‫ﻗﺒﻞﻋﺎﻣﻴﻦ‪ ،‬ﺍﻧﻀﻤﻤﺖ ﺇﻟﻰ ﺍﻟﺨﺪﻣﺔ ﺍﻟﻌﺎﻣﺔ ﻓﻲ ﺃﻭﻧﺘﺎﺭﻳﻮ )‪ (OPS‬ﻛﺄﻭﻝ ﻣﺪﻳﺮ ﺭﻗﻤﻲ ﻭﻧﺎﺉﺐ ﻭﺯﻳﺮ‬
‫ﻣﺴﺆﻭﻝﻋﻦ ﺍﻟﺤﻜﻮﻣﺔ ﺍﻟﺮﻗﻤﻴﺔ‪.‬‬

‫ﻓﻲﺃﻭﻧﺘﺎﺭﻳﻮ‪ ،‬ﻣﺜﻞ ﻣﻌﻈﻢ ﺍﻷﻣﺎﻛﻦ ﺍﻷﺧﺮﻯ ﻓﻲ ﺟﻤﻴﻊ ﺃﻧﺤﺎء ﺍﻟﻌﺎﻟﻢ‪ ،‬ﻟﻢ ﻳﺘﻢ ﺗﺼﻤﻴﻢ ﻣﻌﻈﻢ ﻗﻮﺍﻧﻴﻨﻨﺎ‬
‫ﻭﻗﻮﺍﻋﺪﻧﺎﻣﻊ ﻭﺿﻊ ﺍﻹﻧﺘﺮﻧﺖ ﻓﻲ ﺍﻻﻋﺘﺒﺎﺭ‪ .‬ﻓﻲ ﺑﻌﺾ ﺍﻟﺤﺎﻻﺕ‪ ،‬ﺗﻔﺮﺽ ﺍﻟﻘﻮﺍﻧﻴﻦ ﻃﺮﻕ ﺗﺴﻠﻴﻢ‬
‫ﻗﺪﻳﻤﺔ‪،‬ﻣﺜﻞ ﺍﺷﺘﺮﺍﻁ ﺍﻟﺘﻮﻗﻴﻊ ﻋﻠﻰ ﺍﻟﻮﺭﻕ ﺃﻭ ﺍﻟﺘﺴﻠﻴﻢ ﻋﺒﺮ ﺍﻟﺒﺮﻳﺪ ﺍﻟﻤﺴﺠﻞ‪ .‬ﻣﻊ ﻣﺮﻭﺭ ﺍﻟﻮﻗﺖ‪،‬‬
‫ﺗﺮﺍﻛﻢﺍﻟﺮﻭﺗﻴﻦ ﺍﻟﺪﺍﺧﻠﻲ‪ ،‬ﻣﻤﺎ ﻣﻨﻊ ﺍﻟﻤﻤﺎﺭﺳﺎﺕ ﺍﻟﺮﻗﻤﻴﺔ ﻭﻋﺮﻗﻞ ﻓﺮﻕ ﺍﻟﺨﺪﻣﺔ ﺍﻟﻌﺎﻣﺔ‬

‫ﻗﺎﻝﻣﺎﻳﻚ ﺑﺮﺍﻛﻦ‪ ،‬ﺍﻟﺮﺉﻴﺲ ﺍﻟﺴﺎﺑﻖ ﻟﻠﺨﺪﻣﺔ ﺍﻟﺮﻗﻤﻴﺔ ﺍﻟﺤﻜﻮﻣﻴﺔ ﻓﻲ ﺍﻟﻤﻤﻠﻜﺔ ﺍﻟﻤﺘﺤﺪﺓ‪" ،‬ﺇﺫﺍ‬
‫ﻛﻨﺖﺗﺮﻳﺪ ﺗﺤﻘﻴﻖ ﺍﻟﺘﺤﻮﻝ ﻭﺇﺑﻘﺎﺉﻪ ﺛﺎﺑﺘﺎً‪ ،‬ﻓﻴﺠﺐ ﺃﻥ ﺗﻜﻮﻥ ﺟﺬﺭﻳﺎً ﻓﻲ ﺗﻐﻴﻴﺮ ﻃﺮﻳﻘﺔ ﻋﻤﻞ‬
‫ﻣﺆﺳﺴﺘﻚ‪،‬ﻭﻟﻜﻦ ﺗﺪﺭﻳﺠﻴﺎً ﻓﻲ ﺗﻐﻴﻴﺮ ﻣﺎ ﺗﻘﺪﻣﻪ"‪.‬‬

‫ﺳﻴﻌﻨﻲﺫﻟﻚ ﺃﻳﻀﺎً ﺗﻐﻴﻴﺮ ﺍﻟﻠﻘﺐ ﻭﻣﺴﺆﻭﻟﻴﺎﺕ ﺟﺪﻳﺪﺓ ﺑﺎﻟﻨﺴﺒﺔ ﻟﻲ‪ .‬ﻭﺑﻤﻮﺟﺐ ﺍﻻﻗﺘﺮﺍﺡ‪ ،‬ﺳﻴﺼﺒﺢ‬
‫ﺩﻭﺭﻛﺒﻴﺮ ﺍﻟﻤﺴﺆﻭﻟﻴﻦ ﺍﻟﺮﻗﻤﻴﻴﻦ ﻫﻮ ﻛﺒﻴﺮ ﺍﻟﻤﺴﺆﻭﻟﻴﻦ ﺍﻟﺮﻗﻤﻴﻴﻦ ﻭﺍﻟﺒﻴﺎﻧﺎﺕ‪ ،‬ﻣﻊ ﻣﺴﺆﻭﻟﻴﺔ ﺍﻹﺷﺮﺍﻑ‬

