1. General Specifications
1.1 generally
The scope of work, data sheets, special and general specifications constitute the
complete technical specifications and must be read as a whole. If more than one
contractor contributes to the completion of the switching station each contractor is
obliged to cooperate, adapt information and exchange so that the switching station
forms a functional and optimized entirety.

1.2 On-site facilities
Except as otherwise specified, the Contractor shall be entirely responsible for the
design provision, construction and maintenance of all the Site facilities which are
required by the Contractor for the due fulfillment of the Contract. Such facilities may
include offices, canteens, workshops, stores, storage , yards, housing, etc.
Unless otherwise specified, the Contractor shall be solely responsible for the design,
supply, construction and maintenance of all site facilities required by the Contractor for
the proper performance of the Contract. These facilities may include offices, canteens,
workshops, storage rooms, yards, housing, etc.
Storage accommodation for equipment, and materials shall be well ventilated, weather
and damp proof, with floors raised above natural ground level.

1.3 illumination
When the Contractor is working at night or underground, he shall provide and maintain
good high power flood lighting in all parts of his work. The lighting provided will be
sufficient to ensure at all times.

1.4 Temporary works
The Contractor is fully responsible to design, erect, maintain and dismantle all
Temporary Works and facilities needed for the Contractor to accomplish the Works.
After dismantling, the Contractor shall reinstate the ground in accordance with
Environmental Requirements. facilities.
The Contractor is solely responsible for the design, erection, maintenance and
demolition of all temporary works and installations necessary for the Contractor to
complete the Works. After demolition, the contractor shall restore the ground according

the safety of persons and Project has been properly considered. The Contractor shall
be responsible for all costs associated with the design, construction, and performance
of the temporary works.
The Contractor shall ensure that all Temporary Works are reasonably designed with
due regard to the safety of personnel and items. The Contractor shall be responsible
for all costs related to the design, construction and implementation of the Temporary
Works.
The Contractor shall, at the end of the Contract, dismantle and remove from the Site
all buildings and related facilities under his use and responsibility, in accordance with
Environmental Requirements.

1.5 Layout and details to be submitted
Within 14 days of the notice to commence work the Contractor shall submit general
drawings, proposals and a program for the establishment of the Site facilities as
specified in this clause to the Employer/Engineer for review. The submitted drawings
shall be in CAD and PDF format 。 The documents shall be submitted on USB, CD
and hard copies.
Within 14 days of receiving the notice to start work, the Contractor shall submit to the
Employer/Engineer the general plans, schemes and plans for the establishment of site
facilities specified in this clause for review. The submitted drawings should be in CAD

1.6 Cleaning, Maintenance and Repair
The Contractor shall be responsible for keeping all areas of the Site for which he is
responsible, including temporary facilities, buildings, services, etc., in a neat, clean,
well-drained, sanitary and orderly condition and to the satisfaction of the Employer
/Engineer at all times.

The Contractor and its main subcontractors shell have a Quality Management System
(QMS) certified at least to ISO 9001:2015 requirements. A valid certification,
demonstrating compliance with this requirement, granted by a Certification Body (CB)
which is a part of or belong to an International Certification Network of CB’s, should
be submitted to Purchaser with the bid. The CB should be accredited by an
Accreditation Body which is a member of the International Accreditation Forum
Multilateral Arrangement (IAF MLA). The Certificate should bare the marks of the CB,
the above indicated Certification Network of CB's and its Accreditation Body.
The contractor and its main subcontractors must have a quality management system
(QMS) certified to at least ISO 9001:2015. A valid certificate certifying compliance with
this requirement, issued by a certification body (CB) belonging to the international
certification network, shall be submitted to the buyer with the tender. The certification
body shall be accredited by a certification body that is a member of the International
Accreditation Forum Multilateral Arrangement (IAF MLA). The certificate shall bear the
logos of the CB, the certification network of the above-mentioned CB and its
accreditation bodies.
The scope of activities indicated in the certificate of the QMS, should specifically cover
the scope of work required by the tender/spec. (ie, design, testing and manufacturing).
Further to the Contractor's QMS certification by any certification body, the Purchaser
shall have the right to audit and comment about its QMS.

Manufacturing shall not commence prior to respective drawing approval by the

All materials used in the manufacture of the equipment shall conform to the
Specification, approved drawings, accepted Standards and quality requirements. Any
equipment non-conformance to drawings, Specification or other purchase order
requirements shall by be shown in the non-conformance form and shall be subject to
prior approval by the Employer. Source inspection, including inspection of local
manufacturing, shall be conducting by proficient, approved organization or individuals,
using documented procedures. Any such independent inspector shall be subjected to
Employer’s approval.

All materials used in the manufacture of equipment shall comply with specifications,
approved drawings, recognized standards and quality requirements. Any equipment
not conforming to drawings, specifications, or other purchase order requirements shall
be indicated on a non-conformity form and shall be subject to prior approval by the
Employer. Source inspections, including inspections of local manufacture, should be
carried out by skilled, approved organizations or individuals using documented
procedures. Any such independent inspectors should be approved by the employer.
1.10 health and safety
The Contractor is responsible for the Health and Safety of all his persons on the Site.
All necessary precautions will be made to prevent accidents and personal injuries. The
Contractor shall present his planning and organization for Health and Safety well in
advance of the actual construction works for the Employer/Engineer's approval.

all types of weather and working conditions, which will be encountered at the Site and
the Contractor's work areas.

employees about first aid, dealing with fires, etc. Such plans shall address all types of

