Roggie and Philip K. Turek Onondaga County DAO Inv #: 22-912 Dear District Attomey Moser and Mayor Beagle: T am writing to inform you both of an investigation into members of the Lowville Police Department. This investigation involves allegations of Official Misconduct by both Chief Randy L. Roggie and Sergeant Philip K. Turck. Specifically, itis alleged that Sergeant Turck submitted falsified timesheets seeking payment for hours he did not actually work. In addition, Chief Roggie allegedly knowingly authorized the falsified timesheets. At this time, please be advised that I believe sufficient evidence exists to authorize an arrest of both of these individuals. As such, please take appropriate steps to ensure the integrity of any cases or investigations that have been handled or overseen by the above-named individuals on behalf of the Lowville Police Department. Specific information will be provided to you in the coming weeks regarding the allegations that have been made and the evidence that has been gathered in response to those allegations. ‘Thank you for your attention to this important matter.
