RE: STUDY PERMITS FOR FOREIGN LEARNERS
[thas come to our attention that some school principals do not adhere to the procedures
and requirements regarding admission of foreign learners. it is required that a foreign
learner or student should provide a valid study permit or proof of permanent
residence of the parents by the end of March each year. If either of the documents
feferred to above, has not been provided by the end of March, enrolment of such a
leamer or student should be terminated
As a reminder, kindly receive attached a copy of Circular: Form. Ed. 14 / 2005
regarding “Application for temporary Study Permits for Foreign Learners”. The
Regional Directors are kindly requested to ensure that each school is in possession of
this Circular, understands its content, and monitor the implementation thereof.

APPLICATION FOR TEMPORARY STUDY PERMITS FOR FOREIGN
LEARNERS
In consultation with the Ministry of Home Affairs, minor changes have been made to the procedures to «
followed regarding epplications for temporary study permits
This Citcular replaces Circular: Form Ed. 4/2003,
‘The Ministry of Home Affairs would like to officially thank all the prine(pals for their assistance in
ensuring that all forcign learners are being issued with study permits
Itis a legal requirement that foreign nationals who pursue their studies in Namibia be furnished with a >
necessary temporary study permits. Foreign leamers are fully protected by both the Immigration Contro
Act and the Nam bian Constitution,

Ithas been found newessary to monitor the submission of applications and the issuing of temporary study
permits. Therefore principals are requested to take note of the procedures ‘tipulated below and strictly
adhere to them,

DEFINITION OF A FOREIGN LEARNER.
A foreign lesrner is a person wito has been lawfully authorized to take up study ia @ country
rather than a country of his or her nationality,
THE ROLE PRINCIPALS HAVE TO PLAY
Principals are primarily responsible for the enrolmect of learners ata school, which include the
responsibility to ensure that every leamer enrolls within the guidelines of the Ministry of
Education ard any other requirements that might be in plece.
Principals should inform parents about their responsibility in this regard and request them to
apply for a new study permit or apply for a renewal before the ond of Jennary of every your, as
per guidelines in the attached letter, Study Permits : Important Information to Parents,
Principals con enroll foreign leamers at the beginning of the academic year, on condition
that the pareat / leamer provides the school with 2 study permit before the end of March.
Enrolment should be terminated if the study permit is not provitled by the end of March
Aprincipal should not allow any foreign leamer to study at the school without a valid study
permit, after the end of March. i
A.covering letter certifying that the forcign leamner(s) have officially applied and have been
offered a place at the sckool, should be completed by the prineipal and provided to the parent
for attachment to the application form. The attached Application for a Study Permit : Covering
Letter, can be used.
If principals can manage to entrust a teacher with the responsibility to collect all the fully
completed application forms and hand it in as one bunch, the Minisiry of Home Affaits
undertakes to process the applications very quickly. The school cin hand it in at the desk, manned
by Ms Shacluka (Tel. 061-2922045).
Principals should ensure that Namibian learners count first when enrolment is considered,
Principals sould only enroll a foreign learner officially, once an original study penmit is
provided to the schoo! before the end of March of every year. Then the principal should provide
EPI (for the attention of Ms A.P, Nangolo) with a list of the leamers who were successfil in their
application, through the Regional Direcior before the end of April of every year:
Learners should not be allowed to visit the offices of the Ministry of Home Affairs during.
school hours.
If possible, principals should make sure that a complete set of application forms are available at
the school.
MONITORING THE ISSUING OF STUDY PERMITS
A study permit is issued for a specific school for a specific period of time. By the end of March
of every year a list of those foreign leamers who were successful in their application for a study

PROCEDURES TO BE FOLLOWED BY PARENTS / LEARNERS WHEN *
APPLYING FOR A TEMPORARY STUDY PERMIT.
Itis the responsiblity of parents / learners to submit an application for a study permit or the
renewal of a study permit, before the end of January of every year, to the Ministry of Home
Affairs. No late applications will be accepted, A bank guaranteed cheque of NS 40-00 must be
attached 1o each application.
The parent / learner is responsible for completing the application form supplied by the Minist
of Home Affairs. If possible the school will make the application forms available,
Tfapproved, the parent / learner will have to provide Home Affairs with the passport of the
specific foreign leamer to be endorsed. Then the parent / learner will have to pay NS460-00 zt «

