1.0 INTRODUCTION
CPECC, as an EPCC Contractor, shall perform all aspects of the project execution, which involves
overall project management, detailed engineering, procurement, construction, site coordination, quality
assurance/quality control, HSE, project controls, training, commissioning and reporting.

CPECC’s engineering team will provide all detail design and engineering services necessary for the
implementation of Additional White-Oils Storage Tanks and Accessories at Pump Station 10 [Nairobi
Terminal]. CPECC shall be responsible for verifying and completing the WORKS based on conceptual
information contained in the specifications, manuals and drawings provided by KPC and those provided
by vendors. CPECC shall assign discipline engineers to work together with engineering team, mainly
taking the functions of supervision, coordination to ensure the engineering work going on satisfactorily.

Engineering team members of project team are already familiar with KPC requirements through their
involvement in the bid. Hence, the nominated team shall be readily available to start work upon award of
the Contract.

Engineering team has reviewed the Scope of Work and pleased to confirm that they own the desired
resources and the expertise to carry out this work in a cost effective and timely manner.

CPECC’s engineering team is an effective team, with specific strengths geared to perform the project
engineering to the entire satisfaction of KPC. The Engineering team will focus in detailed Engineering,
Procurement, Construction and Commissioning support. The team has significant experience in the
region and this will prove enormously beneficial to all parties involved.
2.0 BRIEF SCOPE OF ENGINEERING WORK AND ENGINEERING EXECUTION STRATEGY
CPECC shall be responsible for the following activities for this project:

 Site visit and data collection.


 Detailed design / engineering activities.
 Procurement support for equipment and materials.
 Technical clarifications during construction phase.
 Preparation of pre-commissioning, commissioning, start-up procedures / method statements and
finalization of Operation & Maintenance manuals.
 Field commissioning, performance testing activities and training of KPC personnel on reimbursable
basis.
 Preparation of material requisitions and expediting to help out smooth execution of detail design
work.
 Technical evaluation of Vendors’ bids for equipment and bulk materials during detailed design.
 Review / Approval of Vendor’s documents.
 Provide Engineering schedule input to EPC contractor as part of Overall project schedule
monitoring maintenance.
 CADDing As-Builts (red-lined mark-ups to be provided by EPC Contractors).

3.0 KICK OFF MEETING
Upon receipt of a Scope of Work from Client, CPECC shall prepare a Proposal and submit it to Client for
approval. Any Client comments shall be incorporated as agreed.

Based upon agreed Proposal, CPECC will develop its resources plans and project schedule under the
control of the Project Manager who is supported by the Project Engineer(s) to ensure that this Project is
handled, managed and completed in the most effective manner. The Project team will consist of several
sections such as Engineering, Project services, Contracts, QA/QC, HSE, etc. reporting to the Project
Manager. The Project Manager will report to Client Project Manager.

After award of work, a kick off meeting will be held with KPC to review the Contract (if required). The
purpose of this review is to ensure that the scope of the services is well understood and that latest
adjustments that might have taken place during bidding period and final contract negotiations are known
and understood by the project team members.

The following personnel from the Project team will attend the kick-off meeting:

Project Manager,

Project Engineer(s),

Lead Planning Engineer

During the kick-off meeting, the following topics will be discussed / reviewed:

Contract Finalization,

Scope of the Services,

Project Procedures,

Coordination Procedures and Documents Distribution,

Meetings and Reporting,

Project Schedule,

Data required from PE,

Plans for Site Visit,

Any other pertinent Business


4.0 SITE VISITS, DATA COLLECTION AND VERIFICATION
CPECC plan to start the site visits / data collection soon after the kick-off meeting. This will facilitate to
get fresh site data for new facilities and verify/review the existing installation and equipment data so that
the final scope of the Project can be finalized.

The first site visit will be organized to cover the following aspects for all concerned locations:

 Familiarization with existing site conditions.


 Meeting with KPC Staff to discuss site details and intended field operations.

 Verification of data provided by KPC.

 Clarify any inconsistencies, obtain additional information.

 Check, correct and supplement any existing drawings required as well as updating the information /
drawings submitted.

 Execution and supervision of pipeline route and Site Topographical and Geotechnical Survey.

The following team members are foreseen as the likely participants in the initial site visit:

Project Manager,

Project Engineer(s),

Lead Process Engineer,

Lead Civil Engineer,

Lead Piping Engineer,

Lead Instrument Engineer,

Lead Mechanical Engineer

At the completion of the initial site visit, a report on findings will be issued. Subsequent site visits will be
organized as and when needed for further detail site checks.

