ABSTRACT

This case study presents a standard design for motorcycle parking areas inside

the Bulacan State University (BULSU) Bustos Campus. The study was conducted in

response to the increasing number of students who park motorcycles inside the

campus and improper parking arrangement, leading to congestion and insufficient

parking slot in College of Education (COED) department motorcycle parking area.

The study highlights the importance of having standard design for both the

motorcycle and students who park inside the campus, and safety concerns in parking

area design, as well as the need for ongoing monitoring and evaluation to ensure

continued effectiveness. Based on the current state and situation of the COED

motorcycle parking facility, the researchers got 49-50 estimated maximum parking

slots in total. Nevertheless, with the application of standard dimensions and design,

the researchers obtained 54 slots in total. Therefore, with standard dimension and

design, it will maximize the parking slots in COED motorcycle parking area. With an

overall computed mean (4.23), it corresponds and depicts that most respondents were

strongly agreeing to the proposed layout of the motorcycle parking facility with

standard design and dimension to maximize the parking slot and have better passage

and maneuverability. The effectiveness of resulting standard design has an overall

computed mean of 4.18. Based on the majority of COED respondents’ initial

assumption, motorcycle parking area with standard design has clear and effective

arrangement. The findings have practical implications for other external campuses

and other institutions facing similar issues, as well as academic contributions to the

field of urban planning and transportation engineering.

CHAPTER I

Introduction

According to Claire Styles of Parking Network B.V., not only does a person

spend an average of 17 hours a year looking for a parking space, but it is also

estimated that parking search traffic accounts for one-third of inner-city traffic,

creating 1.3kg of CO2 emissions per search.

The rapid growth of educational institutions often brings about increased

challenges in managing campus facilities, and one critical aspect that significantly

impacts the daily lives of students, faculty, and staff is the availability and efficiency

of parking spaces. According to the Department of Transportation (2021), the

increasing number of motorcycles on campus necessities are concerning based on the

evaluation of the existing parking facilities. Bulacan State University (Bustos

Campus) is no exception in facing escalating demands for parking facilities as the

campus continues to expand and provide better facilities for the students, visitors, and

staffs within the campus.

Parking congestion and improper arrangement is a prevalent issue on

university campuses nationwide, affecting the overall mobility and convenience of the

campus community. In citation of Institute of Transportation Engineers (ITE), the

efficient use of available space is crucial for accommodating the rising number of

motorcycles on campus. An analysis of the existing parking layout will identify areas

for improvement, taking into consideration the need for both short-term and long-term

parking solutions. In this context, this case study mainly focuses on the imperative

task of improving parking lot spaces at Bulacan State University (Bustos Campus).

By addressing the challenges associated with the existing parking infrastructure, this

research aims to enhance the overall campus experience, reduce congestion, and

foster a more sustainable and efficient transportation system within the university.

It is imperative that parking facilities be upgraded for a few reasons. First, the

growing number of students and faculty members has put pressure on available

parking spots, creating a backlog and aggravating stakeholders. It is said by Galang

M. (2018), it is also convenient, given that the motorcycle parking area is situated

adjacent to one of the university’s numerous entrances. Second, the infrastructure for

parking that is in place now might not be able to meet the changing requirements of a

contemporary university community, particularly the growing need for

environmentally friendly transportation choices. In order to safeguard the well-being

of the campus community, the safety and security of cars within the parking lots also

need to be carefully considered.

This research will examine into an in-depth analysis of the current state of

parking lot spaces at Bulacan State University (Bustos Campus) mainly at College of

Education parking spaces and explore potential strategies for improvement. By

examining successful parking management practices from other institutions and

considering innovative solutions, the study aims to provide actionable

recommendations to optimize parking spaces, alleviate congestion, and enhance the

overall mobility on campus.

Ultimately, the findings of this research have the potential to contribute not

only to the improvement of parking facilities at Bulacan State University but also to

serve as a model for other educational institutions facing similar challenges. Through

this investigation, we aspire to foster a campus environment that prioritizes

accessibility, sustainability, and the well-being of the entire university community.

Motorcycle parking area has a proper maneuverability and ensures the

motorcycles to unlikely topple over, if it meets the standard design of an ideal

motorcycle parking area according to IHE Guidelines for Motorcycling (2014, May

30). The College of Education (COED) motorcycle parking facility (near the entrance

gate) has maximum of 49 estimated parking slots; 26 in the back and 23 in the front,

and does not have a proper measurement line or dimension of every single motorcycle

slot. The researchers are concerned with the increasing number of students who park

inside the Bulacan State University – Bustos Campus and noticed that some of COED

students who entered the parking area, just park their vehicles inside without a

consideration to other motorcycles, leading to congestion, space consumption and

passage blocking. Without design and dimensional standards, this situation could lead

to inadequate parking space and time-consuming entry and exit due to the

disorganized parking. Therefore, the researchers proposed to follow and implement

the standard dimensional design and arrangement of a motorcycle parking area.

