Topic 1- Conceptual Framework of Human Resource Management

Definition- A process of bringing people and organisations together so that the goals of
each one are met effectively and efficiently.

Evolution of the concept of HRM


1. Commodity Concept- In this concept, Labour was considered as the commodity to be
bought and sold.
2. Factor of Production Concept- Labour is like any other factor of production like land,
materials, capital etc.
3. Good will Concept- worker’s productivity can be increased by welfare measures like
safety, first aid, rest room, lunch room etc.
4. Paternalistic Concept/ Paternalism- Management should have fatherly and protective
attitude towards employees.
5. Humanitarian Concept- Fulfilment of the Physical, social and psychological needs of
the workers will improve the productivity of the workers.
6. Human Resource Concept- Employees are the most valuable assets of an
organisation.
7. The Emerging Concept- Employees should have feeling that the organisation is their
own. They should be accepted as partners in the progress of the company.

Scope of HRM
1. Personal Aspect- It deals with the manpower planning, recruitment, selection,
Placement, transfer, training and development, lay off, retrenchment, remuneration,
incentives, productivity etc.

2. Welfare Aspect- It deals with the working conditions and facilities such as canteens,
crèches, rest and lunch, rooms, transport, housing, education, medical assistance safety
etc.
3. Industrial Aspect- It covers Union management relationship, collective bargaining,
joint consultations, collective bargaining, disciplinary procedures, dispute settlement.

Objectives of HRM

 To maintain the quality of work life.


 To achieve organisational Goals.
 Efficient utilisation of employee’s skills and abilities.
 Employee Job satisfaction and self-actualisation.
 HR policies communication.
