Disaster Management, Risk Reduction & Relevant Philippine Laws


I. Disaster Management and Risk Reduction:
A. Philippine Disaster Risk Reduction and Management Act of 2010 (R.A. 10121):
• Establishes the National Disaster Risk Reduction and Management Council
(NDRRMC) as the lead agency for disaster management.
• Defines responsibilities of government agencies, LGUs, and communities in disaster
risk reduction (DRR) and management.
• Promotes community based DRR, including early warning systems, preparedness
plans, and evacuation procedures.
• Mandates mandatory education and training on DRR for government
officials, educators, and vulnerable communities.
B. Risk Reduction and Preparedness Equipment Protection Act (RA 10344):
• Protects emergency response equipment and supplies from theft, damage, and
unauthorized use.
• Empowers agencies like NDRRMC, LGUs, and firefighters to confiscate, detain, and
impose penalties for violations.
• Promotes efficient utilization of resources during disaster response and recovery.
C. Children's Emergency Relief and Protection Act (RA 10821):
• Ensures the protection and well-being of children during emergencies and disasters.
• Requires government agencies to prioritize the needs of children in relief and
recovery efforts.
• Mandates the establishment of child-friendly spaces and psychosocial support
services for children affected by disasters.
II. Philippine Environmental Laws:
Environmental issues can often contribute to or exacerbate disaster risks. Understanding
key environmental laws can help mitigate these risks.
1. Philippine Clean Air Act (RA 8749):
• Aims to regulate air pollution from industrial, mobile, and area sources.
• Promotes cleaner air standards and sustainable industrial practices to reduce
respiratory illnesses and improve overall health.
2. Tobacco Regulation Act of 2003 (RA 9211):
• Regulates the manufacture, sale, and advertising of tobacco products.
• Aims to reduce smoking prevalence and related health risks, potentially decreasing
respiratory problems that could be aggravated by air pollution during disasters.

3. Toxic Substances and the Hazardous and Nuclear Wastes Control Act of 1990:
• Controls the importation, manufacture, transportation, storage, and disposal of
hazardous materials.
• Reduces the risk of accidental release of dangerous substances during
disasters, protecting communities and the environment.
4. Ecological Solid Waste Management Act of 2000 (RA 9003):
• Promotes proper segregation, collection, treatment, and disposal of waste.
• Reduces the risk of overflowing landfills and pollution of waterways, which can
contribute to flooding and environmental hazards.
5. Wildlife Resources and Conservation and Protection Act:
• Protects endangered and threatened species and their habitats.
• Conserving ecosystems strengthens their resilience against natural disasters and
promotes long-term environmental sustainability.
6. National Integrated Protected Areas System (NIPAS):
• Establishes a network of protected areas across the Philippines to preserve
biodiversity and natural resources.
• Intact natural areas can act as buffers against floods, landslides, and other
environmental hazards.
Understanding and complying with these laws is crucial to promote DRR, environmental
protection, and a safer future for the Philippines. Stay informed, participate in DRR
initiatives, and advocate for environmental protection to build a more resilient Philippines!
