The Training Program / Pre-Training or Planning Phase

I. Overview

Planning is a process, which involves studying the past, and


present in order to forecast the future and in the light of that forecast
determining the goals to be achieved and what must be done to reach
them.
This module guides you on preparing extension program. You
will learn the steps in program preparation and formulate program
checklist.

II. Intended Learning Outcomes

At the end of the session, the students should be able to:


1. Recognize the basic steps in extension program planning;
2. Complete the checklist of the requisites in conducting
extension program; and;
3. Advocate importance of planning in extension goals
achievement.

IV. Learning Focus

Extension Program

- A programme means a prospectus or a statement issued to promote


understanding and interest in an enterprise.

- Planning is a process, which involves studying the past, and present in


order to forecast the future and in the light of that forecast determining
the goals to be achieved and what must be done to reach them.

- Extension Programme is a statement of situation, objectives, problems


and solutions.

Steps in Extension Program Planning

1. Collection of facts
2. Analysis of situation
3. Identification of problems
4. Determination of objectives and goals
5. Development of plan of work and calendar of operations
6. Follow through plan of work and calendar of operations
7. Evaluation of progress
8. Reconsideration and revision of program

1. Collection of Facts

- It is the starting point of programme planning process. Pertinent data


may be collected from the available records and survey of the area.

- Information relating to the people, their enterprises, levels of technology,


facilities and constraints, values etc. may be collected.

- Information may also be collected from LGUs, Cooperatives and other


organizations in the area.

2. Analysis of the Situation

- The data and information collected are then analyzed with the local
people. This shall help in understanding the situation in its proper
perspective.

3. Identification of the Problems

- A proper analysis and interpretation of the data shall help in correctly


identifying the problems.

- There may be many problems, but only the urgent and significant ones,
which may be solved with the available resources and within the limits
of time, should be selected.

- Selections of a large number of problems, which cannot be properly
managed, lead to a failure of the programme and generate frustration
among the people.

4. Determination of Objectives and Goals

- The objectives are set forth on the basis of the significant needs
identified. The objectives should be direct and stated in clear terms.

- To make the objectives realistic and actionable, there is need to state


them in terms of specific goals.

- It is necessary to discuss with the local people and local institutions,


which shall also legitimize the program planning process.

5. Development Plan of Work and Calendar Operations

- The plan of work should be in written form and shall indicate who shall
do what job.

- The plan should have all the essential details and no important point
should be left out.

- The calendar of operations shall be prepared on the basis of the plan of


work and shall specify when a particular work shall be done, preferably
mentioning date and time

6. Follow through plan of Work and Calendar of Operations

- This is not a routine type of work as many people may think.

- Training of participants, conducting method demonstrations, making
regular visits and monitoring are some of the important functions the
extension agent shall perform at this stage.

- Obtaining feed back information is extremely important at this stage.

7. Evaluation of Progress

- Evaluation is the process of determining the extent to which we have


been able to attain our objectives.

- It should be a continuous process not only to measure the end result but
also to ensure that all the steps are correctly followed.

- Evaluation may be formal or informal, depending on the importance of


the programme and also on the availability of trained manpower, funds,
facilities and time.

8. Reconsideration and Revision of Program

- On the basis of the results of evaluation, the programme should be


reconsidered and revised, if needed.

- This reconsideration should be done not only with the participants; but
also with the scientists, administrators in extension organization and
local bodies like Panchayats, etc.

- Reconsideration shall help in making necessary corrections and


modifications in the program.

Checklist for Planning Programs

Understand your Community and Extension System

- Be knowledgeable about your community, its people, its organizations


and the educational environment
- Be well- informed about the issues of power in planning programs
- Be sure the beliefs and actions you display are ethical
- Know sources of information that will help you with the planning process
- Be knowledgeable of Extension’s educational methods and practices

Network, Collaborate

- Ensure support from key constituents and other stakeholders


- Cultivate continuous organization support by bringing all interested
parties together
- Obtain and maintain support from the wider community through ad hoc
boards and other formal boards
- Sustain collaborative partnerships with other educational organizations
and groups

Needs Assessment - Prioritize Program Ideas

- Decide who to contact for program ideas


- Use a variety of techniques for obtaining program ideas
- Make sure you go outside of Extension system for program ideas
- Be knowledgeable about how priority program ideas are defined in your
community
- Obtain a variety of opinions in prioritizing program ideas
- Be aware of alternate ways to deliver information

Develop Logic Model

- Determine what the situation is that requires an educational intervention


- Decide what results are desired from this educational program
- Compile Outcomes into Short- term, Medium- Term, and Long-Term
- Determine what activities and outputs must be carried out to accomplish
the goals
- Determine the target audience Define what resources are needed to
conduct the activities that will lead to the desired results
- Think through and define the assumptions you are making about this
educational intervention
- Determine what external factors may influence the results of your
educational program

Decide on Evaluation Method

- Determine what evaluation procedures will be needed to determine if


outcomes are met
- Decide if formative and summative evaluation methods are required
- Determine what type of data collection tool is needed
- Develop data collection tool (s)
- Obtain IRB review of data collection tool and protocol if appropriate
- Think through how the data will be analyzed

Determine Program Format and Speakers

- Choose which format, or formats will be required to obtain results


- Base decisions on the needs of the expected learners
- Devise a program schedule
- Determine who will present educational information
- Identify staff requirements
- Secure a location for the educational experience

Obtain Resources and Advertise

- Estimate the expenses for the program, including program development


cots, delivery costs, and evaluation costs
- Determine how the program will be financed – in-house, participant fees,
or grants

- Manage the program budget and keep accurate records
- Develop back up budget plans
- Create marketing tools
- Pilot test marketing tools in-house or with target audience subgroups
- Prepare promotional materials that meet Extension system requirements
- Distribute promotional materials through in-house and community
channels

Plan and Develop Teaching Techniques and Materials

- Be knowledgeable about major factors that influence learning in non-


formal settings
- Select and organize content based on the outcomes expected from the
Logic Model
- Choose instructional techniques that match the focus of the outcomes,
as well as the background and experiences of the learners
- Develop educational resources that may enhance the learners
educational experience
- Vary teaching techniques to meet different learning styles of learners

Monitor Learning Experience

- Make sure facilities meet all American with Disabilities (ADA)


requirements
- Set up chairs, tables, etc.
- Make sure all audio visual equipment is available and in working order
- Create a positive climate for learning from the moment the learners
arrive - Provide systems for monitoring programs - Gather data for
program evaluations - Give recognition for program participants, and
thank presenters - Clean up afterwards Report Impact - Examine
educational successes and problems - Analyze data from evaluations -
Create Impact statement describing program need, what you did, the
impact of the program, and an impact summary - Enter Impact Statement
into SAM - Make copies for local stakeholders - Follow up with
appropriate individuals and groups