‫ﺳﻴﻜﻮﻥﻟﺪﻳﻨﺎ ﺍﻟﻤﺰﻳﺪ ﻣﻦ ﺍﻟﺘﻔﺎﺻﻴﻞ ﻟﻤﺸﺎﺭﻛﺘﻬﺎ ﻓﻲ ﻣﻨﺸﻮﺭﺍﺕ ﺍﻟﻤﺪﻭﻧﺔ ﺍﻟﻘﺎﺩﻣﺔ ﻣﻦ ﺍﻟﻔﺮﻳﻖ‪ .‬ﻓﻲ‬

‫ﺃﻗﻞ‪.‬ﺇﻥ ﺗﺤﺪﻳﺚ ﺍﻟﻄﺮﻳﻘﺔ ﺍﻟﺘﻲ ﻧﺼﻤﻢ ﺑﻬﺎ ﺍﻟﺨﺪﻣﺎﺕ ﻭﻧﻘﺪﻣﻬﺎ ﺳﻴﻤﻜﻦ ﺍﻟﻔﺮﻕ ﻣﻦ ﺗﻠﺒﻴﺔ ﺍﺣﺘﻴﺎﺟﺎﺕ‬

‫ﻭﺍﻟﺘﻲﺗﺸﻤﻞ ﺍﻟﻤﻌﺎﻣﻼﺕ ﺍﻟﻤﺘﻌﻠﻘﺔ ﺑﻠﻮﺣﺎﺕ ﺍﻟﺘﺮﺧﻴﺺ ﻭﺭﺧﺺ ﺍﻟﻘﻴﺎﺩﺓ ﻭﺍﻟﺒﻄﺎﻗﺎﺕ ﺍﻟﺼﺤﻴﺔ‬
‫ﻭﺗﺴﺠﻴﻞﺍﻟﻤﺮﻛﺒﺎﺕ‪.‬‬

‫ﻳﺠﺐﺃﻥ ﻳﺘﻢ ﺇﻧﺘﺎﺝ ﺍﻟﺒﻴﺎﻧﺎﺕ ﺍﻟﺸﺨﺼﻴﺔ ﻭﺻﻴﺎﻧﺘﻬﺎ ﻭﺗﺨﺰﻳﻨﻬﺎ ﻓﻘﻂ‬


‫ﻣﺮﺓﻭﺍﺣﺪﺓ‪ .‬ﻧﺤﻦ ﻧﻌﻤﻞ ﻋﻠﻰ ﺿﻮﺍﺑﻂ ﺟﺪﻳﺪﺓ ﻟﻠﺒﻴﺎﻧﺎﺕ ﻣﻦ ﺷﺄﻧﻬﺎ ﺃﻥ ﺗﺴﻬﻞ ﺍﻷﻣﺮ‬
‫ﺍﻟﻨﺎﺱ"ﻳﺨﺒﺮﻭﻧﺎ ﻣﺮﺓ ﻭﺍﺣﺪﺓ" ﻋﻨﺪ ﺍﻟﺘﻔﺎﻋﻞ ﻣﻊ ﺣﻜﻮﻣﺘﻬﻢ‪ .‬ﻋﻠﻰ ﺍﻝ‬

‫ﺗﻌﻤﻞﺍﻟﺒﻴﺎﻧﺎﺕ ﻋﻠﻰ ﺇﻋﺎﺩﺓ ﺗﺸﻜﻴﻞ ﺍﻟﻌﺎﻟﻢ ﻣﻦ ﺣﻮﻟﻨﺎ ﻭﺗﺤﻮﻳﻞ ﺍﻟﻘﻄﺎﻋﺎﺕ ﻓﻲ ﺟﻤﻴﻊ ﺃﻧﺤﺎء ﺍﻟﻌﺎﻟﻢ‪.‬‬
‫ﻳﺘﻢﺇﻧﺸﺎء ﺍﻟﺼﻨﺎﻋﺎﺕ ﻭﺍﻟﺸﺮﻛﺎﺕ‪ ،‬ﻛﻞ ﻳﻮﻡ‪ ،‬ﺑﻨﺎء ًﻋﻠﻰ ﺍﻟﺒﻴﺎﻧﺎﺕ‪" ،‬ﺍﻟﻜﺒﻴﺮﺓ" ﻭ"ﺍﻟﺼﻐﻴﺮﺓ"‪ ،‬ﺍﻟﺘﻲ‬

‫ﻳﻤﻜﻦﻟﻠﺤﻜﻮﻣﺔ ﺃﻥ ﺗﻜﻮﻥ ﻗﺪﻭﺓ ﺑﺎﻟﻘﺪﻭﺓ – ﻓﺘﺢ ﻣﺨﺰﻭﻧﻨﺎ ﺍﻟﻬﺎﺉﻞ ﻣﻦ ﺍﻟﺒﻴﺎﻧﺎﺕ ﻏﻴﺮ ﺍﻟﺤﺴﺎﺳﺔ‬
