Course Title : Governance and Development (PA 4) Semester : First

I. Course Description
The course covers the social and economic context of governance and development. It includes the
analysis of the nature, and scope and relevance of the Millennium Development Goals (MDGs) as a
benchmark for evaluating social development. It analyzes the importance of the Rights-Based Approach
(RBA) in the context of the MDGs, promotion of good governance through transparency and accountability
against corruption, people participation and empowerment through partnerships, decentralization and local
autonomy.

II. Learning Outcomes


At the end of the course, the students must be able to:
• Discuss the meaning, nature and dynamism of governance;
• Identify the key actors in governance and their roles in promoting development;
• Describe the main features and characteristics of good governance;
• Identify and discuss the factors and processes that affect and influence governance;
• Identify and explain the significance of the MDGs in defining good governance and development;
• Explain the rationale of the Rights-Based Approach as a framework in attaining the MDGs; and
• Apply skills in fostering productive partnerships with the academe, community, and the LGUs by
utilizing the Town and Gown Approach through Service-Learning that would enhance a two-way
process of providing a service and at the same time creating an avenue for learning.

IV. Course Requirements
• Regular and punctual attendance in all classes.
• Submit assignments, seatworks, and paperworks on time.

• Prepare report presentations.

• Submit and present the final requirement.
• Demonstrate characteristics of a good public administrator.
