MESSAGE

We are fortunate enough for having obtained the training on Barangay Development Planning
through Participatory Rural Appraisal (BDP-PRA). But with this, comes the challenge and the responsibility
on our part that is to live up to the expectations of the people. This is also the beginning of another struggle
that, at times gets even more challenging when coupled with disappointments. But this should not be a
barrier because the knowledge and skills we acquired will enable us to conquer all problems.

Every entity or institution of government, be it in national or local, must maintain a comprehensive


plan to serve as blue print in the implementation of programs and projects for development. The Barangay
Development Plan is one such preparation that will also serve as guide for the implementers that should
contain the vision and mission of the barangay and should be in consonance with its development policies
and priorities.
The plan made during the previous administration has reached its last year of implementation and
there is a need therefore to update some entries in the Barangay Profile. Programs and projects that were
implemented in the previous development plan and those for implementation should be evaluated to find out
if they indeed catered to the actual needs of the targeted beneficiaries and adheres to the development
policies and priorities.
This Barangay Development Plan formulated by the Barangay Development Council and approved
by the present administration of the Sangguniang Barangay of Bunguiao will provide as guiding preparation
to be undertaken for the realization of the common dreams and aspirations of the constituents and leaders of
Barangay Bunguiao for the years 2023 to 2031.
My constant prayers will be for the success that we rightly deserve .

PREFACE

This Barangay Development Plan was prepared to serve as a tool and guide for both the local
officials and the constituents of the barangay.

Data used was with the following objectives in mind, viz:

 To undertake participatory poverty diagnosis and assessment in the barangay

 To formulate poverty reduction strategies

 To generate comprehensive barangay development plan

 To identify priority intervention for funding support

 To provide and incorporate guidelines in plan preparation reducing poverty

Introduction

Rationale
Local government units are mandated to provide basic services to promote the overall
development of the community and its people. However, it is reality that most rural communities
do not have the financial capability to implement the identified demand driven programs and
projects. Hence the need to prioritize the projects in order to maximize the utilization of limited
funds.
1.2 Objective of the Plan
The plan is primarily aimed at presenting and appreciating the existing situation by the
barangay people themselves, analyzing the situation using standards and other means of
measurement to come up with identification of needs and corresponding interventions.
1.3 Scope of the Plan
The scope and coverage of the plan is limited to the barangay of BUNGUIAO, Zamboanga
City, for the period of five (5) years. The plan is composed of two (2) parts, the barangay profile
which is the result of the participatory rural appraisal which defines the collective ideas of the
residents in terms of the history, culture and traditions, and resources as well as their strengths,
weaknesses, opportunities and threats. The second part is the barangay development plan that starts
with the expression of the collective vision and mission and presentation of their sectoral programs
and projects.
1.4 Methodology
The participatory approach in plan formulation was used giving weight to the data and
experiences shared by the workshop participants. The data and information were provided by the
people themselves and processed using the PRA tools. However, in spite of this, we still cannot
avoid mistakes and deficiencies. This effort is just the beginning of an organized and orderly
journey towards development.

Chapter 1 – History

Historical Background

Bunguiao became a barangay of Zamboanga City by virtue of Commonwealth Act No. 39,
series of 1937.

It started as a small community in the late 19 th or early 20th century. During the 1930’s,
Bunguiao had its first community chapel constructed under the able leadership of Mr. Jacinto Lovo.
The first chapel was built at Zone-4 area where the present house of Mr. Arturo Pangilinan now
stands and was constructed of light materials of wood and nipa.

When World War II broke out, the chapel was temporarily transferred to Sitio Siguinan on
the lot of Mr. Jacinto Lovo. After the war, it was transferred back to its original site. By then, the
surrounding area of the chapel became filled with residential houses that obscene and vulgar words
thrown upon by couples engaged in petty arguments are heard by the chapel goers.

It was around the 1950’s that the chapel was transferred to its present location on the lot of
the late Doña Valeria Camins Paulino, mother of the previous Punong Barangay, the late Armando
C. Paulino.

Bunguiao became a parish in 1992 and on the same site where the last chapel was built,
now stands the Our Lady of Lourdes Parish Church.

