Praise be to God Almighty, for all his blessings, mercy, wisdom, abundance, and gifts
the author was able to complete a paper on Multicultural Education on Unraveling
Multicultural Issues completed and on time.
We do not forget to thank Mr. Erwin Putera Permana, S.Pd, M.Pd as a lecturer who
teaches the Multicultural Education course who guided us in working on this paper
assignment. We would also like to thank our group members who have always been loyal in
helping in terms of collecting data in the creation of this paper. In this paper we will explain
about various Issues Regarding Multiculturalism.
We made this task to provide some material in the form of understanding
Multicultural Education in general, then we will discuss the Issue of Multiculturalism.
Hopefully this paper that we make can help increase our knowledge to be even broader in
understanding material related to Multicultural Education and Issues related to
Multiculturalism.
We realize that in writing this paper there are still many shortcomings or errors that

INTRODUCTION
A. ABSTRACT
Multiculturalism comes from the words multi and culture. Multiculturalism is an
idealism that recognizes and glorifies differences. Multicultural societies are characterized by
people of different races, ethnicities, and nationalities living in the same community. In
multicultural communities, people nurture, give, celebrate, and share their own cultural ways
of life, language, art, traditions, and behavior. Their value lies in the belief that cultures, races
and ethnicities, especially these minority groups, deserve special recognition due to
differences in the general political culture.
Multiculturalism education is very important for us, with multiculturalism education
we can respect each other who are different from us , with race, ethnicity, religion, belief ,
different mindsets, customs, cultures from us, we know for ourselves that Indonesia is a
multicultural country that has cultural diversity. Each region has different cultures and habits,
such as on the island of Java where there are Javanese, Sundanese, and Madurese tribes
where the three tribes live on the island of Java and have different cultures. Diversity can lead
to differences, which can lead to disputes and conflicts as well as on other islands such as
Kalimantan, Sulawesi, Sumatra, Papua, all have different characteristics, which should be
tolerant of each other There is no hostility to each other or conflicts of opposition.
With the education of multiculturalism we can respect each other if there are
differences, we can understand and empathize with each other , that even though they are
different but it should remain one , Bhinneka Tunggal Ika, that if differences are not well
behaved or no one understands each other or tolerates each other then the Occurrence is
conflict and division, therefore it is necessary to integrate a nation so that the nation
becomes united , that if we are united in differences it will give rise to a whole unity
though different in difference, not divorced, because as the words unite we are steadfast in
divorce we collapse
Not infrequently because of the many differences that exist in Indonesia causing
issues or conflicts in Indonesian society, that this is proof that multiculturalism education is
not really true implemented in all Indonesian society, that some are still new and do not know,
unless they have been educated on this , Issues of conflict in multicultural will continue to
grow if each other does not understand each other or appreciate the differences that exist in
Indonesia, only a few know about multicultural education and there are some who do not
know about this multicultural education, or in other terms are still new to it and tend to
ignore or ignore it
In this topic, we will discuss issues such as divisions that occur due to differences in
race, ethnicity, group, culture, religion , and other differences such as how to Views and
behaviors can cause conflict or hostility, especially if the community still does not
understand or is still very unfamiliar with this multicultural education, The issue of
multicultural conflict must occur in Indonesia. Many conflicts stem from the hatred that
people have for other cultures. Therefore , it must be addressed and so that the conflict does
not spread everywhere and make it worse, there needs to be education or resolution to this
conflict that occurs
B. BACKGROUND
In Indonesia, there are various customs , tribes, cultures, religions or beliefs, thinking
patterns, behaviors, races, which are different , these differences should be addressed
properly even though in diversity should not be addressed with conflict or hostility but
rather in a good attitude and tolerance, because many people are still ordinary and have
not knowing that there is no education provided by them, then it ends up making conflicts
within a group, because of the differences in differences themselves, some are partial Being
radical feels the opinion is the most correct and blames the other for being perceived as the
other wrong, for example, radicalism in religion, that one group feels the religion is the truest
and most perfect while the other religion or the other belief is wrong, this is because they do
not understand the concept of multiculturalism in diversity and tolerance between peoples

because different races will antagonize each other, different skin colors will be ridiculed
because they are not the same , generalize a thing to be the same, for example that people
who are black are stupid and tend to be dirty untidy, while people who have a white color

the color of his skin, and discriminate against the color of the skin that what is said to be a good
skin color is white besides that it is ugly, this can be occurs because of the differences