As a minimum, the following additional site visits will be required:

 Identification / verification of future tie-in points and methodology,

 Supervision and finalizing survey work and subsequent PE approval,

 Frequent visits by Project Engineer(s) to gear up the engineering activities with respect to
construction requirements,

 Site verifications during checking of drawings before final issue


5.0 PROJECT EXECUTION PROCEDURES AND WORK PLANS
Immediately after the kick-off meeting, the Project team will prepare all the necessary procedures, work
plans, schedules, to be made project-specific and submit the aforementioned to KPC for approval, as
follows:

Mobilization Plan,
Project Engineering Execution Plan,
Project Schedules & Work Plans,
Engineering Execution Procedures upon client’s request,
Project Control and Reporting Procedures
6.0 DETAIL DESIGN / DETAIL ENGINEERING SERVICES
Further to site visit, data collection, performance of the various studies and endorsement by KPC of the

approved options, CPECC will proceed with the detailed design / detailed engineering services as per
KPC requirements.

Throughout each engineering phase, KPC and CPECC engineers will meet as and when required to
review and finalize the project Scope of Works and deliverables. These “face to face” meetings would
facilitate the expeditious issuance of engineering deliverables including a smooth incorporation of KPC
comments.

The following sections mainly describe CPECC strategy and method of executing the engineering phase
including performance of all engineering / design activities, sub-contracts, deliverables, etc.

Drafting / modeling shall be done utilizing AutoCAD, Microstation or CADworx softwares. KPC
Specifications and Standards as identified in the bid shall be followed, along with KPC-supplied drawing
blocks and symbol libraries.
6.1 KEY DELIVERABLES
Detail design and detailed engineering services shall be provided by CPECC taking into consideration
procurement and construction schedule requirements.

However it is important that following key deliverables are approved by KPC within the first one month of
project implementation:

 Design Basis and associated referenced documents.

 Process Flow Diagrams (PFDs)

 Piping & Instrumentation Diagrams (P&IDs)

 Plot Plans

 Controls, Instrumentation and Telecommunication Block Diagrams

 Operation and Controls Philosophy

The above is required in order to meet the schedule requirements while at the same time minimizing
amount of re-work and errors.

MRs for Long lead Items (LLIs) will be prepared concurrently with the preparation of the Key
Deliverables, on the basis of the FEED documentation. Without approval of the above key deliverables, it
would not be possible to proceed with procurement of LLIs and early execution of works (for example,
tanks construction).
6.2 PROCESS ENGINEERING
The process activities will start with a kick off meeting.

A Process Basis of Design for Detailed Engineering will be prepared and submitted to KPC for review /
approval.

The process design activities will then start with simulations. CPECC propose to carry out the simulation
on HYSYS.

Simultaneously, the Process Flow Diagrams (PFDs) with the material balance for the facilities will be
prepared and submitted for PE’s approval.

Process calculations for the new equipment / instruments will then be performed and the process data
sheets for new equipment / instrument will be prepared. Updating Piping & Instrumentation Diagrams
(P&ID’s) for the new facilities will also be conducted.

Once the P&ID’s have progressed to the required extent, a meeting will be conducted to identify and
finalize all tie-ins jointly with KPC. A report will then be issued from the meeting including tie-in schedule
for KPC’s review and approval. The P&ID’s for the new facility and the tie-ins will then be issued for
KPC’s approval. Once the tie-ins are finalized, process inputs to Tie-in schedule will be provided.

The process description, operating & control philosophy will be prepared at the same time as the P&ID’s
and issued together with the P&IDs for KPC’s approval.

Upon issue of the P&ID’s, a HAZOP will be conducted wherein process engineer will actively participate
and recommendations of the HAZOP review will be incorporated on the P&ID’s. Also process data sheets
will be prepared for any additional requirement(s) based on HAZOP recommendations.

The Process engineer will review the vendor data to ensure compliance of process requirements as
stipulated in the relevant equipment data sheets.

In addition, manuals for commissioning / decommissioning, operation and start up procedures shall be
prepared to facilitate smooth commissioning and regular operation thereafter.
6.3 PIPING ENGINEERING
Piping activities will initially concentrate on a comprehensive site survey, information, document/data
collection, review of FEED documentation, review of the tender documents, discussion with KPC
representatives to finalize the Basis of Design and the design specifications, standards and plot plans.

The site visit will gather and collect information concerning the following areas:

 An appreciation of Site and existing terrain conditions,

 Review/decide on the location of new equipment/facilities/plot plans with respect to the design
basis, safety criteria, access ways, equipment handling and finalize the locations of new facilities as
per requirement. (Note: For a Greenfield Project with little or no existing infrastructure, much of this
activity will be done at Khartoum office),

 Study and finalize the routes of piping and tie-in locations,

 Discuss piping issues related to the Project.

The site survey outcome together with associated KPC input and Process definitions like P&ID’s,
equipment sizing and equipment datasheets will be the basis of the plot plan development/finalization.

