PARTICULARS
1. Pursuant to the Republic Act (RA) No. 7079, otherwise known as the
Campus Journalism Act of 1991 and its Implementing Rules and
Regulations (IRR) specifically Rule IX of Section 1, and in consonance with
Regional Memorandum No. 1214, s. 2022, SDO I Pangasinan through the
Curriculum Implementation Division, announces the conduct of the Division
Training on Campus Journalism Cum Press Conference with the theme
Makatotohanang Impormasyon, Sandigan ng Mapagpalayang
Pamahayagan on March 2-4, 2023 at Calasiao Comprehensive National High
School, Calasiao, Pangasinan.
2023 RSPC is moved from February 1-3, 2023 to April 22 and 29, 2023 via
digital platform (refer to the attached Regional Memorandum No. 005, s.
2023: Rescheduling of the 2023 Regional Schools Press Conference)
2. The training aims t
a. demonstrate understanding of-_—_journalism through skillful
execution in various platforms (i.e., print, broadcast, online)
b. recognize the role of journalism in advocating for social
consciousness and environmental awareness;
c. promote fair and ethical use of media as tenets of responsible journalism;

4. Public elementary and secondary schools shall conduct inter district/inter
school elimination. Likewise, private schools shall also conduct press
conference in their level. Only winners from this level both from public and
private will be qualified to join the DSPC.

6. Any form of plagiarism in all competitions as proven by the board of judges
shall be ground for disqualification.
7. The guidelines for the conduct of the different competitions as well as the
criteria for judging are enclosed with this Memorandum,
8. A campus journalist may participate in only one event, either individual or
group category.
9. The top five winners in all contest events (except for school paper) shall be
recognized. However, only the top one (1) winner per contest event both
individual and group category shall advance to the regional level.
10.For the school paper, only the top three (3) best school papers per section per
category shall be awarded. Only the accumulated points from individual and
group contests shall be included in the computation of the overall scores
11.All participating schools in the press conferences in all levels are required to
have school paper publications, either in print, PDF or digital format.

13.Learners at the elementary and secondary (both junior and senior high
schools) levels are eligible to join the contests.
14.No registration fee will be collected from the participants. Expenses to cover
the cost of the following shall be charged to 2022 Division HRTD fund:

15.However, meals, snacks, travel and other related expenses of the participants
shall be charged against school MOOE, local funds, Special Education Fund,
School Journalism Fund, whichever is applicable, subject to usual accounting
and auditing rules and regulations. Likewise, the travel and other incidental
expenses of the DTWG during the planning conference/s and during the
actual conduct of the activities shall be charged to their local funds subject to
usual accounting and auditing procedures.
16.Service credits shall be granted to teachers and compensatory time-off (CTO)
to Non-teaching personnel in accordance with DO No. 84, s. 2003, Addendum
to DepEd Order No. 53, s. 2003 entitled “Updated Guidelines on Grant of
Vacation Service Credits to Teachers” and CSC-DBM Joint Circular no. 2, s.

GENERAL GUIDELINES
1. The Individual Writing Contests are designed to showcase the competencies
of campus journalists and promote fair and ethical use of media as tenets of
responsible journalism.
2. Only learners from schools with school paper (print, digital/electronic
publication), either in English or in Filipino for the school year 2022-2023 can
participate
3. Only the first-place winners are allowed to compete in their respective contest
categories.
4. To facilitate proper identification, the participants are required to wear their
school uniform with their school ID/DSPC IDs especially during the contest
proper except TV and Radio Script Writing and Broadcasting contestants.
5. Should there be questions and assistance needed, the participants can only
raise their concerns to the assigned proctor and/or examiner. The proctor
shall refer them to the TWG for appropriate response.
6. School paper advisers, teachers, principals, parents/guardians or other
learners who will be found in the contest venue will be grounds for
disqualification of their contestants.
7. Any violation of the stipulated guidelines will be grounds for disqualification
of the participant.
8. The decision of the Board of Judges in all aspects of the contests will be
deemed final and irrevocable.

GUIDELINES FOR THE SELECTION OF WINNERS FOR THE INDIVIDUAL
WRITING CONTESTS
1, News, Feature, Column and Editorial Writing:
> Fact sheets or other sources of information shall be given to the
contestants as bases in writing the article.
2, Sports Writing:
» The DTWG shall orient and provide final instructions to the contestants
before the contest proper.
» A pre-game conference shall be conducted for the introduction of the
players, coaches, and tournament officiais.
> Contestants shall watch an actual game where they can gather
adequate data.
> A post-game conference shall be held to further interview officials and
athlete after the game,
3. Copyreading and Headline Writing:
> The contestants shall use pencil no. 2 for the contest.
> The contestants shall use the 2018 Associated Press (AP) editing marks
and follow directions given in the contest piece.
> The contestants shall provide the best two headlines for the article.
4, Editorial Cartooning:
> DTWG shall provide all the contestants with papers and they shall only
use pencil no. 2 during the contest.
> The cartoon must reflect the elements of editorial cartooning.
> The cartoon should be, at all times, compliant with the professional and
ethical standards of media.
5. Science and Technology Writing
> Fact sheets or other sources of information shall be given to the

PREPARATION:
> Contestants ehould be at the contest venue #
the orientation on the guidelines and rubrics.
> The contestants are allowed to use any digital Camera (point and shoot
only) with a maximum of 24.3 megapixels with fixed lenses.
Contestants who will use any DSLR and other high-end cameras will
uot be permitted to join the contest.
» ‘The contestants shall format their own memory card and camera to be
checked by the examiner/s.
> The contestant should bring his/her own camera cable for saving of
pictures,
» Cellular phones, extra digital cameras, extra storage card or any
additional materials/equipment are not allowed in the contest area.
> Contestants shall bring their own black ink ballpen while the DTWG
will provide scratch papers where contestants can write down notes
during the shooting.
> Contestants shall set the date and time of their own camera.
PHOTO SHOOT, UPLOADING AND CAPTIONING:
> Control shots shall be the first shot.
> Contestants are given one (1) hour to take pictures, which does not
include the loading and unloading of the storage card in front of the
examiner on a theme to be provided during the orientation.
> Contestants are allowed to take unlimited shots but will submit only
five possible photos with captions for the given theme and the control
shot.
> Contestants shall retain in the memory card photos to be submitted
only.
> Contestants will be given 30 minutes to write captions for each of the

Allentries with caption sheets shall be submitted to the examiner after
the allotted time.
> Memory cards will be returned to the participants through their District
Journalism Coordinators after the closing program.
> Throughout the duration of the competition, the advisers, trainers, and
parents are NOT allowed in the venue.

GUIDELINES FOR RADIO SCRIPT WRITING & BROADCASTING CONTEST
A. General Guidelines
1.
Each district shall organize a team of five (50 members for English and
Filipino in elementary level and secondary level who shall not be competing
in any of the individual writing categories.
To facilitate proper identification, the participants are required to wear
white polo shirt with their valid ID/DSPC IDs especially during the contest
proper.
A one (1) hour orientation shall be conducted for all contestants.
Individual awards include Best Anchor and Best News Presenter while
group awards include Best in technical Application, Best infomercial and
Best Script
In getting the overall results for best radio production, accumulated points
from the individual and group awards shall be considered.
‘The decision of the Board of Judges is final and irrevocable.
Any violation of the stipulated guidelines will be grounds for
disqualification of the team.
B. Scriptwriting
L
Each team may use up to three (3) official laptops that are cleared of stored
documents. The script shall be submitted online.
‘The team will be given two (2) hours to prepare a script for a 5-minute
radio broadcast. It includes one (1) infomercial and four (4) news articles.
‘The infomercial may depict health, environment, politics, and social
issues. It shall have a maximum length of one (1) minute and shall use the
language that the group is competing in.
‘The news articles may be based on press releases, raw data, or any other
source given by the examiner/s.
Another 30 minutes will be allotted for the uploading of the output . After
two and a half (2 %) hours, each team should submit the script.
Once the script writing has commenced, the contestants will no longer be
allowed to leave the contest rooms. For personal necessities, the proctor
shall accompany them to the restrooms.
‘The script shonld not bear any information that may identify the schoo}
district or municipality, but it should include the names of the members
of the team with their respective roles (i.e., anchor, news presenter, ete.)

5. Scripts should be:

+ with directorial instructions in capital letters
+ double-spaced with normal margin (one inch on alll sides)

6. Only the contestants and the proctor/s shall be allowed inside the

sound system before the simulation. A jack/auxiliary cord/adapter will be
provided for the laptops and other sources of sound effects.

the presentation.

10.The team shall use an official application in recording their output. All
competing teams shall record their outputs simultaneously. The recording
cannot be reset and the recording session may not be repeated.
11.In case of power failure, the affected team shall be allowed to broadcast

GUIDELINES FOR THE COLLABORATIVE DESKTOP PUBLISHING CONTEST
Each district shall organize a team of five members for English and Filipino
both in Elementary level and secondary level who shall not be competing in
any of the individual writing categories.

etc.) with their respective advisers or coaches from the start until the end of

GUIDELINES FOR THE ONLINE PUBLISHING CONTEST

members for Filipino in Secondary level who shall not be competing in any of
the individual writing categories.

GUIDELINES FOR TV SCRIPT WRITING AND BROADCASTING
. General Guidelines
1. Each district shall organize a team of five (5) members for English and five
(5) members for Filipino in secondary Level who shall not be competing in
any of the individual writing categories.

Any of the team members can assume one or two positions/tasks as long as
this would not be conflicting or awkward in relation to the outcome of the
broadcast (example: an anchor can’t be a reporter at the same time. But
an anchor can also be a news or infomercial writer)
2. A 30-minute technical orientation will be held in the morning of March 2,
2023 for the director and video/ graphics editor.
3. In getting the overall results for the best TV broadcast, accumulated points
from the individual and group awards shall be considered.
4. The decision of the Board of Judges is final and irrevocable.
5. Any violation of the stipulated guidelines will be grounds for
disqualification of the team.