It is in racial differences, differences in others for example religious differences, there are
also conflicts due to religious differences, such as for example making fun of each other
religions that are different from their own religion , feeling that his religion is the most
correct and blames others, this conflict can be seen in the group of social media groups many
argue about religion and belief, as well as in the real world , for example, trying to destroy
places of worship of other religions by burning them, or suicide bombings, this causes chaos
and is hostile to each other, so it is necessary overcome with the concept and
understanding of multiculturalism in order to understand each other
Differences in customs, for example, the way of behavior in a city will be different
from other cities, the customs are different, this tends not to be addressed properly because
the more different the possibilities there will also be greater conflicts , in this world there are
many differences, let alone in the world, in Indonesia alone 1 country the differences are also
many, and diverse , the customs of Indonesians and other countries like Americans or
Europeans, it must be different, the habits are different, and there are many other
backgrounds that make these differences, many have not understand eventually
antagonizing each other the different themselves
Other differences, such as one race, will feel superior to another race, and violate
another race, antagonize another race, then conflicts or conflicts between races will arise ,
because of the racial differences that exist, for example in Indonesia in Sumatra and Java ,
the Sumatran race states that its race is best among other races better than the race from
Java for example, then who feels that having a race is superior or superior to others, it is
known that we are created equally equal no one is the most superior of among others, we
was created to know each other not hostile or contradictory, for those differences were not
made into enemies or sources of conflict but were used to mutual understanding that is
different from others
Not infrequently because Indonesia is vast and many islands, the pattern of habits is
also diverse, it will cause different cultures , the wider a country and different island
islands , the wider the differences, because the perspective and behavior of each group will
be different if it is farther away from each other , for example, Indonesia with Arabia will
be different because the ideology is different, the way of behaving is also different, then customs
and culture are also certainly different , because the language is also different also , this is
because the pattern of behavior in the community of one group, will affect others, for
example in an area Pacitan in Indonesia has a certain pattern of behavior, a pattern the
behavior may be continued or followed by the surrounding community, for example the
way of speaking accent will also adjust to an area, that the dominant there it will be
followed.

conflicts arise that will have an effect and have implications for murder and hostilities ,
because if conflicts are allowed then wars are likely to occur, that wars occur as a result of
conflicts that are not overcome by each other and are not mutually extensive. well

one wants to relent in to each other. Therefore , it is necessary to instill the concept of
multiculturalism.
Different thinking patterns will also cause conflict if not addressed properly, they
will insist that they are the most correct and others will be wrong, that their thinking is the
most true while will blame the other's thoughts that are different and considered wrong, if in
the discussion will give rise to debate , with this the debate will arise, and then it will be
hostile and check, because the patterns of thought are not in line with each other, if they are
not in line with each other, this will result in a debate because of differences in thoughts,
patterns the thought will not cause a common ground, then conflict can occur because of this,
the point is that all differences if not addressed properly will cause a conflict or hostility.