While optimizing the plot plans, it will be ensured that these shall be of an economical design to meet the
process and project objectives reflecting the need for safety to life and property; allowing for adequate
periodical inspection, maintenance, operations and emergency action. Due consideration will be given to
at least the following criteria:

 Codes, standards and regulations,

 Proposed site area,

 Future expansion,

 Safe construction,

 Maintenance and operation requirements

At the time when the major engineering design options are about to be settled and before the plot plan is
frozen, the constructability aspects and the constraints/risk related to construction activities will be
carefully analyzed by in-house and client reviews. Safe construction and commissioning will be ensured
by consideration of following factors:

 Site conditions and environmental considerations,

 Escape route and fire fighting requirements,

 General clearances and safety distances,

 Equipment positioning, handling, etc

The available piping valve data sheets and applicable KPC standards and specifications will be adapted
as is. Additional project specifications will be prepared for KPC’s approval, where deemed necessary.

On finalization of equipment locations and plot plans, piping studies/GAs will be prepared based on
P&ID’s, equipment lists and equipment data sheets issued for design.

The critical lines will be stress analyzed using CAESAR-II to assess flexibility; nozzle loads on
equipment, stresses in piping system due to expected static and dynamic loads and finalize the
equipment locations as well as piping routes. The anchor blocks will be designed in accordance with the
selected materials associated expansion/contraction properties, utilizing design installation and max. /
min. temperature conditions.

The GA’s will be further developed, checked and finalized based on IFC, P&ID’s, equipment data sheets
and vendor drawings. The development of piping GA’s will also include the supporting of the piping as
per the requirement of project support standard and stress analysis requirements. The relevant
information to other groups like civil, mechanical and instrumentation will be provided as GA’s progress.

The isometrics will be prepared based on IFC GA’s / P&IDs and bill of material will be prepared for lines
2” NPS and above. Isometrics will not be prepared for pipes laid on pipe racks, trenches and
underground piping.

Another important aspect of the piping will cover the preparation of the Tie-in schedule and details by site
survey and meetings with PE representatives.

The piping MTO will be done in the following 3 stages:

1st MTO: Based on preliminary P&IDs and plot plans.

2nd MTO: Based on Approved P&IDs, plot plans and piping layouts / GA’s.

3 MTO: Based on IFC piping isometrics.

The above will ensure timely procurement (i.e. Material Requisition, Technical bid evaluation and Vendor
document approval.)

Vendor drawings will be called for in the relevant purchase orders and reviewed to ensure adherence to
order specification by Supplier and also to obtain the necessary Vendor details required to finalize the
piping drawings.

During fast track projects, to reduce the engineering manpower peak by leveling and to facilitate
commencement of construction activities, piping will produce IFC piping GA’s, elevations and Isometrics
by area.
6.4 CIVIL & ARCHITECTURAL ENGINEERING
On award of Contract, a site visit will be carried out for the collection of required data to execute the
Project, to verify the FEED documents and to get better acquaintance with the actual site conditions.

Civil team along with the other discipline engineers shall review and check the suitability of the locations
of the new facilities and the proposed routing for the crude pipeline based on the actual site conditions.

Topographic survey and Geotechnical investigation reports provided in the contract will be reviewed and
if there are insufficient details to perform the work, a new survey shall be arranged at the required areas.
CPECC shall prepare specifications for any new surveys and EPC contractor will execute the survey
work in the field.

Contemplated topographic survey shall have to confirm data or provide answers to incomplete data
detected during the site visit. Site spot leveling, above ground features demarcation, underground
services detection, spot elevation of potential locations of the marked areas shall be performed.

Detailed design shall be performed in-house by a competent team of engineers and designers. State of
the art architectural civil engineering and design software and CADworx, in addition to in-house
developed design spread sheets shall be employed for the design of civil works.

To expedite minor design items, CPECC civil structural works standards shall be adopted for repetitive
items of site preparation, underground services and concrete miscellaneous items and secondary steel
works.

Anticipated main work items shall be as follows:

 Verification of FEED documents,

 Verification of existing Topographical and Geotechnical reports,

 Preparation of Civil / Structural Works specifications,

 Additional Geotechnical and Topographical Survey as required,

 Design of equipment foundations,

 Design of pipe anchor, pipe supports etc,

 Design of Anchor Blocks,

 Sizing of ancillary equipment foundations (launcher, receiver, etc.).

 Design and Detailing of buildings and associated foundations,

 Design and Detailing of cable trenches / cable tray supports,

 Design and Detailing Tank Farm dikes and Foundations,

Civil layout plans to show the location of new facility buildings, new equipment foundations,
miscellaneous foundations and piping support coordinates and locations. All locations shall be based on
approved process/piping designs and General Arrangement Drawings (GA’s).

Civil IFC drawings will be staged in conjunction with piping drawings to facilitate commencement of
construction activities.
6.5 MECHANICAL ENGINEERING
The Mechanical work will basically consist of:

 Review, check and if appropriate modify the FEED design work package,

 Study the existing tender documents, equipment data sheets and technical Specifications and
Clients requirements,

 Prepare/update specifications for all single and packaged equipment,

 Technical bid evaluation reports for proposals,

 Provide required design calculation related to HVAC equipment design,

 Prepare clarifications, queries and additional required information list to vendors,

 Review post order vendor data/drawing & deliverables,

 Clarify vendor queries & site queries,

 Review Inspection & dispatch reports,

 Provide input to pre-commissioning, commissioning operation and maintenance manual.

