Terms of Reference
- Two software tools for post-processing, analysis and reporting of the QoS of radio networks,
- A central server for a client/server access topology with floating licenses,
- Two 4x4 utility vehicles allowing the installation of equipment.
- A training offer,
- A support offer over a period of 03 years
2. General specifications
This description concerns the acquisition of a modular multi-technology measurement tool (GSM,
GPRS, EDGE, 3G, HSPA+, LTE (4G and 5G) and multi-purpose for the unified management of mobile
radio network configurations , rapid and simplified access to any stored data (drive test, KPis, etc.)
and their visualization under multiple facades (reports, maps, dashboards, etc.). This tool also
integrates an analysis engine and supports all mobile radio technologies (GSM, GPRS, EDGE, 3G,
HSPA+, LTE (5G) allowing the improvement of existing processes.
The bidder will provide the necessary software, licenses (2 years minimum), hardware and services.
3. Functional specifications
These specifications are related to the functional capabilities of the post-processing tool.
The Drive Test tool will be an Outdoor platform that can also be available in an In-door version for
multi-voice and multi-data acquisition simultaneously to be installed on a measurement PC and
which can be very easily embedded in a vehicle for field measurements. The tool must support the
maximum number of DriveTest measurement file types, with different measurement types such as
voice, data, scanner,
Furthermore, it must support, at a minimum, a list of measurement chain and scanner file formats
presented in the operational specifications section of this document.
The tool must be able to open and process several measurement files of the same or different type at
the same time.
The tool must support the import of network configuration and settings based on data retrieved
through a direct connection and/or exported from various sources, including planning tool databases
(Example Model used) or other standard databases SQL/Access, Excel, ...
The tool must be able to import information on the topography and configuration of the network,
exported from a prediction tool (......./Example model used), and OSS platforms
The tool must also be able to retrieve topography and network parameters automatically. This can be
accomplished by connecting directly to an ODBC configuration database, OSS, or reading a "fiat" file
that is updated periodically.
The tool should be able to create, at a minimum, the following set of descriptive statistics for all RF
measurements.

RF measurements make it possible to describe the characteristics of the radio link. In general, the
radio link of all technologies.
The tool must be able to create, at a minimum, the following set of descriptive statistics for each type
of call event for each user (by IMEI or IMSI):
1) Name
2) The average time between two events of the same type
Call events are changes in the user state and can be determined by the occurrence of one or more
control messages (call setup, HO Complete, call drop,). The tool must be able to explicitly present
these call events.
The values of RF measurements, performance indicators and events, in a selection of data from one
or more measurement files, a network or a combination of technologies, can be arithmetically
combined to create performance indicators.
The equations used to create performance indicators must be editable by the user.
The tool must be able to present RF measurements based on time, distance, or a combination of
both.
The tool must be able to create, at a minimum, the following statistical elements for all performance
indicators created by the tool:

2)average
3)maximum
The values of any performance indicator created by the tool can be presented as a histogram
distribution.
The tool must be able to display on map all RF measurements, performance indicators, control
messages and events.
The tool must be able to import Map lnfo (*.TAB) or text (*.txt, *.csv) files.
The tool must be able to combine different measurements and correlate them to resolve/analyze
problems.
The different measurements can also be offset from each other or combined together to create
multidimensional legends based on size, color and shape.
The legends used in the maps must also be customizable by the user.
The tool must have the ability to print different views of the displayed map, including the ability to
print multiple paper sizes on a plotter.
Every RF measurement, performance indicator, control message and geo-coded call event can be
mapped to a point.
Each measurement, performance indicator, control message and geocoded call event can be grouped
over a certain distance traveled and presented at one point. The presentation point will be geocoded
to the location closest to the center of the trajectory traveled by the user: The value presented in