CHAPTER II
DISCUSSION
A. MULTICULTURAL ISSUES IN INDONESIA
The first :
The issue of multicultural conflict must occur in Indonesia. Many conflicts stem from the
hatred that people have for other cultures. An example of this issue can be seen from the
recent incident, namely a video on social media of people saying insulting sentences against
the Betawi tribe.
The insult to the Betawi tribe by a member of a mass organization with the initials VVL (49)
was captured in the video and became a hot topic on social media. Someone in the video said,
"Lu brought the Betawi people all here. The Betawi people are stupid, the cave said"
The viral video was posted to polda Metro Jaya by the Betawi Advocates Association
(PADI). "Because there is an expression that degrades the dignity and ethnicity of Betawi,"
said the Chairman of the PADI Advisory Board, Ramdan Alamsyah at the Metro Jaya
Regional Police, Friday, October 15, 2021.
Ramdan said PADI reported two people in the case, namely the one who uttered the insulting
sentence and the video recorder. They are suspected by Article 28 paragraph 2 juncto Article
45 paragraph 2 of the ITE Law and or Article 16 of Law Number 40 of 2008 concerning the
Elimination of Racial and Ethnic Discrimination and or Article 156 of the Criminal Code
(KUHP).
Opinion:
This is a difference in culture and ethnicity, one of which is the culture and tribe of the Betawi
people, the Betawi people are insulted on social media and it is stated that the Betawi people
are stupid, this is one of the hurtful words and mocking one tribe who declares that
another tribe is stupid, and the tribe itself is smarter than the Betawi tribe, this is
tantamount to generalizing that all the Betawi people are stupid, what an exemplary or
imitated word when we mock a certain tribe there should be a feeling of guilt for being
insulted by the tribe , while this humiliation for the sake of contempt will eventually give
rise to hostility and conflict, our opinion is, let not one tribe make fun of another, for not
necessarily the ridiculed are inferior to us, it may be that they are even better than us, and
do not mock each other, this will cause provocations and lead to hostility as well, will we
want there to be opposition that leads to killing each other because of conflict, certainly not
?, therefore keep our word so as not to hurt others or other tribes and do not generalize
easily. Each region has different cultures and habits, such as on the island of Java where there are
Javanese, Sundanese, and Betawi tribes where the three tribes live on the island of Java and
have different cultures. Basically, we can believe that everyone has the same rights as
everyone else regardless of social class or background. Therefore, respecting differences in
people's lives is important by maintaining an attitude of tolerance.