Upon receipt of the Process data sheets, these will be reviewed with respect to the operating
parameters, material of construction and seal plan etc. The equipment Data Sheets and Specifications
will be prepared based on Process data available.

Material requisition, Job specification and Mechanical Equipment Data sheets incorporating all the
engineering requirements as specified in the Contract will be prepared for obtaining the technical bids.
Necessary approvals on documents shall be obtained before the enquiry is released. The technical bids
obtained from KPC approved vendors will be evaluated with respect to the operating parameters,
materials, inspection/ tests contractual scope etc., and past supply references to establish the offered
model is well proven.

After placement of orders for various equipment and packages; Vendor drawings and data will be sought
for approval and project engineering. Vendor drawings will be checked against the ordered equipment
specifications and datasheets.

Final as-built drawings and documents supplied by vendors will be compiled and submitted as part of
Project Design Dossier.

Packing, preservation, transportation etc., will be as per KPC’s specification unless otherwise specified
by KPC.

Site queries, if any, pertaining to engineering and design will be clarified during construction pre-
commissioning and commissioning.
6.6 HSE
6.6.1 General

The facilities shall be designed and installed in accordance with the requirements of the CONTRACT,
and specifically with KPC’s HSE Philosophy documented in Health, Safety & Environment Manual. Items
from the HAZID, EIA and HAZOP, identified in the Hazards and Effects Register will be closed out.

CPECC shall undertake the following reviews:

 Detailed Engineering review,

 Detailed HAZOP (with an independent chairman) for all locations,

 Mechanical completion review,

 Pre-startup safety analysis,

 Safety audit on safety critical systems

CPECC shall prepare plans for all safety requirements in design to meet all requirements with respect to
HSE.

Note: Based on the HAZOP procedure developed by CPECC and approved by KPC. The P&ID’s and
other necessary documents, referred to during the study, will be reviewed by KPC prior to HAZOP
sessions. The HAZOP Chairman shall be a third party representative and delegated discipline engineers
from CPECC, and KPC shall participate in the study.

6.6.2 Safety in Design

HAZOP, Design Review

During execution of the design of the project, a design review shall be performed. During this review,
safety aspects of the design shall be fully explored, and any areas, which are indicated as warranting
clarification or explanation, shall be recorded, with actions allocated to the various parties. A Hazards
and Effects Register of all safety related issues shall be kept and action items shall be closed prior to a
mechanical completion certificate being issued for the system in question.

Technical Safety Review

CPECC shall carry out a technical safety review in Detail Design in accordance with the project specific

The Safety Studies/Reviews shall identify possible areas of equipment failure and process upset and
ensures that levels of protection are provided in accordance with appropriate Codes and Standards. The
Safety Studies/Reviews shall place emphasis on the consequences of change to operating variables; i.e.
of high and low pressure, temperatures, flow rates, level and leakage both between systems and into the
environment. The provision of protection systems to eliminate or minimize incidents shall be studied to
determine their adequacy.

The aim of the Safety Studies/Reviews shall be to establish that an adequate level of safety is achieved
against the risk of fire or explosion and other design accident events.

CPECC shall provide a procedure for hazard and identification and necessary corrective actions.

6.6.3 Safety Equipment

Details of the minimum required safety equipment for this project at the different locations shall be
determined by CPECC.

6.6.4 Environmental Control

General Requirement

CPECC shall review the Environmental Impact Assessment design document provided by KPC. The
facilities shall be designed to meet the ambient air quality and water quality guidelines of Kenya and
CONTRACT specifications.

CPECC shall ensure that all materials used in any hot and cold insulation system meet the requirements
of the Specifications. Test reports and third party certification specified in the Specifications shall be
made available to KPC.

Operating Procedures

CPECC shall prepare the facility operating procedures and ensure compliance with the environmental
requirements of KPC.

The release of hydrocarbon products and their by products into the atmosphere or environment generally,
shall be restricted by the procedures.

CPECC shall ensure that the operating procedures emphasize the requirement to carefully handle all
chemicals, such that spillage and operator contamination is avoided. In the event of any spillage, the
procedures shall state the action to be taken to restore the site to its original uncontaminated condition.
Materials Safety Data Sheets shall be exhibited at locations of usage and shall be addressed in the
safety plan.

Noise Control

CPECC shall comply with the following criteria with respect to noise control, and shall ensure that all new
facilities and equipment conform to the requirements:

Noise control shall be considered as an essential feature in the design of new equipment. The sound
pressure level shall not exceed 85 dBA.

Work area is defined as any location, further than one (1) meter from an equipment surface, which may
be reasonably be expected to be occupied by personnel for an extended period in the execution of their
duties.

Areas where it is not practical to comply with the work area sound pressure level limit using accepted
noise abatement procedures shall require KPC’s approval.

CPECC shall be responsible for identifying any necessary reduction of equipment sound level limits
specified in PE specification, to ensure compliance with all sound level provisions.
6.7 INSTRUMENTATION & CONTROL SYSTEMS
The scope of work for the Instrumentation/Control basically consists of:

 Review, check and if appropriate, update the FEED work.

 Update instrument design basis.

 Update control philosophy.

 Design the process control and instrument requirement.

 Update Data Sheets as per the project requirements.

 Design the Valves, Load, and Sizing Calculation.

 Design the Interface to the incoming power and instrumentation lines.

 Design the installation drawings and documentation.

 Design pre-commissioning and commissioning documents.

Meeting will be carried out to determine the required data for the project. The meeting will have the
objective of meeting the Client staff and discussing/clarifying any project requirements including any
additional information required for completing basic/detailed design and engineering.

Based on the results of the meeting, data supplied and collected, and the approved design basis, the
deliverables will be prepared for basic/detailed design and engineering.
6.8 ELECTRICAL ENGINEERING
The Electrical works for the above project basically consists of:

 Electrical Design philosophy and finalizing Design Basis.

 Review, check and if appropriate, modify the pre-feasibility design work.

 Preparation of Material Requisition for all electrical equipment,

 Power supply for electrical driven equipments,

 Design of cathodic protection system,

 Lighting systems wherever required, all necessary calculations for the same to be provided,

 Earthing system

Meeting will be undertaken to determine the required data for the project. The meeting will also have the
objective to meet the Client staff and discuss/clarify project requirements and obtain any additional
information required for completing basic/detailed design and engineering.

Based on results from the meeting and data received and collected, the deliverables will be prepared for
basic/detailed design and engineering.

Based on Data Sheets prepared by Process, the “hazardous equipment schedule” will be prepared and
the hazardous area drawings will be developed on the plot plans in coordination with Safety.

The latest IP Model code of Safe Practice- Part 15, which defines the hazardous area classification
criteria, will be followed and the hazardous area layouts of relevant areas under the project scope will be
prepared.
6.9 CONSTRUCTABILITY
6.9.1 Responsibilities

Project Execution

Constructability shall be an intrinsic part of the project execution planning. The constructability review
dates shall be shown as milestones on the project master schedule. Resources will be provided for
constructability execution and follow-up.

Training

All staff on a project will understand what constructability is and why it is needed.

Engineering, team shall be trained to build constructability into the project.

Early Implementation

To reduce the final cost of a project by the constructability process, it needs to be implemented early in
Detail Design.

Team Approach

Include construction representative(s) in design teams at the onset of a project.

Remove inter and intra-company barriers.

Include design and procurement input in construction planning.

Include vendor representatives in constructability reviews where complex supplies or services are
planned.

Include major and specialist construction subcontractor representatives in constructability reviews


wherever possible.

A project Constructability Champion (CC) shall be appointed at the outset to be responsible for the
orientation of all project staff and for the ongoing implementation and reinforcement of the constructability
process.

The CC shall be a member of CPECC construction department assigned to the project, with significant
field and fabrication experience. In order to maintain an independent perspective the CC shall not be
either the project manager or the project construction manager.

During the process of constructability analysis the CC shall progressively draw on the input of members
of CPECC construction staff for each design discipline, i.e. process, civil/structural, mechanical,
piping/pipeline, instrumentation/controls and electrical.

Document / Drawing Reviews

All key Vendor and CPECC Documents/ Drawings will be reviewed by CC in IDC (Squad Check) for
Constructability input.
6.10 COMMISSIONING / TIE-IN PLANNING / TRAINING
Commissioning / Tie-in Planning / Training will be an intrinsic part of the Project Execution Planning.
Resources will be provided for commissioning planning, commissioning documentation and training.

The Scope of Work for Pre-commissioning will basically consist of:

 Pre-commissioning execution plan, critical path network, bar charts,

 Pre-commissioning scope of work of each system and equipment testing procedures of each
system,

 Check sheets overview, reinstatement test pack, list of equipment to be used,

 Pre-commissioning manpower level and organization,

 Schedule for equipment Vendor representative(s), mobilization of EPC contractor supplied


equipment.

Listing of spares and consumables required.

Detailed Mechanical Completion Check Lists (System-wise) will be prepared during detailed engineering
phase, as a part of pre-commissioning manual, which shall be submitted for KPC approval before the
start of any pre-commissioning activities. These check lists shall be prepared based on API 700
guidelines for Mechanical Completion and shall cover, as a minimum, the following sections:

 Vendor’s assistance,

 Permits,

 Vendor’s/ special instructions,

 Lubricant’s consumable supplies and chemicals,

 Packing and seals,

 Removal of temporary supports, bracings, weather protection etc,

 Tie-ins at units limits,

 Leaks and pressure test,

Commissioning and Provisional Acceptance

The Scope of Work for Commissioning and Provisional Acceptance is as follows:

CPECC shall prepare Provisional Acceptance Dossiers. The Provisional Acceptance Dossiers shall
include the following documentation, as a minimum requirement.

