Lesson 9: The Church according to Vatican II and PCP II
Topics: The Church according to Vatican II and PCP II
Learning Outcomes: At the end of this module, you are expected to:

3.The Necessity of Contextualizing the Mission of the Church.
LEARNING CONTENT
Introduction:
The Church with the guidance of the Holy Spirit continuously discern how to be effective in
her mission in different times and places. God’s presence should be felt by people in different
times, places and situations. The Gospel values or values of the Kingdom should always be
propagated in different times, places, and situations. This is what we have mentioned in our last
module why a council or synod or plenary should be held whenever or wherever it is needed.
This is also what Saint John XXIII conceived in convening the Second Vatican Council.
Lesson Proper:
A. The Church according to Vatican II
Church’s councils do not make their own programs for the Church but just see to it that
what Jesus taught and witnessed in working for the kingdom of God should be sustained and
continued as done by the apostles. For Vatican II, these are the images of the Church that they
re-affirmed or just contextualized our Model Church: The Early Church which was the Church
during the times of the Apostles who had a first-hand experience of the Lord Jesus as found in
the book of Acts): (These images of the Church by Vatican II are found in one of its documents
called Lumen Gentium)
1. Church as People of God
As People of God, the Church is:
a. Sacrament or sign of intimate union with God and the unity of all mankind. So, people should
be united with one another and with God.
b. is NOT an exclusive community. Everyone is welcome in the Church as she is the Sacrament
of Christ. Remember, Jesus welcome everybody during His time such as the tax collectors,
prostitutes, and all kinds of people. Jesus went beyond the limit of the law. There is no place
for discrimination.
c. is a pilgrim towards the kingdom. In journeying towards the kingdom, the Church must bring
with her as her “baon” the following: Love, justice, peace and always needs change and
growth in her strive to be always holy and in need of being purified.
d. Sign of the kingdom. Being the sign of the kingdom, the Church must strongly witness or
radiates the values that are mentioned above (love, justice, peace, holiness, etc.)
e. Participatory Community. Everybody must be active in the Church. The hierarchy, the laity,
and all the faithful has a role to play in the Church. The Church must grow together as one.
2. Church as Hierarchical Society
We mentioned in our past discussions the need for a big society to have hierarchy. This is
for the Church to be effective in her mission as there is a division of responsibility where each
part of the hierarchy should do their role. This is for the roles and responsibilities to be well
defined and distributed. Hierarchy is for the sake of better service.
3. Church as Servant
As stated above, hierarchy is for the sake of service. This was strongly emphasized by
Jesus to His disciples when He washed their feet. Leadership and power is service. The Church
exist to serve and not be served.
B. The Church according to the Second Plenary Council of the Philippines (PCP II)
The Second Plenary Council of the Philippines (PCP II) was convened in Manila in 1991. In
conceiving for a Renewed Church, PCP II just re-emphasized the following as already practiced
by the Early Church and also taught by Vatican II:
1. The Church as Communion/One.
This oneness of heart, soul, and mind should be strongly practice in the Church as this was
already witnessed by the Early Church. (Acts 4:32-35)
a. Unity in diversity. Unity is NOT uniformity. The Church is one since we are all unique or
“different”. We all have different talents or charisms wherein each one should share
according to one’s gift (1 Peter 5:10). We have different roles but all these contribute to the
well-being of the one body, the whole Church. This was well explained by Paul in 1
Cor.12:12:31 which says that the Church is one body but has different parts which all
function for the good of the one body.
b. Equality in Dignity
We are all equal as all baptized Christians belong to people of God. The Hierarchy are not
higher than us in dignity but they are just there for the sake of service. The Priests/hierarchy are
servant leaders. We must all share in the mission of the Church. This is not only for pastors.
2. Participatory Church
As mentioned above, everyone should share according to his/her gifts, talents, skills, and
charisms. All of us have roles in the ministry of the Church. Even the Overseas Filipino Workers
(OFWs) can spread the values of the Kingdom by preaching or just strongly witnessing and
dialogue. Saint Pope John Paul II said that the Philippine Church has a special missionary
vocation to spread the Gospel values in Asia. We need to dialogue with other religions and
cultures. This dialogue is based on Hope and Love and demands two movements on our part:
Deeper knowledge and appreciation of our faith and Openness in understanding the religious
conviction of others. We need to dialogue with others since: 1. Salvation in Jesus Christ is
offered to all, 2. God is present in many ways - to entire peoples through their spiritual richness
and, 3. the Church is the Ordinary means of Salvation- She alone possesses all the fullness of
the means of salvation. We hope that this dialogue will bear fruit in the spirit.
PCP II also reiterated the need for the active participation of the Laity in the mission of
evangelization and in the Liturgical or life’s celebrations of the Church.
3. Church of The Poor / Preferential Option for the Poor
PCP II promoted this program since the Philippine society and even our Church are often
dominated or manipulated by rich people. The poor are often discriminated or are not given
chance to be active even in the church. Our society is also suffering much from poverty. This is
a sign that sin or evil has penetrated or overcome our social structures (government,
institutions, organizations, religion, culture, schools, etc.)
Aside from giving preferential option for the poor, the suffering and those persecuted for
justice’s sake, the Church: must embrace and practice the spirit of evangelical poverty,
detachment from too much material possessions, with complete trust in God. The poor must not
be discriminated, deprive of their rights and human dignity. The Church must not be silent to the
suffering of the poor. Social justice must be promoted.
4. Basic Ecclesial Communities (BECs),
Though some contend that this movement has its origin and inspiration from Liberation
Theology in Latin America, many would regard the emergence of BECs as part of the concrete
realization of the communitarian model of the Church (as Communion and as People of God)
promoted by the Second Vatican Council.
The communities are considered as a new way of “being the Church”— the Church at the
grassroots, in the neighborhood and villages. BECs are meant to make it possible for ordinary
Catholics or lay-faithful to experience the Church as a community and to actively participate in
the life and mission of the Church. The ordinary faithful are enabled to exercise the common
priesthood by actively participating in the liturgical celebrations and by simple preaching and
especially witnessing the Gospel values, their loving service to others, their work for justice and
peace for social transformation.
PCP II promoted this program to make the Church active even in the absence or scarcity of
priests, that even in their absence, BECs could still celebrate their Sunday service/worship led
by the laity with the active participation of everyone. Although, they are still united with their
pastors, they are regularly ministered by their lay leaders.
5. PCP II also emphasized two important Issues that were neglected in the past. These are
Catechesis and Worship. For the people to deeply understand and appreciate their faith which
will lead to their active participation in the celebrations and the missions of the Church, our
catechesis should be: Christ’s-centered, rooted in the Word of God, authentically Filipino and
systematic.
In line with the witnessing or practicing of our faith and Values, PCP II pointed out that there
should be No big gap between Faith and practices or at least the gap should be reduced.
The faithful or members of the Church should strongly practice or witness what they believed in.
This is especially in the area of social justice. We should all promote justice and equality in our
society. Failing to do this is to fall short of the Demand of the Gospel.
