Strengthening Partnership and International Cooperation for the Advancement of Gender


Equality and Women's Empowerment is essential to eliminate gender inequality and support
women’s priorities across the world. In response to concerns about gender disparity our
president, Vladimir Putin, stated that he did not want people to "get the impression that only
women should take care of children; that would be wrong in general." We are committed to
supporting policies and initiatives that foster gender inequality and empower women at all levels.
However, there is still work to be done to establish true gender equality.

Our National Strategy for Women (2017-2022) is a framework aimed at enhancing the role of
women in society, eliminating gender-based discrimination, and providing opportunities for
women to participate fully in all aspects of life, including political, economic, and social.
Furthermore, Article 19 of the 1993 Constitution of Russia dictates ‘Men and women shall
enjoy equal rights and freedoms and equal opportunities to exercise them.’ Additionally, under
the Labour law, women have the right to paid maternity leave, paid parental leave, and unpaid
parental leave that can be extended until the child is 3. Consecutively, the Russian federation
encourages women labour by strengthening support for small- and medium-sized enterprises
owned by female entrepreneurs.

Russia is committed to upholding the principles of gender equality and women's empowerment.
Consecutively, The International Women’s Day is declared as a public holiday to commemorate
the sacrifices and hardship faced by females. Gender statistics continue to be enhanced on the
basis of developing and implementing a new system ; based on principles and recommendations
of international organizations in the field of statistics. To develop new statistical indicators,
scientific institutions and practical specialists have been consulted. In addition to that, statistical
anthology, "Women and Men of Russia" is published regularly.

However, Russia, like other countries, has had gender disparities since the 18th century. As of
February 2021, only 15.8% of seats in parliament are held by women. Gender inequality in
Russia has been growing in the past few years due to lack of policy addressing the problem and a
rise in propaganda of so-called “traditional values.” This has resulted in the increased
vulnerability of women, including the growth of violence against women, discrimination at work
and lack of opportunities in politics. As the Covid-19 pandemic demonstrated, this patriarchal
role division has made women even more vulnerable, doubling their load of household work and
increasing domestic violence.

On the other hand, women’s organisations are at the forefront of providing services to victims of
violence, educating the public and advocating for change. The women’s movement after the
pandemic is growing in solidarity becoming more professional and organizing itself in better
resistance to the increasing pressure. Additionally, the adoption of the Beijing Declaration and
the Platform for Action in 1995 was an important step in developing a comprehensive
international policy framework on women's human rights. The Beijing Platform for Action
included 12 critical areas of concern including women's human rights and violence against
women.

Moreover, The Russian Federation believes that promoting gender equality and women's
empowerment is vital for world peace, security, and long-term prosperity. It is a shared
obligation that implies international cooperation and collaboration. We are dedicated to
collaborating with our citizensto achieve these objectives as soon we can.