 Mechanical Completion Certificates,

 Punch list,

 All Commissioning/ Performance tests record sheets,

 All Calibration record sheets and records,

 VENDOR factory and site acceptance tests (FAT and SAT) reports and certificates,

 Set points of relays, protective devices,

 Record of site modifications in drawings and documents,

 Alarm, range control and trip settings register/ schedule,

 Commissioning procedures/ manuals,

 Vendor manual index for all equipments with Vendor contact name and number along with
addresses,

 List of 2-years approved spare parts for all equipments.

Training of Owner Personnel

Training shall be provided in both, a formal ‘classroom’ environment and also ‘hands on training’ at site
during installation and commissioning stage.

Training requirements of KPC’s personnel shall cover as a minimum:

General maintenance requirements,

Conduction

The training shall be carried out at site, by continuous involvement of assigned KPC personnel, during
installation, pre-commissioning/ commissioning and performance test.

All training shall be conducted using the English Language and during the normal operational working
hours.

Services of suitably experienced and qualified instructors shall be utilized by EPC contractor for training.

All training equipment including training aids, special training equipment etc., shall be organized by EPC
contractor.

Reference manuals including vendor data books, training/ maintenance/ operating manuals and other
technical literature, as necessary for the training shall be supplied in the required number of sets in
advance by the EPC contractor.

Class-room training shall be followed by field demonstrations, wherever possible.


7.0 PROCUREMENT
7.1 SERVICES
Procurement and Engineering activities will run concurrently and include the following:

 Preparation of Material Requisitions for Quotation (MRQ) documentation,

 Provide support to EPC contractor in obtaining quotations from PE approved Vendors,

 Evaluate Vendors quotations,

 Prepare Purchase Order recommendations,

 Vendors Documentation and Control,

 Expediting support,

 Inspection and Testing Support


7.2 PROCUREMENT PLAN
CPECC shall prepare and maintain a Procurement Plan, which shall include the planned and actual
dates for the following:

 Inquiry (MR Preparation Date),

 Vendors and date(s) of receipt of clarifications and bids,

 Purchase Order,

 Expected Time of Delivery (ETD),

 Expected Time of Arrival at site (ETA)

7.3 TECHNICAL BID EVALUATION
CPECC shall prepare Technical Bid Evaluation forms for each equipment. The technical bid evaluation
shall contain the following information:

 Evaluation of MAXIMUM three (3) vendor offers,

 Complete description of items with specifications or applicable data,

 Vendor’s compliance with KPC requirements stipulated in the specifications,

 All deviations and exceptions from the CONTRACT requirements shall be clearly highlighted,

 Recommendation of the proposed supplier with justification,

 Recommended Spare Parts,

 Requirements of the vendor representative for testing and pre-commissioning


7.4 EXPEDITING
CPECC shall be responsible for expediting Vendors documentation. In particular, CPECC shall maintain
a Vendors’ Document register indicated due dates, actual dates and status of Vendors’ documentation.
7.5 INSPECTION AND TESTING
CPECC shall carry out FAT for the critical equipment and also help to provide Third Party Inspection
(TPIs) services required as per the contract requirements.
7.6 SPARE PARTS AND CONSUMABLES
CPECC shall identify on the spare parts for each equipment as follows:

 Startup and commissioning spares (startup spares),

 Two years continuous operation and maintenance spares (2 years spares),

 Insurance and Capital spares

Spare parts requirements will be included in the MRs. CPECC shall review and approve Spare Part and
Interchangeability Record (SPIR) forms prepared by Vendors.

CPECC shall also include in the MR consumables requirements for the first fill and first month of
operation.
8.0 GENERAL ENGINEERING / DESIGN PROCEDURES
The engineering / design works by each discipline will be conducted according to the following General
Engineering and Design Procedures described below:
8.1 OBJECTIVE
The objective of Engineering and Design is to produce all engineering, design and documentation
required to “meet the requirements” set forth in the project Scope of Works. Detail Engineering and
Design evolves from the basis set forth in the Tender Documents by KPC and typically includes the
preparation of reports, specifications, data sheets, preliminary design calculations, and all necessary

drawings required for the commencement of construction.
8.2 REFERENCES
CPECC Engineering ISO 9001:2008 certified QA Manual and Operating Standards and Procedures
(OSP).
8.3 CODES AND STANDARDS
All engineering and design must comply with applicable international, local and industry codes and
standards. KPC standards as contained in the Contract specifications, both general and particular, are
interpreted as project requirements. Any deviation(s) shall require KPC approval.
8.4 DOCUMENT / DRAWING NUMBERING
CPECC will follow KPC existing numbering system in all drawings and documents.