1.11 file priority
All appliances, accessories or fittings which may not have been specifically mentioned,
but which are usual or necessary in the respective equipment for the completeness of
the finished work in an operable status, shall be deemed to be included in the Contract
and shall be provided by the Contractor without any extra charge. All equipment shall
be complete in all details, whether or not such details are mentioned in the
Specifications. This includes fixation details and connection clamps and/or terminals.
All instruments, attachments or fittings which may not be specifically mentioned, but
which are customary or necessary in the respective Equipment in order to bring the
Work as completed in operable condition, shall be deemed to be included in the
Contract and shall be furnished by the Contractor , at no additional cost. All details of
all equipment should be complete, whether or not these details are mentioned in the
specification. This includes fixing details and connecting clips and/or terminals.
All materials and skilled labor , whether of temporary or permanent nature, required by
the Contractor for the design, manufacture, erection and testing at site of the
equipment shall be supplied and paid for by the Contractor. All computer equipment
shall be delivered with all software and licenses necessary to achieve the specified
functionality as well as the software necessary for programming, testing, service and
maintenance through the lifetime of the equipment.
All materials and skilled workers, whether temporary or permanent, required by the
Contractor to design, manufacture, install and test the Equipment on site shall be
provided and paid for by the Contractor. All computer equipment shall be delivered
with all software and licenses required to perform the specified functions, and for
programming, testing, service and maintenance during the life of the equipment.
Any reference in the quantity and price schedules, the delivery period schedule or in
the various clauses and schedules of the text of either the Specification or the Bid, to
any equipment shall imply equipment that is complete with all accessories, appliances
and fittings as outlined above .
Any reference to any Equipment in the Schedule of Quantities and Prices, Schedule of
Delivery or in the various clauses and schedules of the text of this Specification or
Tender, means that the Equipment is complete, with all accessories, instruments and
fixtures mentioned above .
The Bidder shall be responsible for ensuring that the equipment supplied is fit for the
purpose intended. Available information on the characteristics of the system, to which
the works will be connected and associated, will be supplied on request to the Bidder

1.14 Documents and Drawings

Sizes larger than A1 shall be avoided. The schematic diagrams and, apparatus and
cable lists shall be of size of A4 except for one original and possible transparency
copies of schematic diagrams that shall be in A3. Scales to be used on the drawings
shall be 1 :10, 1:20, 1:40, 1:50 and multiples of this series.

cables shall be in A4 size, except that one original and possibly transparent copy of the

1.15 drawing
The Employer's drawings attached to the Bid Documents are of informative character.

which the various items of equipment offered be accommodated to best advantage
within the available area.

1.19 Warranty and Details

1.20 Manufacturing and Shipping

As soon as practicable after entering into the Contract, the Contractor shall, having
obtained the Project Manager's consent in accordance with the Conditions of Contract,
enter into the Sub-contracts he considers necessary for the satisfactory completion of
the Contract Works.
After signing the contract, the contractor shall, as soon as possible after obtaining the
consent of the project manager according to the conditions of the contract, sign such
subcontracts as he deems necessary for the successful completion of the contract
work.
All Sub-contractors and Sub-suppliers of components and materials shall be subject to
the approval of the Project Manager. Information shall be given on each Sub-order
sufficient to identify the material or equipment to which the sub-order relates, stating
that the material is subject to inspection by the Project Manager before dispatch .
All subcontractors and subsuppliers of parts and materials shall be approved by the
project manager. Sufficient information shall be provided on each subcontract to
identify the materials or equipment involved in the subcontract, and it shall be stated
that the material shall be inspected by the project manager before dispatch.
If the Employer at any stage in the design and production period finds out that the sub-
contractor do not fulfill the requirements in the specifications and it is obvious that the
required quality cannot be achieved by corrective measure he can request the sub-
contract to be suspended and The works to be produced elsewhere without extra cost
for the Employer.
If at any stage during the design and production period the Employer finds that the
subcontractor does not comply with the specifications and it is evident that the required
quality cannot be achieved through corrective measures, he may request the
suspension of the subcontract and at no additional cost to the Employer in the
Production engineering elsewhere.
1.21 Inspection and Factory Acceptance Test (FAT)
The Employer and Engineer has the right to inspect materials and equipment, and
witness factory tests of any plant and equipment included in this Contract. The cost
of a satisfactory and approved type test and FAT shall be paid for at the rates stated
in Price schedules. Prices for tests shall include manufacture, supply, erection and
dismantling of all materials and provision of all test facilities. The Contractor shall
also include in the price for the attendance by the Engineer and the Employer staff
to witness the tests, that is, Two (2) Engineers for each trip.
The Employer and the Engineer are entitled to inspect the materials and equipment
and to witness the factory tests of any plant and equipment included in this contract.
Fees for satisfactory and approved type tests and FAT shall be paid at the rates
stated in the price list. The price of the test shall include the manufacture, supply,
erection and dismantling of all materials and provision of all test facilities. The
Contractor shall also include in the price the cost of attendance of the Engineer and
the Employer's staff to witness the test, i.e. two (2) Engineers at a time.
The price shall include food, accommodation, daily allowance, round trip air fare
between Dar es Salaam and/ Engineer's home office and any other countries where
equipment are to be tested and any internal transportation within the country of the
test.
This price shall include room and board, per diem, round-trip airfare between Dar es
Salaam and/or the Engineer's headquarters and any other country in which the

equipment will be tested, and any internal transportation within the testing country.
Each consignment of material shall be inspected and tested in the presence of
representatives of the Employer and the Engineer.

