Annexure-III
Name of Work: Annual Rate Contract for Condition Monitoring of Equipment of Offshore Drilling
Rigs owned by ONGC for Year 2022-25
ONGC has 6 Jack up Drilling Rigs and 2 Floater Drilling Rigs that operate in the Eastern and Western
Offshore.
Following Condition Monitoring Facilities are to be provided under the subject contract.
A. Vibration Monitoring
B. Visual Monitoring
C. Thermal Condition Monitoring
D. Noise/ Sound Level Monitoring
E. Engine Flue / Exhaust Emission Monitoring.
The condition monitoring of the equipment as per enclosed Annexure - A is to be carried out by the
CONTRACTOR. Few more equipment may be added as and when needed;
The Scope of Work against each of the above heads is detailed in subsequent clause 1.5.
The job involves deployment of competent personnel along with necessary equipment, tools etc. for
executing these jobs at ONGC Offshore Rigs. The Jobs are to be carried out primarily at Offshore and
the CONTRACTOR’s workmen/ team should fulfil the necessary criteria mentioned in the relevant area
of the Scope of Work and Special Terms and Conditions of the Contract to execute the jobs in Offshore.
1.1 The CONTRACTOR will visit ONGC's owned rigs (Total 08 Nos.) to carry out the condition monitoring
of identified equipment on each rig once in 03 to 04 months every quarter (once in 3 months) or as
per requirement of ONGC.
The CONTRACTOR shall be required to carry out condition monitoring of equipment, as detailed in
enclosed Annexure – A, quarterly i.e. Once in 03 (three) months. Thermal condition monitoring of
electrical cables, panels/ equipment and the analysis of the quality of the flue emissions from the
engines are to be carried out once in 06 (six) months i.e. half yearly. Bidder to submit rates in Price
schedule accordingly.
Persons deputed for the job at site should be an Engineer having 05 (five) years’ experience in the
related field and have specialized training in the area of vibration analysis like CAT-1 for Data
Collection. Analysis of the vibration data will be done by CAT-2 Analyst & detailed Vibration Analysis
and Report will be reviewed by CAT-3 Vibration Analyst.
The relevant certificates are to be submitted to ONGC by the successful bidder at the time of
application for the Non-Employee Duty Pass for the Data Collector (CAT 1) and for the Analysts (CAT
2 & CAT 3) soon after the issue of the NOA.
1.2 The CONTRACT will be valid for 03 (three) years from the Date of Issue of 1st Mobilization Notice
given by ONGC. ONGC shall issue 'written instruction' for the Mobilization Notice.
1.3 The CONTRACTOR shall use instruments and accessories required for carrying out condition
monitoring of his own. These should be of latest technology and the data should be downloadable to
computers for analysis and processing the report. The technical details of the following instruments
to be used for Vibration Analysis, Sound Measurement and Thermography along with their makes
& model to be used should be furnished to ONGC along with the offer. All instruments to be
calibrated periodically and calibration Certificates/ reports should be certified by authorized agency
and submitted along with the rig reports. All instruments/ gauges used should be calibrated by a

Government authorized/ NABL/ ILAC accredited laboratory/ agency. Details of Instrument used
and calibration details to be mentioned in the report.
a) Portable Single Channel Dual Channel FFT Analyzer (Specify Model No. and Make along with
Specification Sheet).
b) Single Plane and Dual Plane balancing Software as inbuilt facility of the instrument
c) Advanced Techniques to detect early bearing problems like "Acceleration Enveloping”
d) Capable of performing Bump Test to identify System Natural Frequencies
e) Ability to download data to a PC/ Software for further records' and trending
f) Ability to take Phase measurement using Laser Tachometer
g) Noise Measurement Meter to measure dBA and dBC values (Specify Model No. and Make along
with Specification Sheet)
h) Thermography Equipment capable of identifying the hot spots. (Specify Model No. and Make
along with Specification Sheet)
i) Temperature Measurement Instrument will be of laser sight type or thermal imager. The
maximum voltage level available in the rig is 600 Volts
j) Flue Gas Analyzer Equipment for measuring Engine flue/ exhaust gas emissions (Specify Model
No. and Make along with Specification Sheet)
k) Software should be compatible to the PC and should have the features like Tendering, Plotting,
FFT (Fast Fourier Transformation)/ Wave generation form.
1.4 As far as possible, the same instruments should be used for carrying out the condition monitoring
jobs throughout the CONTRACT period for obtaining the best trend analysis results. Any change will
have to be intimated to ONGC stating the reasons and the likely impact on analysis.
1.5 The CONTRACTOR will have to finish the job of taking signatures and of other monitoring
parameters as defined in the scope for rig equipment within 03 (three) working days at each rig. The
equipment to be checked by the following methods;
A. Vibration Monitoring:
The CONTRACTOR should carry out Vibration Spectrum Analysis of the equipment mentioned
in the enclosed list of the equipment.
For rotary / reciprocating equipment such as Mud Pumps, Draw Works, the CONTRACTOR is to
use Seismic Sensors to record the impact of very low motions & submit the detailed report along
with data, analysis, trends, conclusion & recommendation. ONGC will provide the Draw Works
running with constant RPM for 15 minutes within which the CONTRACTOR needs to take the
readings from already earmarked points for Vibration analysis.
B. Visual Monitoring:
The CONTRACTOR will carry out the detail visual inspection for any leakage, unusual
sound/noise, visible cracks & general condition of the equipments & nearby areas and record of
such inspection specifically be made-in the report.
i) The CONTRACTOR will record the bearing housings temperature of the equipment in running
condition.
ii) The hot spot testing with Infrared device should be carried out for Electrical Panels and Cables
connected to the Motors.