Project Design

The parking slot for every motorcycle will have dimensions 1.75 m long and
0.70 m wide, with free space 0.05 m at the front, 0.20 m in the rear and 0.025 m on
right and left side. The dimensions of motorcycle parking slot are 2.0 m long and 0.75
m wide, but it is also contained parking line that has width 0.10 m. So, the total
dimension of motorcycle parking slot is approximately 2.10 m long and 0.85 m wide
(Krisnada, 2018).

Based on the measurement of the researchers, the whole area or dimension of

COED department motorcycle parking facility is 24.2 m long and 5.8 m wide. The

researchers followed and used the standard design and dimension of 2.1 m long and

0.85 m wide according to Yohanes R. Krisnanda. To maximize the motorcycle

parking facility, the researchers divided the length of whole parking area to the width

of a single motorcycle parking slot (24.2 m / 0.85 m ≈ 28 motorcycle parking slots on

the upper side in figure 3). On the lower side in figure 3, considering the 2.0 m gate,

the maximum motorcycle parking slot is attained by dividing the difference of the

length of whole parking area and length of the gate to the width of a single motorcycle

parking slot [(24.2 m – 2 m)/ 0.85 m ≈ 26 motorcycle parking slots]. By implementing

proper lines and dimensions, the students can park and pass conveniently due to the

favorable parking space and can reduce (if not eliminate) the waste imposed in the

motorcycle parking facility, such as unnecessary motion, wasted time, and extra

processing in parking motorcycles.

REVIEW OF RELATED LITERATURE / THEORY

Optimization of Motorcycle Parking Areas in Schools

As the number of motorcycles on campuses continues to rise, the efficient

arrangement of parking areas within educational institutions has become a topic of

increasing significance. According to Thompson, 1998 presents a model that represents

the parking search behavior of motorists based on the definition of the searching process

for parking spaces. This study also considered the impacts of Parking Guidance and

Information (PGI) systems and the uncertain attributes of car parks: Queue sizes and

departure rates. And according to Arnott and Rowse, 1999 developed a simple model of

parking congestion concentrating on drivers who search for a vacant parking spot in

metropolitan areas.

Standard Design and Arrangement of Motorcycle Parking Area

Angle parking has been used many years ago to park vehicles. In general, the

angle used is 60° to make it easier to enter and exit parking slot. Motorcycles that park in

Penjaringan Sari use a 90° for more optimal utilization of parking space. However, this

arrangement will make it more difficult for the driver to park and de-park from the

parking lot (Krisnanda, 2018). Pay attention to the angle of the parking slot to make it

easier for the rider to access the motorcycle. Some dimensions that must be considered,

such as: the width and the length of the slot of parking vehicles must adapt the vehicle

Land Transportation is 0.75 m x 2 m. The width to enter and exit along the parking area

should be double way. Providing sign/marker can give convenience to park and de-park

every time. In general, parking slots are lined with the colors white and yellow to give

sign as a warning. Marker line must have 4-inch wide. For motorcycles in group could

give a special color on the parking slot, for example blue for special needs or physical

disability. The security of the parking area. Security is an important factor for the parking

area which guarantees safety to the vehicle owner.

Parking System

According to Giuffrè et al. (2012), Mackowski et al. (2015), and Litman (2016),

the parking system is built on multiple regulations and programmes that result in more

efficient parking resource use. Due to the existing new technology, new parking

management systems have introduced additional options for improving the administration

of change-mode park at facilities such as airports, railway stations, bus and rail transit

stops. Furthermore, as mentioned by (Vienna et al., 2004; Bessghaier et al., 2012; Barone

et al., 2013; Zargayouna et al., 2016), these technologies aim at decreasing parking

duration by improving the parking task, which would benefit equally the driver and the

lot operator.

Parallel Parking

The automatic parallel parking problem has previously attracted a great deal of

attention among researchers. Current approaches to solving this problem can be classified

into two main categories: the path planning approach, where a feasible geometry path is

planned in advance, taking into account the environmental model as well as the vehicle's

dynamics and constraints, and then control commands are generated to follow the

reference path; the skill-based approach, where fuzzy logic or neural networks are used to

acquire and transfer an experienced human driver's parking skill to an automatic parking

controller. There is no reference path to follow, and the control command is generated by

considering the orientation and position of the vehicle relative to the parking space (Zhao

et al., 2005)

RESEARCH METHODOLOGY

This chapter provides a presentation and description of the methodology

employed in gathering data and analysis during the study. The methodologies will

include areas such as the research design, sampling technique, instrument, respondents,

data collection method, and treatment of data.