The barangay elected its first Barrio Leutenant after the enactment of Republic Act No.
1245 (June 10, 1956). Prior to that year, Bunguiao was under the leadership of a Cabeza del Barrio.

Chapter 2 – Situational Analysis

2.a Physical Characteristics

a. Geographical Location

Bunguiao is situated on the East Coast of


Zamboanga City about 40 kilometers from the City
Proper. It is an interior barangay located some 3.75
kilometers from the national highway at Pamingitan

on the boundary shared by Barangay Sangali and Bolong. The Barangay of Bunguiao has an area of
2,562.027 hectares.

Barangay Bunguiao consists of five (5) Zones, which comprise the Barangay Proper, and
fourteen (14) Sitios. These zones and sitios are listed below, to wit:

Zones (Bunguiao Proper)

 Zone-1 – The areas on both sides of the main road beginning from the portion of
Sitio Licopon up to the junction in Bunguiao Proper.
 Zone-2 – The area fronting the Bunguiao Elementary School beginning from the
triangle marker up to the Rio Bunguiao Bridge.
 Zone-3 – The areas on both sides of the main road from the Rio Bunguiao Bridge up
to the Bunguiao Cemetery.
 Zone-4 – The area on both sides of the main road starting from the barangay road
fronting Mrs. Marilou Quaile’s residence and at the Spillway Type Bridge near
Zone-5 up to the triangle marker.
 Zone-5 – The area on both sides of the main road starting from the Spillway-type
Bridge up to the PA/CAFGU Checkpoint.

Barangay Bunguiao has two rivers, Rio Bunguiao and Rio Bolong that traverses through
Barangay Bunguiao and that confluence into a single river at Sitio Mangga and flows to
Sitio Pamingitan, Bolong, and towards the sea.

f. Climate and Rainfall

Climate

The climate in Barangay Bunguiao is the same as in every part of the country. Over the
course of the year, the temperature typically varies from 22 degrees to 29 degrees
centigrade.

Precipitation
A wet day is one with at least 0.04 inches of liquid or liquid-equivalent precipitation. In
Bunguiao, the chance of a wet day over the course of the spring is very rapidly increasing,
starting the season at 15% and ending it at 32%.
For reference, the year's highest daily chance of a wet day is 43% on June 23, and its lowest
chance is 13% on March 25.

Rainfall
To show variation within the month and not just the monthly total, we show the rainfall
accumulated over a sliding 31-day period centered around each day.
The average sliding 31-day rainfall during April in Bunguiao is increasing, starting the
month at 1.7 inches, when it rarely exceeds 4.3 inches, and ending the month at 2.4 inches,
when it rarely exceeds 5.2 inches or falls below 0.2 inches.

Records show that the soil of Brgy. Bunguiao is classified into 6 types. These are the Clay,
Loam, Sandy, Clay Loam, Sandy Loam and the Sandy Clay. The terrain in the lowland
areas is classified as the Plain. The terrain in the upland areas on the other hand, is of the
Hilly or Montaneous type.
h. Land Suitability

The lowland area of the barangay is best suited for rice cultivation, coconuts, bananas, cash
crops and other diversified crops while upland is good for corn, fruits and vegetables.

The population and households are distributed in the 5 zones and in the upper sitios with
most household population located at Zone-4 and followed by Zone-1. The least number is
at Sitio Calingac with only 304 inhabitants as of this census.

The barangay population is predominantly on the age group of Adult ages 18-35,
followed by the age group of Adult ages 36 to 50.

Per above table, 51 of the total labor force is unemployed, only 211 are OSY and 78 OSC.
There are also a number of indigenous people in the barangay.

Of the total population, Chavacano or Zamboangueño speaking group is predominant
occupants in the barangay.

The predominant religion in Bunguiao is Roman Catholic with over 90% of the total
population. Islam account for the rest of the total population with a fraction of the number being
shared by other Christian and non-catholic religion. The predominance of Roman Catholics is
reflective on the number of community chapels that stand in every sitios of the barangay under the
Our Lady of Lourdes Parish Church in Bunguiao.
Although religion has never been an issue or source of conflict among the residents of the
barangay, still religious bigotry and prejudice are discouraged.