CONTEST PROPER:
A. Scriptwriting and Production
1.The team shall have the following components in their script:
a. Cover page: This shall contain the group's name (mock TV network
name)
b. News: The DTWG will provide five sets of data (including
photos/videos / audio) in folders saved in a Google drive. The team may
use all sets of data for their news reports. Each news script should
the folders or produced during the actual contest.
c. Infomercial/Developmental Communication: The DTWG will
provide two sets of data (including photos/videos/audio) in folders
saved in a Google drive. The team is required to produce one (1)
infomercial or developmental communication plug. This shall be
produced during the contest and should be related to the topic which
will be given by the judges. The script should contain video and audio
components.
d. Field Report: Alive field report with or without canned video support
shall be included in the production

{, OBB/CBB: The Opening Billboard and the Closing Billboard will
contain the group's assumed TV network name. ‘The script for the
OBB/CBB should be included in the main script which will be
submitted to the judges.
2. Five (5) hours and fifteen (15) minutes will be allotted for the preparation of
the script, shooting and editing of the videos, production of the infomercial,
and rehearsals.
3. The organizers shall provide a clock or a timer that can be seen by the
contestants. There will be an official timekeeper.

5. The team shall upload their script to the link to be provided during the
orientation.
6. The cover page of the script shall contain the group's name (TV network name}

7. The script shall not bear any information that may identify the school, district,
or municipality
8. All groups shaill stop working after the allotted time of 5 hours and 15 minutes.

B. TV Broadcast Skills Performance
1.Only one laptop is allowed inside the studio. All teams shall record LIVE
their outputs simultaneously.
2. All news reports shall be recorded live. The OBB and CBB are pre-recorded
/pre-produced. Support videos/audios to be used for the live reports are
either taken from the folders or produced on the day of the contest.
3. Other than the actual broadcast time, five (5) minutes shall be allotted for
entrance an ration,
4. The TV broadcast must be delivered in six minutes.
5. In case of overtime/undertime in the prescribed duration of the broadcast,
the following points shall be deducted from the points earned in the criterion
adherence to time allotment (5%).

41 seconds ~ 60 seconds 3 points
61 seconds — 80 seconds 4 points
6. The output must be in mp4 format.

GENERAL GUIDELINES FOR SCHOOL PAPER CONTESTS
(PDF Format)
A. The School Paper Contest is open to Elementary and secondary schools
whose school paper belong to the top three per section per category in the
district.
B. The top three (3) highest pointers both in English and Filipino shall be
declared as the best school papers in the division but the points of their
ranking shall not be added to the determination of the best performing
DSOs.
©. Any school paper found to have copied and published texts, images,
and other materials without duly acknowledging their sources shall be
disqualified in the contest.
1D. The decision of the Roard of -Indges in all asperts of the contest shall he
deemed final and irrevocable.
E. For 2023 DSPC, the school paper shall be submitted in PDF format via
Google form thru the link provided in the memorandum. The following
proofs of cirenlation shall also be submitted:
a. Certificate of Circulation
b. Certificate of Endorsement
c. Link for website/FB page where it was published
‘The Division Technical Working Group [DTWG) reserves the right to disqualify entries
without Certificate of Endorsement from the Public Schools District Supervisor.

2023 REGIONAL SCHOOLS PRESS CONFERENCE (RSPC)

1. Pursuant to Republic Act (RA) No. 7079, also known as the Campus
Journalism Act of 1991 and its Implementing Rules and Regulations (IRR)
specifically Rule IX of Section 1, the Department of Education (DepEd) Regional
Office I, through the Curriculum and Learning Management Division announces
the conduct of the 2023 Regional Schools Press Conference (RSPC) with the
theme Makatotohanang Impormasyon, Sandigan ng Mapagpalayang
Pamahayagan on February 1-3, 2023 via digital platforms.
2. ‘The 2023 RSPC will be hosted by the Schools Division of Alaminos City in
Pangasinan. The Conference aims to:
demonstrate understanding of journalism through skillful
execution in various platforms (i.e., print, broadcast, online)
b. recognize the role of journafism in — advocating for social
consciousness and environmental awareness;
c. promote fair and ethical use of media as tenets of responsible journalism;
@. foster camaraderie and enrich learning experiences through healthy and
friendly competitions; and
¢. provide learners opportunities to use the skills learned in campus, journalism
for their future careers.
3. The participants eligible for the RSPC are the following:

5. _ Any form of plagiarism in all competitions as proven by the board of judges
shall be ground for disqualification.
6. ‘The guidelines for the conduct of the different competitions as well as the
criteria for judging are enclosed with this Memorandum,
7. Acampus journalist may participate in only one event, either individual or
group category.
8 The top five winners in all contest events (except for school paper) shall be
recognized. Only the accumulated points from individual and group contests shall
be included in the computation of the overall scores.
9. For RSPC 2023, mobile journalism will be introduced in a concurrent
session. It will be an added category in subsequent years.
10. All schools divisions should ensure that schools participating in the press
conferences in all levels have school paper publications, either in print, PDF or
digital format.
