Title of Manual: Document No.: OPERATIONS MANUAL HSSE-04 Department/ Process Owner: Effective Date: HSSE COMMITTEE July 01, 2022 Title of Document: Revision No.: | Page: SPILL OR LEAK RESPONSE 00 1of3 1.0 Objectives 1.1 To provide immediate and effective response to chemical/oll spill or leaks. 1.2 To mitigate the situation and prevent further damage and injury. 2.0 Scope ‘This covers response procedures for chemical/oil spills or leaks at the ACWD pump houses and work areas. 3.0 References 3.1, DOLE OHS Rule 1940 3.2. RA 9514 An Act Establishing a Comprehensive Fire Code of the Philippines, December 19, 2008 4.0 Definition of Terms 4.1 Emergency - is an unplanned, unwanted incident which results or may result in, injury to people, damage to property and environment. 4.2 EAA - Emergency Assembly Area or Muster Point - a designated safe location for Personnel who are not part of the Emergency Response Organization to assemble in the event of emergency. 4.3 EC - Emergency Controller 4.4 ECC - Emergency Control Center. It is where the Emergency Management Team will meet. 4.5 ERT - Emergency Response Team 4.6 OSC - On Scene Commander 5.0 Policies and Guidelines 5.1 Wastes and debris generated from accidents and emergencies shall be disposed according to ENV-02 Waste Management procedure. 5.2. Visitors at the time of emergency shall be the responsibilty of the person visited. 5.3 EPR procedures shall be reviewed and where necessary revised after a drill or an accident/ ‘emergency situation to improve the procedures’ effectiveness based on lessons learned. 6.0 Details 7.4 For the person who witnessed/ discovered the spill: ‘This is an uncontrolled document unless stamped “CONTROLLED”.
