Digital India Corporation (DIC) has been set up by the Ministry of Electronics & Information Technology
(MeitY), Government of India, to innovate, develop, and deploy ICT and other emerging technologies
for the benefit of the common man. It is a not-for-profit Company under Section 8 of the Companies
Act, 2013. The Company has been spearheading the Digital India programme of the Government of
India and is involved in promoting the use of technology for e-Governance, e-Health, Telemedicine,
e-agriculture, e-Payments etc. The Digital India programme promotes safety and security concerns
of the growing cashless economy and addresses challenges confronting its wider acceptance. It also
promotes innovation and evolves models for the empowerment of citizens through Digital initiatives
and promotes participatory governance and citizen engagement across the government through
various platforms including social media.

1. Job Description: Principal Consultant
About IndiaAI:
IndiaAI program is envisioned as an umbrella programme by the Ministry of Electronics and
Information Technology (MeitY) to drive convergence across all AI efforts of the government for
leveraging this transformative technology to foster inclusion, innovation, and adoption for social
impact.
Under the ‘Skilling in AI’ initiative, MeitY will focus on skilling students of ITIs and Polytechnics
to impart foundational-level skills in Data and Al. In this context, MeitY, through NIELIT and in
collaboration with Intel, has set up a model IndiaAI Data Lab which is equipped with
infrastructure to support AI skilling. Further, initiatives on training the trainers and creating AI
awareness among government officials are also being operationalised to drive the successful
implementation of the project.
Job objectives:
The Principal Consultant will drive the implementation of the Skilling in AI initiative and lead
efforts towards implementation of the initiative in ITIs and Polytechnics to equip participants
with the necessary skills for jobs in AI and related sectors and facilitate AI workshops for
government officials. The Principal Consultant will lead a team of consultants and ensure
alignment with the objectives and vision of IndiaAI.
A. Roles and Responsibilities
Develop and execute a comprehensive strategy for the successful implementation of the
"Skilling in AI" initiative. This includes setting clear objectives, timelines, and performance
metrics.
Oversee the development and execution of skilling programs targeting ITI and Polytechnic
students. Ensure the alignment of programs with industry requirements and job market
demands.
Build and nurture partnerships with educational institutions, government bodies (NIELIT,
DGT, State governments), industry stakeholders, and other relevant organisations.
Facilitate collaboration among government bodies, affiliated institutions and ITIs in all states
to enhance program outcomes.
Implement rigorous monitoring and evaluation mechanisms to track the progress,
effectiveness, and impact of skilling initiatives.

development, and operations of AI systems.

The Ethics Officer will drive the implementation of the ‘Responsible AI’ initiative and lead efforts

benefits that arise from rapid technological innovations. The Ethics Officer will lead a team of

The National Data Management Office is set up with the objective of streamlining data governance
and enhancing the quality of data for catalysing data-based innovation and research. The NDMO will
coordinate closely with government ministries, departments, states, and other relevant stakeholders
(within and outside the government) to streamline data quality and accelerate its use for large-scale
social transformation.
Job objectives:
The India Data Officer (IDO) will work closely with the CEO IndiaAI and key government stakeholders
towards transforming and standardising the data management practices of ministries, departments,
and other government agencies. The India Data Officer will be responsible for setting the overall
direction for ensuring availability of and access to high-quality datasets for the research and
innovation ecosystem while preserving privacy, security, and trust of citizens. The IDO will also be
responsible for creating an ecosystem for catalysing data-driven governance, research and
innovation.
The India Data Officer will work closely with the CEO, IndiaAI towards building capacity in central
ministries and state departments to streamline data access, ensure data quality and create a thriving
data ecosystem. This role requires a combination of technical expertise, strategic vision, and
collaborative leadership to contribute to India's growth and progress through AI-powered initiatives.
A. Roles and Responsibilities
● Provide strategic direction in terms of framing and execution of the implementation strategy
for the NDMO with a focus on three functions – Data Integrity & Audit, Data Regulation and
Data Management.
● Oversee overall governance of the NDMO and ensure adherence to implementation of its
responsibilities as stated in the National Data Governance Policy.
● Oversee quarterly reviews of the performance and progress of various DMUs and provide