Research Method

This study is quantitative research that uses descriptive design. The descriptive

survey research design is a systematic approach of descriptive research that provides a

thorough and accurate description of traits, behaviors, opinions, or attitudes that exist

within the target group (Survey Planet, 2022). It collects data from samples through

survey questionnaire.

This design is what the researchers found to be effective in this study to better

gather information that will be used in the research. It also aims to describe a situation,

event, or population in a systematic way. Descriptive design can be used to investigate or

evaluate one or two research variables.

Respondents

The respondents in this study are the selected students at College of Education

(COED) department in Bulacan State University (BULSU) - Bustos Campus, academic

year 2023-2024. The respondents consisted of 80 students that use and park motorcycles

inside the campus, specifically in COED motorcycle parking space. Respondents were

selected by non-probability sampling, specifically, the purposive sampling which the

samples are chosen based on the objectives of the researchers. Students in different year

level of COED Department were selected as participants in the study because the

researchers wanted to know if the motorcycle parking area of COED department inside

the campus, specifically near the entrance gate, is properly arranged or established. The

researchers considered all the students of COED department who park in the COED

motorcycle parking area as a population, with the total of 101 students. The samples were

gained using the Slovin’s formula:

Instrument

In this study, the researchers used a survey questionnaire to gather valid data as a

tool to answer the quantitative data contained in the questionnaire, that has a series of

department inside the BULSU – Bustos Campus.

According to Hewitt & Encinas-Escribano (2017), the survey is known and

effectively used as a research strategy or technique to obtain information more easily and

better analyze the data in the research population.

The researchers also used 5-Point Likert Type Scale to evaluate the value of the

responses. The scale equivalent of responses with the descriptions are as follows:

The table shows the 5- Point Likert type scaling, the bracket of the scale and its
description used for analyzing data in assessing the answers of the respondents
regarding the Implementation of Motorcycle Parking Area Standard Design in COED
department.

To determine the minimum and the maximum range or length of the 5-point

Likert type scale, the range is calculated by (5 – 1 = 4) then divided by five as it is the

greatest value of the scale (4 ÷ 5 = 0.80). So, the range or length of every scale from the

maximum up to minimum is 0.80. Afterwards, number one, which is the least value in the

scale was added to identify the maximum of this scale. Subsequently, the Very Satisfied /

Very Effective / Strongly Agree interpretation falls from the scale of 4.20 to 5.00 while,

the Satisfied / Effective / Agree interpretation falls from 3.40 to 4.19. Then, the Neutral

interpretation starts from the scale of 2.60 to 3.39 while, the Fairly Satisfied / Fairly

Effective / Disagree interpretation starts from 1.80 to 2.59 scale. Lastly, the Not

Satisfied / Not Effective / Strongly Disagree interpretation falls from 1.00 to 1.79. The

formula used to find the Likert scale of each factor is the weighted mean.

Validation of Instrument

The questionnaire used in the study was composed based on the observations,

interviews, and experiences of the researchers. The validation of the instrument

undergoes through the process of inspection and alteration of the questionnaires and were

approved and submitted to the research adviser before disseminating to the respondents.

Data Gathering Procedure

The researchers used a survey questionnaire and online survey via google form to

ensure the respondents and data, which also made it easier for the researchers and

respondents. The researchers developed a series of questions to be used in data collection.

The instrument created will be shared with the selected students or respondents of the

COED Department, that use and park motorcycles, to answer the questions clearly and

truthfully so that the information and data that will be included in the study will be

credible and valid.

Once the questionnaire has been distributed and answered by the respondents, the

researchers will immediately organize the collected data.

Data Processing and Statistical Treatment

The gathered data will be tabulated and analyzed to visualize the outcome.

Researchers will use Descriptive Statistical Analysis to present the data in which tables

will be used for data analysis. The data collected through survey questionnaire were

tallied, tabulated, analyzed, and interpreted accordingly. The data were treated using the

following statistical and non-statistical tools:

Weighted Mean (x). This was used to determine the central tendencies of the responses,

that is, according to the scaled equivalent of the responses.

f = frequency

n = number of items

In this chapter, the data collected are presented in tabular form. The data were analyzed

and interpreted for inferences and were similarly drawn from the findings. In gathering data from

this research, the researchers used a survey questionnaire instrument. The researchers had

obtained data through the cooperation of 80 participants who are purposively selected from

College of Education (COED) Department.

As shown in table 1, based on mean, most of the questions were rated as Neutral.

The first question got the highest mean (3.49) among all the questions and rated as

Effective. However, question 4 got the lowest mean (3.08) and rated as Neutral.

Questions 2,3, and 5 have a mean of 3.30, 3.18, and 3.36 respectively.

