FOREWORD As practices in road construction change over time, it is imperative for Jabatan Kerja Raya (JKR) to continuously update and improve their standard specifications. These new specifications are not only aimed at keeping abreast with current technologies but also helping in improving the quality of constructed product. In unison, these new specifications have a significant positive impact on the construction industry especially with the incorporation of new products and technologies. Standard Specification for Road Works is an essential component in the road infrastructure construction industry. This specification provides an improved guidance in the material selection and the production of good quality workmanship and products, based on current best practices. The purpose of this standard specification is to establish uniformity in road works to be used by road designers, road authorities, manufacturers and suppliers of road related products. This document "Standard Specification for Road Works - Section 15: Parapets” is a part of a series of improved specifications in the Standard Specification for Road Works. The compilation of this document was carried out through many discussions by the technical committee members. Additionally it has been presented at a technical workshop held on 11" — 12" May 2009. Feedbacks and comments received were carefully considered and incorporated in the specification where appropriate. This Specification had also been presented in the Mesyuarat Jawatankuasa Spesifikasi Piawai JKR bagi Kerja-kerja Jalan Bil. 4/2012 on 24" September 2012 and finally approved in the Mesyuarat Jawatankuasa Pemandu Pengurusan Bil 7/2013 on 19" March 2013. This document will be reviewed and updated from time to time to cater for any changes on policies and current requirements. DESCRIPTION This Works shall consist of the supply of materials, fabrication, storage, transportation, installation and testing of metal and concrete parapet. The work shall be carried out in accordance with the specification and the lines, grades, dimensions and cross sections as shown on the Drawings and as directed by the 8.0. GENERAL REQUIREMENTS The principles of general requirement for the level of containment shall be in accordance with BS 679. METAL PARAPETS FOR VEHICLE CONTAINMENT ON HIGHWAYS 15.3.1 Description This Work shall consist of the supply of materials, fabrication, storage, transportation, installation and testing of steel parapets or aluminium alloy parapets. The Work shall be carried out all in accordance with the Specification and the lines, levels, grades, dimensions and cross sections as shown on the Drawings and as directed by the S.0. 15.3.2 Materials 15.3.2.1 Steel Parapets Unless otherwise specified on the Drawings, materials of construction for steel parapets, fixing, anchorages and attachment systems shall comply with the appropriate British Standard listed in Table 15.1 (Appendix A) and in accordance with the requirements stated in clause 12.2 Section 12: Structural Steelworks of this Specification 15.3.2.2 Aluminium Alloy Parapets Unless otherwise specified on the Drawings, materials of construction for aluminium alloy parapets, fixing, anchorages and attachment systems shall comply with the appropriate British Standard listed in Table 15.2 (Appendix B) and in accordance to BS 8118. S151 (JKRISPU/2013-815) 15.3.3 Requirement 15.3.3.1 Minimum Height The minimum height of parapets shall be as specified in Drawings. The height of the parapets of normal and low levels of containment shall be not less than 1.00 metre measured above adjoining paved surface. The height of parapets of high level of containment shall be not less than 1.50 metre above adjoining paved surface. 15.3.3.2 Minimum Section Thickness The minimum thickness of section of all metal parts shall be in accordance with Table 15.3 (Appendix C). 15.3.3.3 Fixings to infilling Where infilling is attached to the traffic face, fixings shall project not more than 15 mm beyond the front face of the infilling. Projecting bolt heads shall be well rounded. Plates which are welded to the longitudinal member to accept infill fixings shall be located on the lower face of the member; they shall project downward no more than 25 mm, and shall be 6 mm maximum thickness. 15.3.4 Durability and Protection 15.3.4.1 Resistance to Corrosion The following requirements shall be followed a) Aluminium which is to be in contact with concrete or mortar shall be coated with at least two applications of bituminous coating solution in accordance with BS 3416 or with hot-dip bitumen, applied to a clean, degreased surface. b) Metalto-metal contact between dissimilar materials shall be avoided by the use of non-metallic sleeves, washers or coatings to prevent galvanic corrosion. ©) Parts of anchorages within 50 mm of the surface of the plinth shall be suitably protected against corrosion. @) Corrosion protection with galvanising shall comply with following requirements i Individual sections of the post, railing and base plate shall be hot-dip galvanised both internally and externally in accordance with BS EN ISO 1461; 815-2 (JKRISPU/2013-815) ji. Treatment prior to galvanising shall include degreasing, rinsing, pickling, further rinsing and fluxing; ii, The minimum average weight of the zinc coating shall be 1100 g/m for any individual test area; iv. The galvanised post, railing and base plate shall be of prime finish and of good uniformity. They shall be free from \juric defects such as blisters, flux and uncoated spots. The use of corrosion-resistant materials - Galvanised steel shall be in accordance with BS EN ISO 1461 15.3.4.2 Accessibility for maintenance Adequate clearance or means of access shall be provided around all (O} parts requiring maintenance. 