The tool must be able to geo-reference all RF measurements, performance indicators control
messages and events collected on the 1st raster image (example an In door Floor Plan) using markers
or way-points.
The tool must have the ability to decode and correlate, based on a time reference, multiple sources
of protocol analyzers (probes) (at different interfaces such as (Abis, A, Gb, Tub, lur etc. ) and call trace
and allow users:
Reports must be able to contain text, data or statistics in a tabular format, diagrams or maps.
A set of customizable rules will allow color coding (legend) of data presented in a table or map.
All presentation attributes of all report content must be customizable. These attributes include for
information only: page margins, map and table size, font characters, size and color, etc.
4.9.1 Report templates
The content of any report can be saved in a generic file format, such as Ward, PDF, Excel, ...
The Benchmarking report must rely on all available data such as RF measurements, performance
indicators, control messages and call events to compare several DriveTest measurements of the same
type.
Any data source selected for analysis can be exported to a standard file
Any performance indicator created for the analysis can be exported to a *.txt or *.csv file.
Any map created for analysis can be exported in a raster or vector file format
Users must have the ability to access databases (SQL, Oracle, Access,) for configuration and network
performance parameters via an SQL query editor or other database connection and exploitation tool.
The tool must provide, at a minimum, these tools to help detect and analyze common problems in
the network.
The Tool must have the ability to decode and display all layer 2 and 3 messages of the seven layers of
the 0S1 model for the following technologies:
1) GSM / GPRS / EDGE
3) LTE
4) 5G
4- The tool must be able to provide end-to-end performance analysis, where multiple data sources
can be correlated with Drive Test data. The data source files must include, at a minimum, the Drive
Test files, network protocol analyzer files, and call trace files.
6- The tool must be able to identify and analyze network data problems such as high retransmission
rates, latency, low speeds,
8- This report should potentially be able to provide missing neighbor cells using scanner data and
network topology combined with neighbor matrix.