As shown in the Table 8, a greater number of children students are now going to school due
to close partnership of the school and the barangay officials on monitoring if students are
religiously going to school. The problems on out-of-school youth lessen on all levels of education
and child labor have already been addressed due to the help of Alternative Learning Systems (ALS)
Program.

The following reasons namely: farm help, distance of the school, and poverty are no longer barrier
since the project has rendered forums and campaigns as well as awareness on the different laws on
child labor.

2.c Social Development

Health
a. Health and Nutrition

Among the diseases that the recurring and occurs during the rainy season are diarrhea,
water-borne diseases and Dengue. A Barangay Health Station was also established manned
by a midwife and assisted by Barangay Health Workers and Barangay Nutrition Scholar,

b. Medical Health Facility/ Personnel and Services

There is a Barangay Health Station in the barangay where a service of a rural midwife is
available during five (5) of the week. The midwife is also responsible for the conduct of
various health-related activities including Nutrition.

Patients that needed medical attention are referred to the main health center at Barangay
Sangali of about six (6) kilometers away.

The center serves as the place for consultation of pregnant women, nutrition and other
health related programs of the City Health Office. A resident midwife, who receives salary
from the city government, is assigned in the barangay. There are nine (9) barangay health
workers (BHW), one (1) Barangay Nutrition Scholar (BNS) rendering health care services
and they received honorarium from both barangay and municipal government.

A total of 910 children aged 0-5 years old weighed by the Barangay Nutrition Scholars. Of
these, 898 have normal weight, 9 are below normal (BN) and only 1 is on below normal very
low (BNVL). The barangay government recommended for the continuation of the feeding
program and promote this for every household to maintain the good nutrition among children.

Above table shows that there is at present no water system available. Residents source
their water from shallow wells using pressure pumps and from artesian-type water
drawing facilities.

Inadequate toilet facilities can cause microbic diseases due to unsanitary disposal of
human wastes. Periodic inspection is necessary and compels households to make
sanitary toilets particularly on the 28 households that currently with no access to
sanitary toilet.

Bunguiao has both Public Elementary and High Schools but has no private school in any
educational level. There are also Public Elementary Schools in some far-flung sitios of the
barangay. The table shows the distribution of the student population of Bunguiao for the
Elementary and High School levels.

As the above table show, that for the two consecutive year the teacher-pupil ratio is 1:30
and just the same as of the classroom-pupil ratio which is also 1:30.

Higher levels of education are far distance from the City Proper.

The distance to school depends on the location of the community or sitio. Above table show the
distance of the community to the different levels of education that starting tertiary level the
community is already too far to higher level of education.

Juvenile Justice
The barangay has been required to set one per cent of the Internal Revenue Allotment for the
implementation of R.A. 9344, otherwise known as the Juvenile Justice and Welfare Act of
2006, and the amount of Php 101,735.42 has been allotted in the budget for 2022. The amount
was used in the Maintenance and Other Operating Expenditures which included Travel and
Training Expenditures, Programs against Early or Teen-Age Pregnancy, sale of liquors and
substances to minors. and in the implementation of Curfew for minors.

Child Protection
Barangay Bunguiao, being the center of all the communities in the surrounding areas, is
confronted with issues and problems on children especially now after recovering from the series
of community quarantines due to the COVID19 pandemic. Mainly, the BCPC has to be
oriented, realistic and responsive in their role and functions to be able to plan out programs and
policies to protect the rights of the children in their respective communities.

VAW
The Anti-Violence Against Women (VAW) has been allotted in the budget with the amount of
Php 158,677.10 for 2022. The Barangay Council on Violence Against Women is one of the
primary barangay-based institutions that should also be given priority by the barangay officials
as they implement their priority programs and projects for the protection and welfare of women.
This is to ensure that the full implementation of programs meant to guarantee the rights, safety,
health, good morale environment and facilities for wholesome development of every woman
and child. This also aims for Orientation and enhancement in the administration of the R.A.
9262 and on the violence against women and their children as this barangay recognizes the need
to protect the family and its members particularly women and children, from violence and
threats to their personal safety and security.