15,3.4.3 Sealing and drainage Hollow sections shall either be drained to prevent corrosion and damage ‘occurring due to the ponding water which may accumulate inside them or be sealed by all joints being made with continuous welds of structural quality, In the case of sections which have drainage holes, the holes for galvanising and/or drainage shall have a diameter not greater than one- twelfth of the circumference of the member, with a minimum diameter of 8 mm prior to galvanising or 6 mm if not galvanised, and a maximum diameter of 15 mm. Holes shall not be spaced closer than 700 mm if they are to be left open. Drain holes in the base plates of hollow sections shall have a diameter or O width of (80 + 5)% of the smallest internal dimension of the post to allow for the free flow of zinc during galvanising. Consideration should be given to the effect on the strength of members by the design, location and making of the holes. 15.3.5 Requirements at Joints and at Ends of Parapets The joints and at ends of parapets shall be made safe in accordance with BS 6779-1. 15.3.5.1 Post and rail Type Parapets In such cases for low level and normal level containment, special end posts shall be provided at each side of the joint spaced as close together 815-3 (JKR/SPJ/2013-815) as is practicable and not exceeding 1.5 metres between centres. For high level of containment, special end bays shall be provided at each side of the joint. The end posts, either side of the joint, shall be spaced as close together as is practicable and not exceeding 1.7 metres between centres. The gap between the ends of the rails shall not exceed the expected closing at the joint plus 25 mm. Rails at the ends of parapets situated above the level of the safety fence, which could be struck by a vehicle, shall over-sail the final post of the parapet by a distance within the range 450 mm to 700 mm. Each shall be cranked back from the traffic face beyond the final post, or radiused, in a horizontal plane beyond the final post to give an angle of between 35° and 45° with the main axis of the rail so that the setback achieved is not less than 170 mm. The strength of the rail in bending shall be maintained to not less than 50% of the normal rail strength. 15.3.6 Anchorages, attachment systems, bedding and plinths 15.3.6.1 General The anchorages, attachment system and the main structure, including the plinth, shall be able to resist all loads as the intended design without damage, in accordance with BS 6779-1. The parapet attachment systems and anchorages shall be such that removal and replacement of damaged sections of parapet can be readily available. 15.3.6.2 Engagement of holding down bolts Each holding-down bolt shall have a length of engagement into the anchorage of not less than that given by the following expression: - 0.7 x om xD Ore Where; ‘Ow is the minimum ultimate tensile strength of bolt material (N/mm?); 0yq is the minimum yield strength of the anchorage material (Nimm?); Dis the nominal bolt diameter (mm) Sufficient length of engagement is to ensure that bolt failure occurs prior to anchorage thread failure. If the type of holding-down bolt used requires an initial torque to be offective, this torque shall comply with the manufacturer's specification. S154 (KR/SPU/2013-S15) 15,3.6.3 Anchorages in concrete main structures Anchorages in concrete shall be either cast-in cradle anchorages, or cast- in or drilled individual bolt anchorages that are of purpose design or of proprietary manufacture. It shall be ensured that they will provide the necessary resistance taking into account the effect of possible overlap of stress cones from individual bolts and any bursting forces from expanding type anchorages. The concrete of the main structure should be provided with additional local reinforcement to resist without damage the forces that may be transmitted from the parapet. Static testing of the proposed assembly shall be carried out if other evidence is not available covering the particular application upon request by the $.0. O Grease with high resistance to flow/creep shall be applied to the internal threads of anchorages to assist with any need for renewal. 