 INTRODUCTION

Work immersion is a term commonly used in the field of education and

professional development. It refers to a learning experience where students or

individuals immerse themselves in a real-world work environment to gain practical

knowledge, skills, and exposure to the industry or profession they are interested in.

Work immersion refers to the part of the grade 12 curriculum that consists of 80 hours

of hands-on experience or work simulation that students will go through to expose

them to the real work environment and to enhance the competencies offered by the

school. It is a key component of the senior high school curriculum. Students in work

immersion programs are given the chance to watch and participate in a variety of

duties and responsibilities linked to their chosen profession by being assigned to real

workplaces, such as businesses, organizations, or institutions. They are able to put the

theoretical knowledge they've learned in the classroom into practice, learn about

business procedures, and other professions to develop crucial job skills thanks to this

practical experience.

One of the objectives of the K–12 basic education program is to help

students acquire the skills, work ethic, and values necessary for continuing their

education or entering professional life. Along with the publication of DepEd Order

No. 30, s. 2017 where Work immersion aims to close the knowledge gap between the

classroom and professional life. It gives individuals or students a personal insight of

the requirements, difficulties, and expectations of their desired vocation. They can
7

develop useful abilities, expand their network of connections, and discover potential

career pathways by actively participating in the workplace

A 10-days work immersion experience at Department of Public Works

and Highways (DPWH) Ilocos Sur 2nd District Engineering Office at Candon City,

Ilocos Sur. My journey began last March 06, 2023 and ended in March 17, 2023. My

dream profession was aligned to my work immersion experience which to become a

engineer in the near future. Working in this department help me so much about the

world of infrastructures. The department is consist of two (2) sections which is the

Technical Sections and Non-Technical/Support Sections. The five (5) went to

Technical Sections because we are more related to it. And under the Technical

Sections, there are sub-category sections which are the Planning and Design Section,

Construction Section, Quality Assurance Section and Maintenance Section. I am

assigned at Planning and Design Section headed by Engr. Pio R. Perilla. This section I

was assigned help more engage in a professional life.

Overall, work immersion is a priceless chance for people to learn how

their studies are used in the real world, develop useful skills, and choose their future

career routes with knowledge. It acts as a link between formal education and

professional life, preparing students for the opportunities and challenges that lie

ahead.

Objectives of the Work Immersion

The Enhanced Basic Education Act of 2013 of Republic Act 10533

was passed by the DepEd to implement the K to 12 Program. Through community

involvement, the DepEd offers venues for stakeholders to participate in the

implementation of RA 10533. Within the framework of increased community

8

involvement in the learner’s experience. The Work Immersion Program is a part of

Senior High School curriculum consisting of 80 hours of hands-on experience or work

simulation. This document describes the Work Immersion Program and how it can

benefit students, schools and stakeholders.

One of the courses necessary to pass the certificate of completion is the

Work Immersion Program. A SHS student must complete a work immersion

experience in a company or place where there are work requirements specific to the

specialism. Students who participate in work immersion programs are exposed to and

made familiar with the workplace environment that is relevant to their area of

specialty. Specifically, the students are able to:

1. Learn applicable and useful professional abilities under the direction of

professionals in the field and employees;

2. To develop a better communication.

3. Understanding the significance and practicality of the concepts and theories taught

in school;

4. Improve their technical understanding and abilities;

5. Prepare to ready for the demands and challenges of higher education, professional

life, or entrepreneurship after they graduate.

Students have been distributed across various businesses, offices, and

laboratories for their work experience/real employment. Through their collaboration

with the company, they are supposed to support the students' work-based learning by
9

providing them with opportunity to perform real jobs and gain new knowledge. To

make the learners:

1. The goal is to enhance one's knowledge and skills to increase productivity in the

workplace.

2. In addition, it is important to cultivate effective communication skills and foster

positive relationships with colleagues.

3. Developing a strong work ethic, adopting positive attitudes, and valuing one's work

are all essential factors to succeed in the professional world.