Prior to the tests, the Contractor shall submit procedures and test plan to demonstrate
fulfillment of the requirements specified in the subsequent sections of the detailed
technical specifications.

1.22 Packaging, Shipping and Storage

The Supplier shall provide such packing of the Goods as is required to prevent their
damage or deterioration during transit and temporary storage up to their final
destination as indicated in the Contract. The packing shall be sufficient to withstand,
without limitation, rough handling and exposure to extreme temperatures, salt and
precipitation. Packing case size and weights shall take into consideration, where
appropriate, the remoteness of the Goods' final destination and the absence of heavy
handling facilities at all points in transit. Indoor electrical equipment must be enclosed
in welded polythene envelopes inside packing cases and the envelopes shall be
evacuated or have a desiccant inside.
The supplier shall provide the required packaging of the goods to prevent damage or
deterioration of the goods during transportation and temporary storage until the final
destination specified in the contract. Packaging should be adequate to withstand, but
not limited to, rough handling and exposure to extremes of temperature, salinity and
precipitation. The size and weight of the box should take into account the remoteness

The marking shall be durable. The marking shall be upon the body of the package.

1.24 Work on live substations
The following factors are the most important if work is to be performed on a substation
in operation. ( i ) Minimize outage time; (ii) Accommodate operational constraints. All
work planning must take this into account. Contractors must abide by

all instructions and safety rules given by the Government and the Employer and must
strictly follow all instructions from the Employer’s supervisory personnel.

The Contractor shall appoint his Project Manager/Technician who will be authorised to
receive work permits at the work sites as required by safety rules. All outages shall be
discussed with the Employer and the Project Manager at least one week before the

voltage circuit out of operation at a time. No work must start before Employer’s site
manager has authorised the work, established the required earthing and marked the
safe area.
The contractor shall designate his project manager/technician who will be authorized to

be discussed with the employer and project manager at least one week before a
stoppage is required. Contractors usually allow only one high voltage line to be out of
service at a time. Work shall not begin until the Employer's Site Manager has
authorized work, established required grounding and marked safe areas.
All switching on live parts shall be done by the Employer. In the rare cases where more
than one circuit have to be taken out of operation the Contractor must be prepared to
do the work during nights or at off-peak time. The Contractor and his personnel must
respect the physical constraints as well as constraints for scheduling set by these
circumstances. However, the Employer will co-operate in making the work conditions
and the scheduling as efficient as possible for the Contractor and keep a responsible
person with switching authority at site during all working hours (including night time).
All switching of live parts shall be done by the employer. In the rare event that more
than one circuit needs to be taken out of service, contractors must be prepared to work
at night or during off-peak hours. The contractor and his crew must respect the
physical constraints of these situations as well as the scheduling constraints. However,
the Employer will cooperate to make the Contractor's working conditions and schedule
as efficient as possible and maintain a responsible person with switching authority on
site during all working hours (including night).
If physical constraints make it necessary to replace cabinets needed for operation, the
Contractor must as far as possible erect and connect the new cabinets temporarily
adjacent to the one in operation. A quick disconnection and removal of the old cabinets
can then be performed and the new Cabinets pulled in with most of its cables already
fitted. Location of new cabinets shall be approved by the Project Manager and a
proposal for such shall be given by the Contractor one month prior to erection.
If the cabinets required for operation must be replaced due to actual conditions, the
contractor must try to temporarily build and connect new cabinets next to the cabinets
in operation. The old cabinet can then be quickly disconnected and removed, and the
new cabinet pulled in with most of its cables already installed. The location of the new
cabinet should be approved by the project manager, and the contractor should make
relevant proposals one month before installation.
1.25 erect
The Contractor shall carry out erection, testing at site and commissioning of the
Switching stations specified in the Specifications. All work, methods of work and
workmanship, whether fully specified herein or not, shall be of the highest order in all

respects; the generally accepted requirements and commonly recognized good
practice for first-class work of the nature are to be adhered to.
The Contractor shall install, test and commission the switchyards specified in the
Specification on site. All work, working methods and workmanship, whether or not fully
specified herein, shall be in all respects to the highest standard; generally accepted
requirements and generally accepted good practice for first-class work of that nature
shall be observed.
The Contractor shall provide all staff, such as engineers, supervisory staff, skilled and
unskilled labor necessary to carry out and complete the Contract Works on schedule
as specified. Information regarding site staff shall be shown in the relevant Schedule.

Contractor in connection with the Contract, at depreciated prices to be mutually agreed
upon at that time.
The Contractor shall provide all vehicles, racks, tools and equipment, including the
transportation of personnel, necessary to carry out the Contract Works. Upon
completion of the Contract, the Employer reserves the right at its discretion to take
possession of the Vehicle, any tools, special tools, testing equipment and other
construction equipment used by the Contractor in connection with the Contract, at a
depreciated price to be then agreed between the parties .
1.26 testing and debugging
Testing at site shall be carried out by experienced testing engineers approved by the
project manager. Functional tests shall be inherent in all test procedures. The
Contractor shall record the test results in an approved test form in such a manner that
the test reports can be used as the basis for future maintenance tests. Test methods
and equipment shall be noted on the test sheets. The test protocols shall be submitted
to the project manager in advance for approval

be accompanied by a complete device power-up and loading procedure. The program
shall include: a detailed commissioning schedule showing the steps of all connections,
including the sequence of phase sequence controls and other relevant factors.
Switching of energized parts will be performed by the employer.
1.27 on-the-job training
Each of the Employer's Engineers will be required to spend a minimum of four (4)
weeks at the Contractors design offices for training purposes. The engineers involved
shall be Civil Engineers, Electrical Engineers and SCADA and Telecommunication
Engineers.

