1.0EXECUTIVE SUMMARY
This presentation includes the Report of the Mechitu Spate Irrigation project which has been
studied and designed by Former Arsi Zone Irrigation Development Authority, currently Arsi
Zone Irrigation and Pastoralist Development Bureau and Design Review made by former Oromia
water works design and supervision enterprise, Currently Engineering Corporation of Oromia
and also after that Project construction implemented by the contractor Gemta Construction Plc Jv
with MCG Construction Plc from the contract signing date, April 10,2011 up to, Annual report
June 30, 2015.
Generally, project status is summarized as below:

The 2015 EFY Annual Project performance ……… 0.00 %
The Project construction works were ceased since July 13, 2022 due to the contractor claimed
for cement scarcity and price adjustment
2.0 PROJECT BACKGROUND
The project feasibility study and detail design were executed on April, 2016 GC by Arsi Zone
Irrigation and Pastoralist development bureau

3.0 DESIGN REVIEW
The project design reviewed and detail design were executed on Sept, 2019 GC by Engineering
Corporation after contract agreement signed on April, 2019 GC.

The Spate Irrigation Concept
The implementation of this project is hoped to relieve the beneficiaries from recurrent crop
failure by availing additional moisture and sediment of silty clay soil that is known for its high-
water retaining capacity which is capable of changing the parent soil characteristics if the land is
irrigated for longer time. When the sandy soil found in the lowland is mixed with the soil brought
from the highland by the run-off water its susceptibility to drought will decrease.
The Objectives of Design Review
The aim of the design review was to fulfill the discrepancies of the project study of
Structure and canal route at Zone level according to the agreement signed between the
client (former Oromia Agriculture and Natural Resource Bureau, now change into
Oromia Irrigation and Pastoralist development Bureau) and consultant (former Oromia
water works design and supervision enterprise, currently Engineering corporation of
Oromia).
Project Location and Accessibility
UTM Coordinates: 552107 E/822868 N (river center)
Elevation: 2169 m.a.s.l.
There was no accessibility problem during the construction phase of the project started.

Anticipated problems and proposed remedial measures
The structure must be stable enough with respect to its load on the foundation (vertical
load) lateral load of the flowing water during the rainy season.
The structure need to be well inserted in to the foundation rock below the weathered
horizon which is assumed to be 1.5 meter.
Wing walls of sufficient length are essential on both sides to tie the structure to fresh
abutment rocks.
Foundation excavation can stop at 1 meter depth if fresh rock is encountered close to the
surface.
The Canal Route
The canal route traverses along steep and gently dipping rocky surface up to 3km, while it passes
along flat lying soil covered land up to the end.
The primary and secondary canal lines need to be lined to avoid loss of water