Duration and Place of Training Area

The work immersion is part of the Senior High School (SHS)

Curriculum that consists of 80 hours of hands-on experience which the Grade 12

students will have to undergo to expose them to the actual workplace setting and

History of the Training Area

The development of the Department of Public Works and Highways

(DPWH) into its present structure underwent a long process of evolution spanning a

century of colourful and significant events in laying the groundwork for the physical

foundation of the country.

The Department is considered as old as the Philippine government, its

existence dates back to about four (4) centuries at the time of the Spanish colonial era.

It emerged from its embryonic form in 1565 when the first settlement roads were
11

constructed by forced labor. Fortresses then were connected by improved trails as

supply lines and means of communications. As Spain was in its expansion program in

the islands, it resorted to a policy of attraction by way of public works construction. In

order to pursue their objective, the King of Spain designated the Spanish Governor

General in the country as Chief of Public Works assisted by “Junta Consultiva”

through a Royal Degree in 1867.

It was in 1868 when the Bureau of Public Works and Highways (Obras

Publicas) and Bureau of Communications and Transportation (Communicationes y

Meteologia) were organized under a civil enginer known as “Director General”.

Since then, the Department underwent various stages of development

and evolution that largely depended upon the change in government shift of

administration policies, and reorganization in its structure and responsibilities to suit

the demands of times.

Finally after a long process of evolution by virtue of Executive Order

No. 124, dated January 30, 1987, the agency is now known as the Department of

Public Works and Highways (DPWH) with five (5) bureaus, six (6) services, sixteen

(16 regional offices, twenty-four (24) project management offices sixteen (16)

regional equipment services and one-hundred eighteen (118) district engineering

offices.

Mission
12

To provide and manage quality infrastructure facilities and services

responsive to the needs of the Filipino people in the pursuit of national development

objectives.

Vision

By 2030, DPWH is an effective and efficient government agency,

improving the life of every Filipino through quality infrastructure.

Organizational Structure

My work immersion journey took place at Department of Public

Works and Highways (DPWH) Ilocos Sur 2nd District Engineering Office, Candon

City Ilocos Sur. The department is consist of two (2) sections which are the Technical

Sections and Non-Technical/Support Sections. Under Non-Technical/Support Section

composed of two (2) sub-category sections which are the Administrative Section and

Finance Section. Administrative Section functions are personnel management,

budgeting for the other expenses, management of office infrastructure disbursement

of pay and allowance and looking after the welfare of the employees as per the rules.

On the other hand, the Finance Section provides services relating to financial systems

and procedures, budget, cash accounting and financial housekeeping. . Moreover,

another section under of it is the Technical Section which were assigned here. Under

this section composed of four (4) sub-category sections which are the Construction

Section, Quality Assurance Section, Maintenance Section and Planning and Design

Section. Construction Section reviews and evaluates programs, estimates, contracts,

13

progress reports of DPWH projects, as well as, inspect, check, and monitor

construction projects of DPWH implementing offices and other government agencies.

Another section under of it is the Quality Assurance Section. The Quality Assurance

Section perform the assessment of the quality of construction and compliance with

plans and specifications of both on-going and completed projects, as part of the

immediate DPWH responsibility. Furthermore, Maintenance Section is primarily

tasked with the maintenance of the nation’s public works and highways facilities.

Relative to this, it is engaged in the continuous conduct of field inspections to

effectively monitor maintenance activities of the District Engineering Offices. And

lastly, the Planning and Design Section which I was assigned here. Under this section

conducts, supervises and reviews the results of field surveys for DPWH projects to

review the schemes, designs, specifications, estimates, tender/contract documents

covering the technical design aspects of the DPWH project. So I was deployed here in

this section and have a chance to satisfy a part of my curiosity. It’s give an eye-opener

what would this section work. We go outside to work on a site, measuring the roads

and bridges from different cities in Ilocos Sur and many more. Along with

professionals I was working with, I learn many lessons about work not only work but

the world of being an engineer.

 THE TRAINING EXPERIENCE

The following are the components under the training experience which

are the journal, observation and insights and the reflection and self – appraisal.

Through work immersion, the students are exposed to and become familiar with the

work – environment related to their field of specialization to enhance their

17

competence and through this, it help also to take notes about the learnings on the

work immersion.