Sports and Recreation

The people of Bunguiao, especially the youth have a very high interest for sports, both
outdoor and indoor. Popular sports are basketball, baseball, volleyball, track and field and cycling.

Bunguiao does not at present have a gymnasium or covered court and presently only uses an
old open basketball court on a disputed private lot. It has, howver, an open basketball court inside
the Bunguiao National High School grounds but has yet to undergo rehabilitation or improvements.

The Barangay government thrust for the development of the youths for the past years had
been minimal due to limited resources. There has been no clear policy or plans towards the
development and improvement of the welfare of the youth. As a result, they had been passive in
almost all kinds of endeavors as compared with their counter-parts from NCR. The lack of
involvement in community building and in sports.

Indeed, the minimal program in the development of the youths had turned some of them to
drug and other unproductive endeavors/vices.

Peace and Order and Safety

Bunguiao for decades has not had any insurgency problems as known rebel groups are not
operating in its areas. However, the barangay is not complacent and would ask constituents to
report for suspicious persons within their vicinity.

Other than that, barangay Bunguiao is a very safe place in which the Lupong Tagapayapa
recorded only very few cases, most of which were settled immediately with harmonious
settlement.

On illegal drugs, barangay Bunguiao has yet to be certified as drug-free Barangay and has
been working hard to keep its constituents away from this dreaded menace to society.

According to the data shown, 42.07% of the total number of families own a house and those who
shared with owner reached 525 families or 28.5% of the total.

Table 15 shows that majority of the houses are made of mixed materials predominantly light
which comprised 8.66% of the total household. Some are mixed but predominantly strong
materials which is 13.54%.

2.d ENVIRONMENT MANAGEMENT

Proper environmental management is one of the goals of barangay Bunguiao. From the Bunguiao
Proper to the communities in the upper sitios, the barangay government initiated some measures to
protect and preserve its environment.

Barangay Risk Reduction Management

There are some areas in the Bunguiao which were identified as flood and landslide prone
areas. The barangay has employed measures to mitigate the occurrences of caslamities such as
building slope protective structures and installation of early warning system. The barangay has
coordinated in the past with a university in the installation of a contraption that measures the water
levels at the two rivers that traverse through Barangay Bunguiao.

Waste Management

Barangay Bunguiao has adopted in recent years for implementation in the Barangay a City
Ordinance on Waste Management by Disposal after it was able to receive a unit of dump truck
vehicle. The said vehicle is presently being used in the collection of garbage at Bunguiao Proper.

Per table above, there are almost 98.86% of the total households dumped their solid
waste at their backyard. Only few made segregation but more than 1.14% are already in
the proper disposal.

MODE OF TRANSPORTATION

There are several Public Utility Vehicles in the form of vans that ferry passengers from
Bunguiao to the City Proper and vice-versa. There are also a number of tricycles that ferry
passengers to nearby barangays and back. However, those residents that are residing in sitios
of Upper Bunguiao commute by improvised single motorcycles, locally called as “habal-
habal”. This type of transportation is the only type of land vehicle that can negotiate the
difficult roads at the hilly and mountainous areas.

COMMUNICATION AND INFORMATION

Mobile phone is commonly used means of communication in the


barangay nowadays. Mobile phones are becoming more popular with
the presence of SMART and GLOBE cellular sites. They are also using
Hand set radio to communicate between the barangay and the
city government and other line agencies.

1. Smart Telecom maintains a cell site facility situated at Sitio Udjung.

2. Globe Telecom has also a similar facility being maintained at Zone-3.

3. Both Telecom Companies have 4G ot LTE coverage.

4. There were also some reports that a third player intends to put up its own cell site facility in
the barangay but the plan stalled due to the pandemic.