Balikpapan (23-11-2014). Islamic experts representing seven continents gathered in
Balikpapan City, East Kalimantan, to examine strategic issues related to multiculturalism in
Indonesia through the 2014 Annual International Conference on Islamic Studies (AICIS).
Minister of Religious Affairs Lukman Hakim Saefudin said that the Ministry of Religion
(Kemenag) as the organizer deliberately raised the theme of multiculturalism in AICIS 2014
because of the increasingly rapid flow of globalization. The entry of foreign values into
Indonesia is one of the threats that must be watched out for, because new understanding can
easily damage the next generation of the nation. "There are understandings that are not in
accordance with the Indonesian context, with the reality in Indonesia. Like the Islamic State
of Iraq and Syria) sect which easily separates those who disagree with it. That difference is
precisely the foundation or foothold for mutual hostility and even bloodshed. This is what we
must be aware of," said Lukman when opening AICIS 2014 in Balikpapan, yesterday
evening.
According to Lukman, however, global life and world civilization must have a thorough
meaning to understand the meaning of multiculturalism. Moreover, Indonesia has a long
experience in living a life of multiculturalism. Although the people live in the midst of
cultural, ethnic, and even religious differences, they can still live together since hundreds of
years ago.
"In today's increasingly globalized life, where the competition for life is getting higher, the
awareness to live in the midst of diversity is increasingly relavan. Don't let differences divide
us. But how can the differences be taken in a positive spirit, can complement each other,
perfect each other, and sneeze each other," he said.
Lukman mentioned that there are at least five crucial issues and challenges of
multiculturalism in Indonesia today. First, attention needs to be paid attention to the position
of adherents outside the six recognized religions in Indonesia. Because adherents of
understandings outside the six official religions also want to be accommodated within the
nation and state. "This is what then strengthens into discussion, whether or not they need to
understand explicitly on their ID cards, including on birth certificates, death certificates,
marriages, education, including the funeral process if they die," said Lukman.
The second issue is that the state needs to respond to the emergence of new religious or
religious movements that are increasingly showing an increasing graph. "It's not that in the
past there were no similar movements, but this kind of movement did not dare to show its
identity for fear of legal sanctions from the country at that time which was not as open as it is
now," he explained.
The third issue is related to the establishment of houses of worship which sometimes cause
conflicts, both among internal communities and between religious groups. In fact, the
establishment of houses of worship should not need to cause unrest between religious groups
if there is religious maturity in each religious community.
Fourth, interfaith violence, especially against minority groups. In fact, the majority and
minority are related to the region in which the context is located. Moreover, Indonesia is in a
very large geographical area, very diverse, and very volatile. That is, it is not always the
position of a certain group to be a majority or a minority. Within a certain region it could be
that conditions reverse.
The fifth issue is related to narrow, literal and conservative interpretations of religion, which
in turn threaten religious groups that have different interpretations. For example, jihat is only
interpreted as war, even though jihat is every real effort to get the Ridha of Allah.
Lukman hopes that the results of this conference will not only be limited to scientific studies
but can be material for future government policy making, and can contribute to the mental
revolution in Indonesia.
Director of Islamic Higher Education, Ministry of Religion Dede Rosyada as the head of the
organizing committee reported that in the XIVth AICIS activity, a number of speakers from
abroad were present, such as Morocco, Egypt, England, Qatar, America, Africa, Australia,
and Malaysia. They will express their views on issues of multiculturalism as well as review
papers from researchers in the country. He said that initially there were 1,006 scientific
papers or articles related to the theme of multiculturalism that entered the committee.
However, only 580 articles qualified, while many others did not make recommendations from
their leaders.
"But the 1,006 papers that came in were amazing. Of the 1,006 papers, 160 will be presented
here (AICIS forum)," he said.
This conference will last until Monday (24/11) to discuss all incoming scientific articles. The
assessment team involved a number of Muslim professors and scholars in the country,
including Azyumardi Azra (former Rector of UIN Syarif Hidayatullah Jakarta), and Amin
Abdullah, (former Rector of UINSunan Kalijaga Yogyakarta). This annual conference was
also attended by all IAIN and STAIN Rectors throughout Indonesia.
Director General of Islamic Education of the Ministry of Religion Kamarudin Amin in his
remarks explained that this annual conference is a forum that has been, will and continues to
be the strength of an academic organization full of charm and prestige. This conference will
be a witness that Islamic universities in Indonesia together with the Ministry of Home Affairs
will continue to contribute and play strategic roles in the life of the nation and state. For this
reason, he hopes that the results of research and studies in this conference can make a
massive contribution to the progress of Indonesian Islam and the world.
Opinion:
There are several issues regarding religion, so there are associations from other countries
to Balik Papan discussing this issue, located in Balikpapan City, East Kalimantan, to
examine strategic issues related to multiculturalism in Indonesia through the Annual
International Conference on Islamic Studies (AICIS) forum. ) 2014, the hope is that there will
be no different understanding of the same religion, namely the Islamic religion, in the know
that the religion of Islam is very broad , its description and knowledge , and prone to
being divided because of differences of views, there are Sunni, Shia, NU,
Muhammadiyah, LDII, Wahabi, and so on, hopefully with that conference all those who
have understanding different from being divided into radical ones e.g. ISIS, and giving
the understanding that ISIS does not include Islam it is wrong understanding is
incompatible with Islam, because where there is Islam teaches kill bunuhan, because
Islam is brought peacefully, it must be watched out for, there are other issues behind it as
well related to the establishment of houses of worship which sometimes cause conflicts, both

The Third
Recently, there have been many social events that disturb the heart and mind. On the one
hand, there are cases of alleged blasphemy, large-scale demonstrations, and various other
social cases. On the other hand, there is a national apple that reminds the Republic of
Indonesia as a plural nation but can live in harmony. What does it mean? Many parties feel
that there is a threat of unity and unity to the nation and state. The spirit of division seems to
tear apart the motto of national unity and unity: Bhinneka Tunggal Ika.
This is a gift of diversity for Indonesia, namely that Indonesia has 600 regional languages,
300 ethnic groups living in approximately 17 thousand archipelagos. The founder of the
nation is certainly very aware of the Indonesianness that will be formed and is determined to
have a motto: Bhinneka Tunggal Ika. And, long before independence, Indonesia's diversity
awareness already overshadowed the consciousness of Indonesian youth. With full awareness
of differences and diversity, on October 28, 1982 in Batavia, they declared: one spilled blood
and homeland of Indonesia, one Indonesian nation, one Indonesian. For the youth of this
nation, unity is above difference for the sake of the independence of their nation. This spirit
continues to animate the nation's leaders at the beginning of independence, one of which is in
the formulation of Pancasila, especially the first precept. It is very clear that in the era of
independence, external factors are the drivers of unity that is able to overcome differences in
interests and groups (SARA). Armed with independence, Indonesia is determined to build a
democratic society. For this reason, of course, an education system that upholds the diversity
of society is needed.
Opinion:
Ada case of alleged blasphemy, large-scale demonstrations, and various other social cases,
that the Indonesian state is diverse, then prone to conflict if a problem is not addressed
properly and tolerance, differences exist must be interpreted properly and completely there
is no conflict or hostility, blasphemy can occur, both the ranks of the people of the high and

