PROJECT MANAGEMENT

1. PURPOSE
The purpose of the procedure is to outline the project requirements for the refueling of Fuel for
the camp and construction phase of the project.

HYUNDAI will arrange for refueling in such a manner so as to prevent any health and safety
hazards and protect the environment.

2. SCOPE
This document applies to all activities of Diesel Transfer between Tanker and Mini Tanker,
Tanker and Storage Tanks of Generators. Fueling of Diesel Operated Mobile and Static
Equipment from Tanker, Project Site, Ly down Yard and Camp Area.

4. RESPONSIBILITY

4.1 HSE Manager

• HSE manager have to make sure that Diesel transferring, and fueling/filling activities
are carried out as per the instructions of this document, related JSA and Saudi Aramco
General Safety Requirements.

• Make sure all employees involved in diesel refilling activity or visiting site or related
facilities including camp, must go through safety orientation, including explanation of
job safety rules and regulations.

• Related employees referred from their department, got training on fire prevention and
protection. Must take disciplinary action against any non-compliance.
• Make sure coordination with all departments, to communicate diesel filling procedure
and JSA, and provide assistance on demand.

4.2 Diesel Delivery Contractor

Is responsible for the safe delivery of Diesel to Tankers. Contractor must make sure:

• Delivery vehicle i.e. Tanker, must be in safe operating condition.


• “Fill-Rate Pump (24 V)” must be used for diesel transferring, instead of “Fuel Driven
Pump”
• Vehicle is having all relevant Government issued/required certificates, including
Insurance of the vehicle.
• Vehicle has “HYUNDAI Vehicle Inspection Sticker”.
• Driver of Vehicle have Appropriate Driving license and other government documents.
• Driver of Vehicle have Appropriate PPEs, including Fire Rates clothing.
• Driver Must have Project Orientation and have training in fire prevention and basic
firefighting.

4.3 Contractor Tanker Driver

Contractor Tanker Driver is responsible for complying with this procedure and general
Saudi Aramco Safety Requirements. The driver must make sure the following:

• Login with security, once arrive on HYUNDAI Camp-gate/premises.


• On arrival to HYUNDAI Camp/premises, inform HYUNDAI Security Representative and
weight for his instruction.
• Make sure precautions for safe transfer of diesel are taken.
• Do not perform solo execution of activity
• Never fill any un-attendant diesel tanker
• Report immediately any emergency/incident as per emergency reporting
procedure/instruction

4.4 Supervisor

• All Safety measures must be taken to transfer diesel between tankers.


• Make sure all employees involved in activity, have got safety orientation, including
explanation of safety rules and regulations of activity.
• Provision of appropriate PPEs to all Tanker Drivers and Involved persons.
• Maintenance and inspecting of Diesel Tankers.
• Make sure Daily inspection of involved tankers are performed by competent person.
• Taking fire prevention measures before execution of job.
• Appointing competent and trained Fire-watch with appropriate fire extinguishing
medium before execution of job.
• Make sure the JSA is available on activity site
• Diesel filling procedure and JSA are communicated with all concerned workforce.
• Make sure Security staff knows the procedure and know about critical nature of activity
and importance their role.

4.5 Security Personnel

Security staff must understand the diesel transferring procedure overview and importance
of their role to control any misshapen and incident. Security personnel on gate must follow
the following, once supplier diesel tanker approach:

• Perform a 360 check of vehicle and do not allow vehicle/tanker to inter facility, if any
visual leak or hazardous condition exist.
• Report immediately arrival of vehicle to procurement depart.
• Log the approached vehicle in entry log register, if agreed by procurement department.
• Log-out when vehicle leaves the premises.

4.6 Equipment Department

Equipment department is responsible for safe fueling/re-fueling of site static and mobile
equipment, including filling of Diesel Tanks of Generators. Equipment department have to
make sure Compliance with instructions of this document and SA General Safety
requirements to execute the job. Make sure the JSA is available on activity site and diesel
filling procedure and JSA are communicated with all concerned workforce.

4.7 HSE Representative/Supervisor

Site HSE Representative staff must supervise Diesel Filling/fueling activity in his area of
responsibility, when coordinated by Equipment Department. HSE Representative have to
make sure that Filling/fueling activity is carried out as per the instructions of this document
and Saudi Aramco General Safety Rules. Coordinate any lack in safety precautions to the
concerned employee and to his respective HSE supervisor/Manager.

5. PROCEDURE

5.1 Involved Persons

• The operation of fuel transferring/fueling must be performed by competent persons.


