County Human Resources
Issues of the Investigation:
On Wednesday, August 30, 2023, the Human Resources Employee & Labor Relations (HR) office received a bullying and
harassment complaint from . In that complaint, alleged that was the
subject of targeted harassment from her management and peers; specifically
Jonell Thomas,
An Intake meeting was conducted by HR on Tuesday, September 5th, 2023. The following information
was received from :
• On August 30, 2023, during the 2nd day of an Investigator training, ,
walked through the conference room wearing a shirt that read “Blue Lives Murder”.
• In attendance were Jonell, . They did not take action to address the matter.
• was deeply offended by the shirt as spouse is a police officer.
• would later learn that the entire incident had been planned by with support from those named
in this complaint.
• was made aware of a group chat (text) that took place the day prior (August 29, 2023), those named in
this complaint are part of a group chat (with the exception of the management employees), in which the subject
of conversation had been coffee mug. coffee mug read “Back Blue” and “Police Coffee”. stated
that regularly used this mug in the office and was surprised that was now being targeted for using it.
• took a photo of the mug and shared it in the group chat which initiated the “hate” conversation.
advised the group that would be wearing her “Blue Lives Murder” to the training the following day and
planned on walking through the conference or sitting in line of sight. referred to
as the “cop” and asked that the group rally and have back if received negative blowback from Jonell.
• Additional inappropriate comments were made by the other members of the group in the chat., including
saying “ACAB”, and telling the group that if was allowed to pass probation, it would be a huge
problem.
• claims shared displeasure of the incident with and had initially notified
that would be submitting resignation. However, after some thought, rescinded and advised
of decision.
• also shared that at some point had political signage in office that stated, “F the
Police”, a poster of lady liberty with her eyes blindfolded and a police officer holding a gun to her head.
• On Thursday, August 31st at approximately 5:45am, both issued a probationary
failure termination citing was not a “good fit” for the position.
Later that same day, HR received a call from requesting guidance on the matter.

became aggressive and hostile. As a result of actions (or lack thereof) in participating in this meeting, the claim
that retaliatory action was taken against by Jonell Thomas has been substantiated.