A NEW APPLICATION SHOULD INCLUDE THE FOLLOWING
A bank guaranteed cheque of NS40.00 per single study permit (bank guaranteed cheques to ts
made out to the Ministry of Home Affairs), The NS40,00 is a handling fee and is vot refundable
even if the applicetion is not successful. Tarifts will be under review from time to time,
Form 31/0001, the application form (3-1/0001 : Application for temporary Study Permit).
A covering letter from the principal (Application for a Study Permit : Covering letter) to
certify that the forcign leamer(s) have officially applied to the school and have been Offered
place,
A certified copy of the latest progress report of the learner in English (November report of tht
previous year). Only copies certified by the police will be accepted. The original should be
available to the school if asked for :
Form 3-1/0003. a medical certificate completed by a medical doctor in Namibia.
Form 3-1/0004, a radiological report completed by a radiologist in Namitia,
Form 3-1/0005, a deed of surety completed by the parent / gvardien.
Form 3-1/0033, an application for a Visa, completed by the parent / Teamer
Ifthe learner is older than 18 ycats, « police clearance certificate from the country of origin
AN APPLICATION FOR A RENEWAL S#OULD INCLUDE THE FOLLOWING
A bank guaranteed cheque of N$40.00 per single study permit (bank guaranteed cheques to
made out to the Ministry of Home Affairs). The NS40.00 is « handling fee and is not refundab! ,
even ifthe application is not successful. Tariffs will be under review from time to time.
Form 3-1/0069, Renewal of a Student's Permit, Questionnaire.
Form 3-1/0033, Application for a Visa
A contirtation letter and a certified copy of the November results of the previous year fie
the schcol attended the previous year.
A certified copy of the Study Rermit endorsed in the passport,

A certified copy of the Study Permit endorsed in the passport
This application must be submitted before leaving for the new school. No late applications wil be
accepted. ;
Parents / leanters should take the sct of completed forms for a new application, or arenewal to
the nearest office of the Ministry of Home Affairs before the end of January.
Parents / leamers are responsible to pravide the school with the approved study permit (origixa!)
before the end of March. Only theo the leamer can officially be enrolled at the school. Enrolment
should be terminated if the stady permit is not provided to the school by the end of March
Learners should not be allowed to visit the offices of the Ministry of Home Affairs during schoo!
hours.

The Ministry of Home affairs will provide the application forms.
The contact persons at the Ministry of Home Affairs are Mr's Diedericks (Tel. 061-2922178) and.
Mr Andima (Tel, No. 061-2922104), The Ministry of Home Affairs is familiar with the content
of this Circular.
New applicstions and renewals should reach the Ministry of Home Affairs before the end of
January of every year,
Once the apalication or renewal has been approved / disapproved by the Ministry of Home
Affairs, they will CONTACT THE SCHOOL. If approved, the parent / learner will have to
provide Horne Affairs with the passport of the speoifie foreign leamer to be endorsed
‘Then the parent / learner will have to pay N$460-00 at the Ministry of Home Affairs,
WHO SHOULD APPLY FOR A STUDY PERMIT ?
Children of parents with work permits who for the purpose of employment entered the
Republic of Namibia and reside there in,
Children of parents who have lawfully entered Namibia for temporary residence.
Children who have been authorized to reside with a permanent resident permit holder, or
temporary residence permit but they are not eovered by permanent residence permit status

WHO ARE EXEMPTED FROM APPLYING FOR A STUDY PERMIT? :
7.1 Children of Diptomatie passport holders who are accredited to the Republic of Natnibia and
reside there in, are exempted from study permit ‘Tequirements.
7.2 Children of parents with permanent residence need not to apply for a study permit.
73° Children of pereuts with a diplomatic visa or a courtesy visa granted by the Ministry of
Foreign Affairs, are exempted from study permit requirements