Journal

As a requirement for graduation in Senior High School particularly in

grade 12, we have to complete 80-hours work immersion on the company or working

establishments we are assigned to. Work immersion gave me the opportunity to

experience my dream job for 10 days and it gave me a pre-taste of what working

actually feels like. When I was a kid, I would often wonder what life would be like if I

were working in a site. That short 10 days gave me a chance to satisfy a part of my

curiosity. I experienced working at Department of Public Works and Highways Ilocos

Sur 2nd District Engineering Office, Candon City, Ilocos Sur together with amazing

Observation and

Insights

Since work immersion is a component of the K–12 Curriculum, the

current educational curriculum, I am somewhat aware of what it is about and what it

is for. It is a gift to have prior information and experiences to be mindful of what I

should expect and anticipate in a work setting as a graduating student getting ready

and equipped for higher education and soon for professional life. I'm excited and

nervous at the same time to get a taste of what it's like to be in a formal office and

work for a superior. We were deployed at Department of Public Works and Highways

(DPWH) Ilocos Sur 2nd District Engineering Office for the work immersion. It was

located behind the City Hall of Candon. I was assigned in Planning and Design

Section and my observation in that section was good and the people working on the

office was always on time. At exact 8:00 AM, all the employees are doing their assign

job and they were all busy. One of the thing I observed is that they were all organized

but sometimes not because of many workloads that they do. I observed also that many

people go outside and I am also one of them to have some project to do like

measuring and checking the roads and highways. The engineers help me doing thing

like measuring and it was a big helpful to me because someday I would be an

engineering. The employees are also kind and they are very communicative people.

Planning, building, and upkeep of public infrastructure in the

Philippines are handled by the DPWH. Individuals can gain useful hands-on
35

experience through work immersion in DPWH. Following are some observations and

learnings I made while immersing myself in DPWH work. Work immersion at

DPWH provides a personal appreciation of the complexity of infrastructure

development. I see how roads, bridges, buildings, and other public constructions are

planned, designed, and built. I now have knowledge of the engineering, architectural,

and environmental aspects of infrastructure projects because to this experience. The

second individuals are exposed to project management techniques through DPWH

work immersion. I take note of the planning, scheduling, and oversight of projects.

This knowledge can help me better understand the difficulties involved in working

with stakeholders, managing resources, and adhering to project timetables and

budgets. The next one is DPWH initiatives necessitate working with a variety of

stakeholders, including as public authorities, regional communities, and for-profit

organizations. I could observe interactions between these stakeholders and DPWH

staff members during my immersion. This exposure can highlight how crucial good

negotiation, compromise, and consensus-building are to the creation of successful

infrastructure. The next any infrastructure project must include safety as a top priority.

I may see the use of safety procedures and observance of relevant regulations

throughout my immersion in the DPWH work environment. This experience can help

me gain understanding of the steps needed to guarantee worker safety, conformity to

construction rules, and observance of environmental regulations. The fifth challenges

and problem-solving. Infrastructure construction frequently involves difficulties and

unforeseen problems. Immersed in DPWH operations, I see how problems like

financial restrictions, technical difficulties, or unforeseen barriers are resolved. This

exposure may provide some understanding of the creative thinking and problem-

solving techniques needed to meet these obstacles.

36

Overall, working at DPWH can give significant views and insights into

public service, project management, stakeholder collaboration, infrastructure

development, and safety procedures. It presents a special chance to study with

knowledgeable experts and pick up useful skills that can be used in a career in civil

engineering, architecture, project management, or public administration.

Overall Reflection and Self –Appraisal

In the course of my work experience at DPWH, I had the good fortune

to see and learn first-hand about many different aspects of what goes into a project,

the basic process of how a project is first designed, developed, and finished. The

variety of tasks that engineers must complete was another important lesson I acquired

throughout this 10 days. This knowledge has helped me have a better understanding

of the range of duties and functions that a civil engineer could be expected to carry

out. The eighty hours of work immersion is helpful and meaningful experience during

Senior High School. It is a privilege for me to have a work experience in DPWH in

which I gain knowledge, ideas, insight and background for my dream profession. This

experience helps me on how to be responsible, a better person and a successful

professional someday.