15.3.6.4 Bedding ‘Any bedding used, e.g. between base plates and plinth, shall be capable of permanently transmitting the loads involved, safely and without undue deformation. The finished bedding shall not contain voids and shall be water resistant. It shall have a minimum thickness of 10 mm and a maximum thickness of 30 mm plus allowance for falls on the top of the plinth. Due regard shall be given to the bearing stresses developed in any bedding or in the concrete plinth, 15.3.6.5 Plinth Where the main structure is of concrete, the parapet shall be mounted on O a plinth having an up stand above adjoining paved surface of not less than 50 mm at the traffic face and not more than 100 mm at any point on the cross section and having its front edge in line with the traffic face of the parapet. The width of the plinth shall be a minimum of 450 mm. 15.3.7 Tolerances 15.3.7.1 Components fabricated in steel or aluminium Components fabricated in either steel or aluminium alloy shall be assembled so that they are not twisted or otherwise damaged and shall be so prepared that the specified inclinations, if any, are provided. Shims and packings shall not be used except under the post base plate. 815-5 (IKRISP/2013-S15) 15.3.7.2 Tolerances of holes other than in base plates The diameter of holes or the width of slots shall be 2 mm larger than the nominal size of the associated fastener. Where the material is to be galvanised, the diameter of the hole or width of slot may be increased by up to an additional 2 mm or 15 % of the nominal diameter of the fastener, whichever is the greater. 15.3.7.3 Tolerances of holes in base plates, Holes or slots in base plates may be up to a total of 50% larger or wider than the nominal size of the holding-down bolt, 15.3.8 Construction And Installation The Work shall be carried out all in accordance with BS 6779-1 and as shown on the Drawings or as directed by the S.0 15.3.8.1 Fabrication of steel or aluminium The components fabricated in either steel or aluminium shall be assembled so that they are not twisted or otherwise damaged and shall be so prepared that the specified inclinations, if any, are provided The fit of mating components shall be such as to allow practical Site assembly without inducing stress or distortion in the components whilst meeting the design strength requirement. Flame cut surfaces shall be smooth and free from gutters. Holes may be punched full size in cleats and brackets where the thickness of materials does not exceed 10mm and where the fabrication is not subjected to repeated stresses. Slotted holes may be flame cut. The diameter of holes shall be 2mm larger then the nominal size of the associated fastener. Where the material is to be galvanized, the diameter of the hole shall be increased by 2mm or 15% of the nominal diameter of the fastener, whichever is the greater. Where this allowance is used, washers of sufficient bridging strength shall be provided. 15.3.8.2 Welding Welding for steel including weld repairs shall be as per clause 12.3.6 Section 12: Structural Steelworks of this Specification and in accordance with BS EN 1011 815-6 (JKRISPU/2013-S15) The manufacturer shall produce and work in accordance with written and approved procedures, confirmed by testing, in accordance with BS EN 288-1, -2 and -3 for steel and BS EN 288-1, -2 and -4 for aluminium alloys for all production and repair welds. All welding works shall be executed by qualified welders with valid cettificates issued by Pusat Latihan Mengajar dan Kemahiran Lanjutan (CIAST), CIDB and Malaysian Oxygen Berhad (MOX), or All welders for steel shall have obtained approval of each approved procedure in accordance with BS EN 287 - 1. The welding of aluminium alloys including weld repairs shall be in accordance with BS EN 1011-4 for TIG welding and MIG welding as appropriate. All welders for aluminium alloys shall have obtained approval of each approved procedure in accordance with BS EN ISO 9606-2 allowing the use of special test pieces on complete posts, as appropriate. 15.3.8.3 Tolerances The tolerance on the position of rail fixing on posts shall be +3mm of the specified dimension. Tolerances on extruded sections, plate and tube shall be in accordance with Clause 15.3.7. 15.3.8.4 Transportation Parapets shall be protected from damage during transportation. Means shall be provided to prevent distortion of the fabrications and any machined or unprotected surface coated with a suitable temporary protective. All bolts, screws, nuts and washers and any smalll loose components shall be suitably protected and identified. 15.3.8.5 Handling and Storage Parapets shall be handled and stacked in such a manner that permanent damage to components and to any temporary or permanent protective treatment is avoided. Any damage sustained shall be made good. Where cranage is required, fabric slings shall be used. Parapets component shall be stored clear of the ground in such a way that contact with standing water, soil, cement or ash or any other deleterious substance is prevented. Parapets shall not be stored in contact with other materials. 815-7 O 15.3.8. 