What is monitoring and evaluation plan?
 A monitoring and evaluation (M&E) plan is a document that helps to guide monitoring and
evaluation efforts throughout the life of a program.
 It is a living document that should be referred to and updated on a regular basis.
 In addition, M&E plan provides the information needed to assess and to guide the project
strategy, to ensure effective operations, to meet internal and external reporting requirements,
and to inform future programming (UNDP, 2009).

Why develop a monitoring and evaluation? plan?


 Monitoring and evaluating a project with clear monitoring and evaluation plan enables a
project team to know whether the intended results are being achieved as planned, what
corrective action may be needed to ensure delivery of the intended results, and whether
initiatives are making positive contributions towards human development – effectiveness,
efficiency, and impact.
 It is important to develop an M&E plan before beginning any monitoring and evaluation
activities so that there is a clear plan for what questions about the program need to be
answered.

Types of Indicators
Input indicators: resources or activities devoted to the project.
Process indicators: tracks the progress of the program
Output indicators: identify immediate or intermediate results of the project.
Outcome Indicators: refer to changes as a result of the project.
Impact Indicators: long term results and changes of a program/project.

Who should develop an (M&E) Plan?

An M&E should be developed by the research team or staff with research experience, with inputs
from program staff involved in designing and implementing the program.

Estimate Time Needed In Developing M&E Plan?


Developing an M&E plan can take up to a week, depending on the size of the team available to
develop the plan, and whether a theory of change have already been designed.

How to Develop a Theory of Change?


A theory of change is a method that explains how a given intervention, or set of interventions,
are expected to lead to a specific development change, drawing on a causal analysis based on
available evidence.
It helps to identify solutions to effectively address the causes of problems that hinder progress
and guide decisions on which approach should be taken,

Steps in Developing Theory of Change


STEP 1: Define the problem, including the identified root causes and stakeholders
STEP 2. Define the desired end-goal (impact)
STEP 3. Define outcome and output results needed to achieve the desired end-goal (impact)
STEP 4. Map activities that could lead to the short- and long-term results
STEP 5. Identify the main assumptions
STEP 6. Write a narrative

Difference between Monitoring and Evaluation


What Is Monitoring?
• Monitoring is the systematic process of observing and recording on a regular basis, the activities
carried out in a project, to ensure that the activities are in line with the objectives of the
enterprise.
• Monitoring takes into account optimum utilization of resources, to assist the managers in rational
decision making. It keeps a track on the progress and checks the quality of the project or program
against set criteria and checks adherence to established standards.
• The information collected in monitoring process helps analyze each aspect of the project, to
gauge the efficiency and adjust inputs wherever essential.

What Is Evaluation?
• Evaluation is defined as an objective and rigorous analysis of a continuing or completed project,
to determine its significance, effectiveness, impact and sustainability by comparing the result
with the set of standards. It is the process of passing value judgment concerning the performance
level or attainment of defined objectives.
• In short, evaluation is a process that critically assesses, tests and measures the design,
implementation and results of the project or program, in the light of objectives. It can be
conducted both qualitatively and quantitatively, to determine the difference between actual and
desired outcome.