If the temperature of any equipment is found to be higher than the normal, the same should be
brought to the notice of the Rig Team immediately with suggestions for rectification measures.
The matter is also to be informed to the Engineering Superintendent at the Base, Location
Manager Maintenance and the Office of the In Charge Major Repair Cell. If ordered separately
then Thermal Imaging (Thermography) of those points will be carried out by the CONTRACTOR
under separate one-day visit & unusual heating spot should be reported. The CONTRACTOR is
required to carry out thermal imaging of any such hot spot of Panels and Cables as per item no.4
of Price Schedule.
Sound / Noise Level Monitoring of all the running Equipment should be carried out and any
abnormally high sound/ noise level should be reported immediately.
Monitor and analyze the exhaust emission of the engines. Analysis is to be carried out for
percentage contamination of Carbon Di-Oxide, Carbon Mono-Oxide, Sulfur Di-Oxide (SOx),
Nitrogen Oxides (NOx) and Oxygen in the exhaust gases for the 03 (three) conditions of engine
running, as feasible at the rig:
In case the engine exhaust flue gases are found to be exceeding the permissible limits, it should
be reported immediately to the Rig Team and Engineering Superintendent at the Base, Location
Manager Maintenance and the Office of the In Charge Major Repair Cell.
The equipment to be checked by the CONTRACTOR while on board are indicated in Annexure 'A'.
Other equipment as under may also be checked for above parameters on written orders from I/C
Electrical and Mechanical of the rig for which the payments shall be regulated on additional man-
days basis.
Electrical control panels, L.T. Motors, welding Generators, Gear boxes, Crane booms, Bearing
housing, Lubricants, pumps, other equipment etc. as per direction of Engineer I/c. For counting the
man-days in offshore, the day-going to rig will be counted while the day of coming back from rig will
not be counted.
1.6 The CONTRACTOR shall carry out the trend analysis of every equipment after every visit and mail
the detailed report to the ES of the concerned rig, to the Office of the In Charge Major Repair Cell &
Location Manager Maintenance DS. This report has to be endorsed by the Engineer I/c/ Barge
engineer/ OIM/ Tool pusher of the concerned rig. The detailed report should mention applicable
standards/ regulations/ acts/ rules for the monitoring parameters for reference and the safe range/
limits of monitoring parameters along with recommendations in case of deviation.
1.7 Visit to each rig for 03 days for condition monitoring of 18 nos. equipment (eighteen nos. of
machines) as per Annexure-A shall be considered as 01 (one) job for payment purpose.
If due to operational or any other reasons which are beyond control of ONGC, the condition
monitoring of 12 (twelve) equipment or less is carried out, then payment will be restricted to 67%
and visit of team would be restricted to 02 (two) days. And in case condition monitoring is carried
out for 13 (thirteen) or more equipment, the CONTRACTOR shall be paid full payment as per
Schedule of Rate for each visit of 03 days to the rig.

If the CONTRACTOR’s representative is to stay back at rig beyond 03 days due to non-availability of
chopper/ transport, but not due to non-completion of job by CONTRACTOR and for any reason not
attributable to ONGC, the CONTRACTOR shall be paid for extra days as per man day charges for
extra days. Delay attributed to ONGC will not be considered for working out completion period. The
Work Completion Certificate from rig should mention the no. of stand-by days with the reason(s)
attributable to ONGC.
1.8 If due to operational requirement, I/C Mech./ Elect. desires that 01 (one) additional equipment other
than as indicated in the list need to be condition monitored, then the CONTRACTOR shall be
required to do the same without any extra charges against written instruction.
1.9 If due to operational exigencies, the CONTRACTOR is asked to make an extra visit to the rig the
payment shall be made as per quoted amount in rate schedule, as per extra visit charges.
1.10 Payment will be released after completion of jobs on each rig. The CONTRACTOR shall be required
to submit the bill to respective rig In-charge quarterly along with requisite documents. A copy of the
bill to be submitted in the office of In-charge Major Repair Cell also.