15.3.9 (KRISPUI2013-S15) Suitable packing shall be placed between components to prevent contact, to allow the free circulation of air and allow dispersion of any water. Means shall be provided to prevent accumulation of water on any surface, Particular care should be taken to prevent white rust forming on galvanised sections or those painted with zinc-rich priming paints before the surface is sealed with a finishing paint coating. .6 Installation and Workmanship. Parapets shall be set true to line and level, within the tolerances set for bedding, throughout their length to give a smooth flowing line to the finished parapet. Where the plinth has cross andlor longitudinal fall, the maximum thickness of bedding to the underside of the base plate shalll be 30mm plus an amount sufficient to allow for the effect of these falls over the area under the base plate. Parapets shall be seourely held in their correct final position until the anchorages and bedding have attained the required strength. Where permanent shims are used underneath the central packing or form C washers placed around the shanks of the holding-down bolts, packers or washers shall be of material compatible with the metal of base plate. The bedding shall completely fill the space between the base plate and the plinth and shall not project above the underside of the base plate. Damaged areas of protective coatings shall be made good after completion of the erection. ‘Aluminium which is to be in contact with concrete or mortar shall be coated with at least two applications of bituminous coating solution in accordance with BS 3416 or with hot-dip bitumen, applied to a clean degreased surface. Metal to metal contact between dissimilar materials shall be avoided by the use of non-metallic sleeves, washers or coatings to prevent galvanic corrosion. Parts of anchorages within 50mm of the surface of the plinth shall be suitably protected against corrosion. Testing of Parapet All proprietary metal parapets system shall have been tested conforming to the requirement of BS 6779: Part 1 The Contractor shall submit the complete test records and reports for inspection by the S.O 8158 (JKRISPJ/2013-8 15) 15.4 CONCRETE PARAPET 15.4.1 Description This Works shall consist of the supply and construction of cast-in-situ or installation of precast concrete parapets. The Work shall be carried out in accordance with the Specification and to the lines, levels, grades and dimensions as shown on the Drawings or as directed by the S.O. 15.4.2 Materials 15.4.2.1 Concrete Concrete for parapets shall be of grade 40/20 unless otherwise indicated on the Drawings and shall conform to the requirements of Section 9: Concrete of this Specification. 15.4.2.2 Cement content The minimum and maximum cement content shall be accordance with the requirements stated in clause 9.3.3.3 Section 9: Concrete of this Specification, 15.4.2.3 Free Water/cement ratio, The ratio of free water to cement shall be in accordance with the requirements stated in Table 9.6 Section 9: Concrete of this Specification, 15.4.2.4 Reinforcement All reinforcement for parapets shall conform to the requirements of clause 9.7 Section 9: Concrete of this Specification unless otherwise indicated. 15.4.2.5 Dowel bars Unless otherwise specified, dowel bars shall be in accordance with the requirements stated in clause 13.2.2.5 Section 13: Bridge Bearings of this Specification 15.4.2.6 Joint Filler Unless otherwise specified joint filler shall be in accordance with the requirements stated in clause 14.2.6 Section 14: Expansion Joints of thi Specification. 815-9 O O 15.4.3 15.4.4 (JKR/SPUI2013-815) Construction Of Cast -In-Situ Parapet Conereting shall be in accordance with the requirements of Section 9: Concrete of this Specification The expansion joint in the parapet shall be in lines with the expansion joint in the deck slab. Additional joints shall be formed at intervals as shown on the Drawings The finished work shall be true to lines, grades and levels to within 10mm and shall present a smooth appearance free from kinks and distortion visible to the eye. Gaps between parapet panels shall not exceed 40 mm or be less than 20 mm. Gaps shall be open, covered or sealed and filled with a durable soft filler material as specified in drawing. Open gaps shall not be used over railways, Installation Of Precast Concrete Parapet Unless otherwise specified on the drawing, Precast Concrete parapet shall be formed with finish surfaces of Class F3 as per clause 9.8 Section 9: Concrete of this Specification. The parapet shall be set so that the front top arise conforms to the line and grade required. Parapet shall be laid with joints as narrow as possible and filled with mortar containing one part Portland cement and two parts sand. Expansion joint shall be formed at intervals as shown on the Drawings. The expansion joint in the parapet shall be filled with an expansion joint filler of the same nominal thickness as the deck slab, When parapets are erected, they shall be securely held in their correct position until all connections and fastenings are complete and fixings have gained sufficient strength to withstand the design holding-down moment. ‘The assessment of the strength of the fixing shall be subjected to the S.0's agreement, Precaution shall be taken during erection of the parapets to prevent damage to the Works such as walls, road-surfaces, kerbs, etc, Unless otherwise specified, tolerances of concrete parapet shall be in accordance with the requirement stated in Appendix A/1 Section 9: Concrete of this Specification. After the initial curing period, units shall be handled, stored and transported in such a way as to prevent damage to them.