5. Physical landline facility or fiber optics cables have yet to be installed in the barangay.

Livestock and poultry raising are more of a backyard type and usually for
domestic consumption purposes. The poultry and livestock are disposed of during emergency cases
usually medical and educational needs of the family members. Poultry and livestock are also raised
and domesticated for butchering during celebration of patron fiestas and family events such as
weddings, birthdays, school graduations and deaths, including anniversaries which are annually

2.g Capacity Development of Barangay Officials

Barangay New Elected Officials (BNEO) of BUNGUIAO have undergone seminar


conducted by the DILG entitled BNEO for GREAT Barangays Program. This
program is designed to meet the challenge of reinvigorating the political and
administrative leadership at the community and barangay level, and to prepare
barangays and their officials in actively fulfilling their roles and their relevance to
development.
Barangay Officials are continuously availing capacity building programs that suit their
unique role in local governance. It might be free or with charge unless it recognizes

Section 106 of RA 7160 provides that each Barangay shall have multi-sector development plan to
be initiated by the Barangay Council for the purpose of setting direction of economic and social
development and coordinating development efforts within its territorial jurisdiction.

Administration of Justice

To carry out the Barangay justice System, the Lupong Tagapamayapa was organized in the
Barangay which is composed of 15 members. The Lupon exercises administrative supervision
over the conciliation of parties in disputes. Lupon meets regularly to provide forum to have an
exchange of ideas among the members and the public in matters relevant to amicable settlement
of the disputes.

The Katarungang Pambarangay was allotted in the barangay budget with Php 115,418.00 which
will be for Personal Services of the Lupong Tagapamayapa members as they will be holding
office to hear complaints, conduct mediation and conciliation proceedings, certify or refer cases to
higher and competent authorities by the speedy administration of justice, by providing all avenues
to an amicable settlement, thereby considerably reducing the dockets in our courts of justice.

Public Order and Safety

There are 12 Barangay Tanods in Barangay Bunguiao, all receiving honoraria from the Barangay.
Its duty and responsibility are to safeguard and protect the life and properties of the Barangay
People. CVO members had attended skills training conducted by the provincial government in
coordination with the DILG and PNP has to learn new strategies of crime prevention and
awareness in anti-emergency efforts of the government.

SANGGUNIANG BARANGAY

The barangay being the basic political unit, serves as the primary planning and implementing unit
of government policies, plans, programs and activities in the community, and as a venue wherein
the collective view of the people may be expressed and considered, and where disputes may be
amicably settled. The organizational structure of the barangay government of Bunguiao places the
Punong Barangay at the helm of local government leadership. Under the Punong Barangay are the
members of Sangguniang Barangay and SK Chairperson who serves as the local legislative body.
Under the supervision of the Punong Barangay are the Barangay Secretary, Barangay Treasurer
and Utility Workers.

3.1 SECTORAL PLAN

SOCIAL SECTOR

Health

Existing Situation

Barangay Bunguiao, Zamboanga City, has a total of 10 BHWs, 1 BNS, and 1 regular midwife
performing health basic services. The midwife is also
responsible for the conduct of various health-related activities such vaccination and other
preventive measures. Patients that needed medical attention are referred to the main health
center at Barangay Sangali, about 5 kilometers away from Barangay Bunguiao and about 28
kilometers to the hospitals in the City Proper.

Situational Analysis

1. Some of the residents would still rely on folk medicine or from an albularyo;
2. There is only one health center in the barangay where the coverage area stretches far and
wide;
3. There are many families residing in the upper sitios who do not avail free health services at
the Barangay Wellness Center due to the distance;
4. The barangay does not at present have an ambulance with trained crew.

Goal

Provide adequate, promotive, preventive and curative health services to attain a desirable health
and nutrition status of all residents of Barangay Bunguiao by limiting the population growth

Objectives
 To promote advancement on the manpower and health facilities and improve delivery of
health services
 To reduce incidence of communicable and non-communicable diseases in the locality by
10%
 To reduce the effect of ten leading causes of mortality in the locality by 10%

Education
Existing Situation

There is 7 Elementary School in the barangay located at Bunguiao Proper, Sitios Waray-
waray, Baluno, Udjung, Nanca, Sapa Seco and Camp Socorro. The Bunguiao Elementary School is
situated on a 1.4 hectares site, with about 16 different types of buildings. There are 20 classrooms
that are being used although six of them need replacement. The contribution of standard physical
facilities to the improvement of quality learning cannot be overemphasized. Improved classroom
conditions, the construction of a school library, school clinic and multi-purpose classrooms as well
as lightings, ventilation and positioning of school buildings should be planned together with
community assistance and procurement of better facilities.

Situational Analysis

1. There are still several sitios that have no local elementary schools;
2. The road leading to Sitio Nanca, Sapa Seco and Camp Socorro Elementary Schools
become inaccessible at times during rainy periods;
3. Inadequate number of educational facilities and modern equipment such as computers in
schools;
4. Poverty may compel parents to have their children skip classes to help in farm works and
other economic occupation.

Goals
To be the agent in the realization of the goal of enhanced K to 12 Basic Education Program
which is to create a functional basic education system that will produce productive and responsible
citizens equipped with the essential competencies and skills for both life – long learning and
employment

Objectives
 To improve educational facilities that will enhance academic performance of all learners in
all levels of education
 To assist each individual in the locality to attain his/her potential as a human being, and
enhance the range and quality of the individual and the group;
 To increase participation rate of children, decreased number of dropouts, increase cohort
survival rates, and increase in achievement scores as measured by the NAT;
 To provide quality instructional materials and improve school surroundings to facilitate
effective transfer of learning to every Belisongnon learner;
 To help the learner participate in the basic functions of society and acquire the essential
educational foundation for his/her development into a productive and versatile citizen;

planning and evaluation in order to produce high-level graduates that will provide future

Social Welfare

Existing Situation

The Social Welfare organizations and instrumentalities are organized in the barangay with
the support of the City Social Welfare and Development Office.

Situational Analysis
 The barangay has its share of reports of child abuse.
 There are still a number of senior citizens that needs to be registered to facilitate availing
of benefits and assistance.
 There are also some number of persons with disabilities that need extension of proper
assistance.

Goal
To provide care, protection and rehabilitation of the barangay’s population which has the
least in life and needs social welfare assistance and social work intervention to restore their normal
functioning and participate in the community’s affair

Objectives
 Ensure the empowerment and protection of the poor, vulnerable and disadvantaged
individuals from all types of risks

 Care, protect and rehabilitate the socially disabled constituents and the physically and
mentally handicapped for effective social functioning

 Arrest the further deterioration of the social disabling or dehumanizing conditions of the
disadvantage segment of the community level

 Coordinate service facilitation required from such department/agencies, government and

The most common sports and recreation facilities existing in the barangay is the basketball
court at Zone-4 which holds the different sports and recreational activities.

1. The present basketball court at Zone-4 is situated on a private lot.


2. The barangay has no gym or similar sports recreational facility.
3. A covered basketball court can ideally be constructed inside the Bunguiao National
High School or Bunguiao Elementary School grounds.

Peace and Order

Existing Situation
Bunguiao is generally peaceful with rare incidence of crime occurences. However, the
menace of illegal drugs has also presented itself as a problem and sometimes a contributing factor
in the incidence of crime.

Situational Analysis
1. There is at present an army detachment at Sitio Licopon, a PA/CAFGU unit manning a
checkpoint at Zone-5 and a Community Police Assistance Center;
2. There are 10 Regular Barangay Police and Auxiliary Tanods;
3. The large expanse of the barangay AOR can not be fully covered and extended with security
assistance due to lack of security personnel;
4. There are no PNP personnel most of the time detailed at the CoMPAC;
5. The difficult terrain in many parts of the barangay hamper the immediate response for security
personnel during calls;
6. Barangay security personnel have yet to be issued radio communication equipment;

Goal

Maintain safe and peaceful environment through concerted efforts of government and non-
government agencies as well as communities’ active participation and strengthen the capacity of all
protective services agencies in the municipality;

ECONOMIC SECTOR

Agriculture

A. EXISTING SITUATION

Barangay Bunguiao has a total land area


of _______ hectares of fertile soil suitable to cultivation of various agricultural crops of
which ______ hectares are effectively cultivated.