Tag numbering for Equipment, Instruments, Lines, Structures, etc. shall be coordinated with KPC to
ensure that tagging complies with KPC procedures and standards.

Revision numbering

Revision numbers shall be assigned by the Engineering/Design Lead in each discipline as set out in
CPECC’s drafting standards:

8.5 EDITING
To ensure that adequate tracking of the design content of a document can be achieved it is necessary to
implement a standard procedure for editing of documents.

All markings shall show discipline, initials and dates.


8.6 CHECKING AND APPROVAL
8.6.1 Checking

All Engineering Deliverables (drawings, specifications, data sheets, etc.) will be checked for:

 Presentation and clarity

 Validity of assumptions

 Accuracy and Completeness

 Adherence to industry and PE standards

 Adherence to PE requirements, specifications, and Scope of Work

 Constructability, Operability and Maintainability

 Engineering, design and drafting practice

Checking shall be performed with an objective viewpoint to minimize rework based on personal
preferences and perceptions. Differences between the originator and the checker shall be resolved
before approval.

Documents required for the check include the following:

 Completed Design Drawings

 Design Basis and/or Scope of Work

 PE Project Requirements

 Reference Drawings (from other disciplines)

 Vendor Data (hold if not certified)

 Field Data (from site survey).

While checking engineering deliverables, it is important that every item on the document is checked.
After the first issue, only revised information and their potential impact must be completely checked.

All Engineering Deliverables shall undergo the following checking steps:

Discipline Check

All Engineering Deliverables are thoroughly checked by discipline prior to any issue. Discipline checking
procedures are as follows:

1) The discipline lead engineer reviews the work of the originator (e.g. draftsperson/ designer
preparing the drawing in accordance with the instructions provided by the discipline lead) to ensure
that the design instructions have been followed together with the design calculations and to ensure
that all applicable codes, standards and regulations are complied with.

2) Copies or prints of the documents to be checked shall be clearly stamped “CHECK PRINT”. These
documents will not be used for any other purpose.

3) Deliverables prepared by the discipline lead shall be checked by a checker qualified in the same
discipline and experienced with relevant industry standards. A checker independent from the work
shall be designated to project.

4) Editing shall be strictly in accordance with the editing procedure.

5) Back-checking. After the checker’s comments and corrections have been incorporated, a back-
check shall be conducted prior to release of the package. Check prints of all discipline drawings
shall be signed by the discipline lead after the back-check.

Internal Squad Check

The Lead Engineer will decide which engineering deliverables require inter-disciplinary Internal Squad
Checks.

Internal Squad Check procedures are as follows:

1) The lead discipline engineer prepares the Document Control Processing Instruction form providing
the required instruction to Document Control Coordinator (DCC).

2) DCC shall prepare the Internal Squad Check form and informs through e-mail the lead discipline
engineers concerned. The DCC shall be responsible to follow up squad check circulation to ensure
completion of the check in the allocated timeframe.

3) Editing shall be strictly in accordance with the editing procedure.

4) The marked squad check deliverable shall be reviewed for incorporation of comments.
5) Following verification of incorporation of comments the lead discipline engineer will prepare a
Document Control Processing Instruction for further handling of the deliverable by DCC.

8.6.2 Approval

All drawings shall be approved and signed by the originator or the lead discipline engineer, and the
checker in the appropriate blocks and submitted to the Project Engineer/ Manager for approval prior to
issue to KPC.
8.7 ENGINEERING CALCULATIONS
All Engineering calculations shall be properly prepared and checked by qualified and approved
engineers. The procedures below are considered the minimum professional standards for calculations.

All Engineering Calculations shall be neatly prepared on CPECC’s Calculation Sheets. Other sheets may
not be used since they can be mistaken for scratch paper and discarded.

The Calculations shall be prepared in an organized and orderly fashion, with headings as appropriate to
allow for checking and review by the technical checker or KPC without requiring additional explanation.
All calculations shall be of a quality suitable for submittal to KPC, whether requested or not.

Each set of calculations shall contain, as a minimum, the following identifiable data:

A narrative outlining the objective of the calculations, e.g. calculate voltage drop, water storage
requirements, etc.

A reference to a drawing, a system, equipment number or symbol or other specific information that can
be used to identify the system or subject item for which the calculation applies; include a copy of the
drawing or data sheet.

Identification of all assumptions and basis used in the analysis; note impact of assumptions.

Code and standard requirements applicable to the system analysis.

A list of all standard equations, tables and references (include copies of reference material applicable
pages if not readily available for checker), define all variables.

Copies of manufacturer’s catalogue data of selected or representative equipment meeting the required
design and performance requirements.

Computer input and output with reference to program used to perform calculations.

Computer calculations must include the code used, the version of the code, sketches, etc.; same

minimum standards as required for manual calculations.