The Supplier shall supply in lockable boxes, for the Employer's use, any special tools
that may be required for assembly, dismantling adjustments and maintenance of the

accessible by means of an ordinary spanner.
The supplier shall provide any special tools that may be required for assembling,
disassembling, adjusting and maintaining the equipment in a lockable box for use by

2.3 Interruption of Auxiliary Power
The Contractor shall ensure that the switching stations as a whole will function without
interruptions if auxiliary AC power disappears. The switching station shall be shut

and shall present calculations proving the selectivity between main and sub
distributions under maximum and minimum short-circuit levels.

and environment and the stresses to which it will be exposed. He must also ensure
that the device is compatible with the device it is connected to or works with.
The design shall be reliable and simple. The design shall incorporate every reasonable
precaution and provision for the safety of the general public as well as for all those
engaged in the operation and maintenance of the equipment itself or equipment
connected to or installed in close proximity to it.

withstand short-circuit currents within the rated range of the equipment (including
short-circuits due to faulty synchronization) and normal atmospheric overvoltages,
taking into account the use of arresters, without permanent weakening or deformation.
Special considerations shall be given to pressure rises by short circuits and fire risk. All
material and equipment shall be designed and arranged so that over pressure will be
relieved in a safe direction and so that fire risk is minimized and consequences of a fire
reduced. The indoor 33kV switchboard shall be designed with a duct on top of the
board for pressure release. All plastic material used in boxes, panels and boards shall
be halogen free and self-extinguishable.
Particular consideration should be given to the pressure rise and fire risk caused by
short circuits. The design and arrangement of all materials and equipment shall enable
the overpressure to be released in a safe direction, so as to minimize the risk of fire
and reduce the consequences of fire. The indoor 33kV distribution board should be
designed with a pipe on the top of the board for pressure release. All plastic materials
used in boxes, panels and boards shall be halogen-free and spontaneously
combustible.
The contract supplies shall be designed to facilitate inspection, cleaning and repairs
and for operation, in which continuity of service is the first consideration.

The type and size of the reels to be delivered shall be clearly stated in the bidding

Where electrical sockets are installed for lamps, hand tools, measuring equipment etc.,
local standard sockets with earth connection shall be used for 16A single phase
sockets (lower rating shall not be used). Other sockets shall be according to IECCE

Motors shall have sealed ball or roller bearings. If the bearing is not sealed for life, it
shall withstand two years of operation before refill of lubricants.

Power supplies (socket-outlets) to the man-machine interface shall be dedicated for

2.7 Construction and installation
2.7.1 Panels, panels and cabinets
All wiring shall be stranded copper conductor, PVC. Insulated, suitable for operation at
voltages below 1000 V and in compliance with the provisions of the applicable IEC
Recommendations. Conductors shall not be smaller than 2.5 mm2 for current
transformer circuits and 1.5mm2 for other control circuits. The selection of conductor
sizes for current transformer circuits shall be supported by calculations.
All wiring shall be PVC copper stranded wire. Insulated, suitable for voltages below
1000 V and in compliance with applicable IEC recommendations. The wires of the
current transformer circuit shall not be smaller than 2.5mm2, and the wires of all other
control circuits shall not be smaller than 1.5mm2. Conductor size selection for current
transformer circuits shall be supported by calculations.
For wiring within boards the "bunch" pattern shall be adopted. For a small number of
connections, wiring may be grouped using flexible plastic bands or equivalent. For a
large number of connections, a system using support strips or U-shaped troughs (with
covers) shall be used. Ample space shall be provided for running of cable within the
enclosures.
For in-board wiring, the "bundle" pattern should be used. For small numbers of
connections, flexible plastic straps or equivalent can be used to group the wires. For a
large number of connections, a system using support bars or U-shaped channels (with
covers) should be used. Sufficient space should be provided for cable runs within the
enclosure.
The screens or screened pairs of multicore cables shall be earthed in accordance with
a coherent grounding philosophy to be worked out by the main Contractor and
approved by the Project Manager.

The screen and earth wires shall be terminated in terminals dedicated for this use. All

Terminal blocks for current and voltage transformers shall be separated and specially
marked. They shall be equipped with a sliding splice for separation and “banana”
sockets on both sides for testing. The splices shall be so arranger that they fall into

closed position when loose. Where appropriate, other terminal blocks shall be
equipped with facilities for testing, such as short-circuiting, separating splices, plugs,
etc. All such device shall be accessible even when paralleling strips are used.
The terminal boards of current transformers and voltage transformers shall be
separated and specially marked. They should be equipped with a slip joint for
separation and "banana" sockets on both sides for testing. The splices should be
arranged so that they fall into the closed position when released. Where appropriate,
other terminal boards shall be equipped with testing facilities such as short circuits,

strips.
Only one conductor shall be connected to each side of a terminal block and the
branch- offs shall be made by interconnecting the necessary number of neighboring
blocks by means of copper strips.

shall be subject to the Project Manager's approval and must adapt to obstacles as
tubes and ventilation channels. All penetrations of fire zone separations shall have the
same fire classification as the separation itself.
The final routing of HV and LV cables in indoor and outdoor installations shall be
determined by the Contractor in accordance with the instructions given in the special
specifications and the principles shown in the layout of the drawings. All cable routing
and placement should be approved by the project manager and must accommodate
obstructions such as ducts and ventilation ducts. All penetrations of fire zone divisions
shall have the same fire rating as the division itself.

