Please be informed that at about 10:00 AM of September 25, 2022, Patrolman Mark Arthur A.
Genove, duty personnel of Ilocanos PCP of this CPS, apprehended a theft suspect identified as Maria
Teresa Garcia , 67 years old, widow, unemployed and a resident of Barangay Casantaan, Santo
Tomas, La Union, The theft incident transpired inside City Public Market, Brgy Ilocanos Sur of this
City with (Latitude-16.6172618 & Longitude-120:2966656, MGRS 51Q TU 1158039162) in which the
victim was identified as Rhea L. De Castro , 34 years old, married, vendor and a resident of Barangay
Catbangen, City of San Fernando, La Union

Duty personnel of ilocanos PNP of this CPS is already monitoring the aforesaid suspect because she
is already acting suspiciously while inside the City Public Market particularly at Vegetable Section
where the stall of the victim is located and when she consummated the crime by taking the
unattended cellphone of the victim, thus, immediately, personnel of this Station acted immediately
and arrested the abovementioned suspect. Further, arresting personnel of this CPS informed the
suspect of the cause and nature of his arrest and his constitutional rights.

Further, the arrested suspect was brought to City Health and Wellness Center (CHWC) of this City for
medical and physical examination and subsequently brought to this Police Station for proper
disposition of her case.

At about 10:00 AM of September 25, 2022, Pat. Mark Arthur A. Genove, duty personnel of Ilocanos

AFFIDAVIT OF ARREST

I. Patrolman MARK ARTHUR GENOVE, of legal age, bonafide member of the Philippine
National Police, currently assigned with San Fernando-City Police Station, City of San-Fernando, La
Union after having been duly sworn to an oath in accordance with law do hereby depose and states
that;

That the undersigned was among the San Fernando City Police Station personnel detailed at
ilocanos Police Community Precinct (locenos-PCP) who conducted police presence and patrol
operation inside City Public Market, Brgy. Ilocanos Sur, City of San Fernando La Union:

That, at about 7:25 AM of September 23, 2022, while the undersigned is conducting beat
patrol inside the City Public Market particularly at the Vegetables Section, the undersigned noticed
one male customer acting suspiciously which prompted the undersigned to monitor secretly the
movement of said suspicious person and followed him secretly. And when he reached the stall of
one RHEA MAE DE CASTRO the undersigned saw that she asked something to RHEA MAE DE CASTRO
while another female customer also keep on asking questions to RHEA MAE DE CASTRO and seconds
later the undersigned personally witnessed the suspect took the unattended cellphone (Samsung J7
Model) of the victim RHEA MAE DE CASTRO which have a stall at said Vegetable Section and drop it
at his apron clothing in front of him. Right then and there, the undersigned arrested the female
suspect and informed her of the nature and cause of arrest and also apprised her of the
constitutional rights in a dialect known to and understand by the suspect (llocano dialect).

That the female suspect was later identified as MARIA TERESA GARCIA , 67 years old, widow,
jobless and a resident of Brav. Casantaan, Santo Tomas, La Union and the female victim was
identified as RHEA MAE DE CASTRO , 34 years old, married, vendor and a resident of Brgy.
Catbangen, City of San-Fernando, La Union

That immediately, the undersigned seized and recovered in the possession and control of
the arrested suspect were her black bag containing her identification cards and her other personal
belongings and the cellular phone of the victim;

That the suspect was then brought to City Health and Wellness Center (CHWC), City of San
Fernando/La Union for physical examination and was subsequently brought to San Fernando City
Police Station for booking and proper disposition of her case.

That the undersigned is executing this affidavit to attest to the veracity of the
aforementioned facts and to support the filling for the crime of Theft in court against the suspect;

Ako, si RHEA MAE L. DE CASTRO, 34 taon gulang, may asawa at kasalukuyang nakatira sa Brgy
Catbangen, San Fernando City, La Union, matapos manumpa ng naaayon sa batas ay malayang
nagsasalasay gaya ng mga sumusunod:

1. Na, ang salayasay na ito ay ginawa ko ng buong katotohanan at pawang katotohanan lamang
upang magbigay ng sunumpaang salaysay laban kay CARLINA RUNAS y AGULAN, 67 taong
gulang, walang trabaho at nakatira sa Brgy Casantaan, Sto Tomas La Union sa kasong
Pagnanakaw;
2. Na, mga bandang 5:00 AM ng September 25, 2022, maaga po kaming pumapasok sa San
Femando City Public Market para magtinda ng ibat ibang uri ng gulay at iba pang mga
sangkap sa pagluluto gaya ng sibuyas at iba pa.

3. Na, nang mga bandang alas 7:30 ng umaga may bumili sa aking puwesto na isang babae at
nagtatanong siya kung magkano ang isang kilo ng bawang at habang kami ay nag uusap
biglang may dumating na isa ring babae at nagtanong tanong din kung magkano ang kilo ng
bawang at iba ko pang paninda.

4. Na sa oras na iyon sa dami nang tanong nang dalawang babae na halos nagsasabay silang
magtanong sa mga presyo ng aking paninda nalilito ako pero kitang kita ko na biglang kinuha
nang isang babae ang aking cellphone na nakalagay sa may bandang tagiliran ko katabi nang
aking timbangan at kanyang hinulog sa kanyang epron na suot sa kanyang harapan.

5. Na, sa oras na iyon may pulis din pala na nagmamasid at nagbabantay ng kilos niya kaya
nang sumigaw ako na may magnanakaw agad na may umaresto sa kanya at aking napag
alaman na ang pangalan nang pulis ay si Patrolman Mark Arthur Genove na kasalukuyang
naka assign sa Ilocanos Police Community Precinct, San Fernando City La Union at
nagpapatrolya sa loob nang palengke;

6. Na, na aking napag alaman sa mga personnel ng CSF PS na ang nasabing babaeng suspek na
nagnakaw ng acing cellphone ay si MARIA TERESA GARCIA, 67 taong gulang, walang trabaho
at nakatira sa Brgy Casantaan, Sto Tomas La Union;

7. Na, ang salaysay na ito ay boluntaryo o kusang loob na ibinigay hindi tinakot, pinangakuan o
binigyan ng pabuya,bayad o anumang kapalit.

8. Na ang Halaga nang aking cellphone na Samsung Galaxy J7 ay Eight Thousand pesos (PHP
8,000)