When I think back on my first day, it stands out as one of the

highlights of my future. After introducing myself to everyone, I was given a tender to

work on. In it, they asked me for suggestions on how to make the project better in any

area where I thought it could be improved and for my overall thoughts on the project.

They were really welcoming, happy for me to contribute whatever much I wanted to,

and open to any thoughts and comments. Because of this, I felt right at home and like

I belonged on the team right away. And until at the end of my day in that section, they
37

are still support and happy for my journey. Work immersion in the Department of

Public Works and Highways (DPWH) can provide valuable insights and learning

experiences for individuals. I had the chance to obtain first-hand knowledge of the

development and management of public infrastructure during my work immersion

with the DPWH. Through this encounter, I was able to see how a government

organization charged with enhancing the nation's infrastructure operates. The

opportunity to work on several building projects was one of the most important

components of my job immersion. I had the opportunity to go to construction sites

and see how projects are implemented at various stages. Observing how engineers,

architects, and other experts worked together to make these ideas a reality was

interesting. I discovered how crucial careful planning, efficient cooperation, and focus

on the little things are to completing infrastructure projects successfully. In addition,

my involvement with the DPWH has deepened my understanding of the difficulties a

section faces. I learned about the difficulties in project, contracting procedures, and

managing stakeholders' expectations. I have personally seen how crucial good

communication and negotiation skills are to the successful completion of projects.

The chance to collaborate with professionals at the DPWH was another worthwhile

component of my immersion experience. Engineers, project managers, and other staff

members that I interacted with kindly shared their wisdom and expertise with me.

Their advice and mentoring significantly improved my knowledge of the subject and

gave me useful insights into the realities of working for a government body.

For students or those with an interest in the field of civil engineering

and infrastructure development, work immersion in the Department of Public Works

and Highways (DPWH) might offer worthwhile learning opportunities. The

evaluation and advantages shown below will be helpful to me in my professional life

38

in the near future. Through work immersion in DPWH, trainees are given the chance

to obtain first-hand knowledge of a variety of civil engineering and construction-

related topics. Site visits, project planning, and construction management are just a

few examples of the real-world tasks they can participate in and observe.

Understanding the difficulties of infrastructure development requires experience in

the real world, which is priceless. Under the leadership of veteran professionals, it

offers the chance to work on actual projects, put theoretical knowledge to use, and

gain useful skills. Students who deployed at DPWH like me are exposed to a

professional workplace. As a result of their interactions with experienced engineers,

architects, and other experts, they are better able to comprehend the demands and

expectations of the industry. This experience may offer perceptions into the

competences, knowledge, and skills required to excel in the field. Another is that

DPWH work immersion offers participants the chance to apply the theoretical

knowledge they have learned in the classroom to actual projects. By bridging the gap

between academic learning and real-world application, it enables students to observe

how ideas and principles are put into practice in the workplace. Their understanding is

improved, and this hands-on experience gets them ready for future employment in

civil engineering. Another is that DPWH's work immersion program makes it easier

to connect with industry experts for networking purposes. Participants can build

relationships. These professional ties may be useful for securing internships, jobs, or

other employment prospects in the future. For upcoming job prospects and

collaborations, developing a network of contacts can be helpful. Next is

Understanding of Project Management: The DPWH work immersion program gives

trainees the chance to see first-hand how complex project management is. They can

see as projects are organized, coordinated, and carried out. They get knowledge that
39

aids in the development of project planning, scheduling, budgeting, and resource

management abilities. In the discipline of civil engineering, these project management

abilities are crucial. And lastly it gives you the opportunity to develop both personally

and professionally. Participants can improve their problem-solving, teamwork, and

communication abilities. They also learn to develop a strong work ethic, enhance their

time management skills, and adapt to the changing nature of the construction sector.

These qualities aid in their overall growth and increase their employability in the long

run.

Overall, working at the DPWH was a rewarding experience that

extended my perspectives and helped me appreciate public infrastructure better. It

enabled me to interact with professionals in the field, gave me access to real-world

problems, and gave me useful knowledge. My perspective on infrastructure

development has clearly been changed by this experience, and it has also given me a

sense of obligation to help in the future with the enhancement of public infrastructure.