impact. The objective of NCAI is to promote the development of citizen centric AI solutions with
potential for social transformation by scaling up 10 AI solutions that have a profound impact on society.
Job objectives:
The Technology Consultant will play a key role in the implementation of NCAI. As an AI Specialist, the
candidate will be responsible for operationalising efforts towards developing and implementing AI
strategies and citizen-centric AI solutions with potential for social transformation for use by ministries
and departments. With their knowledge and proven capabilities in AI, they will play a pivotal role in
assessing problem statements, identifying potential AI solutions, and supporting the Central/State
Departments in implementing the solution on the ground.
The Technology Consultant will work closely with the Head of Technology (NCAI) towards prioritisation
of problem statements, identification and scaling up of solutions, and coordination with all stakeholders.

About IndiaAI:
IndiaAI program is envisioned as an umbrella programme by the Ministry of Electronics and Information
Technology (MeitY) to drive convergence across all AI efforts of the government for leveraging this
transformative technology to foster inclusion, innovation, and adoption for social impact.
The National Center for AI has been strategized as a sector-agnostic entity which will source problem
statements from Central Ministries and State Departments, identify potential AI solutions against the
problem statements and scale relevant solutions for national level rollout to deliver large scale social
impact. The objective of NCAI is to promote the development of citizen centric AI solutions with
potential for social transformation by scaling up 10 AI solutions that have a profound impact on society.
Job objectives:
The Technology Consultant will play a key role in the implementation of NCAI. As an NLP Specialist, the
candidate will be responsible for operationalising efforts towards developing and scaling citizen-centric
CV solutions with potential for social transformation for use by ministries and departments. With their
knowledge and proven capabilities in CV, they will play a pivotal role in assessing problem statements,
identifying potential solutions and supporting the Central/State Departments in implementing the
solution on the ground.
The Technology Consultant will work closely with the Head of Technology (NCAI) towards prioritisation
of problem statements, identification and scaling up of solutions, and coordination with all stakeholders.
A. Roles and Responsibilities
● Collaborate with Central Ministries and State Departments to understand their specific
challenges and requirements and assess the feasibility of leveraging AI solutions to address the
challenges.
● Work closely with all relevant stakeholders to identify CV-driven solutions that are tailored to
the identified problem statements.
● Provide technical guidance throughout the project lifecycle, ensuring that CV solutions are
implemented in accordance with best practices and ethical standards.
● Establish and maintain effective relationships with key stakeholders, including government
officials, technical experts, and partners, to facilitate collaboration and knowledge sharing.
● Conduct thorough research, prepare comprehensive reports, and develop informative
whitepapers on CV-related topics, highlighting key insights and recommendations for the
successful integration of CV solutions in various sectors.
● Support in implementing robust monitoring and evaluation frameworks to track the progress
and impact of CV solutions, making necessary adjustments as required.
● Maintain detailed documentation of project activities, including reports, technical
documentation, and best practices for future reference.

B. Education
● 3-4 years of hands-on experience in machine learning, deep learning, and statistical
modelling, with special focus on computer vision such as image classification, object
detection, recognition, localization, segmentation, restoration, etc.,
● Experience in general deep learning technologies such as transformers, CNN, RNN, Seq2Seq,
LSTM, BiLSTM ResNet, EfficientNet, CRF, etc.,
● Prior working experience in developing an end-to-end CV solution like facial recognition,
disease prediction, moving object detection, autonomous driving vehicles, satellite image
classification, optical character recognition, handwritten text recognition, etc.,
● Hands-on experience in working with deep learning frameworks like TensorFlow, PyTouch,
MxNet, ONNX, and Caffe.
● Strong technical knowledge of programming languages like Python, R, etc.
● Understand of AI/ML project lifecycle and tools.
● Knowledge of GPU programming (CUDA or OpenCL) on GPU accelerator architectures.
● Proficiency in data pre-processing, feature engineering approaches, model training, fine-
tuning, optimization, and performance monitoring of AI/ML models.
● Proficiency in machine learning pipelines and frameworks like Airflow, SageMaker, MLFlow,
Kubeflow or other similar frameworks.
● Experience in working with data retrieval and manipulation tools from various sources like
