Draft Proposal

Pakistan Young Diplomats of International Relations (PYDIR) is going to organize a


Diplomatic Simulation conference (Model United Nations, MUN), in Islamabad, which serves
as a platform for young leaders and change-makers to exchange ideas and resolve the most
challenging global issues. This diplomatic simulation is an ideal avenue for aspiring diplomats
and advocates to grasp the lobbying and critical thinking skill set.

Main Goals and Objectives of the MUN simulation conference:


The conference must encompass:
Diplomacy
We identify diplomacy as the process of influencing the decisions and behaviour of foreign
governments and people through dialogue and by peaceful means. PYDIR aims to inculcate the
skills of diplomacy by:

✓ Conducting diplomatic simulation in a result-oriented manner


✓ Providing opportunities to learn from top-rank diplomats and ambassadors
✓ Assisting the participants in the process of acquiring and sharing diplomatic knowledge
on a specific global issue

Negotiation
We label negotiation as the dialogue or collaborative process that aims to find a solution between
two or more parties during a conflict or a global issue.
It offers an opportunity for delegates to learn the components of negotiation between two or
more parties from our Diplomatic Experts and highly experienced guest speaker.
We believe that learning by doing is the best way to achieve mastery!

Leadership
We value leadership as essentially the process of social influence which maximizes the efforts of
others towards the achievement of a common goal
Because leadership is an essential piece to the puzzle of positive change, this grand event
provides training in

Finding Sponsors
First of all, for tangible sponsors, creating a folder will also be in order. You should find what
kind of sponsorships you may need, and examples to types of sponsorship can be coffee break
food, stationery or even transportation. Then, to get sponsorship, you should gather your
organization team and once again use your network. Somebody in your organization team may
know somebody that might help you establish further connections to get sponsorship.

Organizing the conference


Pre-Conference:
Step 1: Decide on a Leadership Structure for the Overall Conference
This step entails choosing a Chair to lead the conference. It also involves setting up a Steering
Committee, or group of committees, that will start working on issues to be discussed as well as
organizational matters, until the conference leaders are chosen.

Step 2: Decide Which Leadership Positions are Needed


The number of officials will depend in part on the conference’s size.
General Assembly
1. President General Assembly
2. Vice President (This will depend on the conference’s size)
3. Chair
4. Vice-Chair
Secretariat
1. Secretary-General.
2. Deputy Secretary-General. (this depends on the conference’s size.)

Other positions can be added, depending on what makes most sense given the conference’s
content.
Step 3: Promote the Conference and Set Up a Registration Process
Consider publicizing your Model UN via a dedicated institution, organization or website or
social media. If setting up a website, be sure to include information related to the first meeting
date, time, location, and e-registration links. You can also try using social media to generate
interest in your Model UN.

Step 4: Select and Train the Leaders


The selection of leaders should occur in a fair and transparent manner. This will help ensure that
the leaders represent as many of the regional groups as possible, and that there is gender balance.
Make sure they become familiar with the Rules of Procedure as well as their roles and
responsibilities.
Step 5: Set a Timeline for Drafting and Sharing Important GA and Secretariat
Documentation
These documents should include the following:
Memorandum of the Secretary-General on the Organization of the xth regular session of the
General Assembly
A Delegate’s Guide that contains information about:
The conference’s organization,
Topics to be debated,
Guidelines on writing and submitting position papers,
What will take place during Plenary and Committee meetings,
How to inscribe on the list of speakers,
Important details about the Rules of Procedure. and how they may differ from other conferences
delegates have participated in,
A description of what is meant by consensus,
An overview of the process for tabling resolutions and amendments,
A description of the awards policy, and
Information about the selection and role of head delegate

Step 6: Assign Countries and Topics to Conference Participants


In many Model UN conferences, the best way of organizing delegations is to put together
delegations comprised of students from different locations. In other words, no two students in
any delegation are from the same school. This requires more work, but is more rewarding. The
experience of having students from different schools working together to represent the same
country is a very enriching one.
Set a deadline for submitting position papers to the committee Chairs, and make sure the
guidelines for writing these papers are available to all participants. Chairs should review each
position paper and return them with feedback prior to the conference.

Step 7: Engage with Future Participants


Have live video chats or some other format with experts on the topics to be discussed and
important conference aspects, such as how to write a resolution, the Rules of Procedure, or
discussions on which regional or political groups are most likely to table resolutions in each
committee.
The Chair of the conference then announce a list of speakers that will deliver speech during the
session.
The Chair of the conference asks all the delegates to present any motion or point on the floor.
Delegates of one or more delegations then present a motion or point on the floor that might be
opposed by other delegations. Hence, the Chair conduct voting, and the motion supported by
majority vote is set as agenda of the conference.
But, in the case of Model UN conferences, given the time constraints, the provisional agenda
needs to be decided in advance so that delegates have sufficient time to prepare their positions on
the topics to be debated.

1.To do a recce (physical venue)


Determine the size, structure, the lighting, availability of public address system (if any), big
screen (if any), number of cameras and microphones deployed for coverage of audiences,
identify media services provider.

My Suggestions:

Time Duration:
There are two options:
1) The event should be a two-days conference so that all the delegations
from different countries get the opportunity to present their statement
and stance on the topic or issue. The closing ceremony, shield and
certificates distribution, cultural display, it all will take time.
2) It should be a one-day conference, because it will be very difficult for
the delegations to come again on the second day, as we have no system
for the stay and accommodation of delegates, and also for organizing
team to make arrangements again for the second day.
So, looking at these two possibilities, the event should be a one-day conference, but the time
span should be increased (since morning till late evening).

Number of Delegations:
According to the availability of the space:
1. There should be only one delegate in each delegation. In this
way, there will be a greater number of delegations and a smaller
number of people.
2. But, if a smaller number of countries are to be engaged, then
each delegation should consist of two to three delegates
respectively.