12- This function should offer the possibility of calculating and displaying the service distance
between the site and the mobile device as well as the delimitation of the Best Server zones of each
cell of the radio network.
The tool must make it possible to replay a Drive Test file for the analysis and diagnosis of quality of
service by allowing the display of all the parameters that a Drive Test tool allows, in value, curves or
histograms.
5. Operational specifications
Operational specifications describe what is needed for the tool to interact with the user and other
systems.
The tool must be able to process, at a minimum, raw files in their native format (usually a binary
format) or exported in ASCII format (csv/txt) from the following Drive Test equipment suppliers:
Agilent E6474A-X NiXT
•Genex Probe
• Xcal Accuver
• ZK, etc
The bidder must list all Drive_Test file formats supported by the tool with the relative version.
5.1.2 Scanner
The tool must be able to process, at a minimum, log files from the following scanner manufacturers in
their native format (usually a binary format) or exported in ASCII format (csv/txt):
•Agilent
•PCTEL
•Andrew
The bidder must list all Scanner file formats supported by the tool with the relative version.
5.1.3 Maps
The tool must be able to integrate and export 'Map lnfo' type maps as well as mapping software such
as Bing Maps from Microsoft or Google Barth.
5.2.1 Database
The storage system must be a commercially available database and must be installed on the client
machine and/or a mini-server.
The tool must be able to be installed on a Windows 10, 11 operating system machine, with 32-bit or
64-bit architecture processors with less than 16 GB of RAM.
The graphical interface must be native to Microsoft Windows. In other words, the tool must have the
"look and feel" of a Microsoft product and make extensive use of the "Drag and Drop" function.
5.4 License management
The allocation of Soft licenses must be dynamic (floating license) and this, either automatically
following the request of a customer via LAN or VPN connection or manually by an administrator who
can limit the duration of allocation of these licenses . The solution must provide a client-server VPN
connection tool.
Any dataset selected for analysis can be exported to an ASCII text file. The user can choose comma or
tab delimitation. All data will also be exportable in Microsoft Excel spreadsheet format.
The maps displayed must also be exportable in a Map lnfo (*.Tab) or Google Earth (*.Kml) file.
Any report created by the tool can be saved as an Excel workbook, document, Word, HTML or PDF.
Prior to provisional acceptance of the services covered by the contract, the tenderer must provide the
following services:
- Delivery, installation, commissioning of the two (02) platforms (each platform must include its
post-processing software):
14- This phase includes the testing of the solution (hardware and software), subject of the contract,
in the ART premises;
- The delivery of two (02) 4x4 utility vehicles to support the equipment;
- The initial configuration of the hardware equipment and software subject of the proposed
solution
- The configuration of the report model according to the need expressed by the ART;
- Training of user personnel
The bidder must also offer technical training, accompanied by practical technical controls in the field
in order to ensure perfect preparation of ART engineers for the handling and operation of the two
(02) quality control platforms. of service both from a usage point of view and from an administration
point of view.
Course materials and demonstrations will be in French. User manuals will be delivered in French or
English.
The training will take place in a training room reserved for this purpose by the bidder with all the
necessary logistics, at the end of each module, a theoretical (in the form of a quiz) and practical exam
will be carried out to assess theoretical and practical knowledge. acquired on the tool delivered, a
certificate will be issued to each participant provided that they have successfully passed the various
theoretical and practical exams.
The trainer or trainers will be people with more than 10 years of experience in telecommunications,
knowing optimization and troubleshooting techniques for GSM/GPRS/EDGE/3G/HSPA/HSPA+
networks in LTE and having already worked at least 2 years on this type of solutions delivered.
Training concerning the operation of the different functionalities and parameters integrated into the
software part and training concerning the installation and commissioning of the hardware equipment
and software tools provided.
The bidder will propose in his offer all the details of the training where he will specify the modules
recommended for the profile of users and administrators, and the qualification of the trainer.
The Curriculum Vitae of the trainer(s) must be attached to the bidder's offer.
The training must take place in Cameroon, but outside the Project Owner's head office.
8. Documentation
The bidder must undertake to provide 2 copies (on paper and on CD) before provisional receipt:
- A detailed installation and user manual for each hardware and software equipment.
- A training manual for engineers and technicians who will attend training on the equipment
and software offered.
The documents must cover the operating details of the tool and the methods used in the
implementation of the requested modules.
The project execution time is eight (08) months including all phases.
The bidder must present in his offer a detailed schedule for implementing the solution. This
schedule must include the different tasks with the corresponding key dates, and include the phases
prior to reception. The solution will be delivered to ART headquarters in Yaoundé.
10.Guarantee
The supplier guarantees that the Supplies delivered under the Contract are new, free from defects
or design, material or manufacturing defects. The duration of this guarantee is set at a maximum of
12 months, or 01 year from the date of provisional acceptance.
The warranty period for vehicles dedicated to quality of service control is twenty-four (24) months
from the date of provisional receipt;
During this period, the supplier maintains the platforms at its expense in the event of a defect.

Documentary evidence
The Bidder must provide written proof to demonstrate that the supplies meet the following
requirements:
✔ Technical sheets, prospectuses, catalogs and drawings demonstrating that the items offered
conform to the technical specifications and standards specified in Section VI, with details of
the main technical characteristics and performance of the related supplies and services
demonstrating that they substantially correspond to specifications and where applicable. A

✔ A detailed training program plan complying with the requirements of point 7 of the technical
specifications.
✔ A written commitment from the bidder to provide technical assistance and after-sales service
for the platforms put into service during the warranty period,
✔ A written commitment from the bidder to make software updates and spare parts available
to the beneficiary at the beneficiary's expense for at least five (05) consecutive periods
following the warranty period
✔ The detailed description of the protocol for operating testing and carrying out platform
acceptance tests;
✔ A written commitment from the bidder to guarantee the platforms put into service, in the
event that he is declared successful bidder, for a minimum period of one year after their
provisional receipt
✔ A written commitment from the bidder to provide technical assistance and after-sales service
for the platforms put into service;
✔ A written commitment from the tenderer to make software updates and spare parts available
to the Client, free of charge during the warranty period, and at the Client's expense for at
least the five (05) years following final receipt
✔ A commitment from the bidder to provide the project owner, before provisional acceptance
of the platforms, with documentation relating to the operation and maintenance of the
proposed equipment: Detailed Technical Documentation in three (02) sets in paper and
electronic format;
