ECONOMICS

1. BACKGROUND

Busara is a leading Behavioral Science organization headquartered in Kenya that


believes in a world where evidence-based and context-specific solutions are
routinely implemented to address the world’s most pressing problems.

The Busara Software team is a division within Busara tasked with development
and maintenance of both internal and client based Software products that range
from web based applications, games and mobile applications (collectively herein
referred to as Software products).

The Busara Software Team would like to hire the services of a consulting company
for a long term engagement in project based development and maintenance of
Software based products. We therefore request for proposals to this effect.

2. PROJECT OVERVIEW 
● Development of internal software products.
● Development of client based software products.
● Maintenance of internal Software products
● Maintenance of client based software products

3. ENGAGEMENT GOALS AND TARGET AUDIENCE

● Goals to achieve this engagement are listed below:

o Seamless, timely and high quality development and maintenance of existing
internal software products (E.g an internal ERP)
o Seamless, timely and high quality development of new internal Software
products.
o Seamless, timely and high quality development and maintenance of existing
client based Software products.
o Seamless, timely and high quality development and maintenance of new
client based software products.
o Constant communication between the consultant company and The Busara
Software team and/or client to ensure seamless achievement of the above
mentioned goals.

To reach these goals, Busara accepts applications from service providers.

4. SCOPE OF WORK AND DELIVERABLES


A. Continuous feature based development of existing web based Software products
(The products: The Busara Hub, KITE, OIP, Spare, Website)
B. Maintenance of existing web based internal Software products (E.g The Busara Hub,
KITE)
C. Continuous feature based development of existing client Software products (E.g OIP,
Spare)
D. Maintenance of existing client based web based Software products (E.g OIP, Spare)
E. Product and/or task based development of new client based Software products.
These products may not be known in advance. The scope and budget that the vendor
will work with will be negotiated when the project is initiated, but before starting
programming/technical execution of the project.
F. Maintenance of new client based Software products developed in E) above.
G. Timelines for each Software product or feature development will be established
during the initial product or feature discussions. Delivery of the product/feature
should however be in a timely manner.

H. Quality assurance of deliverables and/or Software products before release.

5. TECHNICAL REQUIREMENTS
Technical tools for development of Software products or features may vary based on the
project/feature but below are the tools that are highly considered:
A. A variety of programming languages.
B. Databases.
C. Hosting platforms.
D. Server operating systems.
E. Containerization, git, AGILE methodology, HTML5, CSS, USSD, IVR.
F. Working with MPESA API.

For each of the items A) to G), share with us the technology stack that you have working
experience in.

7. BUDGET

● Budgets for each product development and/or maintenance will be negotiated based
on the amount/level of work to be done.

● All budgets are in United States dollars currency(USD).

8. SELECTION CRITERIA

Selection criteria

Technical fitness (knowledge of desired technical stack) of the company to work on


Busara’s Software products.
The size and skillset of the technical team.
Type of engagement between the company and its employees (part time freelancers or full
time staff?)
Availability of the company to easily work on maintenance of existing Software products
or development of new project(s)/features.
Ability to be within a reasonable budget, as evaluated by the budget in response proposal
for this RFP.
Ability to debrief on task request(s)
The ability to communicate effectively with technical and non-technical Busara team members.

9. SUBMISSION REQUIREMENTS TO A VENDOR


All bids must satisfy the following criteria:

Submission requirements

Submitted before the proposal due date.


Clearly indicate the technical capacity of the team including all the technical stack used.
Share sample projects that the company has undertaken. This includes hyperlinks and a
short description of each project and budget(s) where possible.
Clearly indicate the structure of the company, including the team leader/owner(s).
Indicate the contacts of the company and the key contact between Busara and the
company.

10. PROPOSALS SUBMISSION:
Companies who wish to submit proposals for this RFP should do so by close of
business on 5th August 2023. We will review submitted proposals on a rolling basis
and only shortlisted companies will be contacted. We reserve the right to drop any
proposal for reasons that we deem fit to our needs.
