informed about their job and the
hazards associated with it.
- He must regularly inspect the site to make sure that the targeted
compliancewith HSE regulations are properly meets if bench
marked.
- He must conduct a regular coordination meeting for all
employees tocoordinate all needed channel for information
from safety department.
- Must be updated with all preventive measures impose in the
site measures impose in the site and augmentation thereof.
(b) Construction Manager

- Responsible for safety and health at the construction site.


- Organize and preside over the safety committee to ensure that the
work isexecuted safely by all personnel.
- To carry out any instruction given by the Director.
- Ensure safety takes precedence over work operations.
- Institute proper reporting, investigating, and costing of injury, damage,
and loss.
- Promote action to prevent recurrence of accidence and initiate
analysis todiscover accident trends.
- To ensure safety compliance of all parties and subcontractors by
adhering to the company’s safety monitoring and control system.

(c) Site Engineers

- Assist the CM in the overall management of the project. Review and


carries outthe directives and strategies of the SM / CM in various phases
of field project operation for the attainment of project HSE targets,
“ZERO INCIDENTS”. The Construction Supervisions (CS) is the first line
of reporting for the craft employees.
- Inspecting the work areas to identify hazards / environmental Impacts.
It is imperative that he must present a Job Hazard Analysis /
Environmental Aspect & Impact Analysis in systematic way to ensure
that hazards / environmental impacts and preventive measures are
communicated to his crew.
- He shall be fully aware of the requirement of the (CONTRACTOR) HSE
Management System / Procedures, COMPANY’s HSE procedures &
standards, CSSP and other relevant Saudi Labor and Workmen Law

- Advice the Site Manager on the measures to be taken in the interests of
safety and health of all persons engaged upon the site.
- Before starting field activities, instruct all site personnel and
subcontractors to follow and comply with approved safety Procedures,
Rules and Regulations.
- Perform a continuous (CONTRACTOR) check to ensure that activities
organized by field supervisors are performed by their workers, or
subcontracts’ workers, in accordance with Safety Procedures, Rules
and Regulations.
- Review with supervisors the detail of major works (lifting of major
equipment, work in hazardous areas) to make sure that all precautions
are taken into consideration to maintain safety.
- Monitor all infringements of Safety Procedures, Rules and Regulations and

workplaces and equipment in a safe condition.

their respective occupations and the precautions necessary to avoid
accidents and injuries.
- Put‐up safety copies issued by Safety section, relating to the protection
of site worker against accidents and injuries to health in prominent
positions.
- Forward report of any defect that they may discover in their respective
workplaces including equipment that may cause danger
- Remedy any defect that may cause damage. Work should cease
immediatelyand only be continued if the defect has been rectified.
- Make sure that all site operatives use all safeguards, safety devices
and other appliances furnished for their protection or for the
protection of others.

8.3 Environment Management

8.3.1. Noise Abatement

The main cause of excessive noise levels can be identified as emanating from construction
vehicles, equipment, and construction activities.
The following are some of, but not limited to, the methods by which noise levels
caneffectively be reduced.

(a) All plant and equipment to be maintained in good mechanical condition.


(b) All plant and equipment shall be fitted with silencing equipment that

complies with local legal requirements or as appropriate.


(c) Hoarding to be used to screen noisy activities.
(d) Restrictions on the working hours for some activities.

(f) Where possible, to use equipment which transmits sound
intermittently as opposed to equipment is transmits sound
regularly.
(g) Where possible, to use bored piles rather than percussive.
(h) Personnel at site working near high sound level equipment and vehicle is
mandated to wear hearing protection such as ear plug, earmuff, or ear canal

8.3.2. Environmental Pollution and Control


The main elements to be affected by environmental pollution are water and air
with the major source of pollution coming from construction vehicles,
equipment, and construction activities.
The following are some of, but not limited to, the methods by which air and water
pollution can be reduced:

(a) All plant and equipment with petrol or diesel engines shall be equipped
with such omission control devices that comply with the local legal
requirementson omission control.
(b) All unwanted waste material and rubbish arising from site operations
shall be collected in bulk bins and regularly be disposed of at approved
dumpsites.
(c) All site effluent and wastewater arising from site operations shall be
disposed of by means of a temporary site drainage system installed
with the necessary grease, silt traps and sedimentation tanks in
accordance with local authority requirements before final discharge.
(d) Where practicable, site haul roads will be hard surfaced to eliminate
dust generation, failing which they will be sprayed with water to
reduce dust.
(e) A paved wash bay shall be provided for washing vehicles before they
leave the site.
Silt traps will be provided before final discharge into suitable outlets.
(f) Protect site stockpiles from wind action by means of covers and water
dampening.
(g) Pay special attention to minimize cement dust at bulk storage sites,
batching plant, weigh hoppers and conveyor belts.

8.3.3. General Public Inconvenience

The following are some of, but not limited to, the methods by which inconvenience
to the public from construction activities can be minimized.

(a) The site or working areas are to be cordoned off, with adequate
hoarding toprevent unauthorized entry and to reduce noise levels.
(b) Adequate steps are to be taken to reduce excessive noise and
vibration levelssuch as by working to restricted hours or by noise
suppression devices.
(c) All footpaths and road diversions are to be properly
constructed, wellsign posted and illuminated.
(d) Adopt procedures to prevent mosquito breeding and the attraction
of vermin and flies.

8.3.4. Work Site Traffic Control and Regulation

One of the main causes of inconvenience to the public emanating from construction
vehicles, equipment and activities can be identified as the disruption of
pedestrian and vehicular traffic.
The following are some of, but not limited to, the methods by which the
inconvenience to the public from traffic disruption can be minimized.

(a) All footpaths and roadways adjacent to the site are to be always
kept in a clean and tidy state.
(b) All temporary roads and footpaths are to be adequately and
properly constructed.
(c) Flagmen must be at the entire working equipment’s
operation from sideward and backward moving vehicles.
Flagmen shall be at 7 to 15 metersaway from the moving
equipment’s. Flagmen / Banks men will be used to control
movement of equipment at intersection, near to traffic road
of busy work area to avoid collision. Our aim however is to
keep all boots of the ground where applicable and possible
to eliminate the possibility of man and machine accidents
from happening.

(d) Trucks shall be covered with sheeting’s at the roof deck top to
prevent from the spoiled materials loaded blown by the wind
while vehicles are inmotioned.
(e) All road and footpath diversions are to be planned well in
advance withadequate notices being given to the public of such
diversions.
(f) All road and footpath diversions are to be clearly illuminated,
sign postedand marked out.
(g) All temporary traffic control devices such as traffic signs, blinking
lights, barriers, lane markings and the like are to be regularly
maintained (or replaced) to ensure safe and smooth pedestrian and
traffic flow.
(h) All temporary pedestrian and road installations are to be
installed,maintained, and operated (where necessary) by
suitably trained personnel.
(i) Vehicle and Pedestrian will have separate ways and safety
signage willbe posted to kept them abreast of safety
instructions at site.

9. SUBMITTALS

The following submittals shall be transmitted to the (Client) Company Representative

Reports including all laboratory and field test logs and comments. Field test reports
shall include density and moisture content test logs indicating location by
coordinates and elevation. Reports shall be submitted on the following:
- Bi‐weekly.
- At earthwork completion: A complete record of all test
logs and comments for permanent project records.