The overall computed mean for assessing the Effectiveness of Motorcycle Parking

Space of COED Department is 3.28 with a corresponding descriptive rating of Neutral. In

conclusion, the current state of the COED motorcycle parking area is considered between

effective and fairly effective; not effective enough, but also not ineffective.

As shown in table 2, majority of the questions were rated as Neutral. The second

question got the highest mean (3.40) among all the questions and rated as Satisfied.

However, the last question got the lowest mean (3.06) and rated as Neutral. Questions

1,3, and 4 have a mean of 3.20, 3.08, and 3.16 respectively.

The overall computed mean for assessing the Satisfaction of the Respondents

regarding the Motorcycle Parking Space of COED Department is 3.18 with a

corresponding descriptive rating of Neutral. In conclusion, the satisfaction of the

respondents regarding the current COED motorcycle parking area is between satisfied

and fairly satisfied; not satisfied enough, but also not dissatisfied.

As shown in table 3, most questions based on mean were rated as Strongly Agree.

The highest mean (4.28) belongs to the first question and rated as Strongly Agree.

However, the lowest mean (4.15) belongs to the fifth question and rated as Agree.

conclusion, most respondents were strongly agreeing on implementing the Standard

Design to COED motorcycle parking area.

As shown in table 4, based on mean, majority of the questions were rated as Very

Effective. The first question got the highest mean (4.34) and rated as Very Effective.

However, the second question got the lowest mean (4.05) and rated as Effective.

Questions 3, 4, and 5 have a mean of 4.20, 4.23, and 4.08 respectively.

The overall computed mean for assessing the Effectiveness of Motorcycle Parking

Space with the Application of Standard Dimension and Design is 4.18 with a

corresponding descriptive rating of Effective. In conclusion, according to the initial

assumption of the respondents, the motorcycle parking area with standard dimension and

CONCLUSION AND RECOMMENDATION

Conclusion

Based on the current state and situation of the COED motorcycle parking

facility, the researchers got the estimated maximum parking slot; 26 slots in the back and

23-24 slots in the front, having 49-50 slots in total. Nevertheless, with the application of

standard dimensions and design, the researchers obtained 28 slots in the back and 26 slots

in the front, having a total of 54 slots. Therefore, with standard dimension and design, it

will maximize the parking slots in COED motorcycle parking area.

For assessing the Effectiveness of Motorcycle Parking Space of COED

Department, the overall computed mean is 3.28 with a corresponding descriptive rating of

Neutral. Therefore, the current state of the COED motorcycle parking area is considered

between effective and fairly effective; not effective enough, but also not ineffective.

The Satisfaction of the Respondents regarding the Motorcycle Parking Space of

COED Department has an overall computed mean of 3.18 with a corresponding

descriptive rating of Neutral. Therefore, the satisfaction of the respondents regarding the

current COED motorcycle parking area is between satisfied and fairly satisfied; not

satisfied enough, but also not dissatisfied.

The overall computed mean for assessing the Agreement of the Respondents on

the Implementation of Standard Dimension and Design to Motorcycle Parking Space of

COED Department is 4.23 with a corresponding descriptive rating of Strongly Agree.

Therefore, most respondents were strongly agreeing on implementing the Standard

Design to COED motorcycle parking area.

For assessing the Effectiveness of Motorcycle Parking Space with the Application

of Standard Dimension and Design, the overall computed mean is 4.18 with a

corresponding descriptive rating of Effective. In conclusion, according to the initial

assumption of the respondents, the motorcycle parking area with standard dimension and

design is effective.

Recommendation

1. Angle Parking Arrangement: Parking slots with angled features tilt at two angles:

45 degrees and 60 degrees. To access the slightly tilted parking place, one must turn

approximately 60 degrees in the 60-degree parking lot model. According to

Shubhankar Gautam (2022), a 60˚ parking design is a good compromise between

45˚ and straight parking spaces since, in contrast to the 45˚ model, it is not as large

and is just as easy to enter as the straight parking spot. Parking spaces that are

angled facilitate easier access and egress for cars by eliminating the need for abrupt

turns. Because cars keep inside the lines of their parking spaces, this also lowers the

likelihood of an accident.

2. Adherence to Regulations and Standards: Ensure that the proposed design aligns

with local regulations, safety standards, and accessibility guidelines for parking

areas.

3. Prototyping and Testing: If feasible, make the surface of the parking area flat and

create prototypes or simulations of the proposed design to test its efficiency,

usability, and safety before implementation. This step helps in refining the design

and identifying any potential issues.

4. Future Expansion: Design the parking area with the flexibility to accommodate

potential increases in the number of motorcycles in the future.

5. Space Optimization: Ensure the design maximizes available space without

compromising safety. Utilize compact and efficient layout configurations to

accommodate more motorcycles.