A.a.1 Irrigation Facilities

There are two irrigation facilities in Bunguiao constructed by the National Irrigation
Administration situated at Sitio Siguinan and Sitio San Isidro. They irrigate the rice fields at
Sitio Siguinan, Zone-1, Zone-3 and San Isidro.
The intermittent rain spells and flooding of two rivers in Bunguiao have filled the dams with
sand and silts that may need de-siltation works from time to time.

Most of the irrigation canals that carry water to the rice fields are concreted but there
remain some few meters that have yet to be improved and concreted.

A.a.2 Farm to Market Roads

Most of the FMRs in the lowlands are improved and there are still stretches of roads that must be
rehabilitated or improved, especially those in the upper sitios. It would take investment of
hundred millions of pesos for these.

A.a.3 Post-Harvest Facilities

These post-harvest facilities are mostly concentrated on the rice and copra
produced by the barangay. The farmers use solar dryer facilities to dry their
rice and copra. However, there is the need to have Warehouse due to the insufficiency of post
harvest facilities and urgency of needs to dispose of the produce. The farmers are force to sell
their products to the middle men traders who control the market price.

A.a.4 Agricultural Support Program

There is no bank in Bunguiao to serve the people. The farmers


borrow money from private people with high interest rate of 10% to 20% making the farmers

poorer and poorer. Their products are not even enough to pay their debts. Thereby no food for
the family. There is a need for the government to put a credit financing sector for the farmers.

A.a.5. Livestock and Poultry

Poultry and Livestock in the Barangay are mostly small scale and backyardraised. There are
piggeries operating in the barangay. With feed grains and other feed components readily
available for poultry and livestock raising, yet there is insufficiency against the demand of the
local population. Poultry and livestock are very promising and viable livelihood of the farmers.
Like other agricultural crops, poultry and livestock are also sold to traders outside of the
Barangay.

Transportation

A. Existing Situation

Transportation of produce from the farm to the market is being done via any type of land
vehicle, from small to bigger trucks. The obsolecense of mini-buses which were traditionally
used to ferry farm produce and passengers, compelled farmers to hire other types of vehicles to
transport their goods to market.

B. Situational Analysis

To open, construct and maintain more farm-to-market roads (FMRs) and provide access to

maintenance and improvement of FMRs.
2. Inclusion of FMR projects in the Development and Investment Program of the city.

A. Existing Situation

At present, the most convenient, fastest and dependable means of communication is by the
use of cellphones or mobile phones and internet connections. The farmers, middlemen, buyers are
normally equipped with this facility. Other communication facility is handheld radio. The barangay
received one unit from the LGU.

A. Existing Situation

Most of the residents in Bunguiao source water for household use in shallow or deep wells. The
wells are either artesian, open type, or are installed with pumps powered by electric motors. Those
residents living near the rivers in the upper sitios draw water from shallow wells dug on riverbanks.

Power

A. Existing Situation

In recent years the Zamboanga City Electric Cooperative (ZAMCELCO), by way of


requests through resolutions from the Sangguniang Barangay, was able to energize most of
the residential communities located in Upper Bunguiao, reaching as far as Sitio Camp
Socorro. However, there are other places in the barangay, mostly situated in the upper
sitios, that still have to be installed of power services.

B. Situational Analysis

1. There are some areas in Upper Bunguiao where electric power has yet to reach the
households.

2. Blackouts or power interruptions are common.

3. There are some communities that may need installation of power transformers to
receive stable electric currents.

C. Goal

. To provide every household in the remotest parts of the barangay with the basic services of
electricity.

D. Objectives

1. Most housholds in the upper communities will have access to power services.
2. To conduct vegetation clearing operations near electrical lines
3. To request for installation of suitable transformers in order to maintain stable electric
currents

Chapter 5 – MONITORING and EVALUATION SYSTEM

A Monitoring and Evaluation Team will be formed composed of the Chairperson of


each committee and at least three community leaders who are not members of the
BDC. A Team Leader will be chosen. Monitoring of projects will be done bi-monthly
and evaluation will be monthly or quarterly depending on the nature of the project.
Monitoring and Evaluation tools will be developed with the help of Non-Governmental
Organizations. Feedback reports of monitoring will be done immediately after
monitoring and evaluation. Findings/recommendation will be after each evaluation.