Cables shall be laid on corrosion resistant ( aluminum or hot dipped galvanised ) cable
trays and racks and by raising cables fixed to cable ladders. The trays shall be
dimensioned and fixed so that it allows one man to climb on it in addition to the cable
load . Each tray shall have at least 15 % spare capacity. The distance between each
tray shall be at least be 300 mm. For exposed outdoor installations cables shall be laid
in covered cable trenches, plastic or steel ducts, depending on the available space.
The cables should be laid on corrosion-resistant (aluminum or hot-dip galvanized)
cable troughs and cable racks, and the cables should be fixed on the cable ladders.
Cable trays should be sized and secured in such a way that, in addition to the cable
load, a person is allowed to climb up the cable tray. Each pallet should have at least
15% spare capacity. The distance between each pallet should be at least 300 mm. For
exposed outdoor installations, cables should be laid in covered cable trenches, plastic
or steel pipes depending on the space available.
Branch offs to individual equipment shall be fixed and supported all the way to the
connection box. Cables and cable supports shall be properly fixed and secured against
movement under short-circuit and strain caused by erection work. Particular attention
shall be given to termination in confined areas where personnel may climb under
erection and maintenance. Flexible tubes of “spiral type” shall not be used whereas
tubes of “plica” type can.
Branches leading to individual equipment shall be secured and supported to junction
boxes. Cables and cable supports shall be properly secured against movement due to
short circuits and strain caused by installation works. Particular attention should be
paid to terminals in restricted areas where personnel may climb during installation and
maintenance. "Spiral" hoses must not be used, but "pleated" hoses may be used.
Low power cables, ie cables for control, metering, etc. shall not be run in close parallel
to high power cables or earth wires, but shall be run at the greatest possible
separating distance. The minimum distances are:

3.6.4 ground and soil conditions
In addition to soil bearing capacity, the determination of soil resistivity is also crucial,
since distribution lines and substations need to be grounded. Different types of soils
have different resistivity values and will be encountered in the project area. Resistivity
values are influenced by porosity, water content, dissolved electrolyte concentration,
colloidal composition, and soil temperature. Knowledge of the soil type in the project
area will assist in the proper design of the switchyard grounding system.
Ferrous materials are prone to corrosion in wet environments. Therefore, all ferrous
materials should be galvanized by hot-dip galvanizing process after the parts to be
galvanized are manufactured to prevent corrosion. Manufacturing processes such as
drilling, punching, welding and cutting are not allowed after galvanizing. Galvanized
coatings shall comply with the requirements of ISO 1461 and BS 729.
All steel parts, which shall not be galvanized, shall be treated effectively against
corrosion after manufacturing. The treatment shall include sandblasting, anti-grease,
primer and coating. The final coat of painting shall be homogenous and free from any
kind of pores.
All steel parts that should not be galvanized shall be treated with effective anti-
corrosion treatment after manufacture. Treatment shall include sandblasting, grease
repelling, priming and coating. The final coat of paint should be even and free of any
type of porosity.

Electricity for ancillary services is usually provided by station transformers connected
to the medium voltage busbar. Equipment requiring uninterrupted power should be
powered by permanently charged power station batteries. If other voltage sources or
voltage levels than those listed below are required, they shall be included in the bid.
Such voltages must not be brought outside the cabinets in which they are used.
Components in the AC low voltage main distribution system shall have a voltage rating
of 400/230 volts, 50 Hz. The system shall be 3-phase, the transformer neutral
grounded (TN-CS).

4.1.1 Housing and Structure
Container for outdoor installation shall have a metallic self-supporting structure built in
profiles, insulated panels and corner blocks, similar to containers for overseas
transport and with minimum thicknesses:

any case shall guarantee the correct function of the equipment inside the container
even under conditions of maximum deformation.
They will be equipped with attachment for fixing to the structure on one side and with

hydraulic jacks, suitable for lifting the entire structure from the vehicle and placing it on
the mounting bracket without other means of lifting. The jacks will operate individually
to level the container and then be mechanically coupled in pairs (those on the short
sides) for raising or lowering the container on the truck bed or final mounting bracket.
The travel of the hydraulic jack must be sufficient to load and unload the container on
the truck bed or on the mounting bracket. A set of hydraulic jacks will be provided for
each container.
Unload operation from vehicle must be able to take place through crane. Minimum
requirements for crane shall be specified by the Supplier.

4.1.3 scale
Container dimensions shall be 40ft compliant with ISO 668 2020. Overall dimensions
and weight of container in transport operating conditions are mandatory with reference
to ISO 668 2020. In case the switchgear dimensions are beyond the width and height
of the standard container, the width up to 2850mm and the height up to 2890mm as
specified for high cube container. Other external dimensions of container shall be
subject to TANESCO approval.
The container size shall comply with ISO 668 2020 standard and be 40 feet. The
overall dimensions and weight of containers under transport operating conditions are
mandatory, refer to ISO 668 2020. Where the dimensions of the switchgear exceed the
width and height of a standard container, up to 2850 mm in width and 2890 mm in
height, as specified for high cube containers. Other external dimensions of the
container shall be approved by TANESCO.
MV/LV cable outlets must be arranged on the floor and equipped with anti-animal
closure, both with MV section out of order (without cables) and in service (with cables
installed).

