IV. Rationale Description


The Department of Education institutionalizes School Learning Action Cell ( SLAC) that will answer school
community , teachers and leaners’ needs towards pupils learning and holistic development.

This Learning Action Cell focus on the one of the basic needs of the school---the learners enrollment.
Number of enrollment in an institution is very significant. Sometimes, it helps in increasing the funds or budget of
the school.
The other reason why enrollment numbers matter is because of prestige and pride. The more and better
pupils an institution can enroll, the more it can claim a level of prestige. And if the number of enrollment increases
because of the perceived prestige, institutions become more selective in admissions. This, in return, increases
retention and graduation rates. And those numbers becoming more and more important when time comes to
demonstrate educational effectiveness.

V. Objectives:

1. Discuss the importance of number of enrollment;


2. Give ways on how to increase enrollment;
3. Identify the reasons on the decrease of the number of enrollment.
4. Make a plan to increase the number of enrollees.
5. Enumerate strategies and techniques to let our learners stay in our school (retention).

Education
BACKGROUND/RATIONALE:
The Responsible Parenthood and Reproductive Health (RPRH) Law mandates the Department of
Education (DepEd) to design a Comprehensive Sexuality Education (CSE, DepEd Order No.031, s2018)
which is a curriculum-based process of teaching about the cognitive, emotional, physical, and social
aspects of sexuality. Comprehensive sexuality education is an essential part of a good quality education
that helps prepare young people for a fulfilling life in a changing world. It improves sexual and reproductive
health outcomes, promotes safe and gender equitable learning environments, and improves education
access and achievement.

The current situation of increasing early pregnancies, violence and increasing incidence of HIV among young
Filipinos has brought more attention to the need to equip them with correct information and appropriate life skills
that would enable them to make responsible decision making and respectful behavior that will protect their health,
well-being and dignity.

Deped is committed to provide and protect the rights of Filipino learners complete basic education without the
burden of health concerns. It also recognizes the roles and responsibilities of the school system to give learners their
right to good health by leading the implementation of the comprehensive sexuality education (CSE).

In order to effectively address the needs of the learners for health and protection trough education, CSE is
designed to ensure that the learners are receiving comprehensive and appropriate information that can advance
gender equality and empowerment. CSE has been shown to increase learners’ knowledge, clarify their values and
attitudes, and develop the skills to reduce risks related to poor health outcomes and achieve their full potential.
OBJECTIVES:
Specifically, the activity aims to:
