Screening Evaluation
The Proficiency Screening process does not confer a
property right nor guarantee a position in the District for
the 2024 -2025 school year should a change or circumstance
occur that would warrant a change in a person’s status.
A person must score “Proficient” or higher on the
proficiency screening to be a Principal at an HISD school.

What “proficiency” means in the 2023-2024 screening process

A person must score “Proficient” or higher on either instruction or


achievement to lead an HISD school. They must score no lower than
“Progressing II” on both. If a person scores Progressing I on either
instruction or achievement, they may not be a principal in the 2024-2025
school year.

PROFICIENCY SCREENING I

 Principals must pass Leadership Rubric (pending review of Division


Superintendents)
 If a principal scores Proficient I or higher on both Instruction and Achievement,
then they may remain as Principal
 If either instruction or achievement is Progressing I, then the person will be
not serve as a principal in the 2024-2025 school year
 If the person scores Progressing II on either instruction or achievement (and
did not score Progressing I on either instruction or achievement), then they
will have another opportunity and undergo Proficiency Screening 2 in April
PROFICIENCY SCREENING 2
 The IRT team will conduct a review of instruction from 1 April to 20 April for all principals eligible for
Proficiency Screening 2 (this will be known as IRT 3 data)
 Teams will conduct between 6 to 10 spot observations (depending upon the size of the school) of
teachers in core subjects when they are instructing (not during assessments)
 The Performance and Assessment Dept. will use the same cut points for the proficiency levels as was
determined by the review that was conducted in February; the Superintendent may adjust cut points if
necessary to ensure the effectiveness of the principal corps
 The principal’s score will be the average of IRT 2 and IRT 3 data or just IRT 3 data alone – whichever is higher
 If a principal scores Proficient I or higher on Instruction, then they may remain as Principal
 If they score Progressing I on instruction, then the person will be not serve as a principal in the 2024-
2025 school year
 If the person scores Progressing II on instruction, then the ED or Division Superintendent shall have the
discretion of keeping the Principal in position or not

EXCEPTIONS

 Principals hired since 1 November will be able to stay in their position if the
Executive Director agrees. This decision must be made by 14 February 2024.
 Assistant Principals who would like to remain as an AP at the school will
submit a request to be considered. The Principal will assess the AP, using the
Leadership Rubric. If an AP scores at least 22 point, they will be able to
continue as an AP at that school. This decision must be made by 29 February
2024.
 TAs and LCs will be able to stay in their position if the Principal agrees. This
decision must be made by 29 February 2024.

 All principals receive a report in AIM in early March titled “MOY
Progress Report”
 This one report gives them:
a) All existing data on their progress to-date
b) Preliminary MOY “rating,” which feeds into the NES selection