4.1.5 container configuration
The complete Switching station shall consist of two containers with one long side and
the open sides fitted together so as to form a room of approximately 12.2mx 4.86mx
5.70m. The open side shall be fitted with rigid metal sheet to be attached to the
containers by screws/bolts or any other suitable means for easy removal of the sheet
during installation and fixing during transportation.
The complete switchyard shall consist of two containers of which the long side and the
open side of one container are fitted together to form a room of approximately 12.2m x
4.86m x 5.70m The open side shall be fitted with rigid metal plates through
Screws/bolts or any other suitable means to attach to the container to allow easy
removal of the sheet metal when installed and secured during transport.
The switchgear and other equipment maybe preinstalled at factory or at site which ever
will be convenient to the contractor. The switchgears shall be preferable installed in
one container while other equipment shall be installed on the other container. Nine
switchgears shall be installed; two for incoming feeders, four for outgoing feeders, one
as bus coupler, one bus raiser and one for auxiliary supply. Equipment that shall be
installed in the other container shall include battery and charger, LV distribution panel
and remote communication panel. The switchgear panels shall be installed in such a
way that it shall be possible to conveniently install power cables from the back of the
switchgear and rack out completely the breakers for service.

Switchgear and other equipment can be pre-installed at the factory or on site for
contractor use. Switchgear should preferably be installed in one container, while other
equipment should be installed in another container. Nine switchgear shall be installed;
two for incoming feeders, four for outgoing feeders, one as bus coupler, one bus lifter
and one for auxiliary power. Equipment that should be installed in another container
should include batteries and chargers, low voltage switchboards and
telecommunication panels. The switchgear panel shall be mounted in such a way as to
allow easy installation of power cables from the back of the switchgear and fully rack
the circuit breaker for use.
There shall be a platform on the floor level of the container. Two recessed guides will
be made on this platform, so that the circuit breaker platform can slide in constrained
position. This platform must be equipped with a suitable device to lock it in a defined
position on the front of each MV compartment.

4.1.6 wall
Walls shall be installed on the outer perimeter of hatches once the assembly of MV
switchgear is placed on site, in order to create continuous corridors between
switchgear cells front and the walls themselves.
Once the components of the medium voltage switchgear are placed on site, walls
should be fitted around the perimeter of the hatch so as to create a continuous corridor
between the front of the switchgear unit and the wall itself.
All junctions must be made carefully to avoid water infiltrations. Particular care must be
taken on their profiles and on interposed gaskets.

4.1.7 floor
Floor plating shall be covered with a non-skid or non-slip surface, made of aluminum
sheets. The exposed floor in front of electrical panels shall be insulated with high grade
PVC insulation mat, rated for 36kV. Exterior walkway, stairs with hand rail and landing
shall be provided. External paint finish shall provide an expected life to meet minimal
maintenance in marine condition.
The floor should be covered with a non-slip surface made of aluminum sheets. The
exposed floor in front of the switchboard shall be insulated with a high-grade PVC
insulation mat rated at 36kV. Exterior walkways, stairs and landings with handrails
shall be provided. Exterior paint finishes should provide a life expectancy to meet
minimum maintenance requirements in marine conditions.

4.1.9 involves
A cover made of metal reticular structures properly attached to the top of the container
must be installed. These structures support some crosspieces on which insulated
panels (thermal cover) lay. Panels protrude 500 mm from the plan shape of the
container.

A sheet metal shall be fixed on the top, with an interposed gasket for water tightness. It
has to replicate inclination and corruption of cover panels. Both sides of the cover shall
end on an inox steel channel, made to gather rainwater and for finishing.
The metal plate should be fastened to the top with a gasket inserted in the middle for
watertightness. It had to replicate the slope and folds of the cover. The sides of the
cover shall terminate in inox steel channels for rainwater collection and finish.
Tubes with 80 mm diameter and 100 mm length must be welded on the channels
ends, in correspondence of the beginning of the container. They will eventually allow to
install a descending tube. On headers an inox steel flashing will be applied, with
finishing function.
A pipe with a diameter of 80 mm and a length of 100 mm must be welded at the end of
the passage, corresponding to the beginning of the container. They will eventually
allow for a downpipe to be installed. On the headers, inox steel flashings will be used,
with trimming.
Overall height of the cover from container's roof to the top shall be about 850 mm,
while channels will be placed about 1000 mm under the top of the cover, so that
proper ventilation is guaranteed and, on side view, there will be superposition between
cover and container.
The total height of the cover from the top of the container to the top is approximately
850 mm, while the channel will be placed approximately 1000 mm below the top of the
cover to allow for proper ventilation and there will be overlap between the cover and
the container when viewed from the side.
All materials described above must be treated with the same painting cycle used for
the container.

4.1.11 Gas overpressure vent
External openings for gas overpressure vent shall be realized in line with assembly of
switchgear duct (placed 1820 mm above the floor), with tolerance that can allow
correct coupling without modification of direction and/or cross section of the channel
itself.

duct assembly (placed 1820 mm above the floor) to a tolerance that allows correct

Air conditioning system compliant with the relevant standard shall be installed for the
containers, it shall be composed by two “no house solution” conditioner/heat pump
utilizing inverter technology. Rated power of each conditioning shall be equal or higher
than 80% of the power needed, in order to have acceptable conditions in case of
failure of one unit.
The container shall be installed with an air-conditioning system complying with the
relevant standards, which shall consist of two "non-indoor solutions" air-
conditioning/heat pumps using inverter technology. The rated power of each
adjustment shall be equal to or higher than 80% of the required power in order to have
acceptable conditions in the event of a device failure.
These conditions shall be powered by two separated electrical circuits, in order to be
completely independent.

Air conditioning shall be able to guarantee, internal temperatures of 25 °C during hot
season and 15 °C during cold season.