Each page of all calculations shall have the project title, job number, page number, and identification of
subject and be initialed by the originator and dated. On subsequent changes, the date shall be updated -
voided pages shall be discarded or clearly marked as void to prevent submittal of non-applicable
information.
8.8 SPECIFICATIONS
KPC’s technical specifications shall be considered as basic requirements. Where adequately detailed,
they shall be adopted “as is”. KPC specifications shall be expanded in case there is a need for more
detailed treatment. Specifications not specifically covered in the Contract Documents shall be developed
in accordance with the industry codes and standards.

The Project Engineer coordinates the preparation of all specifications with the discipline Lead Engineers.
Multi-discipline specifications for equipment and construction should pass through inter-discipline checks
for proper interfaces.
8.9 DATA SHEETS
Initially the data sheet is prepared by the discipline engineer or designer. In many cases a data sheet is
supported by a project specific or general specification. See the section above for requirements on
specifications.

The data sheet should be consistent with KPC requirements both in content and form. Data sheets
should be prepared on forms that are readily identifiable as “original”. Computer generated facsimiles of
forms are acceptable provided they meet KPC requirements.
8.10 DRAWINGS
Drawings shall clearly communicate the information needed to complete the project. Drawings and their
presentation also serve as a first impression for KPC, setting the tone for the project at hand and future
work. For this reason, all drawing packages must be handled by CPECC with regard to the following:

CAD Drawings

KPC requirements for CAD drawings must be understood and followed when producing CAD drawings.
All drawings will be prepared in accordance with CPECC’s drawing standards and practices taking into
consideration KPC’s requirements.

Standards

Using KPC’s existing typical details and symbols is important - not only for effectiveness and efficiency -
but also to save time by eliminating the re-generation of documents that already exist. This saves time for
all parties.

Content

Only information pertinent to the specific type of drawing is included on that drawing. For example,
sections will not be shown on plan drawings; dimensions will be shown only once on any drawing.

Editing

Editing procedure will be strictly adhered to allow consistent communication and understanding of
comments and changes.
8.11 VENDOR DATA SUBMITTALS
Vendor drawings and data are reviewed for conformance with specifications, annotated with comments,
stamped and signed and returned to the vendor in a timely manner.

All Vendor deliverables shall be subject to Vendor Squad Check as follows:

DCC prepares the Vendor Squad Check Form and informs through email the Lead Discipline Engineers
concerned. (As per Internal Squad Check)

Each Engineer shall properly review and mark-up the documentation indicating the required action in the
Vendor Squad Check Form.
9.0 PROJECT MANAGEMENT / SERVICES / CONTROL
9.1 PROJECT MANAGEMENT
CPECC will mobilize an experienced and competent Project Manager and Project Engineer(s) who will
be the focal point for interaction with KPC, direct, follow up and lead the CPECC Project Team. The
Project Manager will be responsible for fulfilling the contractual obligations to KPC. The Project Manager
shall be responsible for the day-to-day management of the project. The Project Manager will report to
KPC Project Manager.

Discipline Leads and Engineers, Planning and Document Controller will report to Project Engineer while
Project Engineer, HSE and QA/QC will report to the Project Manager.

Discipline Leads will be responsible for all engineering activities. Discipline Engineers will assist them.
9.2 PROJECT SCHEDULING
CPECC propose to use PRIMAVERA or MS Project as Project control software.

CPECC planning and progress measurement procedure will be made part of coordination procedure and
submitted to KPC approval within the first month of the Contract.

Level 1 schedule will be prepared at initial stage of the Contract based on Proposal schedule and tender
clarifications. This will identify major milestones and overall schedule for the engineering phase.

Level 2 schedule will be prepared after the kick off meeting and will be issued in 4 weeks’ time. This will
give detail activities per discipline.

Primavera/MS Project latest version will be used for Level 1 and Level 2 schedule.

Level 3 drawings / document register will be prepared after engineering disciplines identify their
deliverables. These drawing/document systems will become part of the planning package and will be
issued within 4 weeks from contract award.

Man-hours as per budget and planned dates as per Level 2 schedule will be assigned to each
deliverable. MS Excel software will be used as database for drawings / document register.

Level 3-document register will be updated on weekly basis and actual Vs planned percentage will be

Level 1 and Level 2 will be updated on monthly basis and critical path will be identified.

Weekly and monthly progress report will be issued for PE review and information. Weekly progress
review meetings shall be held to discuss the achieved progress, project trends for the remaining work
and take the necessary corrective actions to meet the overall Project schedule or improve it as the case
may be.
9.3 PROJECT CONTROL
Level-2 schedule will provide the basis to monitor and control the progress. The actual progress will be
obtained from level-3 schedules and rolled-up to the higher levels. The same progress shall be input in
the level-2 P3 schedule to estimate the balance durations required to complete the individual tasks.
Level-2 schedule shall, then, be scheduled at the current Data Date to produce the targets / trends for
the balance work. This updated schedule shall be the controlling tool to generate the targets for coming
week / month.