Such involved persons;
• Must know diesel filling procedure and JSA requirements
• Must be trained and capable of fire prevention and basic firefighting/extinguishing.
• Know and have the medium to report any emergency or misshapen.
• Have and use appropriate PPEs.
• Must have authority from concern department.
• Must maintain “Buddy System” i.e. minimum Two persons are allowed to perform the
activity.

5.2 Vehicles & Equipment

• All involved vehicles i.e. Road Tankers, Static and Mobile equipment must have;
• Valid Inspection Sticker
• Proper Grounding & Bounding connections

• Working order and Inspected Fire Extinguishers


• Non-Fuel Operated Pump for Hydrocarbon fuel transfer

5.3 Stand-By Generator Refueling Procedures

For Refueling operations, the expected risks are spills, environmental contamination and
risk of fire.

When refueling the generator’s fuel tank, ensure that the following procedures are
followed:

• Ensure the work permits are obtained from Camp in charge inside camp area and
Saudi ARAMCO work permit shall be followed inside the Site.
• Check and ensure that no person is smoking within the vicinity of the fueling operation
and Smoking will only be allowed in designated areas.
• Ensure that a dry chemical powder fire extinguisher is nearby and that whoever is
involved in the refueling operations shall be trained on how to use it.
• Ensure that the fire extinguisher is suitable for the type of fire to be extinguished.
• Ensure that the dry chemical powder fire extinguisher has recently been inspected and
color coded.
• Ensure that there are no other flames or sparks producers nearby.
• Ensure that the fuel tank / container meet the requirements of Saudi ARAMCO fire
laws.
• Ensure that the fuel truck engine is shut off prior to start of fueling operations.
• Ensure that the Generator /Equipment’s engine is also shut off prior to start of fueling
operation.
• Ensure that the fuel truck is grounded to the earth with the use of grounding cables.
• Ensure that the fuel tank / container to be filled are grounded to the earth with the use
of grounding cables.
• Ensure that the fuel tank is filled to the proper level and not overfilled.
• Upon completion of fueling the fuel tank / container, ensure that the tank / container is
properly capped.
• Ensure that the spills from the discharge hose will be properly contained and the tank
container shall be kept clean always.

5.4 Safety Measures for Fuel Transferring

For Bulk Transfer:

• Information to concerned departments.


• Securing a work permit
• Minimum two people to perform activity.
• Perform diesel transfer, only in designated area.
• Keep tankers apart at maximum possible distance.
• Trained fire watch and fire extinguishing media availability.
• Main tanker is to be grounded properly and then bounded with receiving tanker.

• Area barricade and signages, including “No Smoking or Open Flame” sign.
• Communication medium must be available.
• Driver of both involved tankers must be present, during diesel transferring.
• Availability and use of PPEs, including Face shield for Dispenser Operator.
• Diesel filling procedure and JSA must be available and communicated.

For Fueling/Re-Fueling of Static and Mobile Equipment:

• Securing a work permit


• Equipment must be turned off.
• Trained fire watch and fire extinguishing media availability.
• Tanker must be grounded and bounded with equipment, before starting fuel transfer.
• Area barricade and signage be in place, including “No Smoking or Open Flame” sign,
clearly displayed.
• Communication medium available.
• Availability and use of PPEs, including Face shield for Dispenser Operator.
• Diesel filling procedure and JSA must be available and communicated.
• Spill kit must be available on Dispensing Vehicle.
• Enough time shall be given to dispensing nozzle, before removing it from receiving
tank inlet.

6. SPILL CONTROL
Precautionary measures must be taken to control spills. Including the use of drip trays and
placing dispensing nozzle inside any small container to hold any miner leak/drops of fuel, after
transferring fuel to receiving container.
In the event of any spillage Do Not hose it down or let it in area. At minimum following
precaution must be taken to coupe spill.

• Immediately stop fueling operation.


• Alert the persons in nearby area.
• Utilize spill control kit to contain the spill and absorb the liquid fuel.
• Use dry sand to control larger spill.
• Report spill to area HSE representative and Environment coordinator.

When not practicable to use spill control kit or spill exceed the limits of spill control kit, use dry
sand to absorb the fuel and prevent fuel to spread in large area.

In any method of controlling spill, area must be dried made free from contamination, it may
include removal of soil, up to depth of evidence of contamination. The removed soil, used
sand and/or spill kit must be disposed properly as a hazardous waste and/or handed over to
approved contractor of hazardous waste disposal.

7. SPILL REPORT
All efforts shall be made to prevent spill occurrence, if a spill occur report it immediately. A spill
shall be immediately reported to area HSE officer/supervisor, Environment Coordinator and to
immediate supervisor of the person performing activity.

Utilize available communication medium to report spill immediately, and follow applicable
emergency reporting procedure.