report it to the police and finally be tried later in prison, religion is vilified because the basis
is different from his beliefs or beliefs , then his own religion in puja and other religions is
rejected or rejected, then there will be a big demonstration because of this, people who do not
want their religion to be insulted will defend his religion and inviting other friends to do a
large-scale demonstration, this needs to be overcome and must understand each other so
that there is no conflict, starting from understanding the meaning of differences and not
discriminating against existing differences.
B. CAUSES OF MULTICULTURAL ISSUES IN INDONESIA
Because of the differences that exist, there are more and more conflicts about
differences, then there will be more and more cases of conflict cases because of the many
differences but cannot be addressed properly , then it is the conflict that occurs, hostile to
each other, as explained in the background of this paper earlier, the more differences will
give rise to conflicts that increasingly, and not infrequently cases of conflict cases occur
because of the many differences that exist itself, without any insight and understanding of
tolerance differences , then issues and problems will arise more and more, more conflicts
or problems if they are not addressed properly.
The issue of multiculturalism arose as a result of the realization that national unity and
national integration that had been maintained based on uniform cultural politics were
considered increasingly irrelevant to the conditions and spirit of regional autonomy
(decentralization) and regionalism also increased in line with these political reforms. The
decentralization of power as a national political decision was then realized to have a counter-
productive effect when viewed from the perspective of national unity and integration of a
large nation whose content was unusually diverse ethnic groups, religions, economic
capabilities, and even races spread over a very wide geographical area. The contrasts in the
conditions of these attributes make it even more complicated especially if the majority-
minority, and dominant-non-dominant issues are included in this area of analysis. The study
of multiculturalism in Indonesia generally focuses more on the goal rather than the process to
achieve it. They emphasize the importance of tolerance, mutual respect, maintaining
harmony, respecting differences, and so on which are more humanistic-individual than
socialcollective philosophical issues, whereas a model is to talk about concepts and strategies
to realize those abstract concepts into real actions in everyday people's lives.
C. HOW TO HANDLE A CONFLICT REGARDING ISSUES IN INDONESIA
How to deal with a conflict over the problem of prulalism in Indonesia must be
addressed properly, for example there is a conflict, the conflict should be addressed properly
or completely , so that there is no hostility and conflict, for example by instilling that
Indonesia is a prulal country that differences should not be used as an obstacle to unity, that
differences that there should be made as a whole unity, although different should remain

can eventually be resolved Because science has been instilled by respecting other people
who are different, in addition to that the understanding of the concept of multiculturalism
given will be able to trigger avoidance conflict, because by providing automatic education
one can understand each other differently , groups can understand other groups that are
different because differences are not So disputes, but to understand one person and another,
this education is necessary so that conflicts are minimized, people who get education then
they will not be other laymen and will not trying to get rid of people who are different
from them, whether their thinking, race, ethnicity, religion, different beliefs is not an
obstacle or enemies, but understood together in the form of tolerance and mutual respect.

The conclusion of this discussion is that we know about the concept of
multiculturalism in differences, that differences can give rise to certain conflicts or
issues , which should be issues and The conflict itself can be overcome by
understanding multiculturalism, that we know Indonesia is a diverse society again
prulal, it should not be used as prulalism as a source of problems or conflicts
between tribes, races, religions, ethnicities, and so on.
The differences must be addressed with a sense of tolerance or mutual respect
for each other, so that it is not a big problem or a source of conflict, it is necessary
to understand multiculturalism in a the state , the Indonesian state must understand
that the country is prulal, and the people must understand the concept of differences that
exist and how to appreciate the differences that exist, not making it a source of
hostile conflict that eventually led to war.
B. ADVICE
Based on the discussion that our group has described above, it is hoped that
we as students of school teacher education dasar understand the concept of

conflict or hostility that leads to mutual killings and destruction.