4.1.18 Video Surveillance System (CCTV)
Video Surveillance System (CCTV) shall be installed at the Switching Station for
monitoring security and events. At least 10 CCTV cameras shall be installed with four
inside the container, one at the guard house monitoring the main entrance and four
monitoring each side of the switchyard while one monitoring the termination of the
cables at the poles. The Surveillance CCTV system shall ensure effective surveillance
of the areas of the switching station as well as create a tamper-proof record for post
event analysis.
A video surveillance system (CCTV) shall be installed at the switchyard for monitoring
safety and incidents. A minimum of 10 CCTV cameras should be installed, four of
which are inside the container, one in the guardhouse monitoring the main entrance,
four monitoring each side of the switchyard and one monitoring the cable terminals at
the poles. Monitoring CCTV systems should ensure effective monitoring of the
switchyard area and create tamper-proof records for postmortem analysis.
The CCTV System shall comprise the CCTV server installed in the container, the
cameras and all other equipment like multiplexers, amplifiers, audio facility at both
camera and control room site (as required), all cabling, fixing hardware, monitors,
console, etc. The CCTV system shall be connected either directly to the
telecommunication equipment to be installed in the switching station or to the gateway
computer of the local control system.
The CCTV system shall include the CCTV server, cameras and all other equipment
such as multiplexers, amplifiers, cameras and audio equipment on site in the control
room (as required), all cables, fixing hardware, monitors installed in the container ,
console, etc. The CCTV system should be connected directly to the
telecommunications equipment installed in the switchyard or to the gateway computer

The system shall provide an online display of video images on TFT monitor located in
the guard house as well as in the control rooms of the Distribution Control Center

be protected by a metal enclosure with IP4X, low voltage and other compartments.

The AIS switchgear shall be of indoor air-insulated metal-clad cabinet design with a
single busbar system in accordance with the one-line diagram and data sheet. Each
panel shall be metal-enclosed, self-contained, fully arc-proof, floor-mounted, face-
flush, and arranged into a single structure through common busbar assemblies. Each
compartment shall be protected by a metal enclosure with IP4X, low voltage and other
compartments. The structure, including cable entries, shall be insect-proof.
Adequate safety margin with respect to thermal, mechanical, dielectric stress, dynamic
short circuit fault and insulation coordination be maintained during design, selection of
raw material, manufacturing process etc. So that the AIS provides long life with least
maintenance.
Sufficient safety margins for thermal, mechanical, dielectric stress, dynamic short-
circuit faults, and insulation coordination should be maintained during design, raw
material selection, and manufacturing processes. Therefore AIS has a long service life
and minimal maintenance.
The complete switchgear shall be designed to manage the risks associated with it such
that there shall not be any safety hazard to the employees in normal service and
during inspection and maintenance. The design should be such that all parts subject to

Continuity of Switchgears shall be LSC-2A (as per IEC 62271-200).
The overall switchgear should be designed to manage the risks associated with it so
that no safety hazards are created for employees during normal service and inspection
and maintenance. The design shall ensure that all wear parts are easily maintained.

62271-200).

The panel shall be constructed from corrosion-resistant metal clad of min 3 mm
thickness accommodating the primary switching devices (VCB and Three position
disconnector cum earth switch, current transformers, voltage transformers in each
incomer panel, relays, control switches, BCU, Ameter , alarms, position indicators etc )
and all live parts.
Panels shall be constructed of a minimum 3 mm thick corrosion resistant metal
cladding to accommodate the main switchgear (VCB and three position disconnector
cum earthing switch, current transformers, potential transformers in each incoming
panel, relays, control switches , BCU, voltmeter, ammeter, siren, position indicator,
etc.) and all live parts.
The panels must be suitably treated and powder coated with 60–70-micron thickness,
to achieve indoor worthiness and corrosion protection and should pass salt spray test
for not less than 500 hrs.

33 kV busbar shall be air insulated and shall be made of electrolytic high-grade Copper

Amp/mm2) . They shall be adequately supported on insulators to withstand electrical
and mechanical stresses due to specified short circuit currents.
Busbar shall be supported on the insulators such that the conductor expansion and
contraction are allowed without straining the insulators. Bus bar cross-section shall be
uniform throughout the length of switchgear board.
The busbars should be supported on the insulation in such a way as to allow the
conductors to expand and contract without straining the insulation. The busbar cross-
section should be uniform over the entire length of the switchboard.
Busbar insulators shall be of arc and track resistant, high strength, non-
hygroscopic, non-combustible type and shall be suitable to withstand stresses due
to over-voltages, and short circuit current. In case of organic insulator partial
discharge shall be limited to 50 pico coulomb at rated Voltage X 1.1/√3. The
temperature of the busbars and all other equipment, when carrying the rated
current continuously shall be limited as per the stipulations of relevant Standards,
duly considering the specified ambient temperature (55° C) . Clearances between
phases and between phase and earth shall be kept liberally so as to obtain high
reliability.
Busbar insulators shall be arc-resistant and leakage-resistant, high-strength, non-
hygroscopic, non-combustible, and shall be suitable to withstand the stress caused
by overvoltage and short-circuit current. In the case of organic insulators, the partial

discharge at rated voltage X 1.1/√3 shall be limited to 50 picocoulombs. When
continuously carrying the rated current, the temperature of the busbar and all other
equipment shall be limited in accordance with the provisions of the relevant
standards, with due regard to the specified ambient temperature (55°C). The
clearance between phases and between phases and ground should be kept loose
for high reliability.

4.4 Circuit breaker
Circuit breakers should be Vacuum type for 33KV. They should be according to IEC
62271-100 standard. Rated operating sequence must be O-0.3sec-CO-3min-CO.
Operating time for opening, breaking and closing, less than 40ms. Circuit breaker must
be E2/M3/C2 type (electrical, mechanical endurance and capacitor breaking/making
ability) according to relevant standard. Circuit breaker operating mechanism will be
electrically operated. The operating mechanism should consist in the following items.
Spring system that stores the necessary energy for opening and closing operation.
Spring charging system (motor operated) that automatically recharges the springs
after the main contacts of the CB have closed. Mechanical "charged-discharged"

operating mechanism will be electrically operated. The operating mechanism should

Circuit breaker shall be provided with two trip coils. Suitable indicators shall be
provided on the front of panel to indicate OPEN / CLOSED conditions of the circuit
breaker, and CHARGED / DISCHARGED conditions of the closing spring and trip
Coil / Circuit supervisions indicating lamp.

Manufacturers of HV switchgear shall be able to manage a first party
conformity assessment procedure, as defined by ISO 17000, and to provide
the associated deliverables "Declaration of Conformity" for the performances
stated in this specification. The supplier shall ensure the validity of the
declarations over the time. The switchgear must be type tested according to
latest relevant IEC standards. The next type tests might be required during
tendering process according to the IEC 62271-200 standards.
Manufacturers of high voltage switchgear shall be able to manage a first party
conformity assessment procedure as defined by ISO 17000 and provide an
associated deliverable "Declaration of Conformity" for the performance
specified in this specification. The supplier shall ensure the validity of the
declaration. Switchgear must be type tested according to the latest relevant
IEC standards. According to the IEC 62271-200 standard, the next type test
may be required during the bidding process.

4.8 Disconnectors and Earthing Switches
The Earth Disconnector will operate always de-energized and the making capacity is
provided by the circuit-breaker, which is designed for these purposes. The
Disconnector must be according to the latest edition of the IEC 62271-102 and shall
meet requirements as specified in paragraph ratings. The indication of the position of
the Disconnector must be mechanical. The Operating mechanism must be accessible
from the front.
The ground disconnector will always operate in the de-energized state, the closing
capacity is provided by the circuit breaker which is designed for this purpose. Switch
disconnectors must comply with the latest edition of IEC 62271-102 and should meet
the requirements specified in paragraph Rated values. The position indication of the
isolating switch must be mechanical. The operating mechanism must be accessible
from the front.
The Disconnector must be of single rotation-driving axis both for the Disconnector and
the Earthing switch. It is mandatory that the operation from "closed to busbar" to "ready
to earth" is made in two separate operations, closed - open and open - ready to earth.
These are completely independent operations, with two separated operating access.
Isolators or isolators combined with earthing switches (switches-Open, Close
Earthed). In case of emergency, Manual operation must be possible. The earthing
position of all 3 phases must be visible via a mechanical position indicator (MIMIC)

To analyze the chronology or sequence of events occurring in the power system, time
tagging of data is required which shall be achieved through SOE feature of RTU. The
RTU shall have an internal clock with the stability of 10ppm or better. The RTU time
shall be set from time synchronization messages received from master station using
IEC 60870-5-104 protocol. SOE time resolution shall be 1ms or better.
In order to analyze the timing or sequence of events occurring in the power system,
the data needs to be time-stamped, which should be realized by the SOE function of
the RTU. The RTU should have an internal clock with a stability of 10ppm or better.
The RTU time shall be set by a time synchronization message received from the
master using the IEC 60870-5-104 protocol. SOE time resolution should be 1

The RTU shall maintain a clock and shall time-stamp the digital status data. Any digital
status input data point in the RTU shall be assignable as an SOE point. Each time a
SOE status indication point changes the state, the RTU shall time-tag the change and
store in SOE buffer within the RTU. A minimum of 4000 events can be stored in the
SOE buffer. SOE shall be transferred to Master Station as per IEC60870-5-104
protocol. SOE buffer shall be maintained by FRTU on power supply interruption.
The RTU shall maintain a clock and time stamp the digital state data. Any digital status
input data point in the RTU shall be designable as an SOE point. Each time the SOE
status indication point changes state, the RTU shall time-stamp the change and store

4.23.10 Local/Remote Selector Switch
A manual Local/Remote selector switch shall be provided for each RTU to disable all
control outputs by breaking the power supply connection to the control outputs. When
in the "Local" position, the Local/Remote switch shall allow testing of all the control
outputs of RTU without activating the control outputs to field devices. A status input
indication shall be provided for the Local/Remote switch to allow the SCADA system
to monitor the position of the switch. RTU with inbuilt local remote selector switch also
will be acceptable.
Each RTU shall be provided with a manual local/remote selector switch to disable all
control outputs by disconnecting the power connections to the control outputs. When
in the "local" position, the local/remote switch shall allow testing of all control outputs
of the RTU without activating control outputs of field devices. A status input indication
shall be provided for the local/remote switch to allow the SCADA system to monitor
the position of the switch. RTUs with built-in local remote selector switches are also
acceptable.

communication signal, etc. The TBs of the CT circuit should have the function of CT
shorting (on the CT side) and opening (from the load side) to facilitate testing by
current injection. Likewise, the TBs of the PT circuit should have a disconnect function
to facilitate the voltage injection of the test.

devices. For other items also such as MFT, sensor etc the requirements are mentioned
in the respective sub sections of specification. However, the type tests shall be only
be limited to the specification of that item only. Type Test reports shall be in the name
of the Bidder for RTU.